Abstract

AbstrakTujuan kajian ini adalah untuk melihat i) mengidentifikasi faktor-faktor yang mempengaruhi konsumen berbelanja di hypermarket dan pasar tradisional; (ii) melihat dampak keberadaan hypermarket di Indonesia terhadap jumlah pedagang, jam buka, jumlah pembeli, omzet pedagang di pasar tradisional, dan terhadap pasar tradisional itu sendiri; (iii) melihat dampak ekonomi hypermarket terhadap pertumbuhan ekonomi, lapangan kerja, konsumen dan pendapatan negara; (iv) merumuskan rekomendasi kebijakan untuk meningkatkan kinerja pasar tradisional dan pengaturan pendirian hypermarket. Analisis data sekunder menunjukkan bahwa setiap tambahan jumlah pasar modern belum bersifat menurunkan jumlah pasar tradisional (toko atau warung). Hal ini menunjukkan bahwa pasar modern dan pasar tradisional sama-sama berkembang dan bersifat "complementary" satu sama lainnya. Hasil kajian menunjukkan bahwa kontribusi terhadap PDRB non migas lebih besar pasar tradisional (toko atau warung) dibandingkan pasar modern. Namun, kondisi yang sebaliknya terjadi, bahwa pasar modern (supermarket) di wilayah propinsi, dalam hal ini perkotaan, mempunyai kontribusi yang lebih besar terhadap penerimaan APBD dibandingkan dengan wilayah kota/kabupaten. Sebaliknya, pasar tradisional mempunyai keunggulan non ekonomi dari sudut pandang kepentingan ekonomi makro, yaitu penyediaan pilihan kesempatan usaha, penyediaan lapangan kerja, dan kontribusi output, meskipun pilihan-pilihan tersebut dapat berbenturan dengan kepentingan-kepentingan pemda untuk meningkatkan perolehan PAD. AbstractThe aim of this research are i) identify the factors that influence consumers willingness; (ii) the impact of hypermarkets in Indonesia to number of traders, opening hours, number of buyers, turnover traders in traditional markets, and the traditional market itself; (iii) economic impact of hypermarkets on economic growth, employment, consumer and government revenues; (iv) formulating policy recommendations to improve the performance of traditional markets and setting the establishment of hypermarkets. Secondary data analysis showed that every additional amount of modern markets (supermarkets) not decrease the number of traditional markets (shops or stalls). This shows that modern markets and traditional markets are both growing and is "complementary" to each other. The study results indicates that the contribution to non-oil GDP of traditional markets (shops or stalls) larger than the modern market (supermarket). However, the opposite condition occurs, the modern market (supermarkets) in the province, has a greater contribution to revenues, compared to the municipal / district. In contrast, non-traditional markets have economic advantages from the standpoint of macro-economic interests, such as the provision of choice of business opportunities, employment and output contribution, although those options may cause conflict with the interests of local governments to raise the revenue.

Abstract

The purpose of this study is to describe the policy implementation of administrative registration on population migration and the factors supporting and hindering the implementation of the policy in the city of Surabaya. The study uses a qualitative method. The result of this research shows that the policy implementation of administrative registration on population migration in the city of Surabaya for this is still classified as less good because there are still many weaknesses in its implementation. Potential factors supporting the implementation of administrative registration on population migration in the city of Surabaya is regulation clarity, adequacy of facilities, adequacy of costs, and the ability of the implementers. The factors inhibiting are the lack of community participation, low commitment to implementing, lack of executive officers, and the characteristics of the population.

