Abstract

Abstract. Traditional Health Services is a treatment or therapy using methods and medication that is based on the experience and skills of our ancestors that can be accounted for and is in accordance with the norms prevailing in the community. One example is acupressure, ehich is a healing method that uses pressure on certain points of the body or acupuncture points. This type of service has been regulated in various laws on traditional health. However, not all Health Centers provide this service. In South Jakarta City, there are only two Health Centers that provide acupressure services. This is a qualitative research, and aims to analyze the policies and implementation of the implementation of acupressure services in the Health Centers and its obstacles. The data was collected through in-depth interviews and document review. In this study we found that the quality and quantity of health workers trained in acupressure and their comprehension of the program was inadequate. In addition, the room for acupressure is only found in health centers that have provided this service. Communication is still a problem, because there is no regulation socialization regarding the regulation of acupressure services for policy implementers. However, 60% of patients were satisfied with the services provided. Abstrak. Pelayanan Kesehatan Tradisional adalah pengobatan/atau perawatan dengan cara dan obat yang berdasarkan pada pengalaman dan keterampilan turun temurun secara empiris, dapat dipertanggungjawabkan dan diterapkan sesuai dengan norma yang berlaku di masyarakat. Salah satu diantaranya adalah akupresur. Akupresur merupakan suatu cara penyembuhan dengan teknik penekanan titik-titik tertentu pada tubuh (titik-titik akupunktur) yang menggunakan jari-jari tangan ataupun alat bantu seperti batang kayu. Pelayanan jenis ini sudah dituangkan dalam berbagai undang-undang tentang kesehatan tradisional. Namun, tidak semua puskesmas menyelenggarakan layanan ini. Di Kota Jakarta Selatan, hanya terdapat dua Puskesmas yang menyelenggarakan pelayanan akupresur. Penelitian ini adalah penelitian kualitatif, dan bertujuan untuk menganalisis kebijakan dan implementasi pelaksanaan pelayanan akupresur di Puskesmas serta hambatannya. Metode pengumpulan data melalui wawacara mendalam dan telaah dokumen. Dalam penelitian ini ditemukan bahwa kualitas dan kuantitas tenaga kesehatan yang terlatih akupresur dan mengerti tentang program masih belum mencukupi. Selain itu, ruangan untuk akupresur hanya terdapat pada puskesmas yang sudah menyediakan pelayanan ini. Komunikasipun masih menjadi masalah, karena belum ada sosialisasi regulasi tentang pengaturan pelayanan akupresur bagi pelaksana kebijakan.

Abstract

Abstract. One of the endeavors that the government has done to prevent and control non-communicable diseases (NCD) by increasing community participation in the early detection of NCDs is the NCD Integrated Guidance Post (Posbindu). However, in 2017, only 12.96% of the residents in Bogor City accessed it. This meant that the 30% target was not reached. The in this study, we researched the implementation of the NCD Posbindu at Bogor City. Data was gathered through in-depth interviews, Focus Group Discussion (FGD), documentary research, and observations. Eleven informants was interviewed and 24 informants was involved in the FGD. Two NCD Posbindus was observed at Mekarwangi and Cipaku Public Health Centers (PHC). We discovered that the standards and policies have supported the program, but not all the informants were aware of the targets of the program; there were also problems in the number and abilities of the human resources involved, ineffective communication between the cadres, in the coordination between the cadres, and lack of support from local public figures. The program had adequate funding from the regional budget, the Operational Health Aid Funds, and donations from the community. Although more funds are necessary for the promotion and prevention part of the program. We recommend that new cadres are recruited and trained, and that a reward system is used to provide motivation for the cadres.Abstrak. Salah satu upaya pemerintah untuk mencegah dan mengendalikan penyakit tidak menular melalui peningkatan peran serta masyarakat dalam deteksi dini faktor risiko penyakit tidak menular adalah melalui Pos Pembinaan Terpadu (Posbindu) Penyakit Tidak Menular (PTM). Namun, pada tahun 2017 cakupan kunjungan masyarakat ke Posbindu PTM di Kota Bogor hanya sebesar 12,96%. Ini berarti target yang ditetapkan (30%) belum tercapai. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kegiatan Posbindu PTM di Kota Bogor. Metode yang digunakan adalah wawancara mendalam, Focus Group Discussion (FGD), telaah dokumen dan observasi. Informan penelitian terdiri dari 11 informan wawancara mendalam dan 24 informan FGD. Observasi dilakukan di 2 Posbindu PTM di Puskesmas Mekarwangi dan Puskesmas Cipaku. Peneliti menemukan bahwa standar dan kebijakan yang ada telah mendukung program, tetapi belum semua informan mengetahui siapa target program, selain itu juga terdapat permasalahan dalam jumlah dan kemampuan kader, komunikasi yang tidak efektif antar kader, koordinasi antar kader, dan kurangnya dukungan dari tokoh masyarakat local. Pendanaan program tidak mengalami masalah, karena dana program berasal dari APBD, dana Bantuan Operasional Kesehatan, dan sumbangan masyarakat. Walaupun masih membutuhkan pendanaan lebih lanjut untuk promosi dan pencegahan. Peneliti merekomendasikan dilaksanakannya pembaharuan informasi dan pelatihan yang berkala untuk para kader, perekrutan kader baru, pemberian reward atau pemilihan kader teladan dan Posbindu PTM terbaik, peningkatan kerja sama lintas sektor lembaga pendidikan, pemerintah dan swasta.

