Abstract

The election of the Village Head is a manifestation of village democracy in order to determine quality village leadership. This study aims to determine voter participation and behavior ahead of the voting at the village head elections simultaneously in the Puosu Jaya Village Konda District, South Konawe Regency. This research applies quantitative methods through surveys. Samples were chosen randomly by simple random sampling technique. Data collection was done face to face using a structured questionnaire. The results of this study, at the time of the survey a day before the implementation of the Village Head Election, voter participation reached 73.09% of the total recorded in the Final Voters List. The high voter participation was influenced by the promise of money/prizes/goods from prospective/village head candidates with a percentage 44.73% and own initiatives to determine leaders in the village 36.73%. People's behavior in choosing was dominated by money/gift/goods offer as much as 40.37% and their percentage selects candidates who give money/prizes/goods as much as 44%. People consider money politics to be a natural thing (49.82%). The figure of the village head who was expected is one who has financial capacity, a spirit of leadership that is populist and can be emulated.

Abstract

In implementing Good Government, the government has an agenda for the realization of community welfare: first, the political agenda; second, the legal agenda. This study aims to find out how the structure of the implementation of good government is implemented by stakeholders after getting education and training with an education management approach. This study applies a qualitative method through content analysis. The implementation of the government agenda can be realized by changing the education management paradigm in the government-owned Education and Training Agency so that the principle of legal certainty, orderly state administrators, public interest, openness, proportionality, professionalism, accountability, efficiency and principles of effectiveness in accordance with article 20 paragraph 1 Law Number 32 of 2004 concerning Regional Government can be increased. Efforts that can be made through the implementation of education management: (a) decentralization of education in the Education and Training Agency, (b) community-based education, (c) school-based management, (d) Education and Training Agency based on quality improvement, (e) Agency Competency Curriculum-based Education and Training, (f) Skills-based education, (g) Contextual learning, (h) Authenticity-based assessment.

Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.

Abstract

The implementation of village information systems by village governance is a necessity. The obligation to implement a village information system is regulated in Law Number 6 of 2014 concerning Villages. Indeed, the village information system makes it easy for the community and other stakeholders to access village data, village development and rural development. Implementation of the roles of government, programs, and village budgets becomes transparent. The accountability of implementing the government becomes more accountable. This study intends to determine the extent of understanding of the Village Head or Village Apparatus in understanding Law No. 6 of 2014 concerning Villages and how seriously the Village Head or Village Apparatus implements the Village Information System. This study applied mix-methods/combined quantitative and qualitative with the acquisition of data through survey and in-depth interviews. The results of this study found that the application of the village information system was not fully optimal. There are still villages that do not have village data and do not give access to the community to see budgets, work programs and other village policies. In fact, it is even more ironic, there are still village officials who do not know about the Village Law, even whether they only hear the name.

Abstract

Inadequate public transportation, both in cities and villages, makes people prefer to use more efficient personal transportation. The increasing need and interest of the Indonesian people towards transportation which is fast, cheap and easy to use makes motorbikes preferred by the public to carry out daily activities. For this reason, it is a duty for the motorcycle industry to provide a variety of products and their choices to the public. This study intends to find out how much influence the brand image and quality of Honda Vario Matic products on consumer purchasing decisions. The method used in this study is quantitative, with an explanatory technique, this study applied a cross sectional research design. The research findings show that 1) the brand image of Honda Vario motorcycle is good and inherent in the minds of consumers, seen based on the results of the total calculation of each dimension of attributes, benefits, and overall evaluation. 2) product brand image and product quality have a significant influence on purchasing decisions. However, on the level and consistency dimensions, Honda must make improvements to the quality of its product.

Abstract

The implementation of e-government in DKI Jakarta Province has begun since 2001 which then gave rise to the concept of Jakarta Smart City public services. One of the uses of this concept is in regional development planning of DKI Jakarta Province through the e-musrenbang application. The research method used in this study a qualitative approach. Data collection through interviews and reviewing document. Based on the results of the analysis and research conducted, it can be concluded that the implementation of e-musrenbang in the DKI Jakarta Provincial Government, Especially in the Kebon Kacang Kelurahan Office as a whole has been going well (effectively) and has been able to accommodate the aspirations of the community even though there are still shortcomings in the implementation process. In an effort to optimize the implementation of electronic development planning meetings or e-musrenbang at the Provincial Government of DKI Jakarta, the process of input, output and outcome should be considered more and further policies are needed for the Provincial Regulation of DKI Jakarta Province Number 14 of 2011 concerning Planning, Development and Integrated Budgeting, can be in the form of Regulations or Decrees of Governors governing the e-musrenbang system.

