Abstract

This study aims to analyze the effectiveness of Work Discipline in Improving the Performance of State Civil Apparatus on the General Bureau of Southeast Sulawesi Regional Sekretariat, with indikators of disciplinary assessment: time discipline, rules and responsibilities and performance appraisal indikators consist of: work achievement, and work performance. This study took a sample of 2 people, consisting of Head of Public Bureau and Head of Administration. The results of research show that the effectiveness of Work Discipline in Improving Performance of State Civil Apparatus At Public Bureau of Regional Sekretariat of Southeast Sulawesi has been done well. This is seen in the indikator of work discipline has the highest score (60.00%) ,, on the level of effectiveness of work indicates that the indikator of achievement of work shows the score (73.33%), so the Effectiveness of Work Discipline in Improving Performance of Civil State Apparatus On Bureau General Sekretariat of Southeast Sulawesi Province can be said to have done well.

Abstract

Improving the performance of the apparatus is not only pursued through decisions, but through the enhancement of the capacity of the apparatus in providing various materials on the management of administrative services through structural training at various levels. the performance of apparatus in administrative services is not enough to be done only by using indicators inherent in the recipients of services such as the satisfaction of the service users, but in line with the community's need for quality service from the government, then as a public servant who won the trust of the community, must always refer to the satisfaction of the community which is the main purpose in service delivery and continuously make efforts to improve the performance apparatus, thus the authors are interested in conducting research titled "Performance Apparatus in Administration Services". This research was conducted to find out whether the administrative service is in accordance with the expected, then the measurement of the success of administrative services performed by the apparatus through the performance that has been established with the standard of administrative services. In addition, this study was also conducted to determine the factors that affect the performance of officials in performing services that can be seen from the availability of facilities and infrastructure, service procedures, and the ability of employees. This study used a qualitative descriptive approach with data collection obtained from observation, interview and document review. The results of this study indicate that the performance of officials in administrative services in sub-district Tongauna is still not maximized which can be seen from the uncertai settlement guarantee, inadequate facilities and infrastructure, lack of attention and good responses from employees, the lack of employee responsiveness and lack of information given to community regarding service procedures. Researchers suggested that the Government Tongauna Sub-district of Konawe District improves employee performance by training officers, adding facilities and infrastructure as well clarify information on service procedures.

Abstract

The development of an urban infrastructure should be well planned both from the financial and non-financial side so as not to cause problems in the future which may interfere with the work, but not with the construction of siak bridge 4 Pekanbaru City which started in 2009 and stopped working in 2012, end of year 2017 just started again construction work and that too new work to build block pavling under the bridge instead of continuing the main work of connecting the two sides of the bridge. By conducting SWOT analysis, it is found that the dominant environmental risk is the policy of Riau provincial government using siak bridge construction budget 4 for PON activities in 2012, so that the construction of the bridge becomes dormant for 5 years (2012-2017), then the access of citizens to the city center becomes blocked by a bridge that is not finished.

Abstract

One indication of the low quality of Civil Servants is the recognition of the many disciplines undertaken by civil servants. The ongoing development in Indonesia often has complex and complex obstacles and complexities. It can cause disorder in the life of nation and state. Increased discipline in the apparatus environment is one effort to overcome the disorder. There is a high level of discipline of development activities will take place effectively and efficiently. Indonesian civil servants are at a time incapable of determining whether an employee can move the government smooth and national development. In an effort to improve the discipline of Civil Servants, in fact the Government of Indonesia has made a regulation with the issuance of Government Regulation No. 53 of 2010 on the Discipline Regulation of Civil Servants, with a view to educate and build Civil Servants, for those who perform obligations and obligations prohibition pay administrative violations. Civil Servants as something that is used in the obligation of government wheel to perform duties and duties as a servant of state and public servant. Civil servants should also be able to uphold the dignity and image of staffing for the sake of society and state. However, much more is found. Civil Servants who will not perform tasks and often happen. Often there are imbalances in performing tasks and not infrequently. This research uses descriptive qualitative analysis method with primary and secondary data to enrich the result of analysis. The purpose of this study is to find facts about the administrative process, the factors that deeply and comprehensively affect it after the penalty administration.

