Abstract

Abstract: The study of natural resource management policy is concentrated more on the implementation and evaluation of natural resource policies, whereas failure and lack of optimal public policies are mostly caused by public policy formulations that are not systematic, partial and have not touched the substance of the matter. SDA policy theory explains that ecological problems cannot be solved partially but with a multi-level approach by examining actors who play a role in the preparation of policy regulations so that the problems of natural resource management can no longer be analyzed with a technical approach but are more appropriate to use a political aspect approach.Keywords: Resource Policy, Political ecology, Polital aspect. Abstrak: Kajian kebijakan pengelolaan sumberdaya alam (SDA) lebih banyak dikonsentrasikan pada implementasi dan evaluasi kebijakan SDA padahal gagal dan kurang optimalnya kebijakan public lebih banyak disebabkan karena formulasi kebijakan public yang tidak sistematis, parsial dan belum menyentuh pada substansi persoalan. Teori kebijakan SDA menjelaskan bahwa persoalan ekologi tidak bisa diselesaikan secara parsial tetapi dengan pendekatan multi aras dengan mengkaji aktor-aktor yang berperan dalam penyusunan regulasi kebijakan sehingga persoalan pengelolaan SDA tidak bisa lagi dianalisis dengan pendekatan teknis tetapi lebih tepat menggunakan pendekatan political aspect.Kata kunci: Kebijakan SDA, Ekologi Politik, Aspek Politik.

Abstract

Abstract: This research is about Implementation of Integrated Administrative Service Program of Sub-District (PATEN) in Purwokerto. This research was conducted in four sub-districts in Banyumas District, North Purwokerto Sub-district, South Purwokerto Sub-district, Purwokerto Timur Sub-district and West Purwokerto Sub-district. This research uses explanatory quantitative approach. The policy implementation model used in analyzing the implementation of PATEN is the model proposed by George C. Edward III. This model explains that there are four variables that play a role in achieving successful implementation of communication, resources, disposition and bureaucratic structure. The results showed that the success rate of implementation of PATEN is in the medium category. In general, PATEN has helped to bring the public services to be more accessible, but still has constraints and needs needed to be overcome. One aspect that is needed to be improved is the resources owned by each District Office because it causes the PATEN implementation in each sub-district to not run consistently. While communication, resource, disposition and bureaucratic structure are found to have positive relationship and significant influence on successful implementation of PATEN both individually and collectively.Keywords: Integrated Administrative Service Program of Sub-District, Policy implementation, Public policy

Abstract

Abstract: The purpose of this study was to determine how much influence the location and price in making decisions to rent kiosks. The method used in this study is a method of quantitative analysis and the population is traders as many as 922 people and the sample taken is 90 people. The hypothesis in this study is that there is a positive and significant influence between the independent variable and the dependent variable.          The results showed that the tcount was 2.220 with a significance of 5%. The value of table for the amount of data is 90 and the independent variable is 2 with a significant level of 5%, then the value of t table is 1.987. Then we compare, if thitung> from t table then the variable is stated significant. Because tcount for variable X1 (2,220) is greater than t table (1,987) then the decision Ha is accepted, meaning that the location variable has a positive and significant influence on the decision to rent a kiosk.        The price variable also shows the tcount value of 2.351 with a significance of 5%. The value of t table for the amount of data is 90 and the independent variable is 2 with a significant level of 5%, then the value of t table is 1.987. Then we compare, if thitung> from t table then the variable is stated significant. Because tcount for variable X2 (2,351) is greater than t table (1,987), then the decision Ha is accepted, meaning that the price variable has a positive and significant influence on the decision to rent a kiosk.         Thus it can be concluded that the price factor has a greater percentage among the variables that are equal to 23% but the location factor also has a percentage of 22% so that between location and price has a positive and significant influence in the consideration of traders to rent kiosks in the Market Kemiri Muka City Depok.Keywords: Location, price and decision to rent a kiosk

Abstract

Abstract, In SDGs regime, collaborative partnership used to reduce poverty. The rise of collaborative governance discourse is just because an involvement of the multiple stakeholders in multiple organizations across multiple jurisdictions who has it’s own understanding of the problem and solution differently. In this paper, we examine the implementation of collaborative governance and it's affected factors in Pinrang's poverty alleviation. Since 2016, local government initiated The Poverty Reduction Department (Bagian Penanggulangan Kemiskinan) as a special board for eradicating poverty by an integrative framework for collaborative governance. This board intended to assist on the Regional Poverty Alleviation Coordination Team (TKPKD), to integrate a number of poverty alleviation program, and also to merge the database differences between The Central Statistics Agency (BPS) and TKPKD. However, while BPK has an important role to play, there are many conditions and settings that bother for driving progressively cyclical or iterative interactions between multiple stakeholders. In addition, the Pinrang poverty rate was increased in 2016 period. BPS announced that the number of people living below the poverty line was 256.054 in 2017 or 8,5 percent of the total population. This study argues that a lack of leadership and capacity buildings shape the prospects for and challenges of initiating and sustaining collaborative governance in Pinrang’s poverty alleviation program.Keywords: Collaborative Governance, Poverty Allevation Program, Local GovernmentAbstrak, Dalam rezim SDG’s, pendekatan untuk mengentaskan kemiskinan adalah collaborative partnership. Diskursus ini mengemuka karena kemiskinan merupakan isu multisektoral yang dinamis dan kompleks. Pemetaan solusinya pun merujuk pada pelibatan berbagai jenjang organisasi, multidispilin, dan lintas yurisdiksi. Penelitian ini akan meninjau penerapan dan faktor yang berpengaruh pada tata kelola kolaboratif dalam penanggulangan kemiskinan di Kabupaten Pinrang dengan menggunakan metode deskriptif analitis. Pada 2016, sebagai momentum reformasi birokrasi, Pemerintah Pinrang membentuk OPD yang khusus concern dalam menanggulangi kemiskinan melalui kerangka kolaboratif antar jenjang pemerintahan dan pihak non pemerintah untuk mangakomodasi peran TKPKD Pinrang yang tidak optimal, program kemiskinan yang tidak terintegrasi, dan perbedaan Basis Data Kemiskinan (BPS-TNP2K) yang menjadi rujukan pemerintah daerah. Namun demikian, meskipun penerapan tata kelola kolaboratif diarus utamakan dalam penanggulangan kemiskinan, tetapi belum sepenuhnya menjadi solusi alternatif terhadap tingkat kemiskinan daerah yang masih konsisten di angka 8,5%. Sampai pada tahun 2017, realisasi target angka kemiskinan Pinrang belum terwujud di angka 6%. Penelitian ini menemukan bahwa tidak optimalnya pembangunan dimensi trust dan mutual understanding sebagai salah satu komponen esensial, juga, kapasitas pemimpin kolaborasi menjadi variabel penentu menghambat proses kolaborasi ke tingkat yang lebih iteratif dan dinamis (collaborative dynamics).Kata kunci:    Collaborative Governance, Penanggulangan Kemiskinan, Pemerintahan Lokal
