Abstract

In order to improve and develop the priority sector, namely the tourism sector, 10 (ten) priority destinations are determined in Indonesia, one of them is Tanjung Kelayang Destination in Bangka Belitung. The development of this priority destination, being the domain of authority of the central government and regional governments, it is necessary for Government Cooperation. The results of the study found that the model of cooperation between the central and regional governments in the development of Tanjung Kelayang Destinations was not only developed through government cooperation in the status of KSPN (National Tourism Strategic Area) which was deconcentrated, but also developed through government cooperation in the status of KEK (Creative Economic Zone) in the concept ABCGM (Academics, Business, Community, Government, Media). In each model of cooperation in its implementation there are still some problems, namely the local government is less able to take advantage of the opportunities in proposing activities to the central government through the Deconcentration Fund and DAK (Special Allocation Funds) in the KSPN status, and there are some activities that are not focused and not suitable for the development of KEK Tanjung Kelayang. There are several inhibiting and supporting factors identified and influencing government cooperation, inhibiting factors in the development of Tanjung Kelayang Priority Destinations namely lack of accessibility especially transportation, lack of awareness of community tourism, lack of community creativity while supporting factors are many foreign tourists and there are famous tourist attractions (Laskar Pelangi Island). Thus, the Central and Regional Government Cooperation can conclude that it is still not enough to make the Tanjung Kelayang destination a priority destination in Indonesia.Keywords :Government Cooperation, Tourism Development, Priority Destinations

Abstract

The existence of industry in a city has an important role in the survival of society. Industry managers, as well as industrial environment are closely related to the regional government, because it is one of the planning of the city layout of an area. The importance of maintaining good relations has been realized by every company. How they foster good relations with the local government, the community, and the environment around the company. The existence of CSR (Corporate Social Responsibility) helps the company to establish such good relationships, besides the mutually beneficial relationships between companies and communities, companies with local governments that such things can help mitigate and minimize conflicts that occur. In the drafting of Perda CSR, the DPRD and the government sometimes do not pay attention to the parties who become the object subject to the responsibility of Perda, in this case the company. The government should understand the construction of corporate thinking, because it will be contradictory when on the one hand the region seeks to attract investors to invest their capital, while on the other hand due to too many rules, formal and informal costs, even make investors reluctant to invest. In this research use social control theory, and social action, also institutionalism organizational.In this study using the type of qualitative research with phenomenology approach which of the phenomenon is doing an observation, then use field notes as well as in-depth interviews of informants who are selected based on purposife. The data obtained will be analyzed using qualitative descriptive technique and the data is checked for validity by triangulation.

Abstract

Human resources planning apparatus is a system of development of human resource management. With the existence of good planning in managing the human resources of an agency, the expectation is to achieve the goals of the organization/institution with various planned strategies. The Regional Staffing Agency (BKD) of Daerah Istimewa Yogyakarta (DIY) collaborates between national policies and regional policies, especially in staffing affairs if there is a connection with the DIY Specialties business as one of the strategies in addressing the problems between the two. In this study used a qualitative descriptive method. Collection through interviews and data analysis in the form of documents. In this study, the authors explain about the human resource planning apparatus carried out by the Regional Government of DIY in 2017. The result of this research is that The Regional Staffing Agency of DIY  in fulfilling needs, especially in staffing affairs has been well prepared and with a fairly fast process. When an organization requires new employees to complete the government organization, BKD DIY will respond and of course with consideration of employees who are good enough from the aspect of ability and qualifications of employees who are in accordance with the organization or agency need.Keywords: Human Resources Planning, Human Resources Management, Staffing Agency.

Abstract

Volunteer group is one of the associations of community's political articulation in the electoral moment. By campaigning independence, non-partisan in nature, and moving in a collective way are proven able to make the volunteer group as an alternative actor and significant political force in mobilizing support and voice. Volunteer group Teman Ahok (Friends of Ahok) is a movement that openly declared itself as the political volunteer with political aims as an additional element in the winning of candidate pair Basuki Tjahaya Purnama (BTP) and Djarot Saiful Hidayat in the 2017 Jakarta gubernatorial election.  The appearance of Teman Ahok in the political arena of the 2017 Jakarta gubernatorial election is related to the BTP's populism figure. Quick changes in political escalation force Teman Ahok to change its position and political role. That fluctuation brings an important dynamic to the Teman Ahok journey. It is interesting to observe Teman Ahok activity in compile community participant and then aggregate it since it causes a public perception that is diametrically opposed at a time; supporting & not supporting. This writing will analyze the expression of Teman Ahok political voluntarism and will assess the significant benefit resulted in during the process of electoral democracy.

