Abstract

The terms of the establishment of a country is the people, regions, sovereign governments (constitutive), and recognition from other countries (declarative). Government is the organization that has the power to make and apply the law as well as legislation in certain areas for all of the people who are in the territory of the country. To run the government in the territory of the Republic of Indonesia, then Indonesia adheres to a decentralized system that gives the authority to manage their own regions based on Act No. 23 of 2014 about Local Governance. Implementation of local governance that are the pillars of the Indonesian state has been duly carried out in a transparent manner, which means openness in information is needed. One of the local governments that implement transparency in providing information to the public (community) is Bojonegoro Regency, East Java Province that achievements in the international arena by implementing the Open Government Pilot Project. The program of this movement aims to promote and strengthen the management of the bureaucracy at the district/city that is open, participatory, innovative, and responsive. Forms of transparency that is the main event routine interactive dialogue held on Friday since 2008. In the event, the people freely express their aspirations, criticism, and suggestions. In addition to the pubic Aspiration System Integration (SIAP) has also been implemented since July 2014, and also Bojonegoro Regency have opportunity through information and communication channels via SMS, BBM, Twitter, WhatsApps, radio, social media and other means of communication and information. It aims to secure concrete commitments and governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. Abstract

The implementation of PNPM Mandiri Pariwisata is a program that expected to reduce poverty through tourism by tourist growth philosophy that will affect economic growth and poverty reduction. This study aims to analyze community participation and the improvement of community participation strategy in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency. This study is a descriptive study with a qualitative approach. Where the key informants who serve as resource persons in this study were selected using purposive sampling technique. Based on the analysis of public participation in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency in general can be considered good, base on the Participation in Planning, community involvement has been seen since the beginning of the activities, and then in Participation in Implementation community directly involved to carry out activities that have been adjusted to the priorities and activities of the community, then Participation in Utilization since the beginning, the community involved as subjects of activities so they could felt the benefit of the activities directly, and the last Participation in Evaluation community involvement in terms of evaluating the activities carried out in stages ranging from monitoring, surveillance, until the evaluation. While the strategy of increasing public participation in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency done by Enabling steps through the pattern of community development based on community activities, potential, and uniqueness of the location and community involvement as a subject, then Empowering through the access opening and forge partnerships with key stakeholders, and the last Protecting through participation in festivals and fairs as well as the fulfilment of raw material and supporting equipment. Referring to the results of the discussion, the authors suggest that to maintain public participation in PNPM Mandiri Pariwisata needed figures through tourism community such as tourism awareness group (Pokdarwis), whereas in order to enhance community participation, the pattern of development activities conducted through community-based tourism (CBT) .Keywords: Public Participation, Community Development, PNPM Mandiri Pariwisata

Abstract

AbstractLocal financial performance is one measure to see the ability of local in the running local autonomy, especially in implementing fiscal decentralization. Seeing this, the authors are interested in doing research with the title "ANALYSIS OF FINANCIAL PERFORMANCE OF FISCAL YEAR 2011 - 2015 SUMEDANG REGENCY WEST JAVA" to measure how much of Sumedang implement fiscal decentralization by looking at the financial performance.The research combines qualitative research to strengthen the quantitative calculation results with sequential explonatory research model (mixed method). Quantitative data analysis carried out by calculating of the local financial performance with the regression analysis to measure the relative influence the independent variable of the financial performance. While the analysis of qualitative data through interviews to the relevant parties to strengthen the results of quantitative measurements.Result showed that the financial performance of Sumedang seen from the calculation shows the ratio of Degree of Fiscal Decentralization less criteria, with an average calculation of 12% over the five-year budget. Regional Financial Independence Ratio shows a instructive relationship. Growth ratio showed an fluctuated. Effectiveness and efficiency ratios showed criteria PAD is very effective and very efficient. Liquidity ratio to the current ratio is 2.87 while the current ratio shows 2.59. And Asset Turnover ratio shows the number of 10%. Based on these research also known factors that significantly influence the financial performance of Sumedang are PAD and Asset whereas Transferhave negatifely significant influence to financial performance with the contribution of the effect of 100%. The Goverment of Sumedang have some efforts done to increase financial performance through socialiszation, Land Value Zona program, repeated data collection, and intensification or extensification of local tax. Keywords: Local Financial Performance, PAD, Transfer.

Abstract

The phenomenon of corruption now enters a nearly immeasurable area. Horizontally corruption spreads in almost all branches of power, both legislative, executive and judiciary. On a vertical line of corruption perched in every government hirakhi, from the center of power to the lowest level. In the case of Indonesia, since reformation has peaked (1998), corruption is like getting a decent place to breed. In the new order period until its downfall, executive dominance made corrupt behavior as stored neatly in documents only known by the regime in power. In curative action, there is no effective way to control corruption loopholes in the local government environment, except to impose strict sanctions, both administrative and legal for companies / entrepreneurs, government officials and communities who commit fraud in the use of APBD, procurement of goods and services, Business licensing and election services. Those who are administratively and legally proven should be immediately reduced, eliminated, substituted, disqualified and executed to produce deterrent effects for the community. Such action can be carried out directly for matters concerning the use of facilities and the budget of the agencies for the interests of the election, the implementation of the standard budget of the regional head election, close the space for the incumbent who want to re-nominate head of region if proven to conduct corruption.Keywords: Corruption, Local Government, Reform, Regional Autonomy

