Abstract

The high number of violence against women and children makes the government seek to form policies and public services to support security for women and children. In this case, Tarakan Hospital as a public service unit in the health sector formed the Bunga Tanjung program innovation as an Integrated Service Center iin serving victims of violence against women and children in collaboration with P2TP2A and the Police in providing comprehensive services from medical, psychosocial, and social services. legal counselling. The Bunga Tanjung program has successfully entered the TOP 45 Public Service Innovations in 2020 organized by the Ministry of Administrative Reform and Bureaucratic Reform as well as representing Indonesia in the 2021 United Nation Public Service Awards (UNPSA) Competition. This study aims to determine the effectiveness of the Bunga Tanjung program in provide comprehensive services to victims of violence. The method used in this research is a qualitative method. The results showed that the Bunga Tanjung program has been running effectively based on 3 indicators of program effectiveness according to Duncan namely goal achievement, integration, and adaptation

Abstract

Accountability for the management of the Village Revenue and Expenditure Budget is an ongoing problem in the village which shows that the village government system that has been in effect until now has not proven to be a good system, this problem is proof that there are still many problems regarding the management of the village income and expenditure budget in many village governments. . The goal is how to account for the management of the income and expenditure budget of Sekongkang Bawah Village, Sekongkang District, West Sumbawa Regency, while the method used is a combination that combines two methods, the techniques used are interviews, questionnaires and documentation. The results of this study are that the village government is still unable to manage the Village Revenue and Expenditure Budget in Sekongkang Bawah Village. The first problem faced by Sekongkang Bawah Village is the limited or limited ability of village officials or human resources in managing the village income and expenditure budget or the absence of participation from the village community itself which makes the problems multiply. This condition is clearly seen from the recognition of the difficulties of the village government in managing the village income and expenditure budget due to the lack of experts in the planning, implementation or accountability process, this is also seen by the village community who argues that the management of the Village Revenue and Expenditure Budget is still not good, and there are many expectations of the village community so that the next planning or process can be carried out properly by the village government.

Abstract

This article discusses the performance accountability of the Mataram City Regional Secretariat. A good performance report will have an impact on the quality of good governance. The method used is qualitative with a descriptive approach, data collection techniques using interviews, observation and documentation. The results of the study show that the accountability of the performance of the Regional Secretariat of the city of Mataram is quite good, both in measuring the performance of activities and target performance. However, the improvement in the quality of program or activity implementation through increased budget coordination, the quality of human resources in order to achieve usability and usability is still not optimal.

Abstract

Professionalism in public services is supported by the quality and performance of the Civil Servants who work in government agencies. The goal of this research is to know the Effect of Education and Training, Competence and Work Environment on the Performance of Civil Servants at the Department of Animal Husbandry and Food Security in Pasuruan Regency. This research using observation and survey methods by distributing questionnaires to 55 respondents. The data obtained in this research were analyzed quantitatively using IBM SPSS Statistics Version 24. Data analysis included Validity Test, Reliability Test, Classical Assumption Test, and Hypothesis Test. The results of this research stated that education and training (X1) did not affect performance, proved by the significance value (Sig.) of the X1 variable on the t-test of 0.181 > 0.05 and the t-count value of 1.355 < t-table 2.007. Competence (X2) did not affect performance, proved by the significance value (Sig.) of the competency (X2) on the t-test of 0.003 <0.05 and the t-count value of 0.675 < t-table 2.007. However, the work environment is the most dominant variable influencing performance. This is evidenced by the significance value (Sig.) of the work environment (X3) on the t-test of 0.003 <0.05 and the t-count value of 3.116 > t-table 2.007, the Standardized Coefficient Beta value of 0.414. On the other part, education and training (X1), competence (X2), and work environment (X3) simultaneously influence performance (Y). This is evidenced by the significance value (Sig.) of the three variables in the F-test of 0.010 <0.05 and the calculated F value of 4.152 > F-table 2.78.

Abstract

Developing a Personnel Service Application System (SAPK) as a form of embodiment of the implementation of e-government for users of information and communication technology in government, In this case the SAPK aims to realize up-to-date staffing data that is transparent and objective at every level of the agency from the central to the regional that is integrated in an integrated manner. national. This research was conducted at the Agency for Personnel and Human Resources Development (BKPSDM) Aceh Singkil, in this study the approach used was a qualitative approach using descriptive analysis, where to obtain data using interview, observation, and documentation techniques, Application of the Personnel Service Application System ( SAPK) this form of service is very easy to help, both in proposing services letters, as well as in searching for the required data, the difference is clear before the application of the SAPK application, manual file searches used to still use correspondence and archival paper, the Personnel Application System (SAPK) which has been used in the Agency for Personnel and Human Resources Development (BKPSDM) Aceh Singkil in its application has been effective, it's just that the lack of achievement is in the facilities and infrastructure section which is still lacking, while in other types of correspondence it is still done manually.