Abstract

The increase in population is 0.9% each year. It affects the amount of water demand in Malang City. From 2014 to 2016 the water demand in Malang City reached 30,364,684m³. This is a balanced water source production in Malang City, which is around 11.7% of the total water source in the Greater Malang region. Therefore, cooperation between a cooperation agreement from 2002 to 2022. The cooperation between Malang Regency Government and Malang City Government. The research method used for Wendit Resources and the problems is a descriptive approach to the management of Wendit Resources. Data collection techniques are carried out by observation, interviews, and documentation. The theory used is Intergovernmental Networks Robert Agranoff which emphasizes the existence of key actors and joint actions in implementing cooperation. The results of the study show that there are action networks in the implementation of cooperation and management of Wendit Resources. Malang Regency Government as a water source provider and Malang City Government utilizes and manages the water source to meet water needs in Malang City. The problem in cooperation is the existence of disputes over the cost of contributions between the two regions and less intense coordination between the two regions.

Abstract

Once the proliferation of regional head elections in Indonesia recently shows that our society many are interested to become a head of the region because there is recognition of its existence within the community so that competing both from the bureaucrats and from the private or legislative.The political costs incurred are not written so it is very difficult to identify how much each party pegs the price is not the same depending on the number of seats in the legislature or the amount of support available in the region or the networks that belong to the village will be different from the new party. Likewise, if through an independent channel, so much money must be spent to get administrative support from the community as from certain groups or individual, not to mention the cost of campaigns that must be issued by the candidate pair, almost not comparable if calculated by the salary of a regional head with the cost incurred, but it is still many who are interested to become a governor or mayor.Various studies conducted by many experts show, even though democracy is something that deserves to have aspired, it turns out that democracy produces many problems, even new problems that would not exist if not practiced democracy. Legislation has not regulated and limited the expenditures of candidates before and after the campaign, how much money is spent before and after the campaign, so it cannot be supervised. Supervision conducted by Banwaslu, PPATK and law enforcement officers is still not effective because there are still many gaps that can be done by a regional head in different ways and tactics.Key Words: Money Politics, Democracy, Political Monitoring.

Abstract

This paper intends to explore the areas of tolerance and intolerance to the diversity of the people of Yogyakarta amid cultural, racial and religious modernities. The City of Tolerance as an achievement that supports the national-ethnic tolerance of society is unable to create collective action. Structuring the meanings in the culture of the people of Yogyakarta actually gave birth to the expression of conflict and intolerance towards the minority. The pattern of conflictual relationships that sometimes involve violence has altered the structural dynamic order of a harmonious society.

Abstract

Some efforts have been made to develop economic potential in the region by implementing Special Economic Zones which have been regulated in Law No. 39 of 2009 concerning Special Economic Zones. One of the regions included in the criteria in the Special Economic Zone is the Lamongan Regency, because Lamongan Regency itself has good maritime potential and is also included in the criteria for special economic zones and also Lamongan Regency itself proposed by the East Java Provincial Government after the birth of the Law. Special Economic Zone Issues for 2009. This research was conducted by using a type of qualitative descriptive research and analyzing qualitative data about the Regional Readiness of Lamongan Regency in the Framework of the Establishment of a Special Economic Sector in the Maritime Industry Sector. In this study the theory used is the theory of special economic zones, the acceleration of local economic development. The results of this study are that some aspects have been fulfilled even though some are still being sought and then completed. Some of these aspects are first, the land readiness that has been available for 500 hectares of land is in accordance with the RTRW that has been established by the Regional Government. Second is the readiness of infrastructure in this case there are several aspects, namely land transportation network, electricity network, telecommunications network, sea port, raw water source. Besides that the readiness of Human Resources (HR) has been running several programs to print competent human resources in the field of maritime industry.Keywords: Readiness, Special Economic Zones, Maritime Industry.

Abstract

Act No. 5 of the year 2014 about ASN emphasized that promotion of the incumbent should be done in a transparent, equitable and professional, as well as putting forward the competence (knowledge and skills) that employees ASN. In fact, the implementation of open selection Promotion Office of the ASN is not fully able to walk according to the desired ACT ASN. This research specifically discusses the implementation of open selection Promotion Office of the ASN by using qualitative research approaches in which researchers describe the problems occurred at each stage of the implementation of the selection Open the Promotion Office of the ASN in the provincial Government of Central Kalimantan environment. The research found there is a political intervention of the head of the region in the implementation of the selection of promotional Office ASN so determination and placement of the ASN in the Government established by the Chief of the area, not on the basis of the results of the selection by the selection team. Therefore, the design of the implementation selection Promotion Office of the ASN should be emphasized on minimizing political intervention and involvement of the regional head of ASN in the practical implementation of the promotion so that political position may be run in a professional manner.

Abstract

This research was conducted with the aim to find out the role of bhejingan in the election of the village chief in Pamekasan. Based on data from Police Resort Pamekasan, utilization of bhejingan also in hardness, coloring election allegedly the head of a village in Pamekasan. In addition to votes may give rise to insecurity, involvement of bhejingan in the election of the village chief in value can reduce democratic values ... This study used a qualitative approach to the types of descriptive research. Source data obtained through interviews, participant observation and documentation. Based on the research results obtained information that role of bhejingan’s role in the selection of village chief political strategy performing various functions to help the village chief candidate's victory, among them: developing intercultural communication fellow bhejingan, charting the direction of the voice of the supporters, keeping the voice directions as well as mobilizing votes (money politic).