Abstract

This study aims to find out about the public perception of service effectiveness at PT. State Company (Persero) Branch Wawotobi Konawe. The research method used in this research is descriptive qualitative. Informants in this study are employees of PT. PLN Wawotobi Branch and its 138 customers by appointing the Branch Head of Wawotobi as a key informant (key informant). Data taken by interview and field observation while the data analysis used is descriptive qualitative. The public perception of service effectiveness at PT. State Enterprise (Persero) Branch Wawotobi Konawe studied consists of 8 items of clarity of goals to be achieved, clarity of strategy achievement goals, process analysis and policy formulation, planning, formulation of programs, facilities and infrastructure, effective and efficient implementation and supervision system yan educate. From result of research indicate that overall that overall perception of society to effectiveness of service at PT. State Electricity Company (Persero) Wawotobi Konawe branch is quite good average, while things that need to be addressed is the implementation of work that has not been effective and efficient. To know the public perception of service effectiveness at PT. State Electricity Company (Persero) and further research results need to be evaluated and followed up in further scientific research.

Abstract

Traditional communication pattern of Mapag Toya in Ngayu-ayu Ceremony in Desa Pakraman Sangkan Gunung is intrapersonal communication, communication that happens within oneself. Interpersonal communication interaction face to face between two or several people, the sender can deliver the message directly. Public communication shows a communication process in which the message conveyed by the speaker in face-to-face situations in front of a larger audience, and organizational communication. The two functions of communication are hermit function, social function, sacrificial function, purification function, unity function, religious function. The three meanings of communication are the meaning of verbal communication and nonverbal communication.

Abstract

This paper is the result of a literature review that discusses the activity of scholarium and arena of knowledge production in university, specifically in the Majors of Rural Sociology, Bogor Agricultural University. The university in general is an institution with the highest respectability in the academic environment. Then the university became the instrument of social climbing for most people in developing country society. The objective difference in the science of Rural Sociology with other universities is in the context of 'agriculture'. More specifically Sajogyo then give eco-sociology term. Eco-sociology is applied sociology in the sociological sense that applied to human natural ecosystems. Furthermore, the reorientation of curriculum development should be presented as a collective development process and laid in the unity of theory and practice, and conceived as a constant dialogue among different scholars from different disciplines. In the end the benefit of science for the public is not denied, but the community needs should not be dictated to science as if intellectuals are no longer free to seek scientific truth as an end in itself, but the purpose of which is determined by the needs of the community.

Abstract

The sexuality of Hindu students during the Brahmacari period is very alarming. Brahmacari holistically is the order of the cultural values of the noble Hindu Religion, seen in the present day tend to experience the decline of meaning. Evident from the number of HIV / AIDS 2014 increased by 2.37% survey results Denpasar Health Department. Hindu students should abstain from sexual intercourse during their studies. The process of communication from various related agencies has been done in Denpasar City, but the phenomenon of sexual deviation is still rife happening. This study explores three problem formulas; (1) the factors that influence the deviation of sexuality among Hindu students; (2) interpersonal communication in the practice of Hindu student sexuality; (3) the potential emancipation of brahmacari values among Hindu students.

Abstract

This study aimed at describing, 1) form of verbal bullying which emerges in social media, 2) deviation principle of linguistic politeness in verbal bullying cases which arise in social media, and 3) the impact of verbal bullying which emerges in social media. In achieving this goal, researchers used a descriptive-qualitative research design. Subject of this study is a user of social media accounts in facebook, path, bbm, twitter, yahoo, and so on. In general, the object of this study is verbal bullying in social media viewed from the perspective politeness principle. Data collections are colected through documentation method, interviews, and the questioner. The data obtained were analyzed by descriptive qualitative includes three phases, namely, (1) data reduction, (2) the presentation of the data, and (3) verification and drawing conclusions. These results indicate that: (1) the form of verbal bullying which emerges in social media expressed with the intent to be funny, advise, sarcastic, insulting, threatening, (2) forms of verbal bullying deviation in terms of violating the principle of linguistic politeness maxims of wisdom, sympathy, of agreement (compatibility), and awards, (3) The impact of verbal bullying that arise in social media has positive and negative influences.

Abstract

This study aims to analyze the International School Pilot Program in Bali, where there is a phenomenon in the community who questioned the quality of the school that raised its status to international school stubs, and many consider that the program is only to enrich the school and to give the impression that the school with the program this is better than other schools. Therefore, in order to avoid misperceptions between the implementation process and the material contained in the guidebook of the implementation of international school stubs, it is necessary to have a clear picture of the overall program.