Abstract

Abstract. Health is one of the fundamental rights for every person, therefore it must be provided by the government. To guarantee the quality and type of health services, the Minimal Standards for Services (SPM) must be established. This includes the SPM for the productive age healthcare services (SPM BKUP). This type of healthcare is important since it covers about 60-70% of the current population. In this research, we analyzed the discrepancy between the reality and the ideal in the implementation of the SPM BKUP qualitatively through in-depth interviews, focus group discusions, and studying the related documents. We discovered that in Depok City 10 of the 13 indicators for implementation were incomplete. These were the Noncommunicable diseases (NCDs) risk factor conseling, technical trainings for the screening officer and web-based surveillance, NCDs integrated services, recording and reporting, monitoring and evaluation, communication, the attitude of the implementer, manpower, facilities, and funding. And that the other three indicators, incentives for the implementers that reached the target, standard operational procedures for the implementation of the SPM BKUP, and a specialized team for the implementation. Therefore, Depok City was only minimally prepared to implement the SPM.Abstrak. Kesehatan adalah hak yang sangat mendasar bagi manusia, untuk itu negara harus hadir dalam pemenuhannya. Dalam era otonomi daerah, Standar Pelayanan Minimal (SPM) bidang kesehatan menjadi jaminan penyelenggaraan pelayanan kesehatan dengan jenis dan mutu pelayanan dasar yang sama. Salah satu jenis layanan dasar adalah SPM bidang kesehatan pada usia produktif (SPM BKUP). Jenis layanan dasar ini bernilai strategis bagi kinerja Pemerintah Daerah, karena berdasarkan BPS (2017) komposisi penduduk usia produktif menempati proporsi 60-70% dari seluruh jumlah penduduk dan nilai strategis bagi pengendalian Penyakit Tidak Menular (PTM) karena bentuk skrining. Analisis kesiapan ditujukan untuk melihat seberapa besar jarak antara kondisi ideal dengan kenyataan yang sebenarnya. Penelitian ini menggunakan metode kualitatif dengan teknik WM, FGD dan telaah dokumen terkait.  Hasil penelitian didapatkan 10 dari 13 indikator kesiapan implementasi, belum lengkap dimiliki Kota Depok, meliputi konseling faktor risiko PTM, Pelatihan teknis petugas skrining dan surveilans berbasis web,  pelayanan terpadu PTM, pencatatan pelaporan, monitoring evaluasi, komunikasi, sikap pelaksana, ketersediaan SDM, fasilitas dan dana. Sementara 3 indikator yang belum sama sekali dimiliki yaitu insentif bagi pelaksana yang mencapai target, SOP pelaksanaan SPM BKUP dan Tim penanggung jawab penyelenggaraan SPM BKUP. Kesimpulan didapatkan bahwa Kota Depok memiliki kesiapan yang minimal dalam rangka implementasi SPM BKUP.

