Abstract

AbstrakUndang-Undang Nomor 32 Tahun 2004 Tentang Pemerintahan Daerah Serta Peraturan Pemerintah Nomor 6 Tahun 2010 Tentang Satuan Polisi Pamong Praja merupakan landasan yang kuat bagi keberadaan Satuan Polisi Pamong Praja, dalam melaksanakan tugas dan fungsinya penegakan perda,ketertiban umum dan ketenteraman masyarakat serta perlindungan masyarakat mengalami kendala dan hambatan. Mencermati permasalahan yang muncul terkait dengan eksistensi Satpol PP dalam mengemban tugas-tugas pemerintahan umum dan penyelenggaraan pemerintahan daerah di seluruh Indonesia, diperlukan profil yang mampu menggambarkan komposisi personal, kelembagaan, ketatalaksanaan, sumber daya manusia dan sumber daya lainnya sesuai dengan kondisi realistik di lapangan. Penelitian ini bertujuan untuk mengidentifikasi dan menyusun profil Satpol PP dalam menunaikan tugas-tugas pemerintahan umum terutama di bidang ketertiban umum, ketentraman dan perlindungan masyarakat. Metode penelitian deskriptif statistik kualitatif. Penelitian ini menyimpulkan kelembagaan belum seluruhnya mengacu kepada PP 6 Tahun 2010, ketatalaksanaan belum semua membuat Standard Operating Procedure, sumber daya aparatur belum sesuai, sumber daya lainnya anggaran masih minim. AbstractLaw Number 32 Year 2004 on Regional Government And Government Regulation Number 6 Year 2010 Concerning Civil Service Police Unit is a strong foundation for the existence of Civil Service Police Unit, the duties and carry out functions to law enforcement, public order and public peace and protection of the public have obstacles and barriers. Observing the problems that arise related to the existence of Civil Service Police Unit in carrying out the duties of public administration and local governance in Indonesia, needed profile that can describe the composition of personal, institutional, management, human resources and other resources in accordance with the conditions realistic in the field. This study aims to identify and develop profiles Civil Service Police Unit in fulfilling the tasks of public administration, especially in the field of public order, peace and protection of the public. Statistical descriptive qualitative research methods. This study concluded institutions are not entirely refer to Regulation Number 6 Year 2010, management has not all make the Standard Operating Procedures, resources apparatus not appropriate, other resources budget is still minimal.

Abstract

Pembinaan, baru diatur secara eksplisit, dalam Undang-Undang Nomor 22 Tahun 1999 dan Undang-Undang Nomor 32 Tahun 2004, pada hakekatnya, merupakan pemberdayaan institusi Pemerintah Daerah dan lembaga-lembaga daerah, yang merupakan interpensi pusat terhadap pemerintah daerah, hal ini menunjukkan tidak ada kemandirian pemerintah daerah, ini kembali pada prinsip sentralisasi. Pengawasan,menurut Undang-Undang Nomor 5 Tahun 1974, memuat sistem pengawasan preventif dan represif dan Undang-Undang Nomor 22 Tahun 1999 hanya memuat sistem represif. Undang-Undang Nomor 32 Tahun 2004 memuat sistem pengawasan preventif disebut evaluasi dan represif, terhadap peraturan daerah dan peraturan kepala daerah provinsi, kabupaten dan kota. Pengawasan preventif, tidak berjalan dengan efektif dan efisien. Pengawasan ini mengurangi kemandirian daerah dan apabila peraturan daerah dan peraturan kepala daerah bertentangan dengan kepentingan umum, Undang-Undang yang lebih tinggi tingkatnya dapat dibatalkan pengawasan represif. Construction, newly arranged by explicit. Abstract

