JP2WD covers topics related to regional science, regional and/or rural planning, regional economics, spatial and environmental planning, regional information system, community development, and public policy. Abstract

Agriculture sector plays important role in regional development. Agriculture sector’s role involves other sectors such as input provider, feed provider, Gross Domestic Product provider, labor provider, and household income main source. One of agriculture subsector is food crop whereas paddy, corn, and soybean are food crop commodities that have important and stategic roles in development. Their production are targeted to achieve self sufficiency by 2017. The main objective of this research was to analyze the role of food crop subsector to West Java’s economy. The specific objective of this research involve output structure analysis, gross added value structure analysis, linkage analysis, and final demand impact analysis. This research employs secondary data. Secondary data used West Java Input-Output Table 2010. Secondary data analysis applies input output anaylisis to answer objective of this research among output structure analysis, gross added value structure analysis, linkage analysis, final demand impact analysis. The results showed that the food crop’s output structure and gross value added structure tends to low. Food crop also does not show strong linkage with its upstream sectors and downstream sectors. Final demand impact to output, gross added value, and household income also show that the food sector is low even though the food crop has better ability to absorb labor than of processing industry sector.

Abstract

Penajam Paser Utara was one of the youngest regency in East Kalimantan which focused to develop agriculture sector, especially food crops. Contribution agriculture sector to Gross Regional Domestic Product (PDRB) in 2015 was in second position accounted for 20.97%. This research was aimed to compile direction for agricultural land use based on actual land use, regional development index and land suitability. Land use change was obtained by overlay method within two land use map (2010 and 2016) from BPN, regional development was analyzed by skalogram method using PODES data (2011 and 2014) from BPS and land suitability was evaluated referred to FAO framework using matching method between land unit mapping based on soil map 1:50,000 from BBSDLP and criteria for specific commodities. Actual land use in Penajam Paser Utara (2016) consist of forest (32.92%), plantation (25.51%), industrial forest (17.09%), bush (8.76%) and other land use (15.72%). Land use change pattern from 2010 to 2016 showed increasing of plantation area (3.55%) due to forest land decreasing (1.42%). Regional development indicated by increasing of average IPD from 21.72 (2011) to 32.04 (2014). Land suitability for agriculture was classified in S3 (marginally suitable)-N2 (permanently not suitable). Retention factors were erosion hazard (e), rooting media (r), nutrion retention (n) and nutrient availability (n). Available land for agriculture using largely 162,493 Ha consist of (a) plantation area largely 113,796 Ha (b) wetland crop largely 24,258 (c) dry land crop largely 15,101 Ha and (d) not suitable for agriculture largely 6,027 Ha.

Abstract

The needs for space to support urban activities causes the expansion of urban regions in Malang. Urban activities started moving spread from the city center to suburban areas (urban sprawl). Kawasan Perkotaan Karangploso (KPK), Kabupaten Malang is one of the suburban areas. Urban sprawl is conversion of agricultural land in the suburbs. Find out about the character of farmers and set up positive mental are step that must be taken to preserve agricultural land. This study determines the influence of agricultural social, environmental, economic and policy on the farmer motivation to preserve agricultural land. The research uses statistical methods which is structural equation modeling (SEM) type of partial least square (PLS). Based on the analysis of PLS, the policy and social variables influence the farmer motivation to preserve agricultural land in KPK. Farmers motivation to preserve agricultural land will be high if policy and social variables in good condition. If the goal is increasing the farmer motivation to preserve agricultural land, the improvement of policy and social variables should be heed and priority, especially if there is constraint in terms of cost or time. Abstract

Land use activities in Gunung Halimun Salak National Park (GHSNP) that does not comply with the zoning plan of GHSNP cause degradation, deforestation and decreasing GHSNP size, while land use activities intensively in the surrounding of GHSNP (buffer area) that does not comply with the spatial allocation plan may alter landscape configuration that influence ecological processes and biodiversity within national park. Predicting land use and land cover (LULC) change patterns in the future provides important information for identifying areas that vulnerable to changes. Multi-temporal remote sensing data was used to identify LULC, a multi-layer perceptron neural network with a Markov chain model (MLPNN-M) was used to predict LULC in 2025 and to analyze LULC trend, Overlaying analysis was used to analyze the consistency between LULC and spatial allocation regulation in 2025. The results show that LULC in GHSNP and its buffer area consist of prmary forests, secondary forests, mixture crops, plantations, settlements, agriculture, shrubs, and water. The primary forests, secondary forests, mixture crops, and agriculture were predicted to decrease while settlements, plantations and shrubs were predicted to increase. Land conversion trends into secondary forests, plantations, agriculture and shrubs that begin to show centralized patterns within and the boundaries of GHSNP need to be anticipated. In 2025, inconsistency between land use and GHSNP zonation is the existence of mixture crops, plantations, settlements and agriculture outside the special zone whereas inconsistency between land use and spatial allocation regulation is existence of plantations and agriculture in conservation forest, protection forest and production forest.