Abstract

Abstract. Community Satisfaction Index (CSI) Survey is used to measure the community’s perception on the services that they receive. In hospitals, it is used to determine whether a service or facility needs to be improved or not, and where it must be improved. In 2018, a descriptive qualitative study was performed at RSUD Dr. Kanujoso which would measure the public’s perception on the services that the hospital provided. The survey was based on the 14 aspects of CSI of the State Apparatus Empowerment Minister Decree No. 25/M.PAN/2/2004. We discovered that the highest rate was held by the Hemodialysis Unit with 100% and the lowest was held by the Medical Rehabilitation Unit with 74.18%. The other units ranged between 74.89%-90.83%. While the average score for the hospital was 78.42%, which meant that the hospital’s perfoemance was good. In general, the hospital provided good service, as evident in the average score of 78.42%. 93.6% of patients prefer to return to the hospital and 97,6% would recommend the hospital. Although some improvements were necessary, such as in the speed and fairness. Therefore, the staff involved in those areas should received further training. Abstrak. Indeks Kepuasan Masyarakat adalah data dan Informasi mengenai tingkat kepuasan masyarakat yang diperoleh dari hasil pengukuran secara kuantitatif dan kualitatif atas pendapat masyarakat dalam memperoleh pelayanan dari aparatur penyelenggara pelayanan publik. Desain Survei Kepuasan Masyarakat terhadap Pelayanan di RSUD Kanujoso Wibowo 2018 ini bersifat deskriptif dengan pendekatan kualitatif yang akan mengukur tingkat kepuasan berbasis persepsi masyarakat pada saat menerima layanan kesehatan dikaitkan dengan 14 aspek Indeks Kepuasan Masyarakat dari Keputusan Menteri PAN Nomor: 25/M.PAN/2/2004. Berdasarkan unit layanan, indeks kepuasan masyarakat tertinggi ada di unit Hemodialisa dengan nilai 100,00 (sangat baik). 12 unit layanan lainnya masuk dalam kategori baik dan sangat baik dengan rentang nilai 74,18-90,83. Unit Rehab Medik menjadi unit layanan dengan indeks kepuasan masyarakat terendah yaitu hanya sebesar 74,18, walaupun nilai tersebut masih masuk dalam kategori baik. Nilai Indeks pelayanan dari 14 aspek indeks kepuasaan masyarakat untuk pelayanan di RSUD Kanujoso Djatiwibowo adalah 78,42 artinya kinerja unit pelayanan adalah baik.

