Abstract

Indo-Pacific Security Concept is a new initiative, proposed by several parties, linking the regions within the eastern part of Indian Ocean and the western part of Pacific Ocean. There is an expectation that the new architecture can contribute to facilitate communication among members to maintain a peaceful and stable region. Based on the nature of the region, the new architecture can also facilitate the practical cooperation for maritime security. However, several parties also concern that various challenges will emerge in building this new architecture. Indonesia, located at the centre of this region, can play an important role in accomodating the interests of the parties involved.

Abstract

This research examined how Indonesia experiences in implementing the policy of deradicalization for prisoners of terrorism after free from prison in order to not involved reiteration radicalism of terrorism. Researcher examined what factors are supporting and inhibiting for effectiveness of success by using Grindle’s theoretical model of implementation, and trying to offer an alternative model that fits for implementing the policy of deradicalization for prisoners of terrorism, and other cases of social violence. This research used qualitative descriptive approach, and resulted that implementing the policy of deradicalization would might be more effective success if accompanied by intense social communication factor between government and certain society such as religious organizations to build a common perception of terrorism; and monitoring and forcasting factors for ex-prisoners of terrorism which involves intensive religious figures with a socio-economic approach and fostering religious stabilization.

Abstract

Conventional wisdom maintains that security concerns are the primary motivation for states to seek nuclear weapons. Indeed, history has shown that the predominant decisions to go nuclear (starting from the U.S., the Soviet Union, China, Israel, Pakistan, and to North Korea) appear to be motivated by security concerns. Yet, the fact there have been nuclear-capable states with precarious security concerns that have decided not to seek nuclear weapons serve to challenge the aforementioned conventional wisdom. Moreover, further research and case-by-case study coupled with understanding of the fact that each state in the world has different security condition and challenges show that security concerns are, in reality, not always the primary motivation.

Abstract

This paper analyzes the failure of the Organization for Prohibited of Chemical Weapon (OPCW) in handling chemical weapon disarmament in Syria. The use of chemical weapons by the Syrian government against its own citizens poses a challenge for OPCW in its role to ban the use and development of chemical weapons worldwide. OPCW itself formed in 1997 is an implementation of Chemical Weapon Convention (CWC) in 1993. The main problem of this study is OPCW failure factors to ban the use and development of chemical weapons in Syrian conflict. The study results show that the chemical weapon disarmament efforts in Syria by the OPCW by sending and destroying government-owned chemical weapons has failed. Although OPCW has claimed Syria has been freed from chemical weapons, it is still encountered the use of chemical weapons by ISIS terrorist groups and unofficial opposition groups. In conclusion, the role of the OPCW according to the concept of disarmament and the international organization is still not fully successful. OPCW is only able to detect the use of chemical weapons committed by the Syrian government. This organization has no authority in overcoming the problem of the misused chemical weapons committed by non-state actors.Keywords: Chemical weapons, Syrian conflict, OPCW, Disarmament.

Abstract

Conflict Resolution in Natural Resources and Teritorial Disputes ‘could’ mediate without any intervention from International Commitee, however that process ultimately oriented to empower legal mechanisms other than court proceedings. Thus, expected does happen to win-lose solution if it occurs when a problem is always brought to court. Most of the natural resource conflicts and territorial disputes that existed today are not only come from the interests but also the influence of our historical background, and as civilized person we should avoid any disrupted action between the parties that involved in the natural resources conflicts and territorial disputes and had to have consulted all issues together, instead use of Military Power to Solve the problems.

This research aims to determine how effective the implementation of Act. No. 24/2007, especially in Bojong Gede Subdistrict, Bogor Regency. This study uses a qualitative method with case study approach and data analysis model of Miles and Huberman. The results obtained are disaster management system of flood in Bogor refers to Act No. 24/2007. Effectiveness of socialization Disaster Management in Bogor Regency is not maximized due to constraints on the budget and personnel. Efforts have been made Bogor Regency Government towards the implementation Act No 24/2007 to establish a disaster “resilient village” in Bogor Regency phased annually

In the era of information globalization the activity of information tapping over the Internet is one of the negative impacts of the interconnectivity between the Internet users and the ease of the process of exchanging data on the Internet. The disclosure of classified sensitive or confidential information or the loss of important documents is the result of information that is not well protected. Therefore, Internet users need to know more information about eavesdropping via the Internet to improve information security.

Abstract

This research aims to describe the implementation security strategy of Indonesia Warship Western Command Fleet in Indonesia's archipelagic sea lanes, will be dealing abuses and sea crimes. This research used a qualitative method with descriptive approach, research data from interviews and documents. The results is security strategies Indonesia's archipelagic sea lanes using a choke point control patterns to support the readiness of Indonesia Warship capabilities, which are limited and need to increase surveillance capabilities vessel with technological developments and increased cooperation with agencies to be able to realize its strategy of securing Indonesia's archipelagic sea lanes

Abstract

Micro-hydro as one form of renewable energy and could be developed, it is important as a new knowledge so that it can know to the public. This study shows how the feasibility of micro hydro system to be built in the communities to provide benefits to the safety and well-being. Feasibility study covering aspects of the social environment, the technology and its benefits. Through the simulation of the application of micro hydro power plant (MHP) in the Indonesian Defence University (IDU), this study intends to find empirical data is about the design of the MHP can be implemented. This research reveals about the type of MHP in accordance with the demographic conditions in the IDU.

Abstract

This article aim to contribute an idea regarding the importance of returning Pancasila as the state ideology and way of life to prevent Indonesia from going into deeper trap of nation problems. Pancasila as the ideology and life perspective has been abandoned by most of Indonesian citizens. It is not surprising that the Indonesian people are exposed to several national issues, such as horizontal conflicts, moral crises, economic disparities, and the threat of disintegration. All of this problem has a potential to trigger proxy war. This article is using three dimension framework of ideology, including, reality, ideal, and flexibility dimension. This study conclude that actualizing Pancasila may address the nation issues in Indonesia.