Abstract

AbstrakPertumbuhan ekonomi bangsa terus mengalami berbagai perkembangan. Berbagai tantangan masih terus dihadapi ekonomi bangsa. Pada Asean Free Trade Area (AFTA) 2015 segera tiba, tantangan itu justru datang dari berbagai faktor,  baik faktor internal  (dalam negeri)  maupun  eksternal (luar negeri). Restrukturisasi sebagai bahan evaluasi dan pembangunan terhadap berbagai infrastruktur dan sarana prasarana perekonomian. Penetapan alokasi terhadap APBN maupun APBD menjadi kunci penting dalam pertumbuhan ekonomi bangsa.  Problem  utamanya  adalah adanya korelasi yang tidak seimbang dalam pengelolaan fiskal. Begitu juga, pengeluaran dan pemasukan tidak berbanding lurus dengan pertumbuhan ekonomi dan kesejahteraan masyarakat. Tujuan dari penelitian ini adalah (1) untuk mendeskripsikan dan menganalisis  implementasi realokasi fiskal sebagai preferensi bagi pemerintah dalam melakukan reformulasi kebijakan dan realokasi fiskal untuk pembangunan ekonomi yang berkelanjutan; (2) untukmengetahui dan menganalisis pengaruh peningkatan human capital terhadap pertumbuhan ekonomi; dan (3) mendeskripsikan dan menganalisis hubungan pembangunan infrastruktur dengan pertumbuhan ekonomi terhadap kesejahteraan masyarakat. Oleh karena itu, untuk meningkatkan kesejahteraan masyarakat dibutuhkan  sebah sinergi yang komprehensif  antara human capital  dan  pembangunan infrastruktur yang memadai, tentunya hal ini harus didukung oleh adanya sebuah restrukturisasi fiskal dalam pengambilan kebijakan serta realokasi yang substantif dan akomodatif. sehingga pada penerapan AFTA 2015, Indonesia  siap menjadi trend setting  di dalam  peningkatan pertumbuhan ekonomi, kesejahteraan masyarakat, peningkatan sumber daya manusia dan pembangunan yang integratif.AbstractThe growth of the nations economy continues to experience a variety of developments. Various economic challenges still facing the nation. At the Asean Free Trade Area (AFTA) in 2015 soon arrives, the challenge is coming from a variety of factors, both internal factors (domestic) and external (foreign). Restructuring as the evaluation and development of various infrastructure and economic infrastructure. Determination of the state budget and the budget allocation to be of key importance in the economic growth of the nation. The main problem is that correlation is not balanced in fiskal management. Likewise, expenses and income is not directly proportional to the economic growth and social welfare. The purpose of this study was (1) to describe and analyze the implementation of fiskal reallocation as a preference for the government in the way of reformulating policy and fiskal reallocation for sustainable economic development; (2) to determine and analyze the effect of an increase in human capital to economic growth; and (3) describe and analyze the relationship between infrastructure development and economic growth of the welfare of society. Therefore, to improve the welfare of the people of obstruction takes a comprehensive synergy between human capital and the development of adequate infrastructure, of course, this must be supported by the existence of a fiskal restructuring and reallocation policy making substantive and accommodating. So that the implementation of AFTA in 2015, Indonesia is ready to be a trend setting in the economic growth, community welfare, human resource development and integrative development.

AbstrakPeningkatan kapasitas pengelolaan keuangan daerah menjadi hal yang sangat penting di era desentralisasi. Pengelolaan pajak parkir yang sekilas terlihat sebagai ranah kebijakan prosedural administratif, tidak pernah bisa lepas dari berbagai patologi yang sangat problematik bagi pengelolaan keuangan daerah. Kecamatan Banguntapan dipilih sebagai unit analisis dalam penelitian ini untuk merepresentasikan permasalahan pengelolaan pajak parkir di wilayah sub urban Kabupaten Bantul. Hal ini dikarenakan kharakteristik kewilayahan Bantul sebagai daerah sub urban dapat dilihat dari kharakteristik peri urban yang ada di Kecamatan Banguntapan. Selain itu, Kecamatan Banguntapan merupakan satu-satunya wilayah di Kabupaten Bantul yang memiliki subyek pajak parkir bertarif self assessment dan flat sehingga dinamika problema manajerial keuangan daerah dapat diobservasi dan dianalisis lebih mendalam di Kecamatan Banguntapan ini untuk melihat komparasi 2 sistem pemungutan pajak parkir tersebut. AbstractCapacity building of local finance management becomes important on decentralizations era. Empirically this research is aim to show that the parking tax management at glance seen as an administrative- procedural policy domain cannot release from phenomena on the existence of problematic pathology for regional financial management. District of Bantul Banguntapan characteristic as its suburbs form themain attractionin the selection of research because of the generallocus in sub-urbanarea, began to metamorphose into a parking tax revenues fromregionsthat contribute to the area thoughnot as big financial contribution income tax parking taxinurbanareas. The Banguntapan sub district was chosen as analysis unit in this research to represent the issue of parking tax management in sub urban area of Bantul. This was due to the characteristic of Bantul area as sub urban area that can be seen from the characteristics of sub urban in Banguntapan sub district. Moreover, the Banguntapan sub district is the only area in Bantul which has a parking tax subject that the cost is self assessment and flat thus the dynamic of local finance managing problems can be observed and in-depth analyzed in Banguntapan sub district to seek the comparison of those 2 parking tax collection systems.

