Abstract

This article tries to describe the significance of moderate Islam which is becoming a symbol of Indonesian diplomacy during the period of Susilo Bambang Yudhoyono’s administration. Susilo Bambang Yudhoyono’s administration showed optimistic attitude that moderate Islam is the Indonesian strategy to position itself amid the opposition discourse between the West and Islam. But it is interesting to see that the implementation of moderate Islam is actually not on its substance. This can be seen in the case of Israeli-Palestinian conflicts which show the ambivalence of Indonesian position. The inconsistent implementation of moderate Islam can also be seen in the Indonesian position towards Iran's nuclear case. SBY’s administration finally had to change its policies from supporting the UN resolution against Iran then abstained in the next resolution. Thus, the moderate Islam that is only applied in the context of imaging instead became a burden for Indonesia's diplomacy.

Abstract

Women trafficking rises in three ways. First, job vacancy or salary. When someone desperates in economic condition, fake job can be easily success in recruiting a thousand workers by giving fake promise in particular countries. Women trafficking are also running well besause of fake marriage. In some countries which life extremely difficult for unmarried women and marriage is the only way to get convenience , social rights and avoid bullying in her whole life. The second, women trafficking exist because they are sold by their family.Poverty, desperate, and unemployment drive many family sell their children in women trafficking. Finally, love story . Many victims are forced to get involved in women trafficking because of love. Abstract

This article seeks to explore how the issue of disaster and humanitarian principles applied in International Relations’ studies. This article will be shaped into two parts. The first section will describe the disaster issues in International Relations’ studies. This section will explain how tol ink disaster issues in international relations and the application of disaster issues that may be developed in International Relations’ studies. The second part will describe the development of Humanitarian principles derived from the Geneva Convention. In the convention, there are four humanitarian principles as the basis of any humanitarian action, but these principles need to be so that it can operasionalize in International Relations’ studies.Keywords: disaster, humanitarian, International Relations’ studies

Abstract

The wave of migration of Rohingya refugees has come unstoppably in the waters of Aceh since late 2015. The violence that engulfs the Rohingyas in Myanmar, such as homicide and arson, has forced some Rohingyas to flee. They are trying to survive by moving to areas they consider to be providing protection. With less decent boats, the Rohingyas migrated to the coast of Thailand, Malaysia, to Indonesia. The Armed Forces of the Republic of Indonesia have sought to close the refugee entry into the territory of the Unitary State of the Republic of Indonesia in order to safeguard the security of foreign infiltration. Nevertheless, the Indonesian army continues to assist the refugees by providing food and water supplies to the boat. However, the urge of local and international community finally made the Indonesian government open the territory of Indonesia for Rohingya refugees. Why is the Indonesian government willing to accept Rohingya refugees? What is Indonesian policy towards Rohingya refugees? This article will describe the reasons and steps of the Indonesian government to handle the wave of migration of Rohingya refugees by the end of 2015 as a form of Government of Indonesia's policy towards Rohingya refugees.

Abstract

Japan has been well-known due to its advanced technology innovation particularly in the field of industrial technology. Some Japanese manufactures that based on technological development have become the main supplier of high-technology goods in many countries in the world most importantly in Asia. Since 1970s, Japan government has implemented its foreign assistance called Official Development Assistance (ODA) to developing countries including Indonesia. Japan has assisted the developing countries through its export-credit program. This paper will discuss the effectiveness of ODA and its implementation. In the first part of this paper, it will elaborate the history and structure of Japan’s ODA. In the next part, it will also explain the successful achievement of this program. Besides, it will also examine whether or not the implementation of this assistance has effectively reached its target and goals. The understanding of essential component of development strategy to increase the ODA’s effectiveness is related with the usage of that assistance in the recipient country. This perception is in line with Kevin Morrison (2000) saying the four elements of foreign assistance’s effectiveness particularly the technical assistance of Japan.

