Abstract

This paper aims to describe the influence of Confucianism in China’s foreign policy concerned in the human rights issue as a counter of Western universality discourse. Since The Universal Declaration of Human Rights was ratified in 1948, all nations have committed to agree in uniformity and implement it into action in the name of human rights based on the universality. The idea of Western universality always demands individual freedom and equality as a basic of human rights. This is different from the view of Confucianism which does not recognize the rights but only the obligations. Instead of individual rights, security of the community and shared prosperity are more important and must be prioritized rather than individual interests. This research uses Hobbes perspective about power relation and governance and shows that culture, ideology, and beliefs system have an important role in determining states’ foreign policies.

Abstract

The world entered the era of change no later than the second half of the 2000s. It is very difficult to have a common understanding of the conditions that surrounded the disintegration of the former world order as well as of the processes, horizons and results of the transition to a new global order. This article discusses what exactly is in store for Russia and when a growing global disorder caused by the collapse of international institutions created after 2nd World War, the preservation of American domination, or something else. It was the United States that started revising the world order; therefore, Russia’s behavior can be considered revisionist only in relation to Washington’s revisionist strategy imposed on it. The current post-Washington world transition is analyzed here in the context of theoretical studies concerning the previous post-Vienna, post-Paris, post-Versailles and post-Yalta transitions and their historical experience. The article concludes that the current post-Washington transition is irreversible, yet it may take more time than the previous ones and extend beyond 2050. Each country should have to rethink its place and strategy of struggle for survival and development in the new transitional world. Russia is still working to define its national strategy, and the success will depend on a combination of asymmetric resistance aimed at upholding the country’s vital interests in the world, active efforts to build a new world order, and domestic reforms required for that.

Abstract

This study examines the role of G20 to encourage financial inclusion as development agenda in developing countries. Structuralism is the analytical tool of this paper. This perspective is used to interpreted financial inclusion as an agenda that is designed by the discourse of liberalism. The developing countries uses this discourse to shape the international structure. This research applies qualitative methods to examine the relation, between developed countries and developing countries. The result shows that, first the financial inclusion is an agenda used or sponsored by developed countries for maintaining the international structure between core and periphery entities; and second the financial inclusion is a momentum to separate the discourse of liberalism, especially in formal financial institution. Therefore, this research has found that formal financial institution (i.e. microfinance institution) got more opportunities.

Abstract

Abstract One child policy has been implemented in 1979 and the effects both negative and positive clearly to women. One child policy is a simple China’s economic growth grand strategy that was design to reduce population growth, infrastructure problems, labour and resources. This policy obviously effective in controlling almost all family just to have one child. The problem is that one child policy should be noted only just for short term, implemented for giving state to get its economic goals and to socialize the values of small family and not for long term solution. Various critics defense this policy because of its unrespect and harmful for women and also breaking the human rights. This research analyze one child policy and its implications to decline labour ratio which threat economic stability because of aging population. China government needs to be focus on the meaning of growth in wholistic and more understand that economic growth is also include better echievements in social politics and economic policy dimension. These dimensions will not be reached if the government keep going its attention only on liberalization and modal accumulation. Keywords: Population Policy, One Child Policy, Family Planning, Economic Growth. Sejak One Child Policy diimplementasikan pada tahun 1979, terlihat dengan jelas pengaruh positif dan negatifnya terhadap kaum perempuan. Kebijakan satu anak adalah salah satu bagian sederhana dari grand strategi pertumbuhan ekonomi Cina, yang dirancang untuk membatasi pertumbuhan populasi dan mengurangi tekanan infrastruktur, ketenagakerjaan dan sumberdaya. Kebijakan ini efektif dalam membatasi hampir semua keluarga hanya memiliki satu anak. Masalahnya adalah bahwa kebijakan ini harus dipandang sebagai sebuah program jangka pendek, diimplementasikan untuk memberi negara kesempatan mencapai tujuan-tujuan ekonominya dan membantu mensosialisasikan nilai dari keluarga kecil, dan bukan sebagai solusi jangka panjang untuk tekanan ekonomi. Kritik terhadap kebijakan ini sudah banyak bermunculan, kebijakan ini membahayakan kaum perempuan dan implikasinya melanggar hak asasi manusi. Tulisan ini menganalisa posisi kebijakan satu anak dan implementasinya yang banyak mendapatkan pertentanga dan penurunan rasio tenaga kerja yang pensiun yang dapat mengancam stabilititas ekonomi Cina karena persoalan “aging population”. Pemerintah Cina perlu untuk memfokuskan makna pertumbuhan secara holistik dan lebih memahami bahwa pertumbuhan juga mencakup pencapaian yang lebih baik dalam dimensi sosial, politik, dan kebijakan ekonomi. Dimensi-dimensi ini tidak akan dapat dicapai jika pemerintah terus melanjutkan perhatiannya hanya pada liberalisasi dan akumulasi modal. Abstract

