Abstract

This study aims to determine the implementation of the Regulation of the Downstream Oil and Gas Regulatory Agency Number 06 of 2015 concerning Distribution of Specific Types of Oil Fuels and Types of Fuels Specifically for Assignments to Areas without Distributors in Katingan District. The type of research used is qualitative research methods with descriptive analysis techniques. Data collection techniques used were observation, interviews, and documentation. The informants taken in this study were carried out using the snowball sampling technique. Based on the results of the research based on the results of research on the implementation of the Regulation of the Downstream Oil and Gas Regulatory Agency Number 06 of 2015 it can be concluded that the regulation cannot be implemented. This is indicated by the absence of the establishment of sub-distributors and the appointment of sub-distributors. Suggestions that researchers can give to the local government of Katingan Regency should consider the needs of regions with limited distribution so that researchers feel the need to establish sub-distributors that can empower community groups through cooperatives and Village-Owned Enterprises.

Abstract

So far there are still many community perspectives that to administer land certificates requires expensive, long time, complicated and convoluted procedures and the completion of land certificates that are not on time is still not by SOPs, so the results are not optimal. The purpose of this study was to determine the quality of land certificate services provided by the National Land Agency (BPN) to the community. This study uses a type of qualitative research. Based on the results of the study, it can be explained that the Land Office / National Land Agency of the City of Palangka Raya in providing services is sufficient to provide excellent quality services because it is seen from the whole as good even though there are still people who are not satisfied with the services of officers. To find out the service quality of the issuance of the land certificate, the writer uses five dimensions, namely: tangible, reliability, responsiveness, assurance and empathy. It is recommended and expected that Palangka Raya City Land / National Land Agency will further improve the quality of land certificate services and prioritize attention to improving service quality on the timeliness of services where officers are expected to be more timely in starting service activities. As well as the timeliness of completion of land certificate services by existing SOPs.

Abstract

This study aims to examine and explain how the orderly implementation of land administration in the District of Jekan Raya, Palangka Raya City. The research method used is descriptive qualitative because the problems brought by researchers are still unclear in nature and are holistic (overall) sources of data in this study consisting of primary data and secondary data, which is the primary data is the Head of Government Section Land Registration, Officer land services, and communities that conduct land services in Jekan Raya Subdistrict, Palangka Raya City. Data collection techniques in this study are observation, interview, and documentation. Based on the results of the survey that the administrative service in the land is known to be still not optimal because service personnel are still often not on time in providing services, even lack of reliability of officers in delivering services, yet lack of facilities to support services, staff responsiveness in the service process is still limited in the service process in the service process there are still officers providing services with bitchy faces.

Abstract

The efforts to develop tourism require involvement and readiness by all stakeholders to integrate the tourism management framework. Stakeholders in tourism development consist of three groups, namely the community, the private sector, and the government. Local people have tourism resources, so they need to be encouraged to use them optimally. However, the community does not yet have sufficient capacity to develop and manage these resources to be absorbed by the market, besides the market demand for quality and diversification of tourism products is very high. It is this demand that must be responded by tourism actors, especially industry, by making innovations and marketing alternative products. The Bangkirai Kereng area shows how nature and humans need each other and symbiosis with each other, give and receive each other, which is mediated by water (rivers and lakes) as the adhesive element. Water is the primary domain that affects everything around it. Another uniqueness of this lake or river in Kereng Bangkirai is black water because the bottom of the lake is black peat soil, which affects the color of the water. This phenomenon is only two in the world, namely on the Amazon plains in South America and on the island of Borneo, Indonesia. Then it would be better if this potential was explored again in a presentation that was of knowledge and knowledge. For example by creating a lake museum that shows the various types of black water lakes in the world, and gives more in-depth knowledge to the younger generation who come to the Bangkirai Kereng Area. The Sebangau National Park area is a tropical rainforest that is still left on the island of Borneo.

