Abstract

Penelitian ini mencoba menggali secara kritis dan mengevaluasi proses perumusan kebijakan dengan empat pendekatan yang digunakan dalam penyusunan kebijakan sesuai dengan Permendagri Nomor 86 Tahun 2017, yakni pendekatan politis, pendekatan teknokratis, pendekatan partisipatif dan pendekatan top down serta botttom-up yang akan digunakan untuk memahami proses perumusan kebijakan RPJMD DIY 2017-2022 dan sinkronisasinya dengan RPJMN 2014-2019. Penggambaran teoritis dengan rational-comprehensive menitikberatkan pengedepanan perumusan kebijakan secara rasional dengan menggunakan data secara komprehensif. Pengumpulan data dilakukan melalui wawancara mendalam dengan purposive sampling, serta teknik dokumentasi dengan melacak laporan riset, hasil kajian pemerintah dan hasil kajian LSM. Penelitian ini menunjukan bahwa pendekatan teknokratis masih dominan dalam proses perumusan kebijakan RPJMD DIY 2017-2022. Mekanisme birokratis masih menjadi primadona dalam upaya penyelesaian perencanaan pembangunan di DIY.

Abstract

Penelitian ini bertujuan untuk menganalisis (1) peran pengawas pendidikan, (2) kinerjaguru, dan (3) hubungan peran pengawas pendidikan dengan kinerja guru, denganmenggunakan desain penelitian kuantitatif, yang bersifat deskriptif. Analisis yangdigunakan adalah korelasional, yaitu bentuk penelitian yang bertujuan untuk mengetahuiakibat dari suatu tindakan atau hubungan antarvariabel.Pengolahan data menggunakankorelasi Pearson Product Moment. Dan, untuk memperkuat hasil penelitian, makadilakukan observasi dan wawancara dengan beberapa narasumber yang terkait.Berdasarkan analisis hasil penelitian, bahwa peran pengawas pendidikan masih belummaksimal dalam melaksanakan pembinaan terhadap guru, demikian pula kinerja gurudalam melaksanakan tugas dan fungsinya masih memerlukan bimbingan dan pembinaanyang berkelanjutan. Oleh karena itu, perlu diupayakan berbagai langkah strategis olehpemangku kebijakan untuk melakukan regulasi terhadap peran pengawas dan upayameningkatkan kinerja guru.

Abstract

Kecamatan integrated administration service training (patent) aims to improve the operational quality of patents. This study aims to analyze the factual model, design a hypothetical model and develop a patent training model in order to improve the performance of the camat in leading the implementation of patents. The research method is research and development. Data collection techniques include documentation studies, observations, interviews, and questionnaires, data validity is done with reliability, validity, and triangulation of data, while data analysis techniques use qualitative, quantitative and experimental models. The results showed that the factual model of needs analysis, training planning and target material was only for the staff of the district apparatus. Based on the factual model, a hypothetical model is included: (1) planning oriented to improving the performance of the subdistrict head; (2) implementation: following general and specific learning objectives and actual issues, success stories and (3) control: at the end of the training pre-test and post-training are conducted. Then the final model of patent training was developed to improve the performance of the subdistrict head. Conclusion: Patent development training can improve one's managerial ability, managerial skills: a) Technical skills, b) Skills in human relationships and c) Conceptual skills. Research Implications: The Central Java Provincial Government conducted a more in-depth study of training needs to strengthen the delivery of public services in realizing good governance. Districts always create innovations to improve better public services.

