Abstract

Merapi eruption in 2010 destroyed 3,083 houses in Sleman Regency. After passed through emergency phase, Government of Indonesia conducted resettlement reconstruction program for 2,083 houses in Sleman Regency.. This study aims to evaluate the settlement reconstruction program after Merapi 2010 eruption in Cangkringan District, Sleman Regency Yogyakarta province by factors abstracted from previous researches. Field survey held with the household questionnaires distributed to communities to evaluate the program by factors abstracted before. This study found out that community empowerment and community oriented, transparency and accountability, coordination of stakeholders are the supporting factors for Merapi 2010 eruption resettlement program. Meanwhile, Social condition of beneficiaries and miss-perception about Community-Based Settlement Reconstruction identified as constraining factors in this program.

Abstract

Tourism is believed to bring significant impact on economic growth in both developed and developing countries.. However, many still question the role of globalization to foster tourism impact on economic growth. This research amied to review current journals on tourism to examine possible impacts of globalization on tourism and economic growth. This study is aimed to review articles from 2007 to 2017 (10 years)  to map the correlation between those three aspects. The finding supports the notion on the positive impact of globalization to tourism contribution to economic growth.  The developing and third world countries need to manage globalization, in term of export, Foreign Direct Investment (FDI) and foreign tourist spending to increase tourism developement and economic growth. Proper tourism expansion policy should not only focus on physical insrastructure such as hotels, roads, and restourants, but also no-physical infrastructucture such as innovation and coordination to enhance benefits gained from globalization. The key to increase tourism effectiveness is innovation, therefore, tourism policy should be equipped with education system that allows local officers and society to adapt with constant change and multiple stakeholders form different nationalities, cultures and education background.

Abstract

This paper aims to study the result of BSC implementation in Public Sector especially MoFA of the Republic of Indonesia and the impacts of BSC to MoFA’s performance indicators. The study used content analysis combined with the descriptive method in processing the data. Secondary data used were MoFA’s performance documents “Laporan Kinerja Tahunan” (LKJ) within 2014-2016. The result implied that BSC implementation has improved the number of MoFA’s Key Performance Indicator (KPI) significantly. It also affect human resources management situation. Moreover, the implementation of BSC has improved performance achievement of the MoFA’s KPI. However, the limitation of this paper is that the data used in this study is only secondary data about MoFA’s performance. The LKJ was submitted in order to fulfil the accountability obligation, and the achievement were mostly claimed by MoFA itself. This study give evidence of BSC implementation in public sector in Indonesia, a developing country. It suggests that public institution need to consider BSC implementation seriously, due to public performance improvement.

Abstract

This study aims to describe and analyze the implementation of the public information disclosure (PID) practices at the local governmental level.  It was carried out in two municipalities in Central Java Province, namely, Magelang and Semarang Cities.  The results of the study found many different outcomes in practicing PID in both cities.  Compared to Semarang City, Magelang City is still lagging in infrastructure, system of technology and readiness of human resources in the area of information disclosure. The study revealed that PID tends to influence the commitment of local government official to be transparent, as the authority holder in providing information.  In the Semarang City case, the local leader and his public officials are seriously handling this policy. The strong willingness of the local leader leads to implement of the regulation, establish proper infrastructure and provide skilled officers.  As the result, local government administration is likely to be more accountable, transparent and thereby achieved higher public trust. The lesson learned is the more willing local leaders implement public information disclosure, the more accountable the local government becomes.

Abstract

The existence of National Strategis Area (NSA) in Bangkalan should not be ignored, but should be considered as a potential material that must be managed to create a progressive development for the people of Bangkalan Regency. Basically, the Bangkalan regency government can not carry out its own development, there must be a cooperation with the other that able to support the development optimization. Inter-regional cooperation for Bangkalan Regency has a very potential role, especially in the process of NSA development so that NSA will be able to become a trigger point in the development process. General question that should find the answer by researchers is "How is the implementation of inter-regional cooperation implemented by the Government of Bangkalan to develop the National Strategis Area?".