AbstrakMotivasi dan hasil belajar adalah dua faktor penting dalam menentukan efektivitas proses pembelajaran. Hasil belajar mata kuliah pemrograman berorientasi objek siswa rendah selama dua tahun terakhir. Hal ini mungkin disebabkan oleh bentuk materi yang masih abstrak sehingga motivasi belajar siswa rendah. Penelitian tindakan kelas bertujuan menggambarkan proses pembelajaran menggunakan media interaktif berbasis web untuk meningkatkan motivasi dan hasil belajar siswa. Obyek penelitian adalah siswa jurusan Teknik Informatika Abdurrab University. Penelitian dilakukan dalam dua siklus penelitian tindakan. Setiap siklus penelitian terdiri dari empat tahap yaitu perencanaan, tindakan, observasi dan refleksi. Untuk mengukur hasil penelitian menggunakan tiga instrumen yaitu kuesioner motivasi, lembar observasi, dan lembar evaluasi hasil belajar. Hasil analisis data menunjukkan bahwa ada peningkatan motivasi siswa sebesar 17,65%, dan peningkatan hasil belajar sebesar 44,12%.AbstractMotivation and learning outcomes are two important factors in determining the effectiveness of the learning process. The results of student learning object-oriented programming is low during the last two years. This may be caused by a form of matter that remains abstract so that students motivation is low. Classroom action research aims to describe the process of learning to use web-based interactive media to enhance student motivation and learning outcomes. Object of research is a student majoring in Computer Science Abdurrab University. The study was conducted in two cycles of action research. Each cycle consisted of four phases of planning, action, observation and reflection. To measure the results of the study used three instruments, namely the motivation questionnaires, observation sheets, and evaluation of learning outcomes sheet. The results of data analysis showed that there was an increase of 17.65% student motivation, and improved learning outcomes for 44.12%.

Abstract

AbstrakDalam mengetahui kemampuan perusahaan dalam mengelola modal yang diinvestasikan oleh para investor, perlu adanya pengukuran terhadap kinerja keuangan perusahaan. Hal ini juga berlaku bagi perusahaan dalam lingkup daerah, atau BUMD (Badan Usaha Milik Daerah). Oleh karena itu, fokus kajian ini adalah: (1) Bagaimanakah profil BUMD PT Gresik Migas berdasarkan kinerja, (2) Bagaimanakah strategi perbaikan kinerja BUMD PT Gresik Migas berbasis enterpreneur. Hasil analisis menunjukkan, (1) Kinerja diukur melalui metode konvensional/Analisis Rasio mengindikasikan hasil yang cukup baik (2) Terdapat empat strategis untuk perbaikan kinerja BUMD, yaitu: (a) Kemampuan sumberdaya manusia pengelola BUMD, termasuk penguatan jiwa enterpreneurship; (b) Kejelasan landasan hukum dan ketegasan aturan mainb terkait pembentukan BUMD; (c) Aspek manajemen keuangan BUMD; dan (d) Kelayakan dan keberlanjutan usaha atau unit bisnis BUMD baik produk maupun sektor jasa diukur berdasarkan kinerja internal dan eksternal. Untuk meningkatkan kinerja BUMD PT. Gresik Migas, sekaligus mengimplemetasikan 4 (empat) strategi yang telah di tetapkan, maka ada beberapa hal yang perlu di sarankan, yaitu, (1) Bagi pemerintah daerah sebaiknya ada keberanian dan ketegasan meminimalisir berbagai bentuk, praktik dan pola-pola yang menimbulkan political cost, menyusun SOP yang jelas terkait pola rekruitmen sumberdaya pengelola BUMD, konsisten untuk mendorong BUMD lebih mandiri dan profesional, tanpa intervensi, dan memberikan penghargaan pada pengelola yang berhasil membawa BUMD Go Public, (2) Bagi manajemen BUMD sebaiknya mampu menciptakan lingkungan kerja yang lebih kondusif dan selalu berorientasi terhadap tugas dan masa depan, menumbuhkan jiwa leadership dan entrepreneurship terhadap pengelola BUMD serta memberikan reward terhadap kreatifitas yang dihasilkan oleh setiap individu, memberikan batasan para birokrasi dalam pemilikan saham dan membuka kesempatan seluas-luasnya kepada masyarakat untuk mengakses saham di BUMD, dan seluruh pimpinan diarahkan untuk menerapkan Good Corporate Governance (GCG), yaitu tranparansi, kemandirian, akuntabilitas dan kewajaran. AbstractIn knowing the companys ability to manage the capital invested by the investor, the need for measuring the financial performance of the company. This also applies to companies in the sphere of regional, or local government (Regional Owned Enterprises). Therefore, the focus of this study are: (1) How-owned PT Gresik Migas profile based on performance; 2) How is the performance improvement strategy-owned PT Gresik Migas entrepreneurs based on the scope of the Provincial Government of East Java. The results showed that; 1) Performance PT Gresik oil and gas enterprises in East Java province measured by the conventional method / Ratio Analysis indicates good results (2) There are four strategically to improve the performance of enterprises, namely: (a) the ability of the human resource managers of enterprises , including the strengthening of entrepreneurship spirit; (b) Clarity and firmness legal basis for the establishment of the rule of enterprises; (c) the financial management aspects of public enterprises; and (d) Feasibility and sustainability of the business or business unit-owned both the products and the services sector is measured based on the internal and external performance. To improve the performance of enterprises PT. Gas Gresik in East Java province, as well mengimplemetasikan 4 (four) strategy that has been set, then there are some things that need to suggest, namely; 1) For local government should have the courage and firmness to minimize various forms, practices and patterns which raises the political cost, prepare clear SOPs related enterprises managing resource recruitment patterns, consistent to encourage more independent and professional enterprises, without intervention, and pays tribute to the manager who managed to bring enterprises to Go Public; 2) for the management of public enterprises should be able to create an environment more conducive working and always oriented towards the task and the future, foster leadership and managers of enterprises and entrepreneurship to provide rewards for creativity generated by each individual, providing the bureaucratic restrictions on share ownership and open greater opportunities for the public to access stock in enterprises, and the entire leadership is directed to apply Good Corporate Governance (GCG), namely transparency, independence, accountability and fairness.