Abstract

: Izin  Mendirikan  Bangunan  (IMB)  merupakan  bentuk  perizinan  yang  diberikan  oleh  Dinas Penanaman  Modal  Terpadu  Satu  Pintu  Perindustrian  dan  Tenaga  Kerja  (DPMPTSPPTK)  di  Kota Bukittinggi. Penelitian ini bertujuan untuk menggali dan memahami inovasi pelayanan publik IMB di Kota Bukittinggi. Metode penelitian dengan pendekatan kualitatif deskriptif, teknik pengumpulan data secara primer amaupun sekunder sesuai dengan objek penelitian yang telah ditetapkan Objek penelitian yaitu kesiapan sumber DPMPTSPPTK dalam memberikan pelayanan IMB berbasis sistem dan inovasi SIMBG dalam IMB. Berdasarkan hasil penelitian proses penerapan inovasi pelayanan publik SIMBG sudah berjalan dengan baik. Namun dalam penerapan SIMBG masih terdapat SDM belum paham tentang penggunaan   SIMBG.   Maka   dengan   demikian   DPMPTSPPTK   Kota   Bukittinggi   memperhatikan aksesibilitas  dari  tekonologi  yang  diterapkan,  karena  teknologi  informasi  dan  kecanggihan  inovasi pelayanan dalam prakteknya banyak sumber daya manusia kurang paham dalam penggunaan teknologi. Dengan tujuan dapat  menerapkan SIMBG dalam pelayanan IMB lebih efektif pada masa yang akan datang.

Abstract

The tax amnesty policy stream carried out by the Government is not optimal, this is based on the reference to Article 2 paragraph 2 contained in Law Number 11 of 2016, where the indicators are unstable domestic liquidity, not improving the rupiah exchange rate, not the extreme decline in interest rates, did not increase investment and a significant tax base. The purpose of this study is to look at the policy stream in the tax amnesty law number 11 of 2016. The method used is a qualitative research method by analyzing phenomena. The results of this study are that the tax amnesty policy stream carried out by the Government is not optimal, this is based on the reference to Article 2 paragraph 2 contained in Law Number 11 of 2016, where the indicator is unstable domestic liquidity, not the improvement in the rupiah exchange rate, no extreme decline in interest rates, no significant increase in investment and tax base.

Abstract

the purpose of this study is to analyze the competence of the apparatus of the general staffing section of the BKPSDM Personnel Board of the City of Mataram in carrying out its duties based on the Mayor's Regulation Number 61 of 2016, based on this regulation, the duties and functions of the BKPSDM in general, namely related to general service administration of personnel and preparation of policy planning for Mayor regulations Mataram. The type of research used is a qualitative descriptive approach, data collection techniques using interviews, observation and documentation. The results of the study show that the performance of the apparatus of the general division and staffing of the Mataram City BKPSDM is competent in carrying out its duties and functions as the implementation of regional government affairs in the field of personnel administration and the development of apparatus resources, especially those of echelon II, III and IV, but the thing that needs to be addressed is the apparatus apparatus below that is directly related to public services, so it is necessary to carry out comprehensive education and training (training) in order to achieve competent and responsible apparatus.

