Abstract

Poverty and social welfare issues show an increase over time, both in the number, and the quality. On the other hand, the policy responses to social welfare issues from various parties are not sufficient to tackle those problems. This study aims to describe poverty and policy of West Java Provincial Government in poverty alleviation. The research is expected to contribute to the improvement of policy in poverty alleviation and affect the condition of West Java society to be more prosperous. The research design is Qualitative Descriptive. The informants are several Civil State Apparatuses who are capable to represent Regional Work Unit/ Organization at the provincial level. Data Collecting Techniques consist of interviews, focus group discussions, and documentation studies. Data Validation is done using triangulation between data sources and techniques. The results showed that West Java's economy grew on average above 5%, while the average poverty reduction rate was only 0.46% per year. These conditions have an impact on the increased number of people who are below the poverty threshold and also affect the index of depth and severity of poverty. The situation is similar for other social welfare issues, such as socio-economic vulnerable groups, homeless, beggars, and scavengers, neglected elderly, and children who need social protection. To overcome those problems, several policies have been prepared. The obstacle is, social welfare planning and policy are often only viewed as a complement to development planning and policy framework when they should be considered as an integrative, priority and substantive element that must be implemented. Various regulations and policies on poverty alleviation and other social welfare issues are still limited. Regulation at the central level is sufficient, but local governments have not been fully able to describe and operationalize it with various rules, either at the level of Regional Regulation, Governor Regulation, Mayor Regulation, or Regent Regulation. Legislation regulation and poverty alleviation are government’s (central and local) full responsibility, so coordination and a common commitment are needed to address poverty and increase equity. West Java Provincial Policy needs to prioritize efforts to increase funding through funding synergies with central and district / city governments in order to finance more comprehensive and broader poverty reduction programs.

Abstract

This article explores community services approach that intends to change the behavior of young mothers at home in serving food for their families. Research results showed that there were challenges in this suburb area., especially for young mother who can get many facilities to get their daily meals. Unfortunately, the facilities could give negative impacts on them in gaining proper nutrition. The obstacles came from many aspects of society. Thereupon, social intervention for them needs to be handled carefully so that the beneficiaries could get sustainable change. Others have argued that participation is crucial elements in community intervention. This research showed that participation its self is the hard aspect in the suburb especially at the region that has rapid development but lack of social investments. People used to get many projects from different organizations. The helping projects often did not consider sustainability matters. This condition reshapes the people. They become the object of social programs. Maintaining intensive programs based on some practices: collaboration planning and implementation could increase the trust of the beneficiaries. Based on our study on ten young women and other fourteen participants in a suburb of Indonesia, trust is primary material in changing people’s behavior. Especially educating people to live in healthy lifestyle as a vital aspect of developing a healthy environment.

Abstract

This social mapping aims to collect data and information about clean and healthy life behavior (PHBS) of Remote Indigenous Communities (KAT) in Ulakin Village, Kolf Brasa District, Asmat Regency, Papua Province. The method of data collection in this study is survey method. Data collection techniques used; 1) observation, 2) interviews with leaders and community members, and 3) focus group discussions. The results of the study show that; 1) childbirth assistance has not been carried out by health workers, 2) babies have been breastfed, 3) the community does not have health insurance, 4) the community still utilizes the availability of rainwater and rivers, 5) some houses have used healthy toilets as facilities from the local government, but not yet utilized as appropriate, 6) the average floor area of a house is 36 m2 with an average occupant of 3-5 people, 7) the floor of the house is made of wooden boards which are assistance from the government, 8) the community still smokes in any place, including inside the house, 9) the community always engages in physical activities in the context of hunting and gathering activities, 10) the community eats fruit and vegetables irregularly, adapted to natural resources and the environment. Suggestions for this research; 1) the parties involved have to carry out a more comprehensive follow-up study, and 2) the community as beneficiaries should receive information, services, guidance and social assistance in a participatory, measurable and sustainable manner.

