Abstract

ABSTRACT, The concentration of the population in urban areas, the number of decent housing that does not meet the needs, and the economic gap creates slum settlements that give rise to social, health problems and damage the aesthetics of urban planning. With the issuance of Law no. 1 of 2011 the government targets to increase the number of decent and healthy settlements, especially for 30 priority cities/regencies in Indonesia. This policy is in line with the implementation of the Sustainable Development Goals program on poverty, inequality and sustainable cities and communities. As one of the priority areas, the city of Semarang has succeeded in conjuring the face of the slums. This study tries to present an analysis related to the practice of structuring slums through a case study in Randusari Village. The main aspects analyzed are the form of integration, coordination, participation, and the model of slum settlement arrangement. This study uses a qualitative approach with descriptive research methods that combine literature review research techniques and secondary data. The results of the study explain that the KOTAKU program helps the government in overcoming the problem of slum settlements and the welfare of the local community. The thematic village and rainbow village schemes that are implemented have interrelated objectives, namely 4E (ethos, ecosystem, education and economy). The success of the top-down bottom-up policy model in this program is carried out with community participation from the planning to evaluation stages so as to create sustainable innovation in residential areas, either in cooperation or delegation of power.Keywords: Slums, Integration, Coordination, Participation  ABSTRAK, Terpusatnya penduduk di wilayah perkotaan, jumlah hunian layak yang belum mencukupi kebutuhan, dan gap  ekonomi menciptakan pemukiman kumuh yang melahirkan masalah sosial, kesehatan dan merusak estetika penataan kota. Dengan terbitnya UU No. 1 tahun 2011 pemerintah menargetkan peningkatan jumlah permukiman layak dan sehat terutama untuk 30 Kota/Kabupaten prioritas di Indonesia. Kebijakan ini senada dengan implementasi program Sustainable Develeopment Goals tentang kemiskinan, ketidaksetaraan serta kota dan komunitas berkelanjutan. Sebagai salah satu daerah prioritas, Kota Semarang berhasil menyulap wajah permukiman kumuh tersebut. Penelitian ini berusaha menyajikan analisis terkait praktik penataan permukiman kumuh melalui studi kasus di Kelurahan Randusari. Aspek utama yang dianalisis adalah bentuk integrasi, koordinasi, partisipasi, serta model penataan permukiman kumuh.  Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif yang mengkombinasikan tenik penelitian literature review dan data sekunder. Hasil penelitian menjelaskan bahwa program KOTAKU membantu pemerintah dalam mengatasi masalah permukiman kumuh dan kesejahtraan masyarakat setempat. Skema kampung tematik dan kampung pelangi  yang diterapkan mempunyai tujuan yang saling berkaitan satu dan yang lainnya yaitu 4E (etos, ekosistem, edukasi dan ekonomi). Keberhasilan model kebijakan top-down bottom-up pada program ini terselenggara dengan keikutsertaan masyarakat mulai dari tahapan perencanaan hingga evaluasi sehingga menciptakan inovasi berkelanjutan di lingkungan pemukiman baik dalam kerjasama atau pendelegasian kekuasaan.Kata kunci: Pemukiman Kumuh, Integrasi, Koordinasi, Partisipasi

Abstract

Abstract, The smallest unit in society is a family. Family’s role is important in determining the quality of the nation. The issue of family resilience is important to study because national resilience is the accumulation from family resilience itself. Family resilience defined as the capacity of the family to withstand and rebound from stressful life challenges, emerging strengthened and even more being resourceful. First element that affects family resilience is the values that shared in inner circle of family, first and most matter value is gender equality and equity. This article looks at how the role of gender value towards family resilience. Gender values in this article consists of four dimensions, first family togetherness, next is husband and wife partnership, third is financial management openness and last one is about family decision making. The method used is a systematic literature review and online survey of two hundred millennial families. The survey was conducted using the Walsh Family Resilience Questionnaire (WFRQ) which divides the key to the family resilience process consisting of family belief systems, organizational patterns, and communication. Survey respondents are millennial married couples. The reason why focus on millennials because the number of millennials is the highest amongst the other generation, which reach 33.75%, with an almost equal number of men and women. The result show that gender value affects the level of family resilience. A balance relation between husband and wife become essential in family resilience. The more millennial a family, the more they value the balance relationship in the family. It also shows that family nowadays more open up to the gender equality and equity. This article conclude that nation resilience could achieved by increasing the understanding of gender in the family as first step.Keywords: Gender, Family Resilience, Millennials