Abstract

Abstrak: Bantuan Operasional Sekolah (BOS) adalah program pemerintah yang pada dasarnya untuk penyediaan pendanaan biaya operasi nonpersonalia bagi satuan pendidikan, dengan sasaran semua sekolah SD/SDLB dan SMP/SMPLB/SMPT, termasuk SD-SMP Satu Atap (SATAP) dan Tempat Kegiatan Belajar Mandiri (TKB Mandiri) yang diselenggarakan oleh masyarakat, baik negeri maupun swasta di seluruh provinsi di Indonesia, dana BOS dikeluarkan dalam empat triwulan untuk satu tahun (satu periode), berdasarkan prosedur yang ada dana BOS perlu di kelola secara relevan dan efektif. Dalam pelaksanaan dana BOS, ini dibagi menjadi 8 standar penggunaan atau aliran dana BOS yaitu: Pengembangan Kompetensi Kelulusan, Pengembangan Standar Isi, Pengembangan Standar Proses, Pengembangan Pendidikdan Tenaga Kependidikan, Pengembangan Sarana dan Prasarana Sekolah, Pengembangan Standar Pengelolaan, Pengembangan Standar Pembiayaan, Pengembangan dan Implementasi Sistem Penilaian. Jenis penelitian ini menggunakan jenis deskriptif kualitatif. Lokasi penelitian ini dilaksanakan di SDN 44 Mande Kota Bima, Kelurahan Mande, Kecamatan Mpunda, Kota Bima. Sumber data dalam penelitian ini terdiri dari dua yaitu: (a) Data primer atau data utama, dan (b) Data sekunder atau data pendukung. Berdasarkan hasil penelitian dan pembahasan maka penelitian ini dapat disimpulkan sebagai berikut: (1) SDN 44 Mande Kota Bima dalam pengelolaan dana bantuan operasional sekolah (BOS) telah berjalan sesuai dengan petunjuk teknis pengelolaan dana bantuan operasional sekolah (JUKNIS BOS), (2) Faktor Pendukung, Adapun factor pendukung dalam pengelolaan dana bantuan operasional sekolah (BOS) adalah sebagai berikut: (a) Dukungan Pemerintah dengan memberikan petunjuk teknis pengelolaan dana BOS dan sosialisasi tentang tata cara pengelolaan dana bantuan operasional sekolah dari Dinas Pendidikan, (b) Terjalinnya bentuk kerjasama yang baik dari pihak pengelola dana BOS, Komite Sekolah dan para Guru, Pemerintah (Dinas Pendidikan dan Kebudayaan Kota bima), (c) Motivasi yang tinggi dan kinerja yang maksimal untuk mengembangkan kualitas pendidikan, (d) Dukungan dari para guru baik dengan sumbangan pemikiran maupun dengan dukungan tenaga. Sedangkan, Faktor penghambat, Adapun factor penghambat dalam pengelolaan dana bantuan operasional sekolah (BOS) yaitu: (a) Waktu pencairan dana sering mengalami keterlambatan, (b) Anggaran yang diperoleh tidak sebanding dengan kebutuhan sekolah, (c) Sekolah dibatasi dalam melakukan perbaikan berat sehingga sekolah masih mengalami kekurangan ruangan, dan (d) Dana bantuan operasional sekolah belum mampu membiayai seluruh program sekolah secara merata/menyeluruh. Abstract School Operational Assistance (BOS) is a government program that is basically to provide funding for non-personnel operating costs for education units, targeting all SD / SDLB and SMP / SMPLB / SMPT schools, including One-Roof SD-SMP (SATAP) and Independent Learning Activities Sites (TKB Mandiri) organized by the public, both public and private in all provinces in Indonesia, BOS funds are issued in four quarters for one year (one period), based on existing procedures BOS funds need to be managed in a relevant and effective way. In the implementation of BOS funds , this is divided into 8 standards for the use or flow of BOS funds, namely: Development of Graduation Competencies, Development of Content Standards, Development of Process Standards, Development of Teachers and Education Personnel, Development of School Facilities and Infrastructure, Development of Management Standards, Development of Funding Standards, Development and Implementation of Assessment Systems This type of research uses a descriptive type of quality atif. The location of this study was conducted at SDN 44 Mande Kota Bima, Mande Village, Mpunda District, Bima City. data sources in this study consisted of two, namely: (a) Primary data or primary data, and (b) secondary data or supporting data. Based on the results of research and discussion, this study can be concluded as follows: (1) SDN 44 MandeBima City in the management of school operational assistance funds (BOS) has run according to the technical guidelines for managing school operational assistance funds (JUKNIS BOS), (2) Supporting Factors, The supporting factors in managing school operational assistance funds (BOS) are as follows: (a) Support The government by providing technical guidelines on the management of BOS funds and dissemination of procedures for managing school operational assistance funds from the Education Office, (b) Establishing good forms of cooperation from the BOS fund managers, School Committees and Teachers, Government (Education and Culture Office of the City of Bima ), (c) High motivation and maximum performance to develop the quality of education, (d) Support from pa The teacher is good with the contribution of thought and with the support of staff. Meanwhile, the inhibiting factors, the inhibiting factors in the management of school operational assistance funds (BOS), namely: (a) Time of disbursement of funds often experience delays, (b) The budget obtained is not proportional to the needs of the school, (c) Schools are limited in making heavy repairs so that schools still lack space, and (d) School operational assistance funds have not been able to fund all school programs equally / thoroughly.

