Abstract

This research is based on implementing the Hope Family Program (HFP) as an alternative policy in reducing poverty in Indonesia, including Seberang Taluk Hilir Village, Central Kuantan District, Kuantan Singingi Regency. This study's problem formulations and objectives are: 1) how is the influence of HFP in overcoming poverty in Seberang Taluk Hilir Village, 2) the extent of the influence of the HFP program in overcoming poverty in Seberang Taluk Hilir Village. The population and samples of this study was 50 households who received direct assistance. This research is using Qualitative method with non-experimental.Data collection was carried out through observation, in-depth interviews and documentation. The data analysis technique uses an interactive model through data reduction, data presentation, and conclusion drawing.The results showed a very big influence with the HFP program for the survival of the beneficiary, a change in consumption patterns and the ability to meet their daily needs. The achievement of the HFP program objectives for household recipients of assistance, especially in terms of education and health are getting better. Strengthened by management and supervision by household facilitators so that beneficiary communities can manage cash assistance properly.There needs to be a government policy to improve service quality, especially the number of HFP facilitators who are still lacking, so that the role of the assistants is still not maximal in serving and supervising the implementation of the HFP program in the village of Seberang Taluk Hilir

Abstract

This study focuses on the policies of the DKI Jakarta Regional Government in handling Covid-19 in the primary health service sector in 2020. The main focus of this research examines the approach that has been taken by the Regional Government in dealing with Covid-19 problems, especially in health service units which are essential services (primary) society needs. Especially DKI Jakarta is the only city in Indonesia with a provincial-level status. This study uses a qualitative method. The form of the DKI Jakarta government's policy efforts in primary health services during the Covid-19 pandemic in 2020 with various tracing efforts by capturing asymptomatic cases in locations at high risk of Covid-19 transmission and treatment (treatment) with measures and solutions to improve; a. Health service capacity; b. Promotive and preventive efforts. Reporting from various references found by researchers, there are two different sides, namely the success and weakness in implementing the policy. The researchers found that promotive and preventive efforts in health service capacity programs were quite reasonable and practical from success. However, on the side of weakness, there are obstacles that the implementation process does not run optimally according to one source. It reflects on the policy perspective. It is expected that DKI Jakarta and other regions to draw valuable lessons for policy administrators.

Abstract

E-Voting is an innovation in the village-level electoral (Pilkades) process carried out simultaneously in Magetan Regency for the first time in 2019. The purpose of this study was to describe the implementation of E-Voting elections using the theory of Merilee S. Grindle and taking the locus in Selotinatah Village, Ngariboyo District, with rationalization as the village with the largest population and the most significant area. This research method uses descriptive qualitative research with primary and secondary sources. The results of this study indicate that the implementation of E-Voting in Selotinah Village has been going well. It can be seen from the process that it is concluded that it is efficient and effective in accommodating the political participation of villagers. However, as a new process, socialization and technology quality constraints are again a problem. This is a classic problem in the implementation of public policies in Indonesia, so improvements are needed, especially in the bureaucracy's capacity and the security of the technology adopted.

Abstract

Bandar Lampung City recorded 9,674 cases. This makes Bandar Lampung City the highest positive case area in Lampung Province. Of course this is a special note for the government to respond to preventive actions. In Bandar Lampung Mayor Regulation (PERWALI) Number 18 of 2020, guidelines for preventing COVID-19 through health protocols, administrative sanctions, and police coercion are imposed. During the pandemic, government institutions, one of which was the Mayor of Bandar Lampung, became the main focus in Lampung Province because the real conditions in the field were still crowded, so prevention and following government policies were not optimal. This research uses a descriptive qualitative method with data collection using a literature study. The results of this study develop education and establish policies to prevent the spread of COVID-19. The policies that Bandar Lampung has taken are 1) establishing COVID-19 as a pandemic or a national epidemic, 2) campaigning for health protocols by implementing 3M (wash hands, wearing masks, and maintaining distance), 3) policies are carried out in stages starting from PSBB, to PPKM level, 4) social assistance and national economic recovery, 5) adaptation to new normal

Abstract

Indonesia is one of the countries with a high level of consumption of digital services. That potential encourages the government to collect Value Added Tax (VAT) on digital services, including foreign companies. However, in practice, issues related to efficiency and supervision were found. This paper aims to analyze the fulfillment of the principles of tax collection in collecting Value Added Tax (VAT) on digital services. The method used is qualitative with data collection through literature study. The analysis results show that the principle of Equity fulfills horizontal Equity because the fees are charged regardless of ability; Revenue Productivity has succeeded in increasing state revenue; Ease of administration, meets the aspects of certainty, convenience, simplicity, and efficiency. However, in terms of efficiency, it is feared that it could increase compliance costs due to the limited knowledge of PMSE tax. Transparency is not optimal because the absence of a physical presence in Indonesia makes it difficult to access data and information so that supervision is carried out; Neutrality is fulfilled because it supports the competitiveness of local business, while in terms of consumption, it is necessary to pay attention to VAT facilities on digital export services due to the potential for distortion of local digital service providers. So it can be said that the practice of collecting Value Added Tax (VAT) fulfills all aspects. However, several issues need more attention, especially efficiency, transparency, and neutrality.

