Abstract

To establish New Autonomous Region, the roles of local political elites are very strong so that expansion policy can be realized. If we look at the dynamics of regional expansion in Indonesia, it has a noble motivation for the welfare of society, but the fact shows that the expansions were only used as the interests of the elites who were thirst for power. Their losses in local elections were used as the weapon to get new positions by struggling for expansion, or also used the issue of expansion as their commodity in regional election and legislative election campaigns. The method used in this study was more qualitative decriptive. The aim of this research was to map the local political elites and to analyze the roles of the local political elites in an effort to support the expansion of Pantar regency East Nusa Tenggara. Analysis conducted relying on primary data obtained through secondary document review and in-depth interview with competent sources. Abstract

North Labuhanbatu District Government is the result rather than the division that Labuhanbatu District in 2008. The division is an implementation of the Act 32 of 2004 set forth therein are the values of the people's welfare. Acceleration of development in Indonesia has been dimuai since the old order up until this reform era. Basically, the result of the division itself produce income for each area in the extract to be more independent and established and evolving as tembuh which are contained in the regional autonomy law No. 129/2000 Accelerating the Implementation of the Regional Economic Development, Management Acceleration Potential Areas, Improved Human Resources (HDI), Improvement of infrastructure facilities, etc. As the aim of achieving social welfare improvement. In accordance with the mandate of Regulation No. 6 of 2008 explained that the need for an evaluation of the impact of the expansion itself.The researchers themselves have a clear goal to learn in depth how the actual impact on the community division Labuthanbatu Regency Regency North Labuhanbatu carefully can see the development of existing development in the rapidly growing district of North Labuhanbatu.Researchers use impact evaluation analysis method descriptions or interviews in the form of questions to the informant related to the impact of the expansion in the district of North Labuhanbatu and then presents the results of research. Results of research conducted to increase the quality in the district of North Labuhanbatu to the development of good growing development in several sectors such as education sector, economic growth, human growth index sector in a sustainable manner. This can be seen from the results of research in which people who live in the District of North Labuhanbatu feel a good service and access to the construction of more touching than before the expansion.Keywords: Decentralization, Autonomy, Impact Evaluation

Abstract

Indonesia’s 2001 decentralization was a “Big Bang,” indeed. It promised to fundamentally change the locus of responsibility and accountability for public service delivery in Indonesia. By “bringing government closer to the people,” decentralization can serve as a driving force towards generating improvements in Indonesia’s notably poor governance environment. Increasingly, regional autonomy was considered to be, and presented as the natural complement to the emerging democracy at the central level. In such of this circumstances, the idea and discourse about region splitting (pemekaran daerah) emerged intensively. In addressing these issues, the government needs to carefully balance its desire to maintain a unitary state with the aspirations of the regions, and the opportunities offered by a more decentralized system of government.   Keywords: decentralisation, local elite, region splitting

Abstract

This research is motivated by the deepen concern toward  the fenomena of Desa  in Indonesia, in otherhand application of desa regulation through the law No.  6 of 2015  is exist for a while. So, it’s important thing to study how the law No.6 of 2015 makes design to execute  governance in Desa. Result this research describes that central government and local government are not ready to implement UU No. 6 of 2015. Local government of Kabupaten Semarang still have  one local regulation of Kepala Desa election, three planned local regulations of desa’s finance, desa’s social organization, and desa’s government. There are three Peraturan Bupati of desa’s finance, management of desa’s finance, and desa’s government staff payment. . Abstract

Rencana Tata Ruang Wilayah (RTRW) menjadi sangat penting bagi keberlanjutan pembangunan, tidak saja berfungsi sebagai arah namun juga sekaligus berfungsi sebagai pengendali pembangunan. Ketidakpatuhan terhadap RTRW telah menimbulkan beragam efek pembangunan baik sosial maupun lingkungan. Kondisi inilah yang nyata terjadi di Kecamatan Tembalang Kota Semarang. Alih fungsi lahan pertanian ke permukiman merupakan salah satu contoh. Perangkat Kelurahan dan Kecamatan sebagai ujung tombak dalam hal perizinan maupun penegakan terkait RTRW memiliki peranan yang sangat strategis.Oleh karenanya sangat diperlukan kegiatan yang dapat meningkatkan pemahaman mereka terhadap RTRW.Kata kunci: Rencana Tata Ruang Wilayah, pemahaman dan kesadaran.