Abstract

Abstrak: Penelitian ini dilatarbelakangi oleh permasalahan kemacetan transportasi perkotaan yang diakibatkan tingginya jumlah kendaraan dari para pengguna alat transportasi itu sendiri. Menanggapi permasalahan tersebut Kementerian Perhubungan mencanangkan program pengembangan angkutan umum berbasis jalan salah satunya pengadaan Bus Rapid Transit (BRT) untuk wilayah Kota Mataram dan sekitarnya. BRT Kota Mataram yang disebut juga Bus Trans Mataram merupakan salah satu jenis model angkutan umum yang efisien, aman, nyaman dan terjangkau dengan daya beli masyarakat. Bus Trans Mataram ini mulai beroperasi pada tanggal 21 November 2016 yang memiliki 4 rute. Pertama, di dalam kota, kedua dari pinggiran timur kota, ketiga dari pinggiran utara kota dan keempat, sayang-sayang hingga jalan Lingkar Selatan. Penelitian ini menggunakan metode kualitatif. Penelitian Kualitatif merupakan penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan dan menyajikan data secara sistematis, faktual, dan akurat mengenai fakta-fakta atau fenomena yang terjadi di lapangan. Pengumpulan data dilakukan dengan Teknik Observasi, Wawancara, dan Dokumentasi. Peneliti menggunakan Triangulasi sumber untuk mengecek keabsahan data penelitian. Analisis data dalam penelitian ini menggunakan tiga komponen yang terdiri dari Reduksi data, Penyajian data, dan Penarikan kesimpulan. Hasil penelitian yang dilakukan ini menunjukan bahwa implementasi kebijakan pengoperasian bus Trans Mataram Metro di Kota Mataram belum berjalan secara efektif. Hal ini berdasarkan dari kurangnya sosialisasi, tidak konsistennya implementor, tidak adanya ketegasan pemerintah daerah, tidak tersedianya anggaran operasional yang memadai dalam mengimplementasikan program, dibutuhkannya kontribusi dari Dishub Kota Mataram di bidang angkutan. Sedangkan untuk indikator, besarnya biaya yang dibutuhkan dalam pemenuhan biaya operasional, terjadi penurunan jumlah penumpang, dan masih terdapat ketidaksesuaian kualitaas pelayanan pada bus Trans Mataram Metro. Oleh karena harus adanya pembenahan dari lembaga-lembaga terkait mengenai pengoperasian Bus Trans Mataram Metro sehingga berjalan sesuai dengan rencana yang telah ditetapkan. Abstract This research is motivated by the problem of urban transportation congestion caused by the high number of vehicles of the users of the transportation itself. Responding to the problem, the Ministry of Transportation has launched a road-based public transportation development program, one of which is the provision of Bus Rapid Transit (BRT) for the City of Mataram and surrounding areas. The Mataram City BRT, also called the Trans Mataram Bus, is one of the types of public transportation models that is efficient, safe, comfortable and affordable with people's purchasing power. The Trans Mataram Bus starts operating on November 21, 2016 which has 4 routes. First, in the city, second from the eastern suburbs, third from the northern suburbs of the city and fourth, unfortunately to the South Ring Road. This study uses a qualitative method. Qualitative research is research that aims to describe and describe events and phenomena that occur in the field and present data systematically, factually, and accurately about facts or phenomena that occur in the field. Data collection is done by Observation, Interview, and Documentation Techniques. Researchers use source triangulation to check the validity of research data. Data analysis in this study used three components consisting of data reduction, data presentation, and drawing conclusions. The results of this research indicate that the implementation of Trans Mataram Metro bus operating policies in Mataram City has not been effective. This is based on the lack of socialization, the inconsistency of the implementor, the lack of firmness of the local government, the unavailability of an adequate operational budget in implementing the program, the need for contributions from the Transportation Department of Mataram in the field of transportation. As for the indicators, the amount of costs needed to meet operational costs, a decrease in the number of passengers, and there are still mismatches of service quality on the Trans Mataram Metro bus. Therefore there must be improvements from relevant institutions regarding the operation of the Trans Mataram Metro Bus so that it runs according to the plan that has been set.
