Abstract

The assessment of technological competitiveness can be carried out at the level of a stage of transformation on a warship. With the dynamics of defence and security threats to the Indonesian state, both symmetrical and asymmetrical, warship technology must continue to improve combat capability and professionalism of human resources in accordance with technological developments towards the industrial revolution 4.0, in order to have a high level of competitiveness. The purpose of this study is to determine the strengths and weaknesses of warship performance through the assessment of technological capabilities. The research result, at the level of technological capability and the existing gap of fourth components, where the current level of capability on warships W has a gap of the technological development that is farthest away with countries Y and Z is the development of the level of technological capability on technical devices and followed by developments the level of technological capability in human resources (soldiers). The benefits of the research are expected to be used as material for consideration by planners and decision makers in integrating technological considerations into the planning of warship development in the modern era.Keywords: Technology Capability Assessment, Warship Technology, Techometrics

Abstract

This study aims to determine the development strategy of Micro, Small and Medium Enterprises (UMKM) in strengthening the populist economy of coastal communities in shrimp sauce business in Lamongan Regency. The approach used in this study is a qualitative approach. The subject of the research is the shrimp chili business owner in Lamongan Regency. The data analysis techniques used are qualitative analysis techniques and SWOT analysis. Where qualitative analysis uses triangulation data collection techniques while SWOT analysis is used to identify various factors systematically and formulate a company's strategy. The results of this study indicate that the strategy of developing small businesses in strengthening the people's economy in the shrimp chilli business in Lamongan Regency that can be used is the development of markets and products, as well as intensive market penetration by increasing promotion, quality, and innovation of marine products of Lamongan Regency.Keywords: Development strategy, strengthening people's economy, UMKM.

Abstract

Konsep umum operasi keamanan laut adalah operasi kehadiran sehari-hari dilaut dilaksanakan oleh kapal dan pesawat udara patroli maritim TNI AL. Pola patroli maritim yang digunakan saat ini KRI sebagai unsur utama. KRI akan melaksanakan patroli pada sektor yang telah ditentukan secara acak. Pola tersebut mempunyai banyak tantangan, yaitu perencanaan operasi yang kurang baik dan membutuhkan anggaran operasional cukup besar, jumlah KRI dan anggaran yang tersedia terbatas, serta kecepatan gerak menuju sasaran. Pusat Penerbangan TNI AL (Puspenerbal) memiliki Pesawat Patroli Maritim yang belum dimanfaatkan secara optimal. Pengamatan yang luas dan cepat merupakan keuntungan pengawasan menggunakan pesawat. KRI yang berpatroli pada daerah tersebut bisa menghemat bahan bakarnya dengan menunggu informasi dari pantauan udara oleh pesawat patroli, sehingga dapat menghemat biaya operasional. Dalam tulisan dilakukan optimasi penugasan Pesawat Patroli Maritim berdasarkan coverage dan biaya operasi pada kondisi radar ideal dan riil dengan menggunakan metode Goal Programming dan Fuzzy Inference System (FIS). Hasil optimasi menunjukkan total maksimum Coverage Area yang diamankan oleh Pesawat Patroli Maritim pada kondisi ideal sebesar 87,0% sedangkan pada kondisi riil sebesar 66,98%. Kecilnya Coverage Area disebabkan oleh berkurangnya kemampuan Coverage Radar pada kondisi Riil. Penghitungan Fuzzy Logic Mamdani memungkinkan kita untuk memprediksi biaya operasional yang harus dikeluarkan apabila menghendaki Coverage Area dengan luasan tertentu.