Abstract

In Bandung, regional regulations relating to local tax are stated in the Regional Regulation Number 20 of 2011. Restaurant tax is a part of the local tax which has a promising impact to increase local government income. Restaurant tax administration is a series of activities ranging from planning, collecting to controlling. The purpose of this study is to explore the compliance of restaurant owners in the northern region of Bandung City with Regional Regulation No. 20 of 2011. To measure the level of compliance, the authors used three aspects namely regulatory knowledge, willingness to comply and the ability to comply. The urgency of this research is to find the facts behind the violations committed by some restaurant owners. The approach of this research is qualitative research. In addition, the author uses case studies as a research design. Data were obtained through interviews, field observations, and document studies and the researchers analyzed it by using qualitative data analysis methods introduced by Miles and Huberman. The results of this study shows that restaurant owners in the northern part of Bandung City do not fully comply with the restaurant tax payment mechanism because they do not know information about the requirements for tax payments due to passive Regional Government socialization of restaurant taxes and the number amount of tax is overburdened. Therefore, the burden becomes a market disincentive for restaurant owners coupled with the atonic tax controlling carried out by Local Government Agencies (Disyanjak).

Abstract

This study aims to describe the contribution and benefits of village market in Purwoharjo Village, District of Purwoharjo, Banyuwangi Regency. The research applied two analyses, namely analysis of village market contribution and analysis of village market benefits. Analysis of the contribution of village market is related to the real village income, while the analysis of the benefits of village population is in connection with the villagers or the village market users. This research used descriptive qualitative approach, type-4 case study as the research design. The informants were determined by purposive and snowball techniques. The data used were primary data from the research field/location and secondary data from the institution. Data were collected by interview, observation, and documentation. Data validity was examined by extended participation and triangulation. After verification, data were analyzed using interactive model of Miles and Huberman. The research results showed that the contribution of village relate to village real revenue can be seen through IDR value and percentage. From the value of IDR, Purwoharjo Village experienced up or down or fluctuated, while the percentage from 2013-2016 continued to increase. Furthermore, the benefits of village market can be seen in the form of: (a) facilitation for the villagers in meeting their needs; (b) market usage for place of work; (c) labor absorption; (d) Attraction to investors from outside of the village; and (e) villagers’ opportunity to sell their agricultural products at the village market.

Abstract

There are several roles undertaken by the Inter-Village Cooperation Agency (BKAD) after the decommissioning of the National Community Empowerment Program (PNPM) by the central government and the emergence of Bupati Regulation Number 20 Year 2015, relating to the Protection, Management and Preservation of PNPM Implementation. Overall protection, management and conservation companies are efforts made to provide legal guarantees, maintain sustainability, and expand the results of participatory development carried out by PNPM in the form of SPP (savings and loans for women) and distribution of facilities. The problem faced by BKAD is the ongoing arrears that are ongoing from the SPP group in Jombang. This research takes issue by investigating the role of BKAD in protecting, managing and preserving the results of PNPM implementation in Jombang. Qualitative descriptive was chosen to examine the problem being investigated. Research data were collected by in-depth interviews, observation, and documentation. Determination of informants was done by purposive sampling and snowball sampling. Data was validated through consistent participation, observation, member checking, and triangulation. Data were analyzed qualitatively, which consisted of data collection, data reduction, data presentation, and data verification. Research findings cover four problems. First, BKAD made protective efforts aimed at inventory of SPP assets and property through discussion. Secondly, BKAD conducts a management program by restructuring client loans, in collaboration with all teams involved in PNPM. Third, conservation efforts undertaken by BKAD produce sustainable SPP. Some difficulties were seen in the management phase, related to SPP arrears.

Abstract

The enactment of Law Number 6 of 2014 concerning Villages gives villages the authority to manage transfer funds from the National Government as regional allocations (ADD) and various other official sources. The village government is deemed capable of managing these funds based on planning, implementation, monitoring, and evaluation. As a consequence of the transfer funds, the village government is obliged to carry out accountability to the supra village government and the community to apply good governance norms. In general, the village has been able to carry out vertical accountability by giving accountability to the supra village government. However, as the smallest democratic autonomous region, the village head must carry out horizontal accountability; how is horizontal accountability implemented? This research is qualitative research with stakeholder informants in the village and takes Sukarapih village, Tambelang sub-district. Choosing Sukarapih village was based on the village's characteristics that experienced a transition from an agricultural village to a non-agricultural village. Due to it was close to the industrial environment of the Bekasi Regency.