Abstract

The problems of SMEs today are generally only able to survive but rarely oriented towards growth and capacity development of the company. One of the problems that hinder the growth of SMEs is financing problems. The government has tried to provide financing assistance in the form of soft loans, one of which is KUPEM, but SMEs do not have the commitment to running the business with loans that have been granted by the government. This study aims to determine the implementation strategy of People Economic Empowerment Business Loan (KUPEM) in the Province of Jambi. The research method used was a case study with descriptive research type. The sample consists of 125 respondents. Sampling is conducted in a nonprobability sampling and purposive sampling. Data were analyzed using SWOT analysis. The results showed that the implementation of KUPEM by the Provincial Government of Jambi through internal analysis indicates the value of the power factor is still below the weakness factor. External analysis of People Economic Empowerment Business Loan still has a big opportunity than a threat factor. Therefore, People Economic Empowerment Business Loan continues because it can help the growth of the community effort by making strategic changes. Result of the study recommend to strengthen internal factors which are the analytical skills of relevant agencies that are trusted to provide recommendations for KUPEM loans, (1) Relevant agencies create mentoring programs to enhance the ability of SMEs actors, (2) Through the relevant agencies forming a group of associations between groups of SMEs, (3) Increasing motivation to make MSMEs business through counseling activity, and improve the competence of field educators, (4) Conduct analysis of the suitability of business in accordance with local conditions (in this case the state of nature, the public taste and the target market).

Abstract

AbstrakStudi ini bertujuan menjelaskan pembangunan manusia yang dilihat dari capaian nilai indeks pembangunan manusia (IPM) Kabupaten Kepulauan Anambas. Sejak awal pembentukannya selalu menempati posisi rengking akhir IPM tingkat Provinsi Kepulauan Riau. Studi ini menggunakan pendekatan kualitatif dengan data yang didapat melalui wawancara dan focus group discussion. Prioritas program/kegiatan pembangunan manusia dengan menyasar capaian target IPM ditingkat nasional memerlukan singkronisasi dan partisipasi dari seluruh pemangku kepetingan pada perencanaan pembanguanan daerah. AbstractThis study aims to explain human development as seen from the achievements of the human development index (HDI) Anambas Island region. Since the beginning of its formation always end position ranking HDI level Riau Islands Province. This study used a qualitative approach to the data obtained through interviews and focus group discussion. Priority programs/activities targeting the achievement of human development with HDI targets at the national level requires synchronization, and the participation of all stakeholders in the planning area for Development.

