Abstract

This paper aims to examine the citizens’ initiative (CI) to save the Karang Mumus River in Samarinda, Indonesia, through a collective movement, namely GMSS SKM (Gerakan Memungut Sehelai Sampah Sungai Karang Mumus). The river has complicated problems that are mostly caused by human behavior, such as pollution and illegal dwelling. Drawing on the CLEAR (Can do, Like to, Enabled to, Ask to, and Responded to) framework, this research explores the effort of the movement to what extent it engages to save the river. Data in this research are collected at least in two ways, such as interviews and field observation. This research finds out that the local government seems powerless to tackle the river’s problems, therefore the voluntary movement emerges and takes some of the roles. The activists or volunteers use their own resources to run their activities (Can do). They set at least four programs to educate people and the impact will save the environment in the city (Like to). The movement is open for all citizens and communities to join in their activities (Enabled to). They mobilize the group members and publish their activities on social media to attract other citizens (Ask to). It works when some citizens and communities are willing to participate in the activities. The local government then supported the voluntary group by creating a small team of Hantu Banyu. However, some local government officials and local parliament members support the voluntary group individually rather than institutionally. On the other hand, institutional support comes from the central government agency in the city. Moreover, some support also comes from individuals, communities, and the private sector (Responded to).

Abstract

This research aims to describe the power of policy entrepreneurs in disability-inclusive policy-making. Disability-inclusive policy in the Jember Regency of East Java, Indonesia, is a result of a thirteen-year- long struggle of the disability groups. Their struggle started as a series of demonstrations, petitions, and hearings with the Regional House of Representatives and the Regent. It then continued with a series of debates and negotiations with the policy-makers. This descriptive- qualitative research utilized Kingdon’s multiple stream framework analysis to capture the stipulation of Regional Regulation Number 7 of 2016 on the Protection and Fulfillment of the Rights of Persons with Disabilities. The informants were six disabled persons and two former members of the Regional House of Representatives. The study finds that the problem stream was raised through demonstrations, petitions, and hearings; the policy stream was done through efforts to include the draft of the disability act in the regional legislative program. Policy windows took place during the momentum initiated by the stipulation of a nationwide disability-inclusive policy by the state government, and, finally, policy entrepreneurs act through lobbies and negotiations. This study concludes that the disability policy-making process in Jember Regency was influenced by the strong power of policy entrepreneurs. Disability groups and the Regional House of Representatives as a policy entrepreneur force acted quickly to take advantage of the open policy window momentum, and, finally, the policy maker ratifies local regulations regarding the protection and fulfillment of the rights of persons with disabilities.

Abstract

This paper explores public responses through social media to the COVID-19 policy in Indonesia; public response to the COVID-19 policy shows that information about COVID-19 is sourced from crowd sources, thus creating misinformation on health information. To answer the research purpose, this research uses NodeXL to explore policy responses through social media Twitter; data collection was carried out from 3-25 July 2021. The result shows the public response to the COVID1-19 policy in Indonesia through topic distribution on social media Twitter. From these findings, 10 topics on social media became public responses to COVID-19 policies. This topic addresses the public's response to the COVID-19 condition in Indonesia and the policies taken by the government. We classify these topics based on the characteristics of public responses that indicate certain conditions such as vaccine policies, medical device crises, hoax information, collaboration, and political conditions. However, this research has limitations on access to the data taken. Therefore, further research can explore the function of social media in post-COVID-19 policies.

Abstract

Many studies have analyzed the performance of government employees, but there is still little research on the relationship between equal employment opportunity and public service motivation. The purpose of this study was to examine whether equal employment opportunities affect individual job satisfaction and job performance. This study also evaluated whether the relationship is mediated by public service motivation. The survey research was implemented in the Bengkulu City Government to achieve the study objectives. There were 252 participants in this study who responded by completing an online questionnaire. The results of the structural equation modeling show that job satisfaction and individual job performance are equally influenced by job opportunities and public service motivation. In addition, the influence of equal employment opportunity on job satisfaction and individual job performance is mediated by public service motivation. The implications of this work on the theory and practice of human resource management in the public sector are outlined in the findings.

Abstract

This study aims to examine the perception of multi-stakeholder in implementing city branding programs and how they can collaborate across actors to support the implementation of city branding. The importance of stakeholders in implementing city branding has been widely discussed. However, the relationship between multi-stakeholder tourism is still under-explored. Therefore, this study emphasises the importance of multi-stakeholder perceptions in determining how each stakeholder can influence campaign implementation. This study uses a qualitative method by conducting in-depth interviews with relevant stakeholders: the government, the private sector, destination management staff, tourism associations, academics, and the general public. Using the Jakarta branding campaign, Enjoy Jakarta, this study finds that several crucial factors influence the Enjoy Jakarta campaign. These factors are stakeholder collaboration, departmental coordination, public management, attraction, promotion and accessibility. This study proposes stakeholders' role mapping in improving the implementation of Enjoy Jakarta programs.

