Abstract

Every passenger of airplane must possess a ticket and must pass through the screening process by the security personnel in an airport both physically and using the screening devices. The screening process may be conducted by using special devices and physical inspection randomly. Cabin baggage or passengers’ belongings taken to the cabin are not allowed to contain hazardous objects that can endanger the flight itself.This study is aimed at creating a concept of baggage criteria. From the data analysis result, it can be concluded that the screening process is conducted in appropriate procedure. On the other hand, it needs to create a concept for baggage criteria such as passengers are only allowed to bring 1 (one) hand bag to cabin.Personel keamanan merupakan salah satu personel penerbangan yang bertugas untuk melakukan pengamanan dalam aktifitas penerbangan. Kualitas kinerja personel keamanan tentu mempengaruhi kualitas keamanan di bandar udara. Bandara Hang Nadim Batam merupakan salah satu bandara yang berada di perbatasan Negara Indonesia. Hal ini memacu pengelola bandar udara untuk meningkatkan kualitas kinerja personel keamanan yang baik. Pengkajian ini bertujuan mengetahui faktor-faktor yang mempengaruhi kinerja personel keamanan di Bandara Hang Nadim. Faktor-faktor yang terbentuk dapat dijadikan sebagai acuan dalam merumuskan kebijakan untuk meningkatkan kinerja personel keamanan. Metode yang digunakan dalam pengkajian adalah analisis faktor. Pengkajian ini menggunakan data persepsi personel keamanan tentang faktor-faktor yang mempengaruhi kinerja karyawan secara umum. Berdasarkan hasil kajian, ada 5 faktor utama yang mempengaruhi kinerja personel keamanan yaitu : (1) kebijakan pimpinan dalam mengayomi personel keamanan, (2) kerjasama dan kekompakan antar personel keamanan, (3) pendidikan, penghasilan dan penghargaan, (4) peraturan kerja atau sanksi disiplin, dan (5) tingkat kesulitan pekerjaan.

Abstract

Flight safety is a major factor that needs attention not only from the government as a regulator but the organizers airport as infrastructure providers, and airlines as the airport service users.Facilities/ flights operated navigation equipment at the airport for flight navigation services shall be calibrated periodically to keep it operating feasibility (accurate). Facilities / aviation navigation equipment consists of telecommunications facilities, aviation, aeronautical information facilities and amenities aviation meteorological information.

Abstract

Penjadwalan bus adalah salah satu proses rencana operasi diperusahaan angkutan umum yang berhubungan dengan kegiatan melayani penumpang secara cepat dan efisien dari tempat asal ke daerah tujuan. Analisis dalam proses perencanaan angkutan umum terdiri dari banyak tingkatan dan sangat kompleks. Pada tingkat operasional, pengumpulan data dan peramalan jumlah penumpang pada setiap titik transfer adalah hal yang sangat sulit dilakukan. Proses pengambilan keputusan terkait dengan penjadwalan bus adalah trade-off antara kualitas pelayanan dan biaya operasi. Hal ini disebabkan, disatu sisi jika menggunakan terlalu banyak bus akan meningkatkan biaya operasi dari perusahaan bus, disisi lain jika menggunakan armada bus terlalu sedikit akan menurunkan tingkat kualitas pelayanan. Saat ini Perum DAMRI melayani 21 rute yang menghubungkan bandara Soekarno-Hatta dengan beberapa wilayah di Jakarta, Banten dan Jawa Barat. Data jumlah penumpang menunjukkan tingginya perbedaan antara tiap periode waktu (peak dan off-peak) yang mana membutuhkan jumlah bus yang berbeda untuk melayani setiap periode tersebut. Akan tetapi, Perum DAMRI cenderung menggunakan jumlah bus yang sama disetiap rute sepanjang hari tanpa mempertimbangkan fluktuasi jumlah penumpang. Hal ini mengakibatkan, beberapa bus terlihat kosong (load factor rendah) sementara armada lain terisi penuh (load factor 100 persen). Kondisi tersebut menunjukkan kinerja yang rendah terkait dengan produktivitas atau penggunaan bus, jarak dan jumlah perjalanan serta konsumsi BBM. Tujuan penelitian ini adalah untuk memperbaiki system penjadwalan bus bandara (DAMRI) Soekarno Hatta berbasis demand flexibility dengan menggunakan metode program linier khususnya rute Gambir dan Bogor. Secara umum system penjadwalan hasil optimasi memberikan kontribusi signifikan dalam peningkatan pendapatan sebesar 5 persen. [The Scheduling Optimization Modeling of The Airport Interconnecting Transport Modes With Lindo Program Approach (Case Study Damri Bus of Soekarno-Hatta Airport Cengkareng)]Bus scheduling is a process of operational planning in public transport operator which is related to passenger service quality. A decision making of bus scheduling is a trade-off between service quality and operational cost. In one side if public transport operator employs too many buses, it will increase operational cost of company. In another side a low number of bus fleet causes the declining of service quality. Nowadays DAMRI serves 21 routes connecting Soekarno-Hatta airport with some destinations in Jakarta, Banten and West Java. Passenger data shows that there is a significant difference between time period (peak and off-peak) where it needs a different bus number to serve each period. Nevertheless DAMRI is still using the same number of bus in every route without considering daily passenger fluctuation. As a result, some buses look like empty (low load factor) at off-peak hour. This condition reveals a low performance related to bus productivity, travel distance, trip number and fuel consumption. In average, the daily load factor is approximately 65 percent. The purpose of this research is to improve airport bus scheduling system based on demand flexibility with linear programming method in Gambir and Bogor line. The improvement could be examined by minimizing total trip without sacrificing the service quality. This strategy will surely decrease the operational cost and increase company profit up to 5 percent.

