Abstract

The basic values of philosophy in an area that is almost forgotten, at the present time seems to be still relevant to be used to support the task, especially in governance, which is conducted by Government Leaders. Nowadays, The Government Leaders often get the attention from their own public regarding their government implementation.  Apparently this issue needs an innovation and new strategy in implementing government programs, given the present political demands have been increasingly bold and very aggressive in appreciating the policy pursued by the government. Meanwhile, the Government leaders are still monotonous in implementing their policy.In implementing that public demand, the government leaders need to understand the culture and tradition as local wisdom or local genius applies in their territory so that it is easy to integrate the policies made and desired by the government can be combined with local customs, culture and traditions, so in running the government and implementing government in the specific region can be implemented in accordance with the wishes and will of the local community.Bali is very famous with its local culture, which is based on the traditional philosophical values they embrace. Government leaders in managing the government should always collaborate between government programs with their customs, traditions and local culture, which in their daily terms are called empowering local wisdom based on the philosophy of "Tri Hita Karana" in providing public services for the realization of prosperity for their people.  A leader's job as contained in the Epic Ramayana, "Papa Ikang Kesayan Nahan Prayojana" which means; the tasks of a leader are realizing prosperity, peace and tranquility for his people.Keywords: Government Leaders; Community Prosperity; Local wisdom

Abstract

This study aims to examine the effect of budgetary participation on budgetery slack with job relevant information, oppurtunistic behavior, and environmental uncertainty as moderating variables. This research is an explanatory research, which is a study that explains the relationship between variables through hypothesis testing. The data analyzed in this study were primary data collected through questionnaires containing a list of structured questions aimed at respondents who were selected purposively namely echelon IV and III officials in the tourism department, education offices, inspectorates, regional development planning agencies, cooperative and SMEs, numbering 70 people. The analysis technique used is the analysis of partial least square (PLS) based on variance. The results of this study are as follows: 1). Budgeting participation has a positive and significant effect on budgetary slack. 2). Job relevant information is not proven to moderate the influence of budgetary participation on budgetary slack. 3). Job relevant information has a positive and significant effect on budgetary slack. 4). Opportunistic behavior is not proven to moderate the effect of budgetary participation on budgetary slack and also has no significant effect on budgetary slack. 5). Environmental uncertainty is proven to moderate the influence of budgeting participation on budgetary slack and is pure moderation.

Abstract

The objective of the research is to know and analyze the Implementation of Free Trade Zone Policy (Free Port of Free Port) in Bintan Regency of Kepulauan Riau Province. The research method used is descriptive research method, with qualitative approach. Data obtained through data collection techniques: interviews and documentation. The results showed that the Implementation of Free Trade Zone (FTZ) Policy In Bintan Regency, Kepulauan Riau Province has not been good. : Standard and FTZ standard clarity in FTZ Special Cigarette Distribution is very clear and has also been supported and integrated with various other programs. Resources in the implementation of FTZ policy in FTZ Special Cigarette Distribution are still inadequate, both financial resources and human resources. Relationship between Ftz policy implementing organizations in FTZ Special Cigarette Circulation is still weak Tactics involved incidental and unscheduled. The characteristics of implementing organizations are quite supportive for the implementation of Ftz policy in FTZ Special Cigarette Distribution. The current social and political conditions are sufficient to support economic conditions not fully supporting the implementation of FTZ policy in FTZ Special Cigarette Distribution. The Implementator is sufficiently aware of the policy implementation policy in FTZ in the FTZ Special Cigarette Distribution. Bintan Registration Agency and Customs and Excise Agency have prioritized customer satisfaction.Keywords: Implementation, Policy, and Free Trade Zone

