Abstract

The bitter sanctions against the Indonesian Football Association (PSSI) by the Fédération Internationale de Football Association (FIFA) in 2015-2016 revealed an irritate reality regarding how weak the position of the state is; when dealing with organizations that are considered as representations of global institutions in the world of football. Therefore, Indonesia's powerlessness has made the question why the state is powerless before FIFA as an international organization finds its importance. Using the Coxian approach to understand the World Orders, this article argues that this condition due to the FIFA’s hegemony which supported by three main aspects, namely; first, the idea of football which is a populist sport, must be separated from the political intervention of state power. Second, FIFA's material capacity has made football as a sport with high economic value, even in Indonesia itself. Finally, supported by the previous two aspects, the governance of FIFA institutions has gripped various regions of the world, so that it has created sovereignty in the world of football. Using critical analysis, the intellectual work of this paper does not only intend to improvise in the selection of topics but also presents alternative narratives in the contemporary constellation of contemporary international relations studies.

Abstract

The formation of national integrity in the international circuit is essential for a state. National integrity can be seen by fixed territory where a state can exercise their sovereignty in certain area portrayed by a fix border with neighboring countries both in the land and sea. The Philippines has been claimed over its territory based on the Treaty of Paris as the result of the Spanish American war that ceded the sovereignty over the archipelago of the Philippines to the United State. With respect to its history, the Philippines faced the dilemma whether or not it should redefine its baseline law in accordance with the UNLOS provisions. This dilemma then leads to unclear territorial boundary with its neighboring country-- Indonesia.Hence, this article aims to analyze the Philippines-Indonesia maritime border dispute in the Exclusive Economic Zone  from Celebes to Mindanao sea. Using the neoliberalism perspective, the authors analyzed the interest of the Philippines to establish cooperation with Indonesia related to the national territory of each country, each legislation, maritime zones, and exercise of sovereignty over disputes maritime territories. Meanwhile, co-operative maritime diplomacy also used to determine the Philippines action in the form of bilateral cooperation, joint exercise on maritime security and regional cooperation to secure the Philippines and Indonesia maritime areas. On behalf of common interest, both countries succeed in maintaining their relations to achieve mutual goals regardless of boundaries. Furthermore, the foreign policy theory will also  play an intervening role to explain the regulation about the dispute settlement efforts of delimitation boundary between the Philippines and Indonesia.

Abstract

Space exploration is growing from cold war to present. Actors also began to change, not only developed state or developing state, but also industry. Industry offers more economical space exploration, which is driving the industry increasing. However, state remains primary party responsible for ensuring space exploration are peaceful purposes and beneficial to all mankind. Thus, need to analyze how state and business groups relationships in the development of the private space industry? The method to be used in this research is content analysis related to governed interdependence. The analysis will use source data in the form of journals, books, and media information about the development of space industry by the state and business groups that influence it in political economy. From the analysis results know that the pattern of relationship between countries and groups in the development of space industry is interdependence to develop a world class strategic industry. This paper is important in the development of international political economy concept.

Abstract

Indonesian public diplomacy has been understood as an effort to attach a certain image like a moderate, democratic and progressive image. Nevertheless, the image is not always present in bridging Malaysian bilateral relations. In Malaysia Malaysia's bilateral relations practice, public diplomacy reveals itself in a different face. This article places public diplomacy not only as an effort to maintain the image in rationalists view, but public diplomacy as an effort to maintain relationships through shared identity. Through Indonesian diplomatic studies on Malaysia's three main issues over the past 15 years, it was found that public diplomacy was present as an effort to maintain relations through the shared identity as the Bangsa Serumpun (One Kin) or known as Kinship. Although Malaysia social economic context has changed, Indonesia still believes that the obligation to place the stability of relationships is a priority. Self-refrain and encouraging public dissemination become the practices of Indonesian public diplomacy towards Malaysia. Through qualitative methods, Indonesian policy documentation studies of three major bilateral issues found that Kinship is still the main reference for Indonesia in maintaining bilateral relations although it’s practiced differently. Key Words: Public Diplomacy, Shared Identity, Kinship.