Abstract

The COVID-19 pandemic has forced the government in the Villages of Pacar and Dadirejo, Tirto Sub-district, Pekalongan Regency to use village funds to become BLT Village Funds to help communities affected by the pandemic. The purpose of this study is to evaluate the ongoing BLT Dana Desa policy. This study uses an exploratory qualitative approach, which describes in depth the policy of the Village Fund BLT in the Villages of Pacar and Dadirejo. data collection methods through interviews and documentation. As a result, the Pacar and Dadirejo governments did not succeed in implementing the Village Fund BLT policy properly, this was based on the public policy evaluation indicators from William N Dunn, such as effectiveness, efficiency, adequacy, equity, responsiveness.

Abstract

Entrepreneurship contributes a lot to the economic growth of a regional area. In former conflict areas, entrepreneurship is a mechanism to facilitate prosperity and peace. The involvement of former conflict actors in micro, small and medium enterprises (MSMEs) provided them opportunities to enjoy peace dividends and repair the order of life damaged by prolonged conflict. Even so, failure of MSMEs become a problem because it causes economic stagnation and has the opportunity to create new conflict. Therefore, this paper aims to analyze the importance of research and strengthening policies related to entrepreneurship in former conflict areas. This study was conducted in Aceh Utara District using a qualitative approach. The data collection process carried out observation, interviews, and document studies. The empirical facts were analyzed by the stage of data reduction and data categorization, data display, and conclusion. The results showed that one of the causes of failure in MSMEs developments is weak policies and regulations related to community business empowerment. This fact was raised because the policies presented by the stakeholders were not based on research. Indeed, strengthening policies related to MSMEs can be done by making the results of studies and social mapping the primary basis for policymaking. Thus, the development of the MSMEs model for former conflict actors in Aceh has effects on increasing welfare and maintaining sustainable peace.

Abstract

Electronic Government (E-government) application in various regional apparatus organizations is the government's effort to provide excellent public services to the community. The implementation of e-government through the development of an Education Management Information System is a policy taken by the Malang City Government to solve educational management problems and provide optimal educational services. This research is qualitative research with a case study approach. The research location is in the Department of Education and Culture of Malang City and the Department of Communication and Information Technology of Malang City. The findings of researchers in the field indicate uncertainty in the implementation of e-government through the development of  an education management information system (SIMDIK) in Malang City. The massive commitment of the institution is inversely proportional to the support of the state civil apparatus. It impacts uncertainty in the implementation of e-government through the development of education management information systems in the city of Malang. This inconsistency is motivated by inadequate resources. In the end, the implementation of e-government through the development of education management information systems in Malang City failed. The existence of these failures impacts the non-fulfilment of the dimensions of smart governance, which at the same time hinders the realization of good governance.

Abstract

Street vendors illegally occupy urban space and conduct business there. As a result, street vendors are frequently targets of government policing and disciplinary operations (state). The people's relationship with the state includes aspects of rights and obligations. This study examines the perspectives of street vendors in Medan, North Sumatra Province, Indonesia. When it comes to rights and obligations, street vendors have their own point of view. The research on street vendors in Medan City concluded, using the survey technique and observation, that the state was not present to provide social protection guarantees, in community activities, or efforts to improve their welfare and quality of life.

Abstract

The purpose of this study is to further analyze the effect of labor regulations in Indonesia on the provision of skilled labor and encourage entrepreneurs to provide labor in Indonesia to improve export quality. This research uses mixed methods, with a combination of qualitative and quantitative methods to be able to provide results and descriptions related to the influence of labor regulations on workforce creation. This study underscores three important things. First, the understanding of business actors towards labor regulations is still low, and some do not yet know it. Second, the limited capacity of business actors (funds, time, and experts) to conduct intensive and unique training in obtaining skilled workers. Third, the government's attention to labor regulations is still relatively low. So far, the routine is the determination of the UMK every year. Overall, this study observes that no derivative regulations are applied at the local level in creating skilled workers, which causes employers to seek to provide skilled workers with available resources.