Abstract

Drug use in Malaysia has steadily increased over the past decade. Drug addiction does not only affect the addict, but it also impacts the lives of their family members. This qualitative study seeks to explore how the drug user’s family members cope with the drug abuse problems in the family. A total of 20 respondents, acting as heads of their families, from the state of Penang, were interviewed. The findings indicated that the respondents utilized both problem-focused and emotion-focused coping strategies to cope with the drug addiction problems in the family. The respondents in this study also used both formal and informal social support systems to cope with the drug abuse problems caused by drug abuse within the family. This study suggests that the drug user’s family members should engage themselves in self-help and support groups to find and learn about constructive coping strategies used by other families who have a similar experience in dealing with drug abuse problems in the family. In addition, by engaging themselves in self-help and support groups, it will help the drug user’s family members gain emotional and social support from other drug user’s family members.

Abstract

This research has produced a model of three-pillar cooperation between government - private - community in the implementation of an activity for development. The government as a regulator issues development programs that aim to improve the welfare of the community, including development in the environmental field. Sustainable environment has an impact on comfort and public health. Not all of these programs are covered by the government due to government budget constraints. Therefore, in order for programs to be implemented it is necessary to have cooperation with the private sector, especially business entities in the form of limited liability companies, as stated in Law no. 40/2007 concerning Limited Liability Company article 74. In this case utilizing funds from a corporate social responsibility (CSR) program. Companies in the form of State-Owned Enterprises (BUMN) put them in the Partnership and Community Development Program (PKBL), including PT. Pegadaian. The statement of the problem in this study is that the need for community participation in environmental preservation. The study used qualitative methods with in-depth interview and observation data collection techniques. Data triangulation is used to complement data analysis. PT. Pegadaian Region X in the Pungkur Region realized the Environmental Development program in the environment in the Balonggede Sub-District of Regol Sub-District in 2016, namely planting ornamental plants in pots (red shoots) along the sidewalks of the Pungkur road and the Dalem Kaum road for approximately 80 units. After being handed over to the government of the Balonggede Village, its maintenance is the responsibility of the Balonggede Village by involving the surrounding community, especially the people who are close to or in contact with the object. The diversity of people's treatment of plants reflects different perceptions resulting in plants that are not in uniform growth conditions, some are well maintained and grow well, and some are in poor growth conditions. This shows a lack of ownership of public facilities, thus indicating a low level of community participation in environmental preservation, especially environmental facilities as asistance of PT. Pegadaian Region X.

Abstract

Burnout refers to feelings of physical, emotional and mental exhaustion of parents who have children with cerebral palsy disabilities. The purpose of the research was to examine: 1) Characteristics of the subject, 2) Feelings of physical fatigue, 3) Feelings of emotional fatigue, and 4) Feelings of mental fatigue. The method used was descriptive qualitative method. The data sources used are primary and secondary data sources. The technique of determining the informants used was purposive. Data collection techniques used were in-depth interviews, participatory observation, and documentation study. The criteria for checking data validity used credibility test, transferability test, dependability test, conformbility test with the technique of extending participation, observation persistence, and triangulation. Data analysis techniques used qualitative data analysis techniques. The results showed that parents who have cerebral palsy children experience burnout characterized by feelings of physical, emotional and mental fatigue. However, feelings of physical and emotional exhaustion can still be overcome properly, only the feeling of mental fatigue cannot be overcome.