Abstract

Balance Scorecard dapat menuntun manajemen dan anggota organisasi dalam menterjemahkan visi, misi serta strategi organisasi ke dalam tindakan yang nyata. Dalam Balanced Scorecard, pengukuran kinerja dilihat dari 4 perspektif yaitu Customer and Stakeholder Perspective, Financial Perspective, Employees and Organization Capacity Perspective, dan Internal Bussiness Process Perspective. Pengukuran kinerja dengan pendekatan Balanced Scorecard tidak terbatas digunakan pada organisasi swasta melainkan juga bisa diterapkan pada organisasi sektor publik. Tulisan ini menguraikan tentang perlunya Balanced Scorecard untuk organisasi pemerintah dan peluangnya apabila digunakan di Badan Penelitian dan Pengembangan (BPP) Kementerian Dalam Negeri (Kemendagri) berdasarkan beberapa analisis dan hasil penelitian yang pernah dilakukan. Balance Scorecard to guide the management and members of the organization in translating the vision,mission and strategy of the organization into the real action. In the Balanced Scorecard performance measurement viewed from four perspectives, namely Customer and Stakeholder Perspective, Financial Perspective, Employees and Organization Capacity Perspective and Bussiness Internal Process Perspective. Measuring the performance of the Balanced Scorecard approach is not limited to use in private organizations but also can be applied to public sector organizations. AbstrakReformasi birokrasi yang tengah berjalan di Indonesia masih menemui hambatan berupa praktek korupsi yang masih marak di kalangan aparatur pemerintah. Padahal tujuan utama reformasi birokrasi adalah menekan angka praktek korupsi di kalangan para birokrat pemerintah tersebut. Peletakan dasar keorganisasian yang masih absurd di Indonesia menyebabkan agenda reformasi menjadi kehilangan tajinya sebab keinginan utama untuk menekan angka korupsi masih belum efektif dilaksanakan. Oleh karenanya, perlu sebuah upaya nyata untuk merevitalisasi prinsipprinsip administrasi dalam tubuh birokrasi pemerintah. Kuncinya adalah konsistensi untuk menjalankan prinsip-prinsip administrasi tersebut dalam birokrasi Indonesia sehingga kedepannya langkah-langkah perubahan organisasi pemerintah dapat didesain secara kongkret.AbstractThe implementation of bureaucratic reform program in Indonesia still have several problems especially corruption which is conduct by the government apparatus. Instead, the main purpose of bureaucratic reform is to repress the statistic of corruption. The absurd fundament of organization becomes the main cause of the obstacle of bureaucratic reform. Therefore we need a real effort to revitalize the administration principles in Indonesian Bureaucracy so in the future we can design the concrete government organizational change.

AbstrakKajian ini merupakan implementasi program Jampersal yang dirancang dengan menggunakan pendekatan mixing methods yakni suatu kajian kualitatif, dipandu dengan angka-angka kuantitatif, untuk mengkaji secara mendalam suatu fenomena yang ada di masyarakat dengan tidak memanipulasi variabel-variabel (expost facto), menyangkut peristiwa yang sudah terjadi, berhubungan dengan kondisi sekarang terhadap pengguna Jampersal yang beralih pelaksanaannya ke JKN yang dikelola oleh BPJS sejak awal tahun 2014. Tujuannya untuk mengetahui pelaksanaan program Jampersal, apakah program ini mencapai target dengan dana yang ada, sesuai harapan Millennium Development Goals (MDGs), dalam menurunkan AKI dan AKB di Kabupaten Tuban, yang akan berakhir pada tahun 2015 mendatang. AbstractThis study is an implementation program designed Jampersal Mixing Methods approach which is a qualitative study, guided by quantitative figures, to examine in depth a phenomenon that exists in society by not manipulate variables (ex post facto), concerning the events that have been occurred, associated with the present condition of the Jampersal users who switch to JKN implementation managed by BPJSsince the beginning of 2014. The goal is to examine the implementation Jampersal program, whether the program is to reach the target with existing funds, as expected Millennium Development Goals (MDGs), in reducing the MMR and IMR in the district Tuban, which will expire in 2015.

AbstrakDesentralisasi di Indonesia merupakan reformasi yang tidak selesai dan hingga saat ini pelaksanaannya belum maksimal atau belum sukses. Inti dari desentralisasi adalah ‘internalising cost and benefit’ untuk people serta bagaimana mendekatkan pemerintahan kepada rakyatnya. Itulah esensi yang terpenting dari sebuah jargon ‘desentralisasi.’ Akan tetapi, pelaksanaan desentralisasi di Indonesia sampai sekarang masih jauh dari harapan tersebut. Hal ini ditunjukkan dari desentralisasi yang hanya menguntungkan elit dan penguasa lokal, desentralisasi merupakan sebuah gurita neoliberal, desentralisasi pelayanan publik yang kurang berkarakter, desentralisasi tanpa efisiensi kelembagaan, desentralisasi menyuburkan korupsi di daerah. dan desentralisasi fiskal yang semu. Tujuan penulisan ini adalah untuk memberikan gambaran perjalanan penerapan kebijakan  desentralisasi di Indonesia, mulai tahun 1999 sampai dengan 2015. Metode yang digunakan kajian literature dan regulasi dengan pembahasan bersifat deskriptif kualitatif.  AbstractDecentralization in Indonesia is that reformis not completed and until the current implementation is not maximized or have not been successful. The essence of decentralization is internalizing cost and benefit for the people and how the government closer to the people. Thats the most important essence of essence decentralization’. However, the implementation of decentralization in Indonesia is still far from the expectations. It is shown that only benefits of decentralization elite and local authorities, decentralization is a neo-liberal octopus, decentralization of public services are lacking in character, decentralization without institutional efficiency, decentralization fosters corruption in the area, and quasi-fiscal decentralization.
