Abstract

One of the challenges of the Secretary-General of Dewan Perwakilan Daerah Republik Indonesia (Setjen DPD RI) is to support both development of National Legislation Priority (Prolegnas) and the Bill of DPD RI. Researchers and policy analysts possess a strategic position in facing the challenge. However, researchers and policy analysts have not had clear roles, tasks, and functions yet on the making of both Prolegnas and the Bill. This study aims to provide a model of role for researchers and policy analysts on the making of both Prolegnas and the Bill in Setjen DPD RI. This study uses qualitative case study approach and aims to show that both researchers and policy analysts have each different roles. The differences can be seen from the momentum of task implementation, output, and the level of influence. This study recommends a follow-up study that will explore the role of all employees involved on the making of Prolegnas and the Bill of DPD RI

Abstract

The purpose of this study was to determine factor that influence employee performance toward employee discipline in Food Security Office of Sumedang. The method employed is descriptive analysis. By using saturated sampling, this research population includes 30 respondents. Data were collected by literature study, questionnaires, observations and interviews. This research employs data analysis techniques such as correlation coefficient test, significance test and coefficient of determination. The results showed that the level of employee discipline in Food Security Office of Sumedang reached 78.76 percent and the rate of employee performance reached 80.86 percent. While the relationship between discipline and employee performance in District Food Security Office of Sumedang shows correlation coefficient of 0.73 which is in the strong category. The influence on employee performance discipline in Food Security Office of Sumedang reached 53.29 percent, the remaining 46.71 percent is influenced by other factors not examined

Abstract

Target achievement of Complete Systematic Land Registration in Kebumen Regency in 2017 as many as 50,000 fields have been completely completed (100%). The success is inseparable from the role of the leadership and employees of the Land Office of Kebumen Regency. The success of achieving the targets of Complete Systematic Land Registration activities (PTSL) is determined by employee motivation. Factors that play a role in employee motivation include the leadership style and organizational culture. Scientific Writing Research aims to determine the relationship between leadership style and organizational culture on employee work motivation associated with achieving PTS targets. The results of data processing using the correlation test show that there are significant influences and strong influences from each and collectively the factors of leadership style and organizational culture on the work motivation of the Kebumen Regency Land Office employees. This influence proves that the success of achieving the target activities must involve all elements of the employee to be responsible and professionally complete the task. The role of leaders in mobilizing and motivating employees is very important in order to create a positive organizational culture.

Abstract

The number of work accidents, especially in government projects at the end of 2017 until the beginning of 2018, indicates that the occupational safety and health (OSH) is still a issue that needs to be studied its implementation in Indonesia. BPJS Employment data shows that the number of work accidents in Indonesia over the past 3 years is indeed fluctuative, but still quite high. These facts and data make the issue of OSH important to be reviewed in its implementation. Because the issue of OSH has actually been regulated by the government through Undang-Undang No. 1 of 1970 concerning Occupational Safety. This policy has been implemented for almost half a century. For this reason, the paper tries to review the performance of OSH policy implementation in Indonesia. The method used is desk research. The performance of OSH policy implementation was measured using the policy implementation theory proposed by Ripley and Franklin. Data is collected by literature study methods from report documents, websites, mass media, and official publications issued by authorized institutions. The research also analyzes the factors that cause high work accidents in Indonesia and formulates strategies to solve them. The study concluded that the performance of OSH policy implementation was still low. This can be seen from the low compliance of the target group and the realization of policy objectives. Factors that cause the low performance of policy implementation are due to weak regulation, weak supervision, low level of compliance, weak commitment, and incorrect mindset about K3. For this reason, research recommends improving the K3 Act, increasing the number of labor inspectors, and implementing programs. improve public mindset, especially target groups about K3.