Abstract

Female Farmers in Rindu Hati Village not only help their husbands or family heads to make a living to increase family income which is also expected to improve the level of family welfare, but also take care of the household, such as childcare and other domestic work. This condition makes female farmers have some vulnerability in their lives. There are three components of vulnerability affecting adaptation strategies of female farmers in their lives: 1) the level of exposure, i.e. the extent to which female farmers intersects with the disorder. 2) The level of sensitivity, defined as the effect or impact of the problem or disorder received either directly or indirectly by the female farmers. 3) Adaptability (capacity of response), is the female farmers ability to respond disturbances, balance the potential impacts that will occur, take advantage of opportunities, and fused with the consequences that may arise from a change (Gallopin 2006). This study used the descriptive qualitative design, to examine the vulnerability life of female farmers. Through interviews and observation of 24 informants who then analyzed, the researchers got the conclusions: 1) Female farmers are mostly dominated by those over 40 years old. Most of them have elementary school education, with dependents living 3 to 7 people. 2) Female farmers have experience vulnerability in the aspects of education, health aspects, and economic aspects. Vulnerability of life in these three aspects results in female farmers and their families experiencing various problems of lack of knowledge and skills, disruption of health, and low income to meet their daily needs. Nevertheless, the results of the study also show that these female farmers have potential and resources that can be utilized in dealing with vulnerabilities and life problems, namely social capital in the form of family values and mutual cooperation that are still strong in Rindu Hati Village. Based on the vulnerability and potential as well as the available source system, it is recommended that there be efforts to empower or develop the capacity of female farmers so that they are able to face the vulnerability of life while at the same time increasing their welfare.

Abstract

This article describes children health’s issue as primary need to achieve their basic rights. In general, children are vulnerable to get nutrition inadequacy because they tend to consume unhealthy foods. Healthy food is a basic right that must be fulfilled to support children’s growth and development. I examined two research areas identified that the problem of children in consuming unhealthy foods does not always related to the family poverty problem. This article also describes the conditions in the poor communities in North Jakarta and the intermediate community in Depok, use descriptive studies. The findings showed that children’s behavior in consuming unhealthy food was due to several factors, including lack of knowledge and skills of parents or caregivers and also negative support from the social environment around children. In addition, cultural change and dynamic information technology development has greatly affected the children consumption habit. This article discusses the process description in implementing communication strategies applied for those two research areas which have different characteristics through the social marketing approach. This approach emphasizes the development of the role of all elements in the community and the intervention strategies applied in each area of the study.

Abstract

Health is an important basic capital for humans to be able to function socially. Without good physical and mental health conditions, humans find it difficult to get happiness in life. Efforts to maintain and improve public health continue to be carried out, both by the government and by the community through health activities and programs. This paper aims to explore the contribution of the Hope Family Program (HFP) and the Madani Brotherhood Program (MBP) in improving public health, as well as the factors that influence it in Kendari City. The research method used is a qualitative method with a case study approach. The focus of this study is the recipients of the Family Hope Program and the Madani Brotherhood Program, where the majority of them are poor families. The results showed that: First, MBP was more effective in improving public health than HFP. This is because the community health improvement program carried out by the community is easier to implement and more sustainable in nature. Second, the factors that influence the success and failure in the implementation of the program in Kendari City are: first, the legal rules underlying the program; second, human resource factors, third, funding support factors; and finally is a factor of the values underlying the implementation of the program.

Abstract

Dhikrullah according to verse 2 of chapter al-Anfal and verse 28 of chapter ar-Rad in the Koran has a vibrational effect on the calmness of the heart. Dhikrullah has been practiced by Muslims for more than a thousand years, but the explanation of the implications of the dhikrullah's vibration on human health from the neuroscience approach has yet to be completed. This study is an academic response to get scientific answers about the influence of dhikrullah on the health of the human brain. The attention of Islamic scholars to dhikrullah phenomena from the scientific approach is still far from hope, so the explanation of the effects of the dhikrullah's vibration on human mental health has not been completed. In this study, the authors used combined data, qualitative data from 4 respondents to find the model of dhikrullah and quantitative data from 10 subjects to obtain samples of brain waves through Electro Encephalo Graf (EEG) to see the effects of the dhikrullah on human brain waves. The results of the study show that the brain tends to adjust its frequency with the frequency of the sound stimulus it receives through the ear. Dhikrullah's vibration influences beta waves and alpha waves on the subject's brain waves while running the dhikrullah. According to EEG, dhikrullah is proven to be able to present alpha waves as a stimulus to neurotransmitters in the human brain to produce endorphins. Therefore, the authors conclude that this study is a new approach to see the process of the significance of the dhikrullah's vibration on human health. The United Nations, especially WHO, can use dhikrullah vibration as an approach to help human beings who need a solution from a spiritual approach permanently.