Abstract

Demokrasi dan Masyarakat Sipil secara teoritik maupun praktik menjadi konsep-konsep yang populer di Dunia. Sedangkan Transnasional(isme) menjadi populer ketika hubungan internasional secara teoritik maupun praktik mengakomodasinya seiring kesadaran para akademisi dan praktisi tentang fenomena semakin kaburnya batas teritorial secara fisik maupun non-fisik negara bangsa yang juga populer dengan sebutan globalisasi. Indonesia adalah salah satu negara bangsa yang dikenal dengan penerapan demokrasi dalam sistem politik dan pemerintahannya bahkan klaim tersebut dilakukan sejak kemerdekaan dan pembentukannya. Dalam demokrasi di Indonesia, keberadaan dan peran masyarakat sipil juga diakui bukan saja sabagai syarat dan penanda terjadinya demokratisasi. Lebih dari itu juga berperan secara aktif untuk percepatan dalam mewujudkan demokrasi yang lebih baik. Makalah ini menganalisis tentang pencapaian demokrasi di Indonesia, masyarakat sipil transnasional Indonesia; dan mengajukan gagasan tentang memajukan demokrasi di Indonesia. Dengan mengoperasionalisasikan teori dan konsep defisit demokrasi, demokrasi transnasional, masyarakat sipil transnasional, analisis dilakukan dengan menerapkan konsep-konsep dan teori-teori tersebut secara kritis dan pendekatan kualitatif kritis untuk memahami pencapaian demokrasi, posisi dan peran masyarakat sipil transnasional dalam demokratisasi di Indonesia. Selain itu juga menggunakan unit analisis masyarakat sipil dengan level analisis global, dan dengan fokus pada kasus demokratisasi di Indonesia sebagai konteks analisis.

Abstract

Cyberwar can be considered as one of phenomena in International Relations. However, recently, there are not many literature about International Relations theory talking about cyber war or cyberspace generally. The phenomena of cyberspace is matter to International Relations as it involved sovereignty, state interactions and other elements in International Relations theory. On the other hand, cyber space blurs many concept in International Relations such as sovereignty is borderless in the realms of cyber space. Therefore, this articles analyses three perspectives in International Relations in analyzing cyber war. It explains what cyber war in context of International Relations, how three theories in International Relations with their elements analyses actors and interaction in cyber space. Finally, it found that Neorealism is the most adequate theory among other two theories in analyzing cyber war.

Abstract

Australian government had an experience in carbon tax policy implementation and evidently, it did not work out since it was enacted for the first time in 2012. The background of this policy was the Kyoto Protocol in 2007. In the beginning, Australia and United States considered as resistant countries. However, the government finally implemented carbon tax policy in 2012. There were many debates around this issue, especially two major parties, Labour and Liberal. After some considerations, the Australian government decided to repeal this policy in 2014. This study will focus on controversies around the implementation of carbon tax policy. The first part will describe the background of carbon tax policy. The next part will expose on positive impacts of the policy implementation on the Australian economy, while the following part will focus on negative impacts on household expenditures. The final part will conclude which actions the government should decide either continues or terminates carbon tax policy.  Keywords: implementation, carbon tax policy, environment, household, economy

Abstract

India has a lot of skilled IT workers and most of them migrate to US. In migration studies, this situation is called brain drain. Migration of skilled workers from developing countries to developed countries. This research tries to analyze the movement of an Indian IT diaspora network in U.S, the Silicon Valley Indian Professionals Association (SIPA),which is trying to help India to reduce the impact of brain drain and to create brain circulation.This research is a library research and uses neogramscian framework.This research concluded that brain drain is one of commodification on skilled term. Today, commodification is not only for raw materials, but also skills. This situation faces by skilled labour when they migrate to developed countries and used to support the privillege of developed country. SIPA as Indian diaspora success to create brain circulation for India. SIPA seeks to transform the workers to work in India from early worked in the US, by increasing workers' technical knowledge, entrepreneurship, and understanding migrant contribution for home country or to India. Besides, SIPA also seeks to cooperate with Indian government created a comparative advantage for the IT industry in India.

Abstract

The main purpose of this paper is to recommend to Indonesia to maintain its national interest of a unified ASEAN on the South China Sea disputes with four policy recommendations. The failure of the 2012 ASEAN Ministerial Meeting was observed as many analysts as the start of a crack in ASEAN as a regional group. With Cambodia’s acting as China’s proxy in the meeting, ASEAN failed to address the issue and to put it in the Joint Communique, although Vietnam and Philippines have insisted the chair to do so. This event led to the rise of suspicions from ASEAN claimant states towards Cambodia and China’s intention. Furthermore, this becomes a proof that ASEAN could no longer be independent as a regional group as China has increased its economic leverage on Cambodia. At the same time, Philippines and Vietnam have increased their bilateral ties with the United States, hoping to increase their leverage and capability vis-à-vis China. Thus, ASEAN is in an unstable state with high possibility of it to be divided into two blocs with the South China Sea still unresolved. One of Indonesia’s main foreign policy interests is a unified, centralized and independent ASEAN as a regional bloc. President Yudhoyono and Foreign Minister Natalegawa reflected this by underscoring the importance of ASEAN and the need to resolve the dispute as soon as possible before further tension occurred. In this case, Indonesia should try to act as the mediator to solve this issue as a neutral player.