Abstract

The existence of a Performance Audit can increase public accountability and provide opportunities for Audit Institutions (in Indonesia: the Supreme Audit Agency) to make a real contribution to improving efficiency and effectiveness in the implementation of public administration. This guide aims to create things that can benefit Audit Institutions that carry out Performance Audit as well as important issues that need to be considered in implementing and establishing a joint implementation of a Performance Audit at an Audit Agency. This concept is primarily aimed at Senior Managers and Employees in Audit Institutions, so that they understand the requirements and challenges faced. Directing the strategies needed and the impacts that arise due to the implementation or functioning of a Performance Audit that is carried out on an ongoing basis. Audit institutions carry out different forms and authorities. The size and organizational culture also vary. Therefore it is not possible to produce detailed guidelines that apply to all Audit Institutions; then this document focuses on the challenges of the strategy relating to the resources needed and the process of implementing Performance Audit. Also highlighted are the main features of Performance Audit and their benefits for Audit Institutions, public administration processes and society as a whole.

Abstract

This study aims to: (1) Analyze consumers' assessment of traditional markets on the policy to revitalize traditional markets in the city of Banjarmasin, (2) Determine the assessment of the management and traders of traditional markets afterthe revitalization policies are conducted by the Government of Banjarmasin, (3) Identify the internal and external factors affecting the traditional markets in an effort to improve the competitiveness of traditional markets in the city of Banjarmasin, (4) To formulate the strategy options for improving the competitiveness of traditional markets in the city of Banjarmasin, (5) To formulate strategic priorities in an effort to improve the competitiveness of traditional markets in Banjarmasin.The results show that: (1) the performance of traditional markets in the city of Banjarmasin because the revitalization policy is not optimal; this is proven by the consumers' assessment of the marketing mix variables (marketing mix) 7P which is still low on some attributes, such as product quality factors, promotional products market traditional, traditional market traders and service, (2) the traditional-market revitalization in Banjarmasin is not optimum because it is still limited to procedural and has not touchedthe substantive aspects concerning the increased competitiveness of traditional markets, (3) the priority strategy to enhance the competitiveness of traditional markets are (a) optimizing the arrangement of traders with neat and orderly zoning systems (clusters); (b) optimizing the publication and promotional traditional-market activities post revitalization policies; (c) establishing cooperation with universities through R & D (Research and Development) of traditional markets.It is suggested that revitalization of traditional markets in the city of Banjarmasin must be comprehensive, focusing on the aspects of business management of professionalmarketing and empowerment of traditional market traders

Abstract

Penelitian ini bertujuan untuk meningkatkan self efficacy pegawai Universitas X melalui pelatihan motivasi keyakinan diri. Alat pengumpulan data yang digunakan dalam penelitian ini adalah skala self efficacy dan intervensi yang digunakan ialah pelatihan motivasi keyakinan diri. Data yang diperoleh dalam penelitian ini dianalisis menggunakan Independent Sample t-test dengan program sistem komputasi Statistical Package for Social Science (SPSS 16.0 for Windows). Hasil analisis menggunakan Independent Sample t-test menunjukkan bahwa nilai t= -2,515 dengan p= 0,015 (p<0,05). Kesimpulan penelitian ini adalah ada pengaruh pelatihan motivasi keyakinan diri terhadap efikasi diri pegawai.

Abstract

Penelitian ini untuk mendeskripsikan, menjelaskan dan menganalisis implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 di lingkungan Pemerintah Kota Palangka Raya dan faktor apa yang mempengaruhi implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 di lingkungan Pemerintah Kota Palangka Raya. Penelitian ini menggunakan metode penelitian deskriptif kualitatif yang dilakukan di lingkungan Peemrintah Kota Palangka Raya. Teknik penentuan informan dilakukan dengan purposive sampling untuk menentukan key informan . Key informan tersebut antara lain Tim Mapek yang terdiri dari Wakil Walikota, Inspektur, Asisten Pemerintahan, Asisten Perekonomian dan Pembangunan, Asisten Administrasi Umum, Kepala BKPP Kota Palangka Raya, Sekretaris BKPP Kota Palangka Raya, Kepala Bidang Perencanaan, Pembinaan dan Pengambangan ASN, Kasubbid Pembinaan dan disiplin ASN Berdasarkan hasil penelitian, diketahui Pelaksanaan Peraturan Pemerintah Nomor 53 Tahun 2010 di Lingkungan Pemerintah Kota Palangka Raya sudah dilaksanakan dengan melihat dari sisi komunikasi, sumber daya, disposisi dan struktur birokrasi. Komunikasi yang dilakukan oleh Pemerintah kota palangka raya melalui Badan Kepegawaian Pendidikan dan Pelatihan Kota Palangka Raya dengan sosialisasi terhadap seluruh Badan/Dinas/Kantor/Unit yang diwakili oleh sekretaris dan kepala sub bagian umum dan kepegawain dan pembinaan mental melalui jiwa korsa.