Abstract

An agricultural development approach that is centralized, top down, and applied linear communication (transfer of technology) puts farmers as a tool to achieve national’s goals (rice self-sufficiency) and makes them dependant to the outsiders. This study aims to analyze the level of participatory communication implementation in the implementation of Small Farmers Empowerment Program. The data are collected using some methods: observation, interview and focus group discussion. The data are analyzed using descriptive statistic. The study result shows that the implementation of participatory communication is in a low category. The recommendations of this study are to enhance the ability of small farmers through increasing the intensity of dialogue between the small farmers and the stakeholders (insiders and outsiders). AbstrakIndonesia masih belum ditekuni secara serius di negara ini. Padahal salah satu alternatif jalan keluar dari berbagai macam keterpurukan yang tengah dihadapi bangsa ini ditawarkan melalui pembenahan yang menyeluruh pada konteks administrasi publik. Partai Politik sudah banyak berpartisipasi dalam kancah pengambilan keputusan. Kita juga dapat melihat bagaimana kualifikasi orang yang duduk di kursi kementrian adalah orang-orang yang memiliki reputasi yang baik. Namun pertanyaannya,mengapa perubahan yang diharapkan tidak kunjung berwujud di negara kita? Mengapa varian masalah publik justru semakin berkembang dan bertambah kompleks? Pertanyaan-pertanyaan ini seharusnya segera disadari oleh kita bersama bahwa tanpa reformasi administrasi publik akan sangat sulit mewujudkan perubahan kondisi masyarakat ke arah yang lebih paripurna. Sebaik-baiknya desain kebijakan tanpa didukung aktor implementator yang kompeten dan sistem administrasi publik yang tertata secara sistematik maka hasilnya hanyalah sebatas idealisme di atas kertas. AbstractUntil today, the study of public administration in Indonesia still not elaborated seriously. Besides alternative solution of the complex problem in Indonesia is the holistic reformation of public administration. Political party is already participated in the arenas of decision making. We also recognize that several people who become the head of the ministry had a good reputation. But the question is, why the expected change in Indonesia still not happened? Why the variations of public problem become increased and more complex? These questions should be realized by us that without public administration reform it will be hard to actualize the change of our society to the right direction. If good design of policy not supported by competent administrator and systematic management of public administration system so the result is only idealism on paper.