Abstract

Graduates of the Surabaya Naval Academy in the next 25 years will occupy the leadership of the Navy's organization with all its complexity and problems. So that the nurturing method implemented at the Indonesian Navy Academy will greatly affect the results of the cadets. The aim of this research is to develop a product for developing cadet Caregiving curriculum based on curriculum developed theories. The method used in this research is descriptive qualitative by carrying out open and closed questionnaires and data triangulation validation. The results showed that the validation of the experts obtained results; 88% design, 90% content, 88% linguistics and 94% material presentation. While the results of field trials: individual test 91.75%, small group test 93.55% and large group test 89.25%. The average results of expert validation and field tests were 90.65%. So that the factors developed during the development of the AAL cadet parenting curriculum are design aspects including feasible categories, content aspects including feasible categories, linguistic aspects including feasible categories and aspects of material presentation including feasible categories so that the AAL cadet parenting curriculum is feasible to use. Abstract

The use of electricity in offices has been considered too wasteful. This is caused by human negligence in controlling their use. For this reason, this research was carried out as an effort to find the right method to reduce the high electricity consumption in offices. This research was conducted in the STTAL classroom, Bumimoro, Surabaya. From the results of the calculation, the total heat load in the classroom is 32,048.3 BTU or ± 4 PK. Total installed AC capacity is only 2 PK. This automation tool is a system that works automatically to regulate the use of electrical equipment based on parameters that have been determined in a program such as the presence or absence of humans, the level of light intensity and room temperature. Data collection is carried out for 6 days in the classroom, 3 days without tools and 3 days using the automation tool. Furthermore, the data is compared to the graph and the savings are calculated. The result, on day 1 is 56.11%, days 2 and 3 are 10.26% and the average savings for the 6-day trial is 33.43%. All data is recorded automatically on a micro sdcard and information about the amount of electricity consumption and the ON / OFF feature of electrical equipment can also be accessed via a smartphone with a wifi network so that users will find it easier to monitor the use of electrical equipment in the classroom.Keywords: electricity waste, heat load, automation system, electricity monitoring, electricity savings.

Abstract

Maintenance management is required and has a very vital role for a KRI types FPB57, considering the type KRI is one Alutsista Navy who have a high frequency activity, as well as the broad range of operations support capabilities are varied so that the automatic machine is also high activity and in the end reliability will decrease. Methodology Failure Mode Effects and Criticality Analysis (FMECA) is a widely recognized tool for the study and analysis of the reliability of the design or process. Many authors in the field have emphasized specifically the usefulness of this method and its limitations. At this writing considering the lifetime of the machine and the elements therein specifically the components of the water coolant pump has had a lifetime of more than 20 years, because it can be said that the components have entered a critical period. Based on the steps Failure Mode Effects and Criticality Analysis (FMECA) through the calculation of Risk Priority Number (RPN), so we can determine the critical components of acquired 9 19 chances damage that has critical component is Angular Bearings, Cylindrical Bearings, Spacer Ring, Water Seal, shaft Seal, Seal Slip Ring, Impeller, O'Ring and shaft. These components if damaged can lead to engine breakdown. Of the optimization results indicate that the component replacement Cylindrical Bearings have the fastest time, ie 98 days. While the replacement of components with the longest time, which is a component Impeller 134 days. Besides obtain the most optimal replacement time of each component, also produced the cost of replacement is effective, it is proved by the value of the optimal CBR CBR value for all types of components is less than 1 (CBR <1).

Abstract

Proyek pada umumnya memiliki batas waktu (deadline), artinya proyek harus diselesaikan sebelum atau tepat pada waktu yang telah ditentukan. Keterlambatan waktu proyek yang terjadi selama pelaksanaan konstruksi dapat menjadi masalah besar dan berakibat terkena denda. Penelitian ini bertujuan untuk menentukan aktifitas mana yang dapat dilakukan percepatan durasi proyek sehingga memperoleh biaya tambahan (extra cost) yang optimal atau seminimal mungkin. Penelitian dilakukan dengan metode Perth-Cpm guna memperoleh lintasan kritis dan metode algoritma genetika dengan menggunakan program excel solver. Data yang didapat berupa RAB (Rencana Anggaran Biaya), time schedule (kurva-s), data maksimal percepatan dan data aktifitas pendahulu dari aktifitas selanjutnya. Hasil penelitian diperoleh dimana mean (rata rata) aktifitas pada lintasan kritis adalah 212,63 hari dengan standart deviasi 6,14, ekspektasi biaya Rp. 1.085.297 sehingga total biaya tambahan (extra cost) yang dikeluarkan pihak pelaksana proyek sebanyak Rp 1.525.026, akan tetapi bisa mempercepat jangka waktu pelaksanaan proyek selama 5 hari dengan percepatan pada aktifitas yang ke 72 selama 5 hari sehingga dapat menghemat biaya dibandingkan terjadi keterlambatan dalam 1 hari saja di denda sebesar 27.158.297