Abstract

Public sector innovation (PSI) is important driving factor of economic development. Tax is one of the drivers of economic development as 70% of national expenditure are covered by tax revenue. However, the tax revenue ratio towards the Gross Domestic Product (GDP) in Indonesia is less than 13% and is the lowest among Southeast Asian economies. This study describes two case studies in local governments on increasing the awareness of the citizens to pay tax. This study focuses on innovation process, the knowledge flow, supporting conditions and challenges in implementing the innovations. By employing case study method, this study suggests acknowledgement, human resource training, multi-stakeholder partnership, and bottomp-up approach have stimulated innovativeness of public organizations.

Abstract

Abstrak Penelitian ini dilakukan untuk menganalisis sejauh mana perencanaan E-Learning Di Sekolah Tinggi Ilmu Administrasi Sekolah Lembaga Administrasi Negara Bandung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Hasil analisis menunjukkan bahwa perencanaan e-learning telah didasarkan pada peraturan perundang-undangan yang berlaku, sedangkan perencanaan e-learning ditinjau dari aspek Sumber Daya Manusia sudah sangat baik karena memiliki tim pengelola dengan kompetensi yang mumpuni, selain itu perencanaan e-learning dari ditinjau dari bahan ajar sudah terdapat upaya yang sistematis dan terencana, dan perencanaan e-learning ditinjau dari sarana prasarana sudah cukup baik namun perlu adanya pengembangan-pengembangan aplikasi dan penyediaan ruang studio yang berfungsi untuk menunjang efektifitas penerapan e-learning. Kata Kunci: analisis perencanaan, e-learning, pembelajaran elektronik

Abstract

Unified Theory of Acceptance and Use of Technology (UTAUT) adalah teori yang dikemukakan oleh Venkatesh, et al. (2003). UTAUT memiliki empat kostruk utama yaitu 1) ekspektansi kinerja (performance expectancy), 2) ekspektansi usaha (effort expectancy), 3) pengaruh sosial (social influence), dan 4) kondisi-kondisi pemfasilitasi (facilitating conditions). Model ini digunakan untuk meneliti Implementasi Aplikasi SIMPeL dalam proses pengadan langsung. Aplikasi SIMPeL di bangun oleh LPSE Kementerian Keuangan untuk menfasilitasi proses pengadaan langsung. Penelitian ini menjelaskan tentang faktor-faktor yang mempengaruhi penerimaan penggunaan Aplikasi SIMPeL dengan menggunakan model UTAUT.  Penelitian ini merupakan penelitian eksplanatori. Data diperoleh dari responden para pihak yang terkait dalam pengadaan langsung dengan menyebarkan kuisioner tertutup. Besarnya sampel sejumlah 160 responden  dianalisis dengan metode Partial Least Square (PLS) menggunakan software smartPLS. Berdasarkan analisis data diperoleh hasil sebagai berikut Ekspektasi kinerja (Performance Expectancy) dan Ekspektasi usaha (Effort Expectancy) mempengaruhi perilaku penggunaan Aplikasi SIMPeL melalui faktor Tingkat minat penggunaan aplikasi SIMPeL (Behavioral Intention). Sedangkan Tingkat minat penggunaan aplikasi SIMPeL (Behavioral Intention) dan Kondisi-kondisi Pemfasilitasi (Facilitating Conditions) mempengaruhi langsung perilaku penggunaan Aplikasi SIMPeL. Faktor sosial (Social Influence) tidak mempengaruhi minat penggunaan aplikasi SIMPeL (Behavioral Intention) dan penggunaan Aplikasi SIMPeL. Selain itu faktor kondisi-kondisi pemfasilitasi (Facilitating Conditions) mempunyai pengaruh sedang sedangkan yang lain kecil.

Abstract

This study focuses on researcher human resources of government research and development institutions in Indonesia, who are facing the issues of low research and development outputs and minimum impacts to the market. Employing post-positivism paradigm,  qualitative data collection method, it aims to examine the ideal development of future researcher HRs. The findings indicate that the research and development institutions had good awareness of the concept of human resource development, giving opportunities for researchers to learn. However, it is also revealed that the institutions were not on the right track in developing human resources, which includes trainings and development, and career and organization development. This research recommends the establishment of leader (management), both as the head of the program/team that acts as a team of change and a framework of integrated human resource development, comprising individual development aspects, career, and organizations accurately implemented using particular stages from analysis, design, implementation and evaluation. The need to conduct needs analysis of training and development. It has been  identified that prior to the analysis of training and development, track records of researchers, businesses with their databases, and activities of development and evaluation are needed as feedback for the team of change in the available human resource development theory.