Abstract

Desa Wisata Teritip (Teritip Tourism Village) is one of the new destinations of Balikpapan City which has 12 potential points for tourism, including the potential of site attraction (nature’s beauty) and the potential of event attraction (community culture and tourism activities). However, these potentials has not been utilized and developed optimally by the local community up to now. The development is constrained by the lack of community involvement in managing the tourism village. The purpose of this study was to identify priority tourism potentials to be developed through community-based approaches in order to put the role of the local community as subject and object of the development of the village. This study uses rationalistic approach with a qualitative descriptive method. The analysis technique used to answer the research objectives, are: on the first stage, content analysis was used to analyze the potential tourism attractions to be developed; and followed by the second stage, a descriptive qualitative analysis to identify potential tourism attraction priorities for development by emphasizing the role of local communities.The result obtained is that the three factors of attractiveness: nature’s beauty, community culture and tourism activities, has the potential to be develop through community-based approaches and there are 10 potential tourism priorities to be developed, which covers physical, socio-cultural, and supporting tourism objects.

Abstract

Kelurahan Baru Ulu is a coastal area in Kecamatan Balikpapan Barat. This area is dominated by the settlement activities; therefore, it relies on high demand of clean water. However, the society’s need of clean water that lives in this area is not fulfilled completely. This research aims on evaluating the performance of supplying clean water in the mentioned area using the Importance Performance Analysis so that the result of this research will be the main indicator in fulfilling clean water supply at Kelurahan Baru Ulu. According to the analysis, the indicators of clean water supply which has the high importance followed by the low performance are the bacterial substance, saltiness, smell in the water, water discharge, amount of water from the source, duration of water flowing per day, water supply in the morning, and residents’ agreement on water tariff.

Abstract

The livelihood of fishermen that importantly contributes to regional and rural development in coastal areas has been influenced by climate change and other pressures. On the other hand, the development of Information and Communication Technology (ICT) can be used by fishermen to develop their livelihood resilience. This research aims to explore the use of ICT and its implication to the livelihood resilience of fishermen. This research used qualitative research design using case study in Eretan Wetan Village, Indramayu Regency. The primary data was collected through interview, situational observation, activity observation, and physical artifact observation. Secondary data was also collected as supporting data to describe research context. The analysis was done using open coding to identify themes and to develop the description of those themes. The research found that fishermen that are used to ICT can improve their access to information, enhancing knowledge, enhancing and maintaining network and cooperation, and facilitating participation in the community, and eventually experiencing learning process. By experiencing learning process, fishermen will have the capability to identify information and knowledge, capability to understand challenge and opportunity, and capability to transfer and share knowledge using ICT. Therefore, fishermen will then have the capability to diversifies operational location of fishing and source of information and knowledge which are useful to redevelop access, assets, and self organization capability. These process will be cyclic and accumulate to strengthening their livelihood resilience.

Abstract

Disparity is still a common problem in regional development, including at Gunung Kidul Regency. Rapid development is taking place at Wonosari, the capital region of Gunungkidul Regency, while other districts are lagged behind, especially the southern part of Gunungkidul which are underdeveloped and having low economic contribution. Tourism is seen as one of the alternatives to increase economic development since the increase of the number of tourists visits. The aims of this study was to identify the tourism sector development in southern Gunungkidul and to analyze its impact towards the district’s economy. The method used in this study is quantitative using paired sample t test and Pearson correlation for data analysis. The data showed that there was an increasing trend in the number of tourist visit during 2007 to 2013 eventhough with a lack of tourism infrastructures, especially in Panggang, Saptosari and Girisubo subdistrict. The data also showed that there was an increasing of Gross Regional Domestic Product (GRDP) in trade and entertainment sector between 2007 and 2013. The result of comparative analysis showed that there are significant differences of GRDP of these two sectors between 2007 and 2013. The correlation analysis showed that there was no significant relationship between the number of tourist visits and the extent of the sector in GRDP. High number of visits is not necessarily related to the increasing level of GRDP.

Abstract

Poverty in rural-urban transitional area has distinct characteristics from those in urban or rural poverty. This phenomenon can also be seen in Sragen Regency, peri-urban of Solo Raya. A descriptive analysis based on participatory poverty-assessment is conducted in this research in order to understand the poors in the transitional area. A set of questions was given to 100 poor households in urban agglomeration of Sragen. The main finding confirms that 29 households have better livelihood compared to 10 years ago, even though the improvements has not come as expected. Unequal distribution and different accessibility among community groups for urban facilities are identified as the common problems, as well as low standard of urban infrastructures provision in several neighborhoods which requires improvement. The increase of job opportunities is not followed significantly by occupational shift of the poors because of their limited competency and ability. Having this context, policies in such areas should not only related to urban facilities, infrastructures, as well as the living environment provision and improvement, but also needs some elements that focus on labor development, including improvement of competency and asset utilization for business development. These policies are needed in order to improve the quality of urban living environment without compromising the poor’s ability to compete in the rural-urban transitional situation.

Abstract

Based on the experiences of various countries that were analyzed by the World Bank, regional development strategies can be classified into three classes based on the urbanization level (low, middle, high), i. e., to increase density (to create economies of concentration), to reduce distance (to develop connectivity), and to overcome division (to handle slump areas and the accompanying problems), respectively. The policy of “to develop from the periphery” can be interpreted as a strategy to increase the intensity of economic activities particularly in rural areas in order to create economies of concentration, i.e., cost savings and other benefits that are created by the concentration of economic activities in a region. This policy has been embarked simultaneously with a very big scale of infrastructures development, especially those related to transportation (roads, seaports, and airports). This article reports the results of a literature survey on regional development theories that are related with the policy. This article also discusses the Indonesian economic situations in which the policy has been implemented. In the later part of the article several research questions are formulated suggesting directions of further studies for empirically testing the hypotheses that can be derived from the research questions, especially those related with the implementation of “to develop from the periphery” policy.
