Abstract

The Banten Lama area of ​​Serang City is a cultural heritage area in the heritage complex of the Sultanate of Banten which consists of various kinds of historical relics which are a separate tourist attraction for tourists. So based on the destination of tourist destinations, the local government carried out the development of Old Banten Tourism and the surrounding environment. This study was conducted to determine and analyze the implementation of tourism development in Banten Lama Serang City as a tourist destination. The theory used is the analysis of Edward III (Nawawi, 2009:138). This research uses a qualitative case study approach with a descriptive method. The data analysis technique used is the Miles & Huberman model. The results of this study indicate that the implementation of the Banten Lama Regional Tourism Development Policy, Serang City is still not optimal and the right implementation to be applied in the Old Banten tourism development is that it requires courage and commitment from the Regional Head in implementing the Banten Lama tourism development policy, regional apparatus organizations ( OPD) in regional tourism development in order to reduce sectoral ego so that coordination and communication run effectively, complete the development of tourism support areas (KPW) so that they can be used for structuring traders and tourist parking centers, synchronization and synergy between tourism institutions in carrying out tourism management policies in Banten Lama with directing tourist visits to tourism support areas and stakeholders must sit together in the plan for the establishment of tourism management institutions in Banten Lama.

Abstract

A geopark is a geographical area that has a prominent geological heritage site and is part of a holistic concept of protection, education and sustainable development. Geoparks do not only include geological sites, but also have clear geographical boundaries and the synergy between the geological, biological, and cultural diversity that exists within the area. Communities living in the legacy play a role in protecting and enhancing the function of the natural heritage. The purpose of this research is to describe a collaboration model that is in accordance with the conditions in the development process of the Bayah Dome Geopark. This research is a descriptive research with a qualitative approach. Qualitative research was conducted because this research requires in-depth information with the aim of identifying the roles of collaborative actors in the development of the Bayah Dome Geopark. This study uses descriptive research in order to determine the Bayah Dome Geopark Development Collaborative Model which involves many stakeholders. The results of this study are that there are 8 collaborative processes that occur in the development of the boyah dome geopark, namely: (1) Network Structure, (2) Commitment To Common Purposes, (3) Trust Among Participants, (4) Governance, (5) Access To Authority, (6) Distributive Accountability, (7) Access To Resources, (8) Information Sharing Keywords : Geopark, Tourism, Collaboration, Development

Abstract

In the midst of the Covid-19 pandemic, which requires people to always keep their distance, the government, especially public service providers, makes policy innovations in the midst of a pandemic. Online-based public services are then present as a solution for public services that must still be carried out in the midst of the COVID-19 pandemic. Likewise with DISDUKCAPIL Kab. Sukabumi who made an online service innovation, namely SIMPELIN (Online Service System). In its implementation, there are several problems that occur in SIMPELIN, namely there are still many people who do not understand how to use online-based, SIMPELIN is still not perfect in carrying out public services, the occurrence of system errors and unstable networks. The purpose of this study is that researchers want to know how effective the implementation of e-government-based public services using Simpelin is at DISDUKCAPIL Kab. Sukabumi by using the effectiveness theory as a benchmark according to Gibson Ivancevich Donnelly (2003). The method used in this study is a qualitative method. With this method the authors obtain the results that SIMPELIN services have been running effectively when viewed from the theory of Gibson Ivancevich Donnelly (2003) namely production, efficiency, satisfaction, adaptability and innovation development

Abstract

This study aims to determine community participation in the preparation of APBDES in Pait Village, Kasembon District, Malang Regency for Fiscal Year 2019. The method used is descriptive with a qualitative approach and analyses data sourced from in-depth interviews, direct observation, literature review, and documentation. The results obtained indicate that community participation in the preparation of the APBDes village income budget is participation through thinking by providing ideas or opinions in the preparation of the Pait Village APBDes what is desired by the community and then considered by the village government in budgeting. Supporting factors are 1) Education level, supporting human resources are expected to be able to provide more substantial proposals, ideas, or opinions about what needs are necessary and urgent 2) The type of work determines what aspirations and participation can be provided through village activities. While the inhibiting factor is that not all proposals submitted by the community through the hamlet or village deliberation forums are accommodated into programs. Overall, it shows that Pait Village residents' level of participation and enthusiasm is very high in every process of preparing the Pait Village APBDes

Abstract

The existence of transactions using online applications raises several problems for local governments related to restaurant tax revenue, namely the existence of partner restaurants that only sell food online without a physical restaurant. The other problem is the profit-sharing scheme applied by online application owners (e.g., Gojek and grab) to partner restaurants. This scheme causes some restaurants to increase their online ordering prices. On the other hand, the tax base of the restaurant tax is the offline order price, so the seller paid a smaller tax amount than it should be. The third problem, the existence of payments via an e-wallet, allows the taxpayer to report the turnover as smaller than the actual burden. This research aims to analyze how to increase restaurant tax revenues with online applications. The approach used is a qualitative approach. The data sources used are from various kinds of literature such as books and articles. The results of this research are in the form of several alternative solutions, including inspection by the Regional Revenue Service, to collaborate with the Central Government agency, and the main alternative is collaborative governance with stakeholders to solve transactions using online applications.

