RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. This study investigates the The relationship between special autonomi and impact of alleviation of poverty. Special autonomy in Aceh was designed to rebuild Aceh Post-Conflict and tsunami that had destroyed Aceh from the development and social political causing increased poor people. Special autonomy expected to be the solution of social problems and poverty in aceh province.To achieve a purpose of this research, used the theory decentralization asymmetrical that helps to see efforts pelaksaan decentralization at the provincial level in accordance with local knowledge to the problem of community social and confinement the level of poverty.This research uses the method the qualitative study by adopting descriptive aimed at to explain deeper on the impact of autonomy special on alleviation of poverty through technique observation, interviews and documentation. the results showed that the relationship between special autonomy and poverty has no significant effect Keyword : Special autonomy, poverty, policy, relationship

This article talks about the emergence of oligarchs in West Aceh district. Oligarch is referred to here are those who dominate limited resources. Furthermore, this paper aims to examine the practice of rent seeking that played by businessmen after the local election process. Based on the study it can be concluded that; First, there is a strong connection between businessmen and candidates; clientelistic both emerging businessman who work on the basis of patronage; and third the practice of rent seeking in the distribution of government projects. The purpose of this research is to know the duties and functions of civil service police unit and wilayatul hisbah in enforcing qanun. Determination of the sample is done by purposive sampling method The research method used qualitative descriptive research. Data collection techniques used three ways: observation, interview, and documentation. The results showed that the tasks of Satuan Pamong Praja Police Unit essentially bind the relationship between members / groups / members of society with the government, basically the three pillars that are related to each other and can not be separated. The three pillars are: First, tranquility is a feeling of the soul of a person (community member) who enjoys his life comfortably free from both physical and spicical disturbances and threats. All activities, creativity, productivity of citizens can be done without fear of fear and worry. Second, peace is an order in a living environment manifested by the existence of human behavior, both personal and as a member of society that adheres to the rules of religious norms, social norms and applicable legislation. Thirdly, the enforcement of regulations (including norms and values) is an important means for the realization of order. Satpol PP and WH Kabupaten Aceh Barat have the task of upholding Qanun and organizing peace and public order and protection of society and enforcement of syariat islam. Kerja sama antar daerah menjadi penting pada saat ini, karena tidak ada daerah yang terisolasi dan mampu memenuhi kebutuhan secara mandiri. Hubungan antar susunan pemerintah khususnya di kawasan metropolitan mempunyai karakteristik yang bersifat dinamis dan berkembang sehingga perlu tata kelola pemerintahan secara tersendiri, terutama dalam pengelolaan Tempat Pemerosesan Akhir Sampah Regional (TPA Regional) di Kawasan perkotaan Banjar Bakula, Provinsi Kalimantan Selatan. Suatu kebijakan pembangunan berupa program atau proyek yang melibatkan berbagai daerah perlu adanya pengaturan kelembagaan yang baik diantara pemerintah yang terlibat sehingga program kerja sama tersebut dapat diwujudkan secara efisien dan efektif, namun dalam implementasinya banyak kendala yang dihadapi terkait dengan hubungan antar susunan pemerintah yang akan menjadi referensi didalam melakukan kerjasama antar daerah.Keywords: Metropolitan Area, Kerja sama antar daerah. Public sector service management model has some characteristics that are different from the private sector. The private sector is based on the choice of the individual in the market. Organizations in the private sector are required to be able to meet the tastes and individual selection decisions to meet each individual customer. Such a state is different from what happened in the public sector. The public sector is not based on individual choice in the market but a collective choice in government. KONSEP ORWELISASI DAN PARKINSONISASI DALAM SISTEM PEMERINTAHAN PUBLIK Yeni Sri Lestari