Abstract

 This research is conducted to understand how Rwanda is able to achieve their economic interest in Congo War,using national interest and resource wars as main concept . The result of research shows that Rwanda is able to achieve their economy interest because either Democratic Republic of Congo was unable to grasp political, security and also economy control. The emergences of mineral world market during Congo War also contribute to Rwanda‟s economy interest during Congo War. Although Rwanda‟s economic interest in DRC could be categorized as form of illegal economy, Rwanda able to convince international community and Rwanda‟s people because security threat that come from inside Zaire or DRC.Keyword : Rwanda, Congo War, economy interest, resource wars, mineral exploitation

Abstract

The focus of this research is to explain the U.S. Peace Corps’ aid effectiveness in assisting Indonesia from year 2010 to 2017. This research utilizes the five principles and twelve indicators of Paris Declaration as tools to explain the aid effectiveness. The method of this research is descriptive-analytical and uses interviews and observation as primary resources, also using books and articles as secondary resources. The result of this research shows that principles of Paris Declaration on Aid Effectiveness in Peace Corps Indonesia is almost effective in Local Alignment Principle, Harmonization Principle, and Mutual Accountability Principle. In addition to Policy Ownership Principle, English learning is not yet considered as a priority. Moreover, there are some differences in development plan and real activities that makes it become unoperational strategy. In Managing for Result Principle, since 2010, the amount of students, teachers and communities whose interact with the volunteer of Peace Corps keep increasing but there is no official framework that shows development result oriented.  Keywords: Peace Corps, Peace Corps Indonesia, foreign aid, United States, Bappenas

Abstract

Inequality and poverty are the impact of the unevenness of the distribution of physical and economic development outcomes. This is the result of development which ignored the moral and ethical dimension. Liberal and neo liberal system makes the factors of production mastered by a few people that contribute to inequality. People who have little ability to access resources become increasingly poor and backward. Ethics of Third World Development emerged as a critical alternative approach theory which concern with community development or empowerment community to make their life become better. Gaoulet and others of critical alternative approach suggested at least there are three basic component which are should be conceptual foundation and practical guide in understanding the development, those are sustenance, self-esteem, and freedom.Key Words : Ethics of Third World Development, Sustenance, Self Esteem, Freedom

Abstract

This research attempted to analyse the effectiveness of the new policy under the President Joko Widodo (Jokowi) which is called as “Global maritime fulcrum” or poros maritim dunia as approach in contributing Indo-Pacific region stability. The policy has strong maritime sense linkages inspired by Indonesia’s past maritime kingdom such as Majapahit and Sriwijaya glory, hence the new government try to revive the maritime identity in the nation-state to achieve national interest not only for domestic development but importantly also for stability in the region.  As the relatively new policy at the time, the research try a preliminary assessment within two years of Jokowi administration. The effectiveness of this policy will be assessed no how the policy were implemented dan responded to deal with challenges in the Indo-Pacific region including the domestical sphere. The discussion will be followed with the concluding remarks for suggestion on the policy including evalutions as well as recommendations. Key Words: Maritime, Indo-Pacific, Indonesia, Joko Widodo, Global Maritime Fulcrum (GMF),Sea Toll.

Abstract

Tourism is one of the important sectors in the economic development of a country. This is evidenced by the revenue contribution of state revenues generated from the tourism sector. Indonesia under the leadership of President Joko Widodo Focused on the development of maritime shaft which one of the main concern is tourism. In the context of tourism, Indonesia has a fairly high appeal at the local and international level. Southeast Asia region incorporated in ASEAN is a good market for Indonesia in attracting the attention of ASEAN people to come and travel in Indonesia. Through joint strategy in regional tourism development, Indonesia is trying to implement ASEAN tourism policy known as ASEAN Tourism Strategic Plan (2011-2015) in domestic context through Indonesian tourism policy. Abstract

Egyptian Revolution, also known as Arab Spring or Arab Uprising, was a shock for international community because Egypt has been seen as one of the strongest military state in North Africa region. Experts and observers even suggested that this revolution is the biggest event since the Cold War. No one ever saw this coming; yet, the Revolution happened, and it succeeded to topple President Hosni Mubarak from power. Indeed, prior to the revolution, there are factors that became the preliminary incidents as well as problems that led to the revolution, and most of these factors came from within the country. Nevertheless, this revolution has given idea to other states with repressive regime in the North Africa region, which started the ‘domino effect’ in Middle East and North Africa region. As for Egyptians, though successfullnes of the revolution brought positive outcome for them, the negative result also followed as well as responses from international community. The objective of this paper is to examine the Egyptian Revolution that led to the end of Hosni Mubarak regime. Keywords: Arab Spring; Egyptian Revolution; President Hosni Mubarak; ‘domino effect’; Middle East and North Africa region.