Abstract

Airbus and Boeing are the largest aircraft industry in the world today. Competition between the two companies has been characterized as a duopoly , particularly in the jetliner market since 1990. Aircraft market is usually divided into two categories of products , namely narrow -body aircraft and wide-body aircraft. Indonesia is one of potential market for Airbus and Boein . This study aims to determine the map competition between Airbus and Boeing in Indonesian airline by calculating market share of those two companies . The calculations show that In the period of 2001 to 2013 , Airbus began to enter the market of Indonesia airline , by taking 38.8 % market share of sales of single aisle aircraft , while the res , 61.2 % , was taken by Boein . For selling twin-aisle aircraft , Airbus dominates with a market share of 87.8 %. Airbus dan Boeing merupakan dua raksasa industri pesawat terbang di dunia pada saat ini. Persaingan antara kedua perusahaan tersebut telah ditandai sebagai duopoli, khususnya di pasar pesawat jet sejak tahun 1990. Pasar pesawat terbang biasanya dibagi menjadi dua kategori produk, yaitu pesawat berbadan sempit dan pesawat berbadan lebar. Indonesia merupakan salah satu negara yang menjadi pasar yang potensial bagi Airbus dan Boeing untuk memasarkan pesawat-pesawat produksinya. Kajian ini bertujuan untuk mengetahui peta persaingan antara Airbus dan Boeing di pasar industri jasa angkutan udara Indonesia dengan menghitung pangsar pasar ke dua perusahaan tersebut di Indonesia. Hasil perhitungan menunjukkan bahwa Pada kurun waktu 2001 sampai dengan 2013, Airbus mulai memasuki pasar perusahaan jasa angkutan udara Indonesia, dengan mengambil 38.8% pangsa pasar penjualan pesawat udara berlorong tunggal, sedangkan sisanya, 61.2%, diambil oleh Boeing. Untuk penjualan pesawat udara berlorong ganda, Airbus mendominasi dengan pangsa pasar sebesar 87.8%.

Abstract

Facilities and services for disabled and elderly passengers have to be provided by the airport. This research was conducted to provide an overview of facilities and services for disabled accessibility in the airport. The study took a case studyin Supadi Airport-Pontianak. The method used in this research is descriptive qualitative analysis and policy analysis. The results showed Supadio-Pontianak airport has been equipped with facilities for disabled accessibility and elderly in accordance with the requirements in the Minister of Transportation Decree No, 71 Year 1999 on Accessibility For People with Disabilities and Hospitals In Transportation Infrastructures and the Minister of Public Works of the Republic Indonesia Number 468 / Kpts / 1998 on Technical Requirements Accessibility In Public Buildings and the Environment.Fasilitas dan pelayanan penyandang cacat dan lanjut usia di bandar udara merupakan suatu hal yang harus dipenuhi oleh pengelola bandar udara, Penelitian ini dilakukan untuk memberikan gambaran tentang penyediaan fasilitas dan pelayanan bagi aksesibilitas penyandang cacat yang akan melakukan perjalanan menggunakan pesawat udara. Penelitian mengambil studi kasus di Bandar Udara Supadio-Pontianak. Metode yang digunakan dalam penelitian ini adalah analisis adalah deskriptif kualitatif dan analisis kebijakan. Hasil penelitian menunjukkan Bandar udara Supadio - Pontianak telah dilengkapi dengan fasilitas bagi aksesibilitas penyandang cacat dan lanjut usia sesuai dengan yang disyaratkan dalam Keputusan Menteri Perhubungan Nomor 71 Tahun 1999 tentang Aksesibilitas Bagi Penyandang Cacat dan Orang Sakit Pada Sarana dan Prasarana Perhubungan dan Keputusan Menteri Pekerjaan IJmum Republik Indonesia Nomor 468/KPTS/199B tentang Persyaratan Teknis aksesibilitas Pada Bangunan Umum dan Lingkungan.