Abstract

The public services reform is still become an agenda of Indonesian Government. All this time, City government of Denpasar is one of the local government known by integrating public service delivery using technology (E-Government). Nevertheless, there is a new concept that has been developed to improve the government services named Open Government. This concept has three principles, they are policy principle, policy catalyst and policy outcome. Accordance with those terms, the objective of this paper is to provide an analysis of open government policies on public service in Denpasar City. This study is using qualitative method with descriptive approach. The result of this research shows that Denpasar has been achieving the principle of Open Government. The government trying to provide transparency, integrity as well as public participation in accessing public services. The government policies are part of Government of Denpasar’s strong commitment to improve their public service delivery. It’s already stipulated through the mayor’s regulation and mayor’s decree. However, there are several challenges that should be noticed by the City Government of Denpasar. For the massive implementation, they need to provide a legal framework of local regulation and a monitoring and evaluation instrument for public services

Abstract

This research is about Management Analysis  Village Owned Enterprise “Hanyukupi”, aims to know how actualization of the management of Village Owned Enterprise “Hanyukupi”. The research used descriptive qualitative method. Informen were taken by purposive sampling and data were obstained through secondary data, observation, and indepth interviews. The result showed that  Village Owned Enterprise “Hanyukupi” has implemented the standard principles of management are planning, organizing, staffing, leadership, and controlling. Management of planning has been implemented by preparing annual working plan.  Organizing management were done by preparing article of association  and by the laws as guideline for the members. The  organization structured the organization as the guidance to mobilized all component of organization. Staffing management were done through placement  personnel based on the right man on the right place, recruitment, and development the carreer. Leadership  management were done by administering the functions of leadership implemented by the leader. Controlling management were done through effort to support Village Owned Enterprise evaluated attainment the performance of organization with effectiveness and efficient. In order to realization sustainable improvement the management of Village Owned Enterprise need  effort  improvement to be good performance, professional, and accountable with  preparing vision, mission, and goals  into  Bussiness Strategic Plan.

Abstract

Inovasi bukanlah suatu hal yang baru dalam peradaban manusia, karena sejak dahulu manusia telah berpikir bagaimana caranya untuk menghasilkan api dengan membenturkan dua buah batu atau dengan memfokuskan sinar matahari dengan menggunakan kaca cekung. Dari dua contoh hal tersebut dapat kita asumsikan bahwa pada dasarnya manusia sudah melakukan inovasi sejak zaman dahulu, namun hal tersebut seringkali tidak disadari sebagai bagian dari sebuah Inovasi karena adanya persepsi bahwa inovasi itu mutlak bagian dari ilmu sains dan harus ditemukan dalam sebuah penelitian di sebuah laboratorium khusus, inovasi itu sulit karena harus melibatkan teknologi yang canggih, inovasi itu dilakukan hanya oleh kalangan tertentu seperti para insinyur, teknisi, atau ilmuwan eksakta. Dengan masih memegang persepsi tersebut, akan sulit bagi kita dalam memahami konsep inovasi secara komprehensif. Dalam memberikan pemahaman yang lebih komprehensif, Tri Widodo, yang merupakan Kepala Deputi Inovasi Administrasi Negara LAN, melalui Buku Inovasi Harga Mati ini menghadirkan pemahaman-pemahaman baru terkait dengan definisi dari inovasi, mengapa harus berinovasi, seluk beluk memulai inovasi, bagaimana melakukan inovasi di bidang sosial yaitu Inovasi Administrasi Negara dan hambatan-hambatan dalam melakukan atau mengembangkan inovasi.

Abstract

Based on the spirit of reform required a fundamental change in improving the welfare of society widely, it needs empowerment and support community involvement in development planning and implementation. Top-down development of paradigm in the centralized Orde Baru regime immediately changed with the issuance of Constitution No. 25 in 2004 about National Development Planning System, with the strengthening of aspiration and inclusion of stakeholders from the lowest level to the highest level. In order to optimize the implementation of development, one way that must be taken is strategic planning. During the 10 years of implementation, we need to know the extent to where public participation in the activity today. Therefore through this paper, the research objectives formulated to determine how public participation in the implementation of the strategic plan. This study also determined descriptive method study using a quantitative approach. And, by taking the locus of research in the Rappocini district, Makassar, it obtained analysis results that the level of public participation is relative to be good enough to the planning and implementation of strategic planning, but in terms of maintenance tends, it has the opposite results. In anticipation of these terms, it needs persuasive approaches to encourage more optimal public confidence in supporting the implementation of the development.