Keberhasilan Uni Eropa dalam mewujudkan tingkat kesetaraan gender yang tinggi, kemampuannya dalam menginisiasi kebijakan-kebijakan inovatif yang ramah terhadap perempuan, dan kepeloporannya dalam menyebarluaskan norma kesetaraan gender ke berbagai kawasan, merupakan hal yang menarik untuk diteliti. Keberhasilan ini merupakan sebuah “best practice” yang dapat menginspirasi kawasan-kawasan lainnya. Siapa aktor yang berperan dibalik keberhasilan ini ? Artikel ini akan menjelaskan tentang peran European Women’s Transnational Advocacy Networks (TANs) dalam mengkonstruksi regime kesetaraan gender di Uni Eropa. Metode penelitian yang digunakan adalah metode kualitatif, dengan studi literatur menggunakan data sekunder. Temuan penelitian ini menunjukan bahwa advokasi yang dilakukan secara gencar dan terus menerus oleh European Women’s TANs telah berhasil mengkonstruksi regime gender yang efektif di Eropa sehingga mampu menghasilkan kebijakan-kebijakan yang ramah terhadap perempuan dan mewujudkan tingkat kesetaraan gender yang tinggi.

Abstract

Proses globalisasi saat ini telah menghasilkan budaya global yang tanpa disadari telah diterima di berbagai negara, tidak terkecuali Indonesia. Indonesia sebagai sebuah negara yang memiliki kemajemukan dalam budaya juga tidak terlepas dari ancaman budaya global yang senantiasa dapat menggeser atau bahkan menghilangkan eksistensi budaya nasional yang sudah menjadi kebanggaan bangsa Indonesia. Tujuan dari riset yaitu untuk memahami proses globalisasi budaya populer dapat menggeser eksistensi dari budaya lokal dan memberikan pemikiran untuk mensikapi pergeeseran budaya tersebut menurut perspektif keamanan kultural dengan memfokuskan pada persoalan produk budaya populer yang direpresentasikan melalui permainan modern bagi anak anak, yang kehadirannya menggeser keberadaan dari permainan tradisional sebagai bagian dari budaya bangsa. Dengan menggunakan metode kualitatif dan pendekatan sekuritisasi terhadap budaya nasional (permainan tradisional) artikel ini menunjukan bahwa eksistensi permainan tradisional (kaulinan barudak sunda) sebagai bagian dari budaya nasional tergantikan oleh pemainan modern sebagai produk budaya populer. Artikel ini diharapkan dapat memberikan kesadaran bagi masyarakat dan pemerintah untuk lebih memikirkan tentang pelestarian pemainan tradisional agar tidak mengalami kepunahan.

Abstract

The emergence of a constructive approach conducted by Indonesian Government towards its bilateral relations with Myanmar known as a form of Indonesia's responsibility to be involved in the settlement of democratic issues and the humanitarian crisis within Myanmar. This approach constructed by regionalism precedent of ASEAN Way Values which reaffirm the consideration of the Indonesian Government in the making process of Constructive Engagement foreign policy to promote democratization in Myanmar. This Strategy opposed disincentive policies implied by Western Countries towards Myanmar. As in its implementation, Constructive Engagement strategy accentuates the attempts of dialogue, consensus and strengthening cooperation between countries to create social and economic development within Myanmar and bring the positive trend in the process of Myanmar's political transition.

Abstract

ABSTRACT Melaka Strait is a border area of some South East Asia countries, especially three countires which get in touch directly with this area that are Indonesia, Malaysia, and Singapore. Melaka Strait as a suit region for the three countries has strategik position in many aspects, especially ideology, security, and economiy. According to idiological aspect Melaka Strait is a part of teritory of the three countries which dealing with their sovereignty. Based on this principal, Indonesia and Malaysia considered that Malaka Strait is integrate to the sovereignty of these coutries, so that security arrangement of the strait should submit to the regulation authority of the both coutries. In difference side, Singapore considers that security management of Melaka Strait is not dealing with states sovereignty, and put Malaka Straits into international security management will never disturb the sovereignty of the coutries surrounding the strait. Singapore believe that international cooperation of Malaka Strait management with others maritime power is needed. Considered to security aspect, Melaka Straits is one of regions with high risk and high cases robbery in the world. Until this time Indonesia , Malaysia, and Singapore are not able perfectly yet to stop the robbery strike problems in Melaka Straits. The development of political scurity today also put Melaka Straits into open position to get negative impact of South Cina Sea konflict dealing with Spratly Islands between Cina and several ASEAN countries. Malaka Straits also came open to be a target of terrorisme attact, althou real indication to this case is not found yet. Melaka Straits considered to economy aspect, is a crowded shipping line area which passed through by international voyages. As an international trading line this straits conduct significant role as a supporting factor of world economy development. The strategik position of Malaka straits give a very big impact to economy development of countries surrounding this area. According to this important role, so that security of Melaka Straits should to become reality, and this matter is challenge to Indonesia, Malaysia, and Singapore.