This article discusses the importance of the role of the right government system within a country. One of the determinants of the good governance system is based on the accuracy in the selection of government bureaucracy system. Therefore, to provide a more detailed understanding, this article will discuss about the bureaucratic system. This review will examine two bureaucratic systems currently dominantly applied by most countries in the world, namely Orwell Bureaucracy (Orwellization) and Parkinson's Bureaucracy (Parkinsonization). This article is divided into four studies, first on the backgrounds of Orwell and Parkinson, the two studies on the concept of Orwellization and Parkinsonization framework, the three analyzing the application of both concepts within a country, and the fourth is criticism given by experts to the concept of Orwellization and Parkinsonization. In this study it is found that the concept of Orwellization and Parkinsonization is still relevant in studying the problems of bureaucratic systems in some countries, the concept of Orwellisasi can create a strong state but weaken the issue of Human Rights (HAM), while the concept of Parkinsonization contributed considerably in the development effort but weaken the system of recruitment of public officials. However, there are some experts who give criticism to the concept of ureaucracy Orwellisasi and Parkinsonisasi this, this is not apart from weakness owned by each bureaucracy concept. This research concerns to existence of Santri in dayah which are had the aim purpose to learning and deepen religious, so then very far away about the political information related then active involvement. Nevertheless, the opportunity to funneling their rights as good citizens for participate in the election uncertainly blocked, especially many of santri are beginner voters. More specifically, aim of this study to know about santri political participation in Pemilukada in Aceh Barat Regency 2017. This research uses qualitative method by involving 20 informants selected by using purposive sampling technique. The results indicated that the santri political participation is passive participatory then they had have never been directly involved in the successing of the campaign, they use only their political right to vote when voting process in TPS at the day. This participation is referred as the conventional participation form and lowest level participation hierarchy above the total apathy bit. Keywords: Participation, Political, Santri, Dayah

This research aims to explain about management and utilization of village funds in the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the community empowerment program in Gampong Gunong Meulinteung Panga Sub-district of Aceh Jaya yet optimal. This is because there are still many obstacles that dhadapi by the apparatus of Gampong in running the program. community empowerment program that has been done by the Gampong Gunong Meulinteung namely (1) Simpan Pinjam Perempuan (SPP), (2) empowerment of the field of the Palm Oil Plantation (3) The Empowerment in the field of Agriculture (4) Sewing Empowerment Sewing (5) Empowerment of farming field. Of the five programs that run only three programs that sustainable development is the empowerment of the field of the Palm Oil Plantation, Empowerment in the field of agriculture and Empowerment of farming FieldKeywords: Community Empowerment, Utilization and Village Funds.

Implementation of Law Number 28 Year 2009 About Local Taxes and Levies and Qanun of Nagan Raya Regency Number 13 Year 2011 About Land Tax Rural and urban sector buildings have regulated the tax system of rural and urban land building taxes that were originally a central tax now become tax region, this is a form of follow-up of regional autonomy and existing fiscal decentralization. The result of the tax management 100% (one hundred percent) goes to the local treasury so that there is no more tax revenue sharing to the central government. One of the supporting aspects of success is through community participation. This study aims to determine how the role of government in every process of making policy, strategy, communication dispute resolution and role as therapy in society. This research uses qualitative descriptive method, based on the data obtained from the results of this study is described with the sentence according to the category to conclude, the data in the form of observation, interview and documentation.The results of this study indicate that the role of local government to increase the participation of the people paying the rural and urban land tax building is done through efforts such as improving the tax and retribution services through the simplification of administrative systems and procedures, raising public awareness through socialization approach, impose a 2% penalty per month for taxpayers who are late in paying taxes on PBB-P2, improving the quality of employees or tax collectors, improving and structuring the procedures of the financial administration system to prevent errors, leaks or deviations from the use of funds thereby through efforts made by the Regional Government Nagan Raya District is running well. This can be proven through data obtained by researchers through the Regional Finance Management Agency of Nagan Raya District, the increase of the number of taxpayers and the UN-P2 revenue from 2014-2016 in Nagan Raya District.Keywords : The role, local government, public participation, tax land sector buildingrural and urban areas

This research try to know and analyze the phenomenon of the white in gambiran on local election and deputy head of the banyuwangi district in 2015. Researchers are most interested in doing this research, with the implementation of the general election there are many people who did not vote (golput) during the election especially the in district gambiran. Given this situation, but this study tries to examine how the golput in kecamatan gambiran and faktor-faktor what sajakah affecting the emergence of golput in district gambiran in pemilhan regional leaders and deputy head of the district banyuwangi in 2015. A theory that used in clarifying these problems were behavioral therapy voters, factors affect voted (golput), and concept of white. But research methodology used was a qualitative methodology descriptive with informants the community inkecamatan gambiran. Background factors such as education socioeconomic, work, and economic conditions gives impact on the community in kecamatan gambiran in no respect voted (golput) during the election. Psychological factors and choice rational also affect them to stay in the election.In this case people still unconvinced against a candidate the head of the region or deputy head candidate regions, because they consider janji-janji on during the campaign not realized when power they have them and policies be given away from a satisfactory. This is what makes people not voted (golput) during the election last Keywords: Evaluation, election, voted.