Abstract

This study will analyze the changes of imagery on Twitter account @ridwankamil between the time of Pilwakot Bandung Campaign 2013 and pre-campaign West Java pre-campaign 2018, using discourse analysis of Teun Adrianus Van Dijk. This study aims to find the changes of image displaying by Ridwan Kamil on his Twitter with perspective of The strongmanship by Charles Manz and Henry Sims. The research method used is Discourse Analysis Model Van Dijk with qualitative paradigm - constructivism. Van Dijk Discourse Model mandated three steps of data collection and analysis on tweets that appear in the account @ridwankamil. First, the analysis found a textual construction by Ridwan Kamil to persuade tweet readers Discourse of social cognition showed Ridwan Kamil saw himself as a The Strongman who positioned to provide a solution to the problem of Bandung. Discourse of the social context shows Ridwan Kamil foundation of communication in the world of Twitter is to use an emotional approach to persuade and directed image of Ridwan Kamil. The researchers concluded the significance changes within most of the Tweets uploaded by this account campaign period is to use the image of Ridwan Kamil, at the Pilwakot campaign, Ridwan Kamil uses a Visionary Hero, but at the West Java pre-campaign, Ridwan Kamil uses the Strongmanship, to bring new way of relationship, using a trust and social responsibility to deflect a negative issue, such as religion and racism issue These results prove that Ridwan Kamil is a leader who can change his image, in social media effectively with an emotional approach to get the impression of the character more of a functional leader than structurally. Abstract

Pengembangan suatu kawasan wisata khususnya wisata alam seringkali disebut ekowisata (ecotourism),walaupun belum tentu dikembangkan dengan melaksanakan prisip-prinsip ecotourism. Tullisan ini merupakan hasil penelitian yang mencoba mendeskripsikan dan mengeksplorasi penerapan prinsip-prinsip ecotourism pada kawasan wisata pada tingkat komunitan. Hasil penelitian diharapkan dapat memberikan masukan dalam pengembangan prinsip-prinsip pengembangan kawasan wisata dengan konsep ecotourism dan pemecahan berbagai persoalan/hambatan dalam pelaksanaannya. Metode penelitian kualitatif deksriptif eksploratif, dengan lokus kawasan wisata Pangandaran yang memiliki keragaman daya tarik wisata alamnya. Metode pengumpulan datanya menggunakan teknik wawancara dengan sampling informan secara purpossive, teknik observasi, dan dokumentasi pada berbagai data sekunder terkait. Hasil penelitian menggambarkan bahwa dari 9 (sembilan) prinsip ecotourism secara umum penerapannya pada level komunitas di kawasan wisata Pangandaran, telah dilakukan tetapi tidak semuanya dilakukan dengan baik (kategori cuku[/sedang) dengan kecenderungan kearah lebih baik. Prinsip ke-6 menurut TIES (2015) yang mengkaitkan dengan adanya peningkatan sensitivitas bagi politik negara, tidak banyak terwujud atau terlalu jauh hubungannya dengan kegiatan ecotourism pada level komunitas, sedangkan prinsip partisipasi sudah banyak dilakukan di lokasi penelitian tetapi tidak masuk dalam prinsip ecotourism menurut TIES (2015). Dari penelitian ini disarankan: 1) peningkatan alokasi bantuan dana ecotourism pada komunitas; 2) perlu keseimbangan manfaat kepada wisatawan dan komunitas/masyarakat lokal; 3) pembatasan prinsip ke-6 TIES (2015) sampai pada peningkatan sensitivitas pada lingkungan fisik dan sosial; dan 4) memasukkan partisipasi sebagai prinsip ecotourism secara universal yang dapat diadopsi oleh TIES maupun masyarakat dunia dalam pengembangan ecotourism.

Abstract

The conversion of agricultural land  in Sumedang of  the  year  2005-2014 reached 317 hectares. The land generally converted  into housing, office buildings and public facilities. This study aims to conduct a comprenhensive  evaluation of the factors affecting changes in  land use, analyze the impact of the changes and develop management strategies. This research was conducted with a qualitative approach located in Sumedang District, West Java Province. Sampling was done by multistage random sampling. The first step is selection of the sample subdistricts purposively with consideration of subdistricts that convert of land use at most, they are: Sumedang Selatan, Jatinangor and Jatigede. The second step sample selection by simple random  to residents who do changes their agricultural land use. The data obtained from questionnaires, interviews,observations, study of documents and mass media. Working method is based on a modification of the stages of strategic planning for the company. Formulation of the strategy carried out through three phases: phase determination of the key internal and external factors, phase matching using the SWOT matrix, as well as the decision phase using QSPM matrix. The resulting strategy is implemented in a more technical work steps. The results showed the factors that affect farmers convert agricultural land is decreasing productivity of  the land, accretion of family members, the right of inheritance of land, high land prices, construction of public facilities and government policy. The most dominant factor affecting is different in each district. The impact of changes in land use in general is the opening of new agricultural land by cutting down forests, decline in rice productivity and the emergence of new unemployment and alteration or  loss of livelihood. From the SWOT analysis matrix, obtained three possible strategic options. First, a policy review of spatial and territories; second, to encourage farmers to maintain agricultural land by providing agricultural inputs and extension the use of organic materials to restore soil fertility and the third private land use change should be governed by strict licensing mechanism.