Abstract

This study aims to analyze community participation in the process of development planning and APBD formulation in Malang City. This research uses a qualitative approach and the data is sourced from document studies, literature studies and in-depth interviews with informants selected by a purposive method. The results show that even though the process of dialogues in the implementation of Musrenbang RKPD has been well involving various elements of society in order to plan the development of the regions, the final decision remains dominant in the government hands. Moreover, the spaces of community participation in the post-musrenbang stage are also known to be inadequate. There are four factors hampering the community participation: low political commitments of the government elites, not yet optimal channels of the community participation, less supportive government bureaucrats, and lack of public awareness. There are four strategic efforts to strengthen the community participation: provide political education to civil society, implement the community aspiration ceiling in the Musrenbang RKPD, form the community forum in the post-musrenbang stage, and implement a public planning and budgeting system that supports the principles of good governance.

Abstract

Responsive governance during the COVID-19 pandemic became a severe challenge for countries worldwide. With a relatively poor healthcare structure, Bangladesh performed moderately well in managing the first wave of the pandemic (March – December 2020). With substantive policy and decision-making support from the Centre, local governments collaborated with various relevant actors to enhance their pandemic- related services. In this background, this research used an integrative framework to study a case of local-level collaborative governance – the Saturia Model. Based on the authors' experience, reflections and review, this analysis explores various socio-economic and environmental factors behind the effectiveness of this collaboration in containment policies and providing support services to vulnerable groups. Findings indicate that coordination between state and non-state actors, resource mobilization, access and communication, community engagement and the adaptative capacity of the government are vital for making such collaborations work in a crisis. The lessons are valuable for prospective understanding and policy interventions.

Abstract

The limitation of the government's budget is sometimes unable to accommodate the overall demand of infrastructure development which requires a large investment. Yet, the Public-Private Partnership (PPP) has been recognized as one of promising tool to build cross-sectoral collaboration to support insfrastructure development within the last few decades. Indonesia has several frameworks of PPP cooperation to accomplish development goals as stated in The Minister of Development Planning Act No. 4/2015. Despite several frameworks provided by the government. This research uses a qualitative approach which is conducted through interviews with several key informants as well as relevant observation. The result of this research shows that PPP has been fully implemented in Lamongan. Through the attractiveness of marine tourism, the local government of Lamongan Regency is looking for investment in tourism development through PPP. Wisata Bahari Lamongan and Mazola (Maharani Zoo Lamongan) are two tourist attractions that implement a private partnership funding system with the Build Operate Transfer (BOT) scheme. This mechanism is used sustainably as an operational effort for Lamongan and Mazola Marine Tourism (Maharani Zoo Lamongan). Revenue from tourism is included in the Regional Original Revenue (PAD) and as private sector income in this project.

Abstract

An area's wealth of natural resources can bring prosperity to its people. However, this is not the case with the fishermen in the Maluku Tengah Regency, Maluku, Indonesia, who live in the Golden Fishing area. For nearly 20 years, fishermen in this district have lived below the poverty line. In this study, RIA will be used to evaluate policies from the central government level to the district government level. The goal is to add to the repertoire of knowledge in the study of public policy and see the causes of this issue and alternative solutions. This field research uses a qualitative approach with a Regulatory Impact Assessment (RIA) analytical instrument. This study found that the government needed adequate strategies and designs to get fishermen out of the poverty trap. As a result, the government needs help to make quality policies. So that the strategic plan of the Fisheries Service of the Maluku Tengah Regency, which should be the spearhead of fisherman poverty reduction policies, becomes the most dominant inhibiting factor in creating fishermen's welfare. The proof is that many programs in the strategic plan do not favor fishermen. So the Fisheries Service of the Maluku Tengah Regency needs to evaluate the strategic plan as a whole so that it can have a positive impact on fishermen.

Abstract

This study aims to show what kind of problems and challenges occur in the middle of Papua Province development, as well as the extent of complexity of these development problems and the challenges of the New Autonomous Region to answer it. We use the systematic literature review method by showing a collection of literature from the Scopus database that discusses the development of Papua and analyzing the literature collection into several clusters. Bibliometric analysis is used to generate statistical models that show the relationship between each study. 151 literature sources were used in this study and produced three clusters namely development process, environment, and communication. From these aspects, several development efforts have been carried out by the government such as collaboration with the private sector, community capacity building through local value development, and the involvement of indigenous peoples. Moreover, there are several things that need to be considered such as land acquisition issues, the difficulty of access, planning and control functions, political intervention and interests, along with the communication system that has not been integrated. The New Autonomous Region can have a narrow span of control so it will optimize supervision and monitoring functions, but there are several things that need to be considered when implementing it such as planning, existing human resources capacity, and financial aspects. There are some limitations in this paper, where we cannot reach some highland areas to directly observe the challenges that occur there. Future research can develop discussions about Papua development through direct observations in those areas.