Abstract

Penelitian ini untuk mendeskripsikan, menjelaskan dan menganalisis implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 di lingkungan Pemerintah Kota Palangka Raya dan faktor apa yang mempengaruhi implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 di lingkungan Pemerintah Kota Palangka Raya.Sebuah iklim komunikasi dan organisasi merupakan hal yang perlu menjadi perhatian seorang pimpinanan organisasi karena faktor tersebut banyak sedikitnya ikut mempengaruhi tingkah laku karyawan. Komunikasi dalam konteks apapun adalah bentuk dasar adaptasi terhadap lingkungan. Untuk dapat menciptakan iklim komunikasi dan organisasi yang baik perlu memahami kedua hal tersebut serta keadaan karyawan khususnya di lingkungan kerja kantor Radio Republik Indonesia Palangka Raya sebagai Lembaga Penyiaran Publik.Metode pendekatan yang digunakan dalam penelitian ini adalah pendekatan deskriftif kuantitatif dengan analisis persentase rata-rata untuk melihat gambaran iklim komunikasi di RRI Palangka Raya Sebagai Lembaga Penyiaran. Secara konseptual iklim komunikasi RRI Palangka Raya mempunyai ciri khas sebagai lembaga penyiaran publik terutama gambaran sikap karyawannya.Adapun hasil analisis dan pembahasan tesis ini adalah Iklim komunikasi di RRI Palangka Raya dapat digambarkan sebagai suatu suasana yang bermakna bagi para karyawan dalam menjalankan tugasnya sebagai karyawan RRI setelah ada perubahan posisi sebagai lembaga penyiaran public (LPP). Ini menunjukkan bahwa setelah perubahan sebagai LPP, karyawan RRI Palangka Raya juga merasakan perubahan, tidak hanya melayani publik secara eksternal tapi juga secara internal antar karyawan. Sebagai karyawan RRI, mereka memiliki keterikatan sesuai dimensi iklim komunikasi organisasi untuk saling mendukung dalam pencapaian tujuan pelayanan public, keterlibatan dalam berbagai peran dan tugas RRI dalam menjalankan fungsi social media massa, di samping factor saling percaya, diiringi keyakinan dan kredibilitas hubungan serta keterbukaan dalam organisasi, yang memberi makna pada iklim komunikadi di RRI Palangka Raya.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan peran Radio Republik Indonesia (RRI) Palangkaraya dalam media komunikasi politik di Kalimantan Tengah.Metode penelitian ini bersifat pendekatan deskriptif kualitatif, dimana peneliti berupaya menganalisis peran dari RRI Palangkaraya dengan melakukan interpretasi dan disesuaikan dengan data-data yang ada termasuk memadu padankan data primer dan sekunder.Dalam kegiatan politik pada struktur dan bentuk apa pun, tidak akan terlepas dari tingkah laku manusianya sebagai penggerak kegiatan politik. Komunikasi Politik (political comunication) adalah komunikasi yang melibatkan pesan pesan politik dan aktor-aktor politik atau berkaitan dengan kekuasaan, pemerintahan dan kebijakan pemerintah. Dalam praktiknya komunikasi politik sangat kental terhadap berbagai aktifitas baik dalam kehidupan sehari maupun dalam tenggang waktu tertentu seperti pelaksanaan Pemilu Kepala Daerah tahun 2010, Legislatif dan Pemilihan Presiden (Pilpres) Tahun 2009 sehingga RRI Palangkaraya sebagai salah satu Lembaga Penyiaran Publik memiliki peran dalam media komunikasi politik di kalimantan Tengah. Berdasarkan Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran dan peraturan pemerintah, RRI bersifat independen, netral, tidak komersial yang bertujuan memberikan pelayanan kepada publik dalam hal informasi, pendidikan, budaya, hiburan dengan memberikan hak masyarakat untuk mengetahui informasi yang benar dan hak masyarakat untuk mengemukakan pendapat serta mengekspresikan diri melalui program program siarannya. Dengan demikian RRI Palangkaraya dianggap mampu memberikan informasi up to date mencapai pelosok pedesaan termasuk berhubungan dengan informasi-informasi politik