Abstract

This study aims to examine the effect of PAD, Balancing Funds in this case Revenue Sharing Fund  (DBH), GeneralAllocation Grant  (DAU), Special Allocation Fund (DAK), and Budget Financing Surplus (SILPA) on Capital Expenditures and the impact on the Economic Growth of the Regional Government of Kupang City, East Nusa Tenggara Province.This research used mixed methods, with sequential explanatory models, where data collection and quantitative analysis were carried out in the first stage by using secondary data. Population in this research are Statement of Budget Realization and Gross Domestic Regional Product Report by Kupang City Government with 13 years samples from 2005 to 2017. Then followed by collection and analysis of qualitative data in the second stage through interviews, in order to strengthen the results of quantitative research conducted in the first phase. To test and prove the research hypothesis, the analytical method used to test the effect of PAD, DBH, DAU, DAK, and SILPA on Capital Expenditure is Multiple Linear Regression and to examine the Impact of Capital Expenditures on Economic Growth, Simple Linear Regression is used.Based on the results of data analysis it can be concluded that through t test, partially PAD variable gives significant influence towards capital expenditure, it is showed by significant influence in amount of0.001 < 0,05 probability value. DAU gives significant influence towards capital expenditure, it is showed by significant influence in amount of 0.021 < 0.05 probability value. While DBH has no significant effect on Capital Expenditures with  significant value of 0.381 > 0.05 probability value. DAK has no significant effect on Capital Expenditures with significant value of 0.219 > 0.05 probability value. SILPA has no significant effect on Capital Expenditures with  sig value of 0.305> 0.05 probability value. While through the F Test  PAD, DBH, DAU, DAK, and SILPA simultaneously gives significant influence towards capital expenditure with a value of sig 0,000 <0,05 probability value. Abstract

The Constitution Number 44 of 1999 concerning the Implementation of the Privileges of the Special Region of Aceh Province which defines Islamic Sharia as a demand for Islamic teachings in all aspects of life and Law Number 18 of 2001 concerning Special Autonomy in Aceh. Which is the basis for the implementation of the decisions of the Regional Government in general, in particular those that apply in Aceh are called Qanun. Qanun Number 6 of 2014 concerning Jinayat Law in its implementation is still not in accordance with the rules and has not answered the objectives of the policy. The purpose of this research is to find out and analyze the factors that influence the enforcement of Islamic law especially in the implementation of Qanun No. 6 of 2014 concerning Jinayat Law.Also to find out the strategies that can be done by the Central Aceh District Government so that the implementation of the Qanun is going well.The method used in this study is a qualitative method with a case study approach. This method is carried out through observation to obtain information about a problem,then to get an overview of an object of research. Data collection techniques in this study are observation, interviews and documentation. In this study, the authors used policy implementation theories from Van Meter and Van Horn (1975) and Bryson's strategy theory (1999).The results of the study show that the implementation of Islamic Sharia policy, especially in the application of Jinayat Law is not optimal yet.the problems faced were limited PPNS personnel to Satpol PP and WH, lack of supporting facilities and infrastructure, lack of budget allocation, lack of intense socialization to the public, and what needed to be done was to equip supporting facilities and operational activities and to disseminate them to public places, schools and so on.

Abstract

Tulisan ini ingin menguraikan tentang sinergi TNI AD (Kodim 0907/Tarakan) dengan Polri (Polresta Tarakan) dan Pemerintah (Pemda Kota Tarakan) dalam penanganan konflik sosial di tengah masyarakat, yang meliputi aspek pencegahan konflik, penghentian konflik, dan pemulihan konflik. Wilayah Kota Tarakan yang multi etnis dan multi budaya sangat rawan terjadinya konflik sosial sehingga tidak dapat ditangani hanya oleh Kodim 0907/Tarakan semata, melainkan melibatkan pihak terkait lainnya, seperti Polresta Tarakan dan Pemda Kota Tarakan. Komunikasi, koordinasi, dan kolaborasi antara ketiga pilar ini diharapkan akan mampu menangani konflik sosial di tengah masyarakat.This paper would like to describe the synergy of Indonesia Army (Kodim 0907 / Tarakan) with Police (Police of Tarakan) and Government (Local Government of Tarakan City) in handling social conflict in the community, covering conflict prevention, conflict stopping and conflict recovery. The multi-ethnic and multicultural area of Tarakan City is very vulnerable to social conflicts that can not be handled only by Kodim 0907 / Tarakan alone, but involving other related parties, such as the Tarakan Police and the Tarakan City Government. Communication, coordination, and collaboration between these three pillars are expected to be able to deal with social conflict in the community.