Abstract

ABSTRACTPictorial health warnings already implemented for more than two years since June 24, 2014, however, there are no changes made following the Minister of Health Regulation No. 28 of 2013 until now. According to the results of the National Survey of Assessment of the Implementation of Pictorial Health Warning (PHW) in Indonesia in 2015 towards the compliance of the tobacco industry, it is known that the cigarette industry has not yet adhered to pictorial health warnings. The Government hopesthat the existence of the Minister of Health Regulation No. 28 can reduce the prevalence of smokers, but data from 2016 SIRKERNAS shows that the prevalence of smoking is increasing. The purpose is to dig deeper towards the implementation of the inclusion of health warnings and health information policy on cigarette packaging, henceforth it can be input into the formulation of tobacco control strategies. This study uses descriptive studies with qualitative analysis through in-depth interviews and document review. Aspects of the process (communication, bureaucratic structure and disposition), aspects of the actor (commitments and relationships) aspects of the content (level, benefits and policy objectives) as well as aspects of the context (political culture and socio-economic) are interrelated and influence each other in the implementation of the inclusion of warnings and health information on the cigarette packs. The implementation of the inclusion of warnings and health information on cigarette packaging has been carried out, and the level of industry compliance in including the PHW at the retail level has reached 99.91%. However, the cigarette industry is not compliant in fulfilling the provisions because the size is not appropriate, PHW images covered by excise tapes, and some terms indicate quality, superiority, security, and imaging. ABSTRAKPeringatan kesehatan bergambar sudah diterapkan lebih dari dua tahun sejak 24 Juni 2014, akan tetapi sampai saat ini belum dilakukan pergantian sesuai dengan Permenkes No 28 Tahun 2013. Hasil Survei Nasional Penilaian Implementasi Peringatan Kesehatan Bergambar di Indonesia tahun 2015 terhadap kepatuhan industry rokok, diketahui bahwa industry rokok belum patuh terhadap peringatan kesehatan bergambar. Harapan Pemerintah dengan adanya Permenkes 28 dapat menurunkan prevalensi perokok akan tetapi data Sirkernas 2016 menunjukan prevalensi merokok semakin menningkat. Tujuan dari artikel ini adalah ntuk menggali lebih dalam terhadap implementasi kebijakan pencantuman peringatan kesehatan dan informasi kesehatan pada kemasan rokok untuk selanjutnya dapat menjadi masukan dalam perumusan strategi pengendalian tembakau. Metode yang digunakan merupakan studi deskriptif dengan analisis kualitatif melalui wawancara mendalam dan telaah dokumen. Aspek proses (komunikasi, struktur birokrasi dan disposisi), aspek aktor (komitmen dan hubungan), aspek konten (level, manfaat dan tujuan kebijakan) serta aspek konteks (budaya politik dan social ekonomi) memiliki keterkaitan dan saling mempengaruhi dalam pelaksanaan pencantuman peringatan kesehatan dan informasi kesehatan pada kemasan rokok. Kesimpulannya bahwa pelaksanaan pencantuman peringatan kesehatan dan informasi kesehatan pada kemasan rokok sudah terlaksana dan tingkat kepatuhan industri dalam mencantumkan PHW ditingkat ritel telah mencapai 99.91%.

Abstract

ABSTRACTThe health development strategies for 2015-2019 is about improving the availability, affordability, equity and quality of pharmaceuticals and medical devices. Since the enactment of national health insurance (JKN) on January 1, 2014, the availability of drug at the public health center become a very important aspect in primary health care services. Drug logistics management is an important aspect that influences accessibility to health services including the availability of essential drugs and vaccines. The aim of this study is to explore the trend of availability indicator drugs and vaccines in public health center for the period of 2016-2017 and drug logistics management factors that can affect the availability. The study was conducted using secondary data analysis. Data were obtained from data on the availability of indicator drugs and vaccines in public health center for the period of 2016-2017. This research is a quantitative study with an analytical observational approach. The Vector Auto Regression(VAR) conducted provides forecasting trends in indicator drugs and vaccines in public health center close to 80%. The 80% figure shows appropriate availability, but there are a number of things that need special attention including planning, procurement, pharmaceutical competency, financing, and management information systems.ABSTRAK Strategi pembangunan kesehatan tahun 2015-2019 antara lain meningkatkan ketersediaan, keterjangkauan, pemerataan, dan kualitas farmasi dan alat kesehatan. Sejak diberlakukannya Jaminan Kesehatan nasional (JKN) pada 1 Januari 2014, ketersediaan obat di puskesmas merupakan aspek yang sangat penting dalam pelayanan kesehatan di Fasilitas Kesehatan Tingkat Pertama (FKTP). Pengelolaan obat di puskesmas haruslah baik dan benar, karena pengelolaan yang baik dan benar akan menjamin ketersediaan obat sesuai dengan kebutuhan puskesmas. Penelitian ini ingin melihat trend ketersediaan obat dan vaksin indikator di puskesmas periode tahun 2016-2017. Studi dilakukan dengan menggunakan analisis data sekunder. Data didapatkan dari data ketersediaan obat dan vaksin esensial di puskesmas periode tahun 2016-2017. Pendekatan Vector Auto Regression (VAR) yang dilakukan memberikan peramalan trend obat dan vaksin indikator di puskesmas mendekati angka kurang lebih 80%. Angka tersebut menunjukkan ketersediaan yang sesuai tetapi ada sejumlah hal yang perlu mendapat perhatian khusus antara lain peran dan kompetensi tenaga kefarmasian dalam menjamin ketersediaan obat, dana kapitasi untuk pembelanjaan obat di puskesmas, perencanaan kebutuhan obat, dan pencatatan dan pelaporan di puskesmas.