Abstract

International airport is Sultan Mahmud Badaruddin II - Palembang included in the category of international bandra secondary collection services as the number of users between 1-5 million people per year, has served 2.1 million passenger movements both domestically and internationally, while the existing terminal with a 23,000 m2 was prepared just to serve 1 million passenger movements per year, the Sultan Mahmud airport terminal condition Badaruddin II Palembang now fairly solid enough. The condition of Sultan Mahmud International Airport Badaruddin II - Palembang is now a airport passenger terminal has the capacity to category 'medium 'which for some major facilities for the public service has met the technical requirements of the operation. Development is needed only at the departure hall and the vast number of seats for the passengers in the departure terminal which must be added the amount. The results of forecasting the number of passengers using linear regression and time series data of the total number of annual passengers arrive and depart at the airport Sultan Mahmud Badaruddin II - Palembang showed a linear trend increase is not so striking, the average increase per year increased only 174.631 people.Bandar udara internasional Sultan Mahmud Badaruddin II – Palembang termasuk dalam katagori bandara internasional pengumpul sekunder karena jumlah pengguna jasanya antara 1-5 juta orang per tahun, telah melayani 2,1 juta pergerakan penumpang baik domestic maupun internasional, sementara terminal yang ada saat ini dengan luas 23.000 m2 disiapkan hanya untuk melayani 1 juta pergerakan penumpang per tahun, maka kondisi terminal bandara Sultan Mahmud Badaruddin II Palembang saat ini terbilang sudah cukup padat. kondisi Bandara Internasional Sultan Mahmud Badaruddin II – Palembang saat ini merupakan bandar udara yang memiliki kapasitas terminal penumpang dengan katagori „menengah‟. Pengembangan yang dibutuhkan hanya pada luas hall keberangkatan dan jumlah tempat duduk untuk penumpang di terminal keberangkatan yang harus ditambah jumlahnya. Hasil peramalan jumlah penumpang dengan menggunakan regresi linier dan data time series dari jumlah total tahunan penumpang yang datang dan berangkat di Bandara Sultan Mahmud Badaruddin II – Palembang menunjukkan trend linier yang peningkatannya rata- per tahunnya hanya bertambah 174,631 orang.

Abstract

Pertumbuhan permintaan arus pergerakan penumpang dan pesawat tiap periode waktu harus diikuti dengan ketersediaan infrastruktur yang cukup. Namun masalah yang umumnya terjadi adalah kondisi dimana kapasitas infrastruktur tidak dapat meningkat secara simultan dengan peningkatan jumlah pergerakan tersebut. Apabila pergerakan melebihi kapasitas, maka akan terjadi kondisi ketidakseimbangan pergerakan dan kapasitas, yang akan berimplikasi pada menurunnya tingkat pelayanan atau kinerja pada Bandara. Penelitian ini bertujuan untuk menganalisis pengaruh langkah penyeimbangan pergerakan pesawat terhadap peningkatan kinerja Bandara pada masa yang akan datang. Optimasi penyeimbangan pergerakan pesawat dilakukan dengan penggunaan pesawat dengan kapasitas yang lebih besar untuk rute domestik dan peningkatan nilai PLF untuk rute internasional, sedangkan kapasitas sisi udara, khususnya runway akan dianalisis dengan menggunakan metode FAA. Hasil penelitian menunjukkan bahwa penyeimbangan pergerakan, baik pada rute internasional dan domestik akan menurunkan tingkat pergerakan pesawat pada tahun proyeksi. Kinerja runway yang dimanifestasikan dalam rasio D/C menunjukkan adanya penurunan kejenuhan sebesar 16% pada kondisi dimana telah dilakukannya optimasi pergerakan. [Influence of Aircraft Movement Balancing towards Airport Performance Improvement (Case Study: Soekarno-Hatta International Airport)] The demand growth of passanger and aircraft movement flows over a period of time should be followed by adequate infrastructure availability. However, the most common problem is the condition where the existing infrastructure capacity can not increase simultaneously with an increase in the number of movements. If the movement exceeds the existing capacity, there will be an imbalance condition of movement and capacity, which will have implications on the decrease of service level or performance at the airport. This study aims to analyze the effect of balancing the movement of aircraft towards the improvement of airport performance in the future. The balancing optimization of aircraft movement is carried out with the use of aircraft with greater capacity for domestic routes and increased PLF value for international routes, while air side capacity, especially runways will be analyzed using the FAA method. The results show that balancing movements, both on international and domestic routes will decrease the level of aircraft movement during the projection year. The runway performance manifested in the movement (D) to capacity (C) ratio shows a 16% reduction in saturation under conditions where movement optimization has been performed.