Abstract

The Covid-19 pandemic has had a huge impact on society. The Serang Regency Government seeks to carry out breeding by conducting community empowerment programs. This study aims to analyze and evaluate program innovations and community empowerment activities carried out by regional officials in Serang Regency. Data collection techniques were carried out by means of documentation studies and interviews. The data analysis technique used descriptive analysis. The results of the study indicate that several activities based on community empowerment in Serang Regency that are relevant as needed are: a. Development of sports that are integrated with sports competitions at the district/district/village level. b. Sustainable tourism development (sustainable tourism development) and community based tourism development (community based tourism development). c. Technological innovation program (Appropriate Technology), as well as collaborating with the rural agricultural sector with the industrial sector. d. Development of incentive schemes for individual/community parties who carry out environmental improvement e. Millennial Farmers Program (West Java Province Benchmark) f. Creative City/Village Development In general, program innovations need to utilize and adapt to potential locations and utilization of digital 4.0 technology developments.

Abstract

E-government has become the most important thing in a government agency to support the progress of the agency and improve services. DPMPTSP Banda Aceh then launched the SiCantik Cloud application created by the Ministry of Communication and Information to make it easier to manage permits. The SiCantik Cloud application is an innovation of licensing and non-licensing services with an online system. This study aims to analyze the impact of the SiCantik Cloud application on services and to find out the obstacles that occur during its implementation. This study uses a qualitative descriptive method conducted at the DPMPTSP Banda Aceh, Aceh Province. Collecting data through interviews, observation, and documentation. Determination of informants using purposive sampling and accidental sampling methods. The data were analyzed by means of reduction, data presentation and drawing conclusions. The results of the study indicate that the implementation of the SiCantik application at the Banda Aceh DPMPTSP is quite good and effective, where users of the SiCantik Cloud application, both employees and the community, are greatly helped both in terms of service which is easy and fast. However, the network is still lacking because the traffic load is too high, so the application is often slow and has errors. Then there are also people who have not been able to access the application due to lack of understanding and no face-to-face socialization by the manager. The data information generated is trusted and data security is maintained (trusted), users and beneficiaries strongly support the use of this beautiful application. So it can be concluded that although there are still various obstacles in the use of this application, they do not have a big impact on the effectiveness, transparency, accountability, and efficiency in the use of the SiCantik Cloud application at the Banda Aceh DPMPTSP.

Abstract

This study aims to determine the level of development of the traditional weaving group activities in Monta Baru Village, while the data collection techniques are interviews, observation, and documentation. Then the results of the research are the efforts of the new monta village government to develop a traditional weaving business which is given to 3 (three) groups in the new monta village with a total budget of Rp. 60,000,000, - with the division that each group gets a budget of Rp. 20,000,000,- with the stimulation of this fund, it can provide sufficient capital injection for the weaving group in the village of Monta Baru. A sheet of sarong takes 3 (three) days, this is because the production process is still traditional and requires a high level of focus and precision. The production of a sheet of sarong takes a long time and varies as the difficulty level gets higher. Marketing is still carried out between individual buyers and bought up by clothing sellers, sometimes marketing is done by means of social gathering. Village Head Regulation Number 4 of 2018 concerning improving the competence of weaving groups.

Abstract

Inclusive education is an education policy program that provides opportunities for children with special needs or disabilities to be accessible in regular schools. The problems faced by the Metro City government in carrying out inclusive education are the lack of standardization of facilities and infrastructure in the management of inclusive education in regular schools, limited accessibility for children with special needs in getting education, low understanding of educators in schools regarding children with special needs, and there is no special budget from the Metro City government that supports inclusive education, so that when the implementation of the policy can not be said to be successful, while the Metro City Development Vision is the Realization of an Educated City. The method used in this research is a qualitative approach. The results of this study indicate that inclusive education has not been implemented optimally because there are still many obstacles and obstacles in its implementation. Therefore, maximum effort is needed in implementing inclusive education with good cooperation and coordination between institutions and policy implementing institutions.

Abstract

Persons with disabilities are part of a minority group who of course need to get special services and protection provided by both the government and the community. Currently, facing the Covid-19 pandemic, people with disabilities are a group that has a vulnerability that is twice as high as other individuals. Stps taken by the government to continue to pay attention to minority groups, namely the existence of a social rehabilitation program. This study aims to determine the implementation of basic social rehabilitation for persons with disabilities during the Covid-19 pandemic carried out by the Sukabumi City Social Service. This study uses a qualitative research method with a descriptive approach. The results of this study indicate that the implementation of basic social rehabilitation for people with disabilities during the Covid-19 pandemic carried out by the Sukabumi City Social Service was not optimal due to budget refocusing which caused basic social rehabilitation to prioritize aspects of meeting basic needs which consisted of providing food. and the provision of clothing, as well as access to health services, which include facilitating persons with disabilities to get vaccinated. Furthermore, when viewed from the dimensions of communication, disposition, the bureaucratic structure has been implemented well, but when viewed from the human resource dimension, the Sukabumi City Social Service does not yet have a Disability Assistance Social Worker (TKSPD).