Abstract

Otonomi memberikan kewenangan yang lebih luas bagi pemerintah daerah dalammengatur daerahnya sendiri. Pelaksanaan otonomi daerah diharapkan bisa meningkatkanpelayanan kepada masyarakat, mempercepat pembangunan, dan mengurangikesenjangan pembangunan antar daerah, dimana sebelumnya pembangunan yangdirasakan masyarakat masih bersifat sentralistik. Karenanya, keberhasilan pelaksanaanotonomi tidak terlepas dari kemampuan keuangan yang dimiliki suatu pemerintahdaerah. Kajian ini bertujuan untuk menganalisis kemampuan keuangan daerah dalam menunjang pelaksanaan otonomi daerah di Kabupaten Labuhanbatu Selatan, mengetahuikendalayang dihadapi dalam meningkatkan kemampuan keuangan daerah, danmengetahui upaya yang dilakukan Pemerintah Kabupaten Labuhanbatu Selatan dalammeningkatkan kemampuan keuangan daerah. Metode penelitian yang digunakan adalahmetode deskriptif kualitatif dengan pendekatan rasio keuangan yaitu untuk memberikangambaran tentang kemampuan keuangan daerah Kabupaten Labuhanbatu Selatan dalammenunjang pelaksanaan otonomi daerah. Hasil kajian menunjukkan bahwa: hasilperhitungan terhadap lima rasio keuangan, derajat desentralisasi berada pada kriteriasangat kurang yaitu rata-rata 3,08%, rasio ketergantungan keuangan daerah sangat tinggiyaitu rata-rata 93,97%, rasio kemandirian keuangan daerah rendah sekali yaitu rata-rata3,33%, rasio efektivitas Pendapatan Asli Daerah (PAD) cukup efektif dengan rata-rata93,39% dan rasio efisien Pendapatan Asli Daerah (PAD) sangat efisien yaitu rata-rata4,55%. Dari rasio keuangan tersebut menunjukkan kemampuan keuangan daerahKabupaten Labuhanbatu Selatan masih sangat rendah dan belum mampu menunjangpelaksanaan otonomi daerah, tetapi pemerintah Kabupaten Labuhan batu Selatan biasmelaksanakan tugas pemerintahan, yaitu penyediaan pelayanan public dan pembangunandengan cukup baik. Hal ini dikarenakan dana transfer dari pemerintah pusat maupunpropinsi dapat dikelola dengan optimal dimana anggaran pendapatan daerahdialokasikan lebih besar pada belanja pembangunan dari pada belanja pegawai.

Abstract

Innovation is a need for organizations to improve service and performance. Puslatbang PKASN LAN develops the innovation called by one-stop e-office. One-stop e-office are the programs that consist of a website integration program; the official correspondence electronic system; the staffing information system; and the inventory information system. One-stop e-office aims to simplify the office administration to support the implementation of the tasks institution. The programs have developed and maintained to ensure innovation sustainability. One-stop e-office innovation aims to facilitate the implementation of office administration to support the implementation of the tasks and functions of the institution. Therefore, this study aims to analyze how the implementation process of innovation. This study described the implementation model of one-stop e-office innovation in Puslatbang PKASN LAN. The research used a qualitative approach and descriptive method. Data collection techniques used were literature study, in-depth interviews, and observation. The data analysis technique used is descriptive qualitative technique. The innovation is implemented through three stages, namely the generation, acceptance and implementation of ideas. The Factors that drive the innovation implementation are the support from the stakeholders; the availability of competent personnel; the innovation competition climate in LAN; and the technology availability. While the factors that inhibit the innovation are the interest differences between work units; and limited resources for the innovation implementation.