Abstract

This study examines the correlation between decentralization and farmers’ welfare uses quantitative design data from 2004-2013 from 32 provinces of Indonesia. The hypothesis is decentralization improves farmers’ welfare. The finding shows that DAU and PPL maintain a correlation with farmers’ welfare, while the history of local elections does not have any correlation. DAU has a positive correlation, while the number of PPL have a negative correlation. These findings suggest that welfare of farmers only have relationship with fiscal decentralization, or it can be said that farmers’ welfare increase through more DAU.

Abstract

The purpose of this paper is to know more about the role of Procurement Service Unit in public procurement process in Indonesia and how government possibly intervene their decision because of their position as part of the government even though they should play a neutral position in the process. The establishment of this Procurement Services Unit actually is intended to be a mediator connecting users (government) with agents (providers/ suppliers). This research applied a qualitative content analysis approach. Data were collected through observation of secondary documents in January 2018. The research was conducted in Regional Office of Environmental Health and Disease Control Surabaya. The results show that the role of Procurement Service Unit needed to be expanded, not only just choosing the bidding winner but also take more control on procurement process. However, this unit already played the neutral position even though they were attached to the institution within their interventions, because of the introduction of e-procurement in Indonesia. But still, it can be argued because it is still need some approval from the actors itself, including the Procurement Service Unit, User, and the providers.

Abstract

Coffee plantation has become a primary source of income for majority of populations in Pagar Alam. There are approximately 8,745 coffee farmers in this city, most of them are smallholders with average 1 ha of land. Since the globalization has influencing all of the aspects in the world, coffee agro-food system in Pagar Alam is not only involved the local farmers and farm workers who produce the coffee, but also the massive industry that processes, packages, and distributes the coffee to consumers. This research tried to describe the potential of coffee-based agro-industry in the role of creating value-added and increase local farmers’ income as well as to analyze some obstacles faced by local farmers in its implementation. This research used quantitative approach by using investment feasibility analysis combined with qualitative approach using interviews. There were 40 respondents involved in this research. The result concludes that coffee-based agro-industry is one of potential livelihoods for the smallholders in Pagar Alam. The investment feasibility analysis showed that processing coffee powder is more profitable than selling unprocessed coffee beans.

Abstract

This study examines the relationship between decentralization and women fertility in Indonesia. Mixed methods combining multilevel analyses of National Survey Data (Susenas) 2002-2014 and a case study of Empat Lawang district were used to examine the relationship and to elaborate why fiscal, administrative and political decentralization do not contribute for reducing women fertility in the country. The findings show that decentralization in Indonesia do not contribute for reducing women fertility. It reveals that lack of district fiscal capacity, lack of competencies of street level bureaucrats, and lack of district mayor political commitment in family planning challenges the promises of decentralization for reducing women fertility. The findings conclude that decentralization in the country may not an effective way for reducing and controlling women fertility. The government may revitalize decentralized family planning and population control programs by addressing those three challenges.

Abstract

Abstract. This study aims to describe the policy implementation of CSR program based on corporate vision and mandate of Oil and Natural Gas Law No. 22 of 2001. It also shows the community acceptance to the CSR programs that have been done. This study used qualitative method with descriptive research type. The unit of analysis taken is the corporate social responsibility program implemented by Saka Indonesia Pangkah Limited (SIPL) on the seven villages in Ujungpangkah and Manyar District, Gresik Regency. The result showed that the policy implementation of CSR through community development program in upstream oil and gas industry did not have standard operating procedure (SOP) yet that can be used as guidance by Production Sharing Contract (PSC) in carrying out social responsibility program in their operational area, even though it has strong legal basis in the form of Oil and Gas Law no. 22 of 2001. SIPL has implemented corporate social responsibility program based on Oil and Gas Law no. 22 of 2001 through various model approaches based on community need assessment referring on the concept of triple bottom line around the operation area. Thus, local community acceptance of the program is relatively acceptable. Finally, the main strategy of the CSR program run by SIPL aims to secure the company's operations. Keywords: Policy Implementation, Corporate Social Responsibility, Community Development.