Abstract

Abstract, This study aims to determine collaborative governance in poverty alleviation through the development of the Indonesian Women Maju Mandiri village (PRIMA Village) in Yogyakarta seen from the Networked Structure (network structure), Commitment to a Common Purpose (Commitment to Goals), Trust between Participants believe). participants), Governance (Clarity among Governance), Access to Authority (Access to Authority), Distributive accountability/responsibility (Sharing accountability and responsibility), Information Sharing, Access to Resource (Access to Information Resources). As well as the factors that influence collaborative governance in poverty alleviation through prima villages. The research data were collected through a systematic literature review. The results of the research show that (1) The network structure in collaborative organizational governance is organic. (2) Commitment to a Common Goal (Commitment to a Purpose) can strengthen ownership and ownership in collaborative governance processes. (3) Trust Among Participants (Mutual Trust among participants), the foundation of trust is a shared understanding of what can be achieved collectively together. (4) Prima Village is managed with clear governance. It is clear who the perpetrators are and the mechanism of accountability is clear. (5) Access to Authority/Access to tasks, division of responsibilities of each actor involved is reflected through the preparation of clear management. (6) Accountability/distributive responsibility, there is a clear arrangement regarding the accountability mechanism through the making of management. (7) Information Sharing, the private sector provides information on prime government and village markets, this creates difficulties in the market. (8) Access to Resources (access to Resources) There must be availability and availability of resources for each stakeholder involved. The suggestions given are (1) It is necessary to make a joint agenda in the collaboration of prime village management in DIY. (2) There needs to be support from the private sector to integrate their raw materials with prime village products to support market sustainability.Keywords: Collaborative Governance, Poverty, Prima Village Abstrak, Penelitian ini bertujuan untuk mengetahui collaborative governance dalam pengentasan kemiskinan melalui pengembangan desa Perempuan Indonesia Maju Mandiri (Desa PRIMA) di Yogyakarta dilihat dari Networked Structure (struktur jaringan), Commitment to a Common Purpose (Komitmen Terhadap Tujuan), Trust among Participants (adanya saling percaya diantara peserta), Governance (Kejelasan dalam Tata Kelola), Access to Authority (Akses terhadap Kewenangan), Distributive accountability/responsibility (Pembagian akuntabilitas dan responsibilitas), Information Sharing (Sharing Informasi), Access to Rersources (Akses ke Sumber Informasi). Serta factor-faktor yang mempengaruhi collaborative governance dalam pengentasan kemiskinan melalui desa prima. Data penelitian ini dikumpulkan melalui sistematik literature review.  Hasil penelitian menunjukkan bahwa (1) Network structure (structure networl) pada organisasi collaborative governance bersifat organic. (2) Commitmen to a Common Purpose (Komitmen Terhadap Tujuan) dapat menguatkan kepemilikan dan sense of belong to pada proses collaborative governance.  (3) Trust Among Participant (Saling Percaya diantara peserta), landasan kepercayaan adalah adanya pemahaman bersama tentang apa yang secara kolektif dapat dicapai secara bersama-sama. (4) Desa Prima dikelola dengan tata kelola yang jelas. Jelas siapa partisipannya dan jelas mekanisme pertanggung jawabannya. (5) Access to Authority/ Akses terhadap kewenangan,  Pembagian tanggung jawab kepada masing-masing actor yang terlibat dicerminkan melalui penyusunan kepengurusan yang jelas.  (6) Distributive accountability/responsibility, sudah ada penataan yang jelas mengenai mekanisme pertanggung jawabannya melalui penyusunan kepengurusan. (7) Information Sharing, Sektor private memberikan informasi pasar kepada pemerintah dan desa prima, hal ini memberikan kemudahan dalam keberlanjutan pasar. (8) Access to resources (akses ke Sumber Daya) Harus ada kejelasan dan ketersediaan sumberdaya untuk masing-masing stakeholder yang terlibat. Saran yang diberikan adalah (1) Perlu dibuat agenda bersama dalam kolaborasi pengelolaan desa prima di DIY. (2) Perlu ada support dari sector private untuk mengintegrasikan bahan baku mereka dengan produk desa prima untuk menunjang keberlangsungan pasar.Kata kunci: Collaborative Governance, Kemiskinan, Desa Prima