Abstract

Transformation is a transtition process from a certain period to the next phase, which happens due to the presence of innovation or alteration, wheter in structural or prosedural aspects, planned or unplanned. “ Basically, transformation is a continous process. It includes reframing, resructuring, revitalization and renewal. Bandung regency had held regional general elections (Pilkada) in 2015, and already transformed its goverment management, Eventough the Regent himself, as incumbent usually faces difficulties to implement transformation inside his burreucracy system. By using qualitative and descriptive method, the researcers had interviewed the Regent of Bandung, Chief of Bappeda (Regional Development Planning Agency), Chief of Department of Education and Non Govermental Organizations in Education sector. The result of this research described that in reframing aspects, the education system have been altering from the current progress, not only depended on Startegic Planning , but also acomodated new ideas to encourage the success of educational programs. Meanwhile, for recruiting aspects, the goverments found difficulties since the regulations  from the National Goverment was not suitable within the needs in Bandung Regency. The revitalization aspects cannot be implemented yet, eventhough the Chief of Educations has already figure up the problem, such as the importance in buid Vocational School in Agriculture and Animal Husbandry. For renewal aspects, the goverment established “Edu Share” to socialize , facilitate and distribute scholarsips , and Doctorates Forum in Bandung Regency. Eventough the institutions is build outside the autority of Department of Education. The researchers concluded that , the shape of transformation in goverment management, especially in educational aspect has been dominated by the rules, whom did not able to adapt into the surrounding area, especially in Bandung Regency. Based on this condition, it is highly recommended, for the Chief of Education to be able to create activites which is consistent with the current rules, but also be able to satisfy the needs of society.Keywords: Reframing, Restructuring, Revitalizations, Renewal

Abstract

Unpad needs a new payment system as the demand in improving the performance and legality of compensation payment based on the level of responsibility and the needed demand of professionalism. By proposing the principle of pay for performance, since 2015 Unpad has conducted pay reform known as remuneration. Meanwhile, the purpose of remuneration system at Unpad is to obtain human resources with the appropriate qualification so that it makes sure that they work professionally, retains good and high achieving employees, motivates employees to work productively, gives rewards to employees based on their performance and work achievements, and controls the employee cost. This paper would explain how pay reform affects the performance of Unpad, particularly in achieving tridharma perguruan tinggi (the three obligations of universities). The research method applied was the qualitative with collection data techniques of participatory observation, interviews, and literatur review. The research result showed that the implementation of pay reform which has been conducted by Unpad since 2015 has a significant impact on the improvement of organizational performance, especially tridharma perguruan tinggi (the three obligations of universities). It is because besides the principle of pay for performance, the implementation of remuneration also refers to the principle of pay for position and pay for people.

Abstract

Pangandaran as a new autonomous region has a great potential in tourism, Pantai Pangandaran, Cagar Alam Pananjung, Pantai Batu Hiu, Pantai Batu Karas, Pantai Madasari, Green Canyon, Citumang. Therefore, this vision is: "Pangandaran in 2025 became a worldwide tourism district, a place to stay safe and comfortable based on religious norms".In Pantai Pananjung tourism, there are many things remaining to be managed. They are road infrastructure and other facilities such as garbage management, street vendors and parking arrangement.To realize this vision, it is necessary to create a model that is most appropriate to develop tourism through the development of green tourism. Therefore, the authors conduct research on "Simulation Model Dynamic Systems Development of Sustainable Tourism to boost economic growth in Pangandaran".The purpose of this study is to determine the model of dynamic systems development of Pantai Pangandaran tourism need to be implemented by the local government. The research was conducted by applying dynamic system simulations to determine the conditions and characteristics of the place within the next 10 years oriented to social, economic and environmental. This study is a combination of exploratory and causal research.The result shows that the development of tourism of Pantai Pangandaran is influenced by socio- economic conditions and the environment and the ability of financial resources. They have implications for economic growth. Socio-economic factors such as national and local Budget investment and the 3rd parties to conduct the development of sustainable tourism. It means that the cooperation must be conducted among the Government, the Local Government and the third party to allow eligibility financially to carry out sustainable development. However, sustainable tourism development is inseparable from the preservation of the environment. Therefore, the construction is obliged to implement the environmental analysis that is capable in overcoming garbage as the impact of increasing population and a number of visitors. Therefore, the pollution of air, soil and water can be prevented. Furthermore, an increase in investment, the productivity of agriculture, industry and service sectors increased will increase people's income and foreign exchange area and the GDP as well as the ability of curbing inflation and ultimately to increase regional economic growth.Keyword : Dynamic system, tourism, green environmental, economic growth