Abstract

AbstrakPeranan perempuan di rana ekonomi publik memberi kontribusi yang cukup besar bagi kehidupan keluarga, terutama bagi keluarga yang masih hidup dalam kondisi kemiskinan. Seperti di jumpai pada masyarakat nelayan, yang mata pencahariannya tidak menentu. Ada waktu tertentu dimana nelayan harus melaut dan ada waktu nelayan tidak dapat melaut, karena kondisi cuaca yang tidak memungkinkan. Dalam kondisi yang demikian maka diperlukan peran isteri untuk membantu ekonomi keluarga dengan melakukan pekerjaan di luar rumah (publik). Peran ganda ini dilakoni pula oleh istri-istri nelayan yang ada di Kelurahan Lapulu, mereka melakukan beberapa pekerjaan di sektor perikanan untuk memenuhi kebutuhan ekonomi rumah tangga. Penelitian ini bersifat deskriftif dengan pendekatan kualitatif, metode pengumpulan data dilakukan dengan teknik pengamatan, wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa istri-istri nelayan di Kelurahan Lapulu selain berperan di rana domestik sebagai ibu rumah tangga yang mengurus suami dan anak-anak, mereka juga meluangkan waktunya untuk membantu suami bekerja sebagai, pengolah ikan asin, pembuatan terasi, berbagai makanan olahan dari rumput laut dan ikan, serta bekerja sebagai buruh di industri pengolahan ikan. Penghasilan yang diperoleh istri-istri nelayan memberi kontribusi yang cukup besar dalam membantu mengatasi biaya kebutuhan rumah tangga nelayan. AbstractThe women played an important role in economic public domain in fishermen society of Lapulu Subdistrict, South East Province. It appeared when they lived in poverty condition. The fishermen who merely relied on the sea as source of life would face difficulty in fulfilling his life needs when the climate was bad. The women took economic public when it happened. The research about the role of fishermen’s wives in increasing domestic economy in Lapulu Subdistrict of South East Province was descriptive qualitative. Method of collecting data done was observation technique, interview, and library study. Result of research showed that fishermen’s wives conducted multiple roles by doing any work in fishery field in order to fulfill their domestic economic needs. They not only played role as housewives who only took care for husband and the children, but also shared time to work in salty fish processing, terasi (condiment made from pounded and fermented shrimp or small fish) making, any food processing made of seaweed, and worked as labor in fish processing industry. Their earnings gave enough contribution for helping in fulfilling domestic cost.

Abstract

Despite being regulated by the Presidential Decree No 25 of 2008, which then was simplified by the Law No 24 of 2013, the registration of birth and death in Indonesia does not automatically promote the scope of birth and death certificate in Indonesia. Local governments are with their respective innovations on these issue, yet these inovations tend to add more bureaucracy and create new problems. The purpose of this study is to examine how the real practice of birth and death registration, as well as to identify the problems, implications, and the causes of the registration implementation. This study was conducted in 2015 in two districts and two municipalities in Banten and West Java Provinces using descriptive research method and descriptive-qualitative analysis. This study found that birth and death registration are still referring to the Presidential Decree No 25 of 2008 which implementation is still adapting the “convenience” of the Law No 24 of 2013. The implementation of birth and death registration still experiences many obstacles, such as: the lack of death reporting by the head of neighborhood (RT); applicants still experience tiered bureaucracy that leads to a lengthy process of completing the document, limited access in the district area, and time service mismatch; human resources in the ub-district/village that are not adequately supportive to the civil registration services; and documentation process in the implementing agencies still relies on manual systems.

AbstrakKecamatan dalam menjalankan fungsi penyelenggaraan pemerinnahan umum dan fungsi penyelenggaraan tugas-tugas yang telah diserahkan oleh Kabupaten Kota sesuai dengan Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 19 Tahun 2008 tentang Kecamatan mengalami hambatan dalam penerapannya berupa kewenangan, kelembagaan, sumber daya manusia dan manajemen kecamatan, penelitian menggunakan pendekatan kualitatif, purposive sampling daerah yang telah diserahkan dan belum diserahkan kewenangannya kepada kecamatan, hasil penelitian menunjukan bahwa kewenangan yang telah diserahkan baik dari walikota dan bupati tidak sepenuhnya diserahkan, kelembagaan atau organisasi kecamatan belum menyesuaikan Peraturan Pemerintah Nomor 19 Tahun 2008, kualitas dan kuantitas sumber daya manusia menjadi hambatan dalam penyelenggaraan tugas-tugas atributif dan delegatif. AbstractSubdistrict in performing common functions pemerinnahan implementation and administration functions of the tasks that have been submitted by Kanupaten City in accordance with the Law No. 32 Year 2004 on Regional Government and Government Regulation No. 19 Year 2008 on the District experienced a bottleneck in its application in the form of authority, institutional, resource human resources and management districts, the study used a qualitative approach, purposive sampling areas that have been submitted and have not been handed over authority to the districts, the results showed that the authority has submitted both the mayor and the regent was not fully submitted, institution or organization not adjust districts Government Regulation No. 19 in 2008, the quality and quantity of human resources become a bottleneck in the implementation of tasks and discretionary attributive.