Abstract

ABSTRACT, This study aims to determine the role of the government in the implementation of the National Health Insurance Program (JKN) in order to provide services to the community in North Jakarta (Case Study of Koja Sub-district Public Health Center, North Jakarta). This research uses a qualitative research type with a descriptive approach. The data were collected by means of observation, interview and documentation techniques. The results of the research conducted indicate that according to the analytical tools of the JKN Health program implementation indicators, namely, the accuracy of the method and target of program implementation, the success of the program implementation, adequate facilities and infrastructure, the performance of employees in providing services. The implementation of the JKN program has been achieved quite well based on the measurement of program indicators so that the implementation of the Health program at the Koja Sub-district Public Health Center, North Jakarta in providing services to the community participating in the JKN card is quite effective. In its implementation, the inhibiting factors are still found that originate from the community and must be overcome so that services can run well and cooperation is formed between service providers and service users.Keywords: Implementation, National Health Insurance, Public Service ABSTRAK, Penelitian ini bertujuan untuk mengetahui Peran Pemerintah Dalam Pelaksanaan Program Jaminan Kesehatan Nasional (JKN) Guna Memberikan  Pelayanan Kepada Masyarakat Di Jakarta Utara (Studi Kasus Puskesmas Kecamatan Koja Jakarta Utara). Penelitian ini menggunakan jenis penelitian kualitaif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian yang dilakukan ini menunjukkan bahwa sesuai dengan alat analisis dari indikator pelaksanaan program JKN Kesehatan yaitu, Ketepatan cara dan sasaran pelaksanaan program, Keberhasilan dari pelaksanaan program, sarana dan prasarana yang memadai, kinerja pegawai dalam memberikan pelayanan. Pelaksanaan Program JKN sudah tercapai dengan cukup baik berdasarkan pengukuran indikator program sehingga pelaksanaan program Kesehatan di Puskesmas Kecamatan Koja Jakarta Utara dalam memberikan pelayanan kepada masyarakat peserta  kartu JKN sudah cukup efektif.  Dalam pelaksanaanya masih ditemukannya faktor penghambat yang bersumber dari masyarakat dan harus bisa diatasi agar pelayanan dapat berjalan dengan baik dan terbentuk kerjasama antara pemberi layanan dan pengguna layanan.Kata Kunci: Pelaksanaan, Jaminan Kesehatan Nasional, Pelayanan Publik

Abstract

Abstract, Reform is a change, a change that is meant to be a change for a better than ever, for that change can be either renewal or an embodiment. Bureaucracy is a form of organization whose application is related to the objectives to be achieved. This bureaucracy is intended as a system of authority that is rationally determined by various rules. This bureaucracy is meant to organize regularly a work to be done by the crowd.Bureaucracy can also be a system, arrangement, layout within a government. So that the reform of the bureaucracy is a better change in the past for that change can be a renewal or manifestation of a form of organization whose application relates to the goal to be achieved as a system of authority that is rationally determined by various rules. Bureaucracy reform is organized as a formulation of the government's concern for society for the creation of good governance .Keywords: Reform, Bureaucracy, Good GovernancesAbstrak, Reformasi adalah sebuah perubahan, perubahan yang dimaksudkan yakni sebuah perubahan untuk menuju yang lebih baik dari sebelumnya. Birokrasi adalah adalah suatu bentuk organisasi yang penerapannya berhubungan dengan tujuan yang hendak dicapai. Birokrasi ini dimaksudkan sebagai suatu sistem otorita yang ditetapkan secara rasional oleh berbagai macam peraturan. Birokrasi ini dimaksudkan untuk mengorganisasi secara teratur suatu pekerjaan yang harus dilakukan oleh orang banyak. Birokrasi dapat juga berupa sebuah sistem, penataan, tata letak  yang berada dalam suatu pemerintahan. Sehingga reformasi berokrasi merupakan perubahan yang lebih baik sebelumnya untuk itu perubahan dapat bersifat pembaharuan atau perwujudan suatu bentuk organisasi yang penerapannya berhubungan dengan tujuan yang hendak di capai sebagai suatu sistem otorita yang ditetapkan secara rasional oleh berbagai macam peraturan. Reformasi birokrasi di selenggarakan sebagai suatu formulasi tentang kepedulian pemerintah terhadap masyarakat demi terciptanya pemerintahan yang baik.Kata Kunci : Reformasi, Birokrasi, Good Governances