Abstract

Growth of air freight logistics/ cargo in Indonesia, especially in East Kalimantan is very high in the 5 (five) years so that the need for air freight logistics services company is also very high. At this time, cargo/ logistics from and to the outside Balikpapan are served by air cargo transportation service/ logistics services company and scheduled commercial air transport. The purpose of this study is to look at the market share of air freight logistics / cargo in Sepinggan Balikpapan International Airport. 87.08% to 95.15% market share is still dominated by scheduled commercial air transport services, namely Garuda Indonesia, Lion Air and Sriwijaya. While freight logistics services company/cargo has only 59.09% to 72.62% market share which are Tri MG Airline namely, Megantara Water, Water Mark and Garuda Indonesia.Pertumbuhan angkutan udara logistik/kargo di Indonesia khususnya wilayah Kalimantan Timur dalam 5 (lima) tahun belakangan ini sangat tinggi sehingga kebutuhan akan perusahaan jasa angkutan udara logistik juga sangat tinggi. Pada saat ini, kargo/logistik yang diangkut dari dan ke luar Balikpapan dilayani oleh perusahaan jasa angkutan udara kargo/logistik dan perusahaan jasa angkutan udara komersial berjadwal. Tujuan penelitian ini adalah untuk melihat pangsa pasar angkutan udara logistik/kargo di Bandar Udara Internasional Sepinggan Balikpapan. Pangsa pasar 87,08% sampai 95,15% masih didominasi oleh perusahaan jasa angkutan udara komersial berjadwal yaitu PT. Garuda Indonesia, PT. Mentari Lion Air dan PT. Sriwijaya Air. Sedangkan perusahaan jasa angkutan logistik/kargo memiliki pangsa pasar 59,09% sampai dengan 72,62% yaitu Tri MG Airline, Megantara Air, Air Mark dan Garuda Indonesia.

Abstract

Kualanamu International Airport is one of the airports in Indonesia, which has the potential to be developed into Aerotropolis Airport. This study aims to analyze the potential development of aerotropolis in Kualanamu International Airport Medan. Potential analysis is done with 2 (two) approaches, namely the ratio of non-aeronautical revenues and the average consumption of passengers. Analysis of the potential development of aerotropolis in Kualanamu Medan Airport shows the ratio of nonaeronautical revenue contribution to total revenue the airport from 2010 to 2014 lagged up to 42.86% of the proportion of revenue Amsterdam Airport Schiphol. At the viability projections in 2019, the International Airport Kualanamu was 16.63% below the Amsterdam Airport Schiphol. Based on these results, the proportion of the contribution of non-aeronautical revenues in Kualanamu Medan from 2010 s.d 2014 adrift far enough away from Amsterdam Airport Schiphol. But the 2019 projection, quite approaching Amsterdam Airport Schiphol. The same condition also occurs for patterns of consumption Kualanamu airport passengers are left pretty much when compared with the consumption patterns of passengers at Amsterdam Airport Schiphol the surrounding region has grown into aerotropolis. That is, the consumption patterns of passengers still have to be improved. Keywords: airport, aerotropolis, kualanamu. Bandara Internasional Kualanamu merupakan salah satu bandar udara di Indonesia yang memiliki potensi untuk dikembangkan menjadi Bandar Udara Aerotropolis. Penelitian ini bertujuan untuk melakukan analisis potensi pengembangan aerotropolis di Bandar Udara Internasional Kualanamu Medan. Analisis potensial dilakukan dengan 2 (dua) pendekatan, yaitu rasio pendapatan non-aeronautika dan rata-rata konsumsi penumpang. Analisis potensi pengembangan aerotropolis di Bandar Udara Kualanamu Medan menunjukkan rasio kontribusipemasukan non-aeronautikal terhadap total pemasukan bandara dari tahun 2010 sampai dengan 2014 tertinggal sampai 42.86% dari proporsi pemasukan Amsterdam Airport Schiphol. Pada proyeksi viability tahun 2019, Bandara Internasional Kualanamu berada 16.63% di bawah Amsterdam Airport Schiphol. Berdasarkan hasil tersebut, proporsi kontribusi pemasukan non-aeronautikal Bandara Kualanamu Medan dari tahun 2010 s.d 2014 terpaut cukup jauh dari Amsterdam Airport Schiphol. Namun pada proyeksi 2019, cukup mendekati Amsterdam Airport Schiphol. Kondisi yang sama juga terjadi untuk pola konsumsi penumpang bandara Kualanamu yang tertinggal cukup jauh jika dibandingkan dengan pola konsumsi penumpang di Amsterdam Airport Schiphol yang kawasan sekitarnya telah tumbuh menjadi aerotropolis. Artinya, pola konsumsi penumpang masih harus ditingkatkan. Kata kunci: bandar udara, aerotropolis, Kualanamu.