Abstract

Abstract. According to the Minister of Health Regulation no. 33/2015 (Permenkes 33) on Guidelines for Composing the Human Resources in the Health Field (HRH) Planning, planning for HRH must be done from the bottom up. In 2016, Depok City has implemented the regulation, but the results were not applicable. This qualitative study analyzes the process of creating the planning document at Depok City in 2017 through in-depth interviews and documentary research. We discovered that the 2017 HRH planning document in Depok City did not completely follow all the steps stated in Permenkes 33. Ineffective communication caused lack of commitment and support from the stakeholders, which in turn, caused the lack of support from the bureaucratic structure, such as standard operational procedures, regulation, and allocation of resources, whether it was manpower, funding, or facilities. Therefore, we recommend that the socialization or advocation process to the stakeholders to be increased.Abstrak. Menurut Peraturan Menteri Kesehatan nomor 33 Tahun 2015 tentang Pedoman Penyusunan Perencanaan Kebutuhan Sumber Daya Manusia dalam bidang Kesehatan (SDMK), perencanaan SDMK harus dilakukan secara berjenjang dari bawah ke atas. Di tahun 2016, kota Depok telah melaksanakan permenkes tersebut, akan tetapi hasilnya belum dapat dijadikan pertimbangan dalam manajemen kepegawaian. Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk melakukan analisis terhadap pelaksanaan penyusunan dokumen perencanaan kebutuhan SDMK kota Depok tahun 2017 dengan teknik pengumpulan data berupa wawancara mendalam dan telaah dokumen. Hasil penelitian menunjukkan bahwa penyusunan dokumen perencanaan kebutuhan SDMK kota Depok tahun 2017 belum sesuai dengan tahapan yang terdapat dalam Permenkes 33 tahun 2015. Permasalahan disebabkan oleh komunikasi yang tidak efektif, yang menyebabkan tidak adanya komitmen dan dukungan dari pemangku kepentingan, sehingga tidak terdapat dukungan dari struktur birokrasi yang berupa SOP dan peraturan, dan alokasi sumber daya, baik manusia, dana, maupun fasilitas. Untuk itu, sebaiknya proses sosialisasi atau advokasi ke para pemangku kepentingan ditingkatkan.