Abstract

Dislambair Koarmada II merupakan satuan operasional Koarmada II yang mempunyai peran penting dalam penyelamatan bawah air, baik lingkungan Koarmada II maupun skala Nasional. Dengan beban tanggung jawab Dislambair Koarmada II yang cukup besar baik di tingkat Koarmada II hingga skala Nasional, terdapat permasalahan dengan jumlah personel meskipun jumlah personel yang ada sudah melebihi DSP yang ditetapkan sehingga diperlukan penghitungan beban kerja fisik berdasarakan PerPang TNI No. 93/XI/2011 dan menganalisa Jabatan yang ada menggunakan metode Factor Evaluation System (FES), namun juga memerlukan penghitungan beban kerja Mental dilihat dari kekhususan tugas yang diemban dengan menggunakan NASA-TLX. Penelitian ini menghitung tingkat beban kerja mental dan fisik Dislambair Koarmada II, membandingkan hasil pengukuran beban kerja fisik dengan mental, menghitung jumlah personel yang dibutuhkan, dan kesesuaian jabatan (job value) serta kelas jabatan (job class) jabatan struktural Kadislambair. Dari perhitungan terdapat rata-rata beban kerja mental yang sangat tinggi dengan nilai 85,27 dan pada beban kerja fisik dengan Indeks Beban Kerja 272% sehingga memerlukan Revalidasi Organisasi, sedangkan jabatan Kadislambair Koarmada II sesuai dengan jabatan Kolonel Mantap dengan kelas jabatan 13. Hasil penelitian ini diharapkan dipertimbangkan sebagai referensi bagi analisa beban kerja mental, fisik maupun keduanya di lingkungan TNI dan penyesuaian tunjangan atau remunerasi sesuai dengan pengevaluasian jabatan. Abstract

In the era of the industrial revolution 4.0, the preparation of mastery of maritime technology and the preparation of human resources is the urgency of the Navy's education. STTAL as one of the Navy's educational institutions has a strategic role as a producer of the Navy's human resources capable of merging themselves in technological development. Demands for the development of science and technology that are so fast affect the development of modernization of technology in the rank of maritime technology and graduate qualifications, it is necessary to make adjustments by conducting an evaluation and development in the education curriculum. A concrete step in addressing this requires a strategy to develop STTAL education curriculum in response to scientific vision, efforts to achieve graduate qualifications expected in accordance with societal needs and stakeholder needs. Abstract

Kesiapan TNI AL dalam melaksanakan tugas pertahanan matra laut ditentukan oleh komponen kekuatan alat utama sistem senjata (alutsista) yaitu KRI, dimana banyak yang tidak mendukung pelaksanaan tugas tersebut, sehingga perlu adanya pengadaan alutsista KRI. Langkah-langkah untuk mengatasi permasalahan di atas dapat dilakukan dengan pembelian alutsista baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Untuk pemilihan alternatif yang benar-benar tepat memerlukan analisa terhadap informasi dan identifikasi berbagai persyaratan yang penting dan saling berkaitan mengenai data-data dari alternatif Kapal Layar Latih. Selain itu, faktor biaya perlu dipertimbangkan agar bisa mengurangi beban anggaran pertahanan Negara Kesatuan Republik Indonesia. Salah satu pendekatan dalam pengambilan keputusan adalah dengan pendekatan model Multiple Criteria Decision Making (MCDM) dengan cara kombinasi metode yaitu Life Cycle Cost (LCC) dengan Analytic Network Process (ANP) serta Benefit Cost Ratio. Hasil dari penelitian diperoleh kapal layar latih yang terpilih yaitu alternatif Friere dengan nilai manfaat tertinggi dan bobot kriteria terbesar adalah Pelatihan Keterampilan dan Platform. Selain itu juga layak secara ekonomi untuk digunakan sebagai kapal layar latih bagi Taruna AAL.