Abstract

The process of transferring the employment status of employees from Regency / City to Province as a follow-up of Law Number 23 of 2014 concerning Regional Government, and Circular of the Minister of Home Affairs Number: 120/253 / SJ dated January 16, 2015 concerning Organizing Government Affairs After being determined Law Number 23 of 2014, Circular of the Minister of Home Affairs Number: 120/5935 / SJ dated October 16, 2015 concerning Acceleration of Transfer of Affairs Based on Law Number 23 of 2014. Regional Personnel Board of West Papua Province as executor of governmental affairs in West Papua Province has the responsibility to carry out the transfer of employee employment status. This study aims to determine and analyze the performance of the West Papua Province Personnel Agency in accelerating the transfer of Regency / City employment status to the Province, knowing and analyzing the supporting and inhibiting factors of performance and analyzing the efforts in improving performance. This study aims to determine and analyze the performance of the West Papua Province Personnel Agency in accelerating the transfer of Regency / City employment status to the Province, knowing and analyzing the supporting and inhibiting factors of performance and analyzing the efforts in improving performance. The method used in this study is a qualitative method, data collection techniques used are interviews, observation and documentation.The theory used in this study is the performance theory put forward by Wibowo namely Productivity, Quality, Timeliness, Cycle Time, Utilization of Resources, and Costs, and the theory of inhibiting and supporting factors as well as Efforts proposed by Stephen P. Robbins. The method used in this study is a qualitative method, data collection techniques used are interviews, observation and documentation.The results showed that the performance of the Regional Personnel Board of West Papua Province was good enough, but there were still some obstacles such as the utilization of human resources that were still low, the use of personnel service system (SAPK) which was still low, lack of socialization about the employment status, and limitations budget. Therefore, in the study the authors conveyed several efforts to improve the performance of the Agency, such as budgeting the status transfer activities again, utilizing available technology, increasing the capacity of human resources.

Abstract

One manifestation of the implementation of fiscal decentralization is determination sources of revenue for regions that can be extracted and used itself according to their potential. Authority of the local governement realized by collecting taxes and levies regulated in the Law Number 28 of 2009 concerning Regional Taxes and Regional Levies. Authority to collect tax on the Tax Object Regions are divided into two, namely Provincial and Regency / City Taxes. Based on Article 2 paragraph (1) and (2) Law Number 28 of 2009 concerning Regional Taxes and Regional Retribution. The Indonesian tax administrators on behalf of the local government therefore need to establish innovative services which support the taxpayer in submitting the information needed by the tax officers. This needs to do more than just reduce the asymmetric information between taxpayers and tax officers. There needs to be a strong information management infrastructure in order to deal with huge, clerical, routine, and transactional tax information.Innovation on tax collecting must be in accordance with some principles in tax and tax collecting. Indonesia government through local government has been making some innovation to maximize the tax collecting so that able to increase the regional original revenue (PAD).

Abstract

Villages that have a very strategic role and position in national development and resilience because most of the Indonesian people are in the countryside. Realizing a strong village will directly affect the realization of regional autonomy because the village government is the leading unit in the service to the community and becomes strategic for the success of governance. With the issuance of Law No. 6 of 2014 concerning Village, opening up space for changes in status and institutions, changes in the status of village-kelurahan or vice versa, villages which have implications for the institutional dynamics of government in the villageChanges in the implementation of village governance are manifested in changes in the institutions of the village government - villages that have different service behaviors. Meanwhile, the phenomenon of changes in village governance still leaves the dynamics of the current village government institutions, whether the village government is a community comunity organization that carries out government functions or basic government is an autonomous region as part of the system and structure of governance in Indonesia.   It is different with the position of the Kalurahan as a more stable area of urban society, because the village is an institution of regional government as part of the District Device Organization (Government Regulation No. 18 of 2016 concerning regional apparatus article 52), which is authorized to carry out government activities, empowerment community and provide community services in order to assist or carry out some of the tasks of the camat