Abstract

ABSTRACTIn achieving Universal Health Coverage in 2019, it is necessary to increase access and quality of health services to the community. Puskesmas accreditation is a method of improving the quality of service and patient safety as well as a condition to do collaboration with BPJS. According to Donabedian, quality of services needs to be supported by standardized structures, processes and outcomes which are oriented to internal and external customers. This study aims to analyze the readiness of Puskesmas in accreditation implementation as an effort to improve the quality of health services in Sumbawa Regency. This effort is an implementation act of Health Minister Regulation number 75/2014 on Puskesmas and number 46/2015 on FKTP accreditation by comparing it to those successful accreditation implementation of basic health services in various countries. This study design is a qualitative research uses the Rapid Assessment Procedure design, through in-depth interviews combined with literature review studies sourced from online data bases. This study result showed that the readiness of accredited Puskesmas in Sumbawa district was seen from three aspects: (1) Structure: resources not yet fulfil the Permenkes 75/2014 standards, (2) Process: stages of the accreditation preparation process is in accordance with the guidelines, but the implementation was not optimal. (3) Outcomes: the accreditation implementation has positive impact on improving the quality of health services. It is necessary to evaluate the implementation of Puskesmas accreditation by involving the Community, the Health Office and the Regional Government. ABSTRAKDalam mencapai Universal Health Coverage tahun 2019 perlu dilakukan peningkatan akses dan mutu pelayanan kesehatan kepada masyarakat. Akreditasi Puskesmas merupakan salah satu langkah dalam meningkatan kualitas mutu layanan dan keselamatan pasien sekaligus sebagai syarat dalam melakukan kerjasama/kredensialing dengan BPJS. Menurut Donabedian tiga aspek pelayanan yang berkualitas perlu ditunjang oleh standar mutu input, proses dan output yang berorientasi pada pelanggan internal maupun eksternal. Penelitian ini bertujuan menganalisis kesiapan pelaksanaan akreditasi Puskesmas di kabupaten Sumbawa sebagai implementasi kebijakan Peraturan Menteri Kesehatan Nomor 75/2014 tentang Puskesmas dan Nomor 46/2015 tentang akreditasi FKTP dengan membandingkan keberhasilan gambaran pelaksanaan akreditasi pelayanan kesehatan dasar di berbagai negara. Penelitian kualitatif inimenggunakan desain Rapid Assesment Procedure (RAP), melalui wawancara mendalam yang dikombinasikan dengan studi kepustakaan literatur review yang bersumber jurnal/artikel/tesis/disertasi dari data base online ataupun studi pustaka keabu-abuan. Hasil penelitian menunjukkan gambaran beberapa Puskesmas yang telah terakreditasi di kabupaten Sumbawa dilihat dari tiga aspek : (1) aspek struktur: sumberdaya masih belum sesuai standar permenkes 75/2014, diperlukan biaya besar dalam pelaksanaan akreditasi. (2) aspek proses: proses penyiapan akreditasi Puskesmas sudah sesuai, mulai dari workshop penggalangan komitmen, workshop pemahaman standar, self assesment, pendampingan sampai dengan survey yang dilakukan surveyor akreditasi. Proses persiapan akreditasi dinilai terburu-buru terhitung dalam beberapa bulan. (3) aspek outcomes: pelaksanaan akreditasi memliki dampak positif pada proses perubahan perbaikan mutu pelayanan kesehatan, prosedur pelayanan tercatat dan terdokumentasi dengan baik. Solusi diperlukan komitmen kuat antara Puskesmas, Masyarakat, Dinas Kesehatan dan Pemerintah Daerah.

Abstract

ABSTRAKIndonesia has entered an aging population as showed by the number of elderly population which has reached more than 7% of the population. Basically, the increase in the elderly population will also increase the number of illnesses, because the more a person ages, the physical condition will decrease and be more susceptible to disease. This research is a quantitative study that aims to determine the determinants of outpatient health service use for Indonesian elderly in 2017. This research used secondary data from the 2017 National Socio-Economic Survey (Susenas) results with the unit of analysis is people aged ≥ 60 years who had health complaints. The analytical method used is logit regression analysis. The results showed that gender, education, employment status, residential area, health insurance ownership, economic status, and disruption of activity due to illness had a p-value of 0,000 < 0,05 which means that it was significantly associated with the utilization of outpatient health services. The most dominant variable is the disruption of activity due to illness. The government can issue policies related to efforts to register each elderly person into health insurance through optimizing a healthy Indonesian program with a family approach. The government is expected to be more assertive in monitoring and evaluating elderly health services by considering factors that support the elderly in utilizing health services to achieve healthy aging and active aging. ABSTRAKIndonesia telah memasuki populasi menua yang ditunjukkan dengan angka populasi lansia yang sudah mencapai angka lebih dari 7% jumlah penduduk. Pada dasarnya kenaikan populasi lansia juga akan meningkatkan angka keluhan kesehatan dan kesakitan, karena semakin bertambah usia seseorang maka kondisi fisiknya akan menurun dan lebih rentan terhadap penyakit. Penelitian ini merupakan penelitian kuantitatif yang bertujuan untuk mengetahui determinan pemanfaatan pelayanan kesehatan rawat jalan pada lansia sakit di Indonesia tahun 2017. Data yang digunakan adalah data sekunder dari hasil Survei Sosial Ekonomi Nasional (Susenas) tahun 2017 dengan unit analisis yaitu individu dengan usia ≥ 60 tahun yang mempunyai keluhan kesehatan. Metode analisis yang digunakan adalah analisis regresi logit. Hasil penelitian menunjukkan bahwa jenis kelamin, pendidikan, status pekerjaan, wilayah tinggal, kepemilikan jaminan kesehatan, status ekonomi, dan gangguan aktivitas akibat sakit mempunyai nilai P-value 0,000 < 0,05 yang berarti berhubungan secara signifikan dengan pemanfaatan pelayanan kesehatan rawat jalan. Pemerintah diharapkan dapat lebih tegas dalam memonitoring serta mengevaluasi pelayanan kesehatan lansia dengan mempertimbangkan faktor yang mendukung lansia dalam memanfaatkan pelayanan kesehatan agar tercapainya healthy ageing dan active ageing.