Abstract

Public participation is a requirement for governance to work in the name of a good public service delivery. Participation makes citizen’s voice and aspiration to be included and calculated in municipality’s policy. In this way, it requires the people to be active and in the same vein the government to be innovative. This research was conducted in this context. This research tried to elaborate the involvement of the citizen in public policies in Surakarta Municipality. The case in point was mass transportation policy in Surakarta Municipality, to find out how far the people aspiration have been included in the formation of public policy, and what was the stumbling blocs of this program. Using in-depth interview and documentation study, this research found that as mass transportation is a sectoral policy, it was still in the hand of technocrats, and in this way people participation was still marginal. However, in Surakarta mass transportation proggrams, could not be separated from the role of the people, through Musrenbang, public hearing, media as well as NGO’s advocacy for the government. In short, public participation has indeed owned their inclusion space, but they have to contend with elite biases. Technical and cultural blocks could be said to be the main reasons why public participation has still been weak in mass transportation program in Surakarta Municipality.Key words: mass transportation, public participation, elite-bias, technical and cultural blocks

Abstract

Local culture is a priceless national asset. An effort of making the culture uniform by the New Order government in the past gives effect to the resilience and growth of the local culture in Indonesia. In fact, if we examine it carefully, the local culture contains norms and values that organize people’s lifes. One of them is as a resolution tool/media and conflict control. Pela is one of the local culture that is still a community tradition in Maluku. Pela is the kinship between civil community formed by bonding in terms of areal and descent. In the pela, it embodied norms, values, and resolution mechanisms and conflict control. This study intends to examine how values in the pela able to be the resolution tool/media and the conflict control in Maluku’s people. Also, this study examines the challenges faced in pela application and the efforts that have been made in order to revitalize the pela. In the research, this study uses exploratory method. The result shows that the pela plays an important role as a resolution mechanism and conflict control.

Abstract

This study intends to explain the practices of money politics in local elections (Pilkada) and village head elections (Pilkades) in Pati regency using qualitative approach. Three people whose deep political knowledge and experience in both elections were purposively selected as informants. Data were collected by in depth interview and then qualitatively analyzed. The results showed that there were similarities of money politics in both Pilkada and Pilkades, including when the money was distributed and who were in charge as field operators, which were campaign staffs. Abstract

The election 2009 is a quite phenomenal because the Democratic Party won the legislatif election the same President/Vice President election while the PDIP strunggle for the second time failed, where as in Central Jawa positions untenable. The election 2004 PDIP won 24 seats, 2009 23 seats and 2014 27 seats.The research is are qualitative case study approach. The main characteristic of are good case study is to demonstrate are deep understansing of the case.The results that the number of seats and party that is able to put cedres in DPRD Central Java Province in 2004 was 7 party in 2009 11 political party and 2014 there were 8 political parties all of wich affect the opportunity to occupy posutions in the Provincial Parliament Central Java. Abstract

Indonesia has been undergoing a reform process. One of its features is the introduction of new decentralization policy and regulations enacted to develop the autonomy of local governments, including the fiscal balance between the central and local governments. This research attempts to reveal the impacts of decentralization practices on local competitiveness, as it is becoming one of the objectives of decentralization policy in Indonesia. By using a case study, this research was arranged to reveal the impacts of decentralization to local competitiveness in Semarang Municipality. The results showed that the impacts of decentralization on local competitiveness, either positive or negative, depend on how decentralization is practiced. Besides, the analysis found that decentralization has not yet provide an appropriate level of support to improve local competitiveness.Keywords: decentralization, local autonomy, local competitiveness