Abstract

ABSTRACTDiphtheria is a contributor to an outbreak (KLB) for some regions in Indonesia, included West Java Province. Diphtheria cases had increased through 2015 - 2016, the cases increased from 59 cases to 153 cases. Depok City became one of the contributors of diphtheria cases that have fluctuating incidents. Disease trends have decreased in 2013-2015 but then increased in 2016 to 8 cases. This study discusses policy implementation, viewed from policy sources, resource arrangements, the characteristics of implementing agencies, bureaucratic structures, communications, the influence of dispositions and socio-economic and political circumstances in control of Diphtheria Outbreak and Outbreak Response Immunization (ORI) in Depok City in 2017. This type of research is qualitative research with descriptive design, through in-depth interviews and document review. The results showed that the limited resources, especially human resources, the lack of cross-sectoral concern and social environment factors, including the rejection of some community for vaccination, became a challenge in controlling the Diphtheria Outbreak and Outbreak Response Immunization (ORI) in Depok City. It is expected that policy implementers can commit to working together, and taking into the influential factors in policy implementation, as well as government support in providing halal and safe vaccines and research on bioterrorism can also be done as solving cases of diphtheria fluctuating annually. ABSTRAKDifteri menjadi penyumbang kejadian luar biasa (KLB) bagi sebagian wilayah di Indonesia, tidak terkecuali wilayah Provinsi Jawa Barat. Kejadian difteri pada tahun 2015 dan 2016 terekam naik, yakni meningkat dari 59 kasus menjadi 153 kasus. Kota Depok menjadi salah satu penyumbang kasus yang memiliki angka kejadian yang fluktuatif. Tren penyakit sempat menurun pada 2013-2015, namun kemudian naik pada tahun 2016 menjadi 8 kasus. Penelitian ini membahas tentang implementasi kebijakan, dilihat dari sumber kebijakan, pengaturan sumber daya, karakteristik instansi pelaksana, struktur birokrasi, komunikasi, pengaruh disposisi dan keadaan sosial-ekonomi dan politik dalam pengendalian Kejadian Luar Biasa (KLB) difteri dan Outbreak Response Immunization (ORI) di Kota Depok tahun 2017. Jenis penelitian ini adalah penelitian kualitatif dengan desain deskriptif, melalui wawancara mendalam dan telaah dokumen. Hasil penelitian menunjukkan bahwa masih terbatasnya sumber daya terutama SDM, kurangnya kepedulian lintas sektor dan faktor lingkungan sosial, yakni adanya penolakan dari masyarakat untuk vaksinasi, menjadi tantangan dalam pengendalian Kejadian Luar Biasa (KLB) difteri dan Outbreak Response Immunization (ORI) di Kota Depok. Diharapkan, kepada implementor kebijakan dapat berkomitmen untuk bekerja sama dengan baik, dan memperhatikan faktor-faktor yang berpengaruh dalam implementasi kebijakan, serta dukungan pemerintah dalam menyediakan vaksin yang halal dan aman serta penelitian mengenai bioterorisme juga dapat dilakukan sebagai pemecahan kasus difteri yang fluktuatif setiap tahunnya.
