Abstract

This study aims to see the performance of the implementation of e-Government in administrative services during the covid-19 pandemic in Nagari Koto Tangah Batu Ampa, Akabiluru district, Lima Puluh Kota regency. The background of this research is Nagari Koto Tangah Batu Ampa is one of the village in Akabiluru district that has implemented e-government in administrative services to the community during the covid-19 pandemic to date. The method used in this research is descriptive qualitative with case study type. This study uses the conceptmof Booz Allen and Hamilton to see the performance of government implementing e-government in term of five dimensions. That are benefits effeciency, participation, transparency, and change management. The result show that the implementation of e-government in Nagari Koto Tangah Batu Ampa is still not managed optimally bacause there are four dimensions that have not been optimally implemented (effeciency, participation, transparancy, and change management). The benefits of implementing e-government can already be felt by the nagari government and the community even though these four dimension have not run optimally.Keywords: Covid-19, e-government, village, service

Abstract

The purpose of this study was to find out the management of local government budget in Kamang Magek Subdistrict, Agam Regency. This research is a descriptive analysis using a qualitative approach that uses primary data and secondary data. The technique of collecting data is in the form of field research by means of interviews, focus group discussions (FGD), and documentation studies with valid and accurate sources. The results of the study showed that the management of local government budget has not fully run well this is because there are still obstacles faced in accordance with Permendagri Number 113 of 2014 and Perbub Agam Number 8 of 2017. (1) Implementation of the principle of transparency consists of indicators, namely openness in meetings, openness of information, openness of procedures, and openness in accepting community participation. (2) Implementation of the principle of participation consists of indicators, namely the existence of active public participation, the existence of regulations that provide a place for community control, and the presence of proactive attitudes of regional governments in the budgeting process. (3) Implementation of the principle of accountability consists of indicators, namely the existence of honesty and legal accountability, the existence of process accountability, the existence of program accountability, and the existence of policy accountability

Abstract

Guidance and mentoring of prisoners includes coaching and guidance programs in the form of personality development activities and independence development activities. Personality development is directed at mental and character development so that prisoners become fully human, devoted and responsible to themselves, their families, and society. Meanwhile, the development of independence is directed at fostering talents and skills so that prisoners can return to their roles as free and responsible members of society. In solving problems and achieving these goals, the approach method used is the empirical juridical approach. The results of the study found that the guidance provided by the Class IIB Payakumbuh correctional institution for prisoners who committed acts of narcotics abuse. This is reflected in the fact that the data in the field or the data in the institution can be concluded that since the establishment of the Payakumbuh Class IIB prison, it has been implemented or has been given to inmates but has not been maximized and there is no difference in coaching for narcotics trafficker prisoners with other inmates in Class IIB prisons. Payakumbuh. 2. The obstacles faced in the implementation of the development of narcotics trafficker prisoners are the lack of awareness of the prisoners themselves, the lack of human resources for officers, overload, lack of facilities and infrastructure in the institution. 3. Efforts that need to be made are increasing the number of officers, increasing human resources of officers by conducting training or socialization from the government and also the institutions to be more open to the public or NGOs, journalists or social media so that the outside world knows what are the obstacles to the parties. Institutions in providing coaching. And the most important thing is to improve the quality of coaching and coaching programs that are carried out.

Abstract

Vision problems related to the learning process include deficits in efficiency and processing of visual information that have the potential to interfere with a person's ability to learn. The purpose of this study was to determine the relationship between refractive errors and student achievement. This type of research is descriptive quantitative. The population in this study was 30 adolescents at SMP Negeri Padang City. The discussion is sorted according to the formulation of the problem. Based on the results of the study, it was found that 33.3% of the students had refractive errors myopia. In addition, there is a significant relationship between refractive errors and student achievement at SMP Negeri Padang City. Students who feel that their vision is blurry to see far away should immediately check their eyes and also have to be careful about the characteristics of myopia disorders and other refractive errors. It is recommended that students who have wrong reading habits pay more attention to their eye health so that unwanted things do not occur.

Abstract

The exercise of authority in the form of confiscation actions carried out by members of the Payakumbuh City Police, especially traffic officers against vehicles that commit traffic violations, in taking action must be in accordance with Law Number 2 of 2002 concerning the Indonesian National Police, Law Number 22 of 2009 concerning Road Traffic and Transportation and the Criminal Procedure Code. Several inhibiting factors in confiscation of evidence in traffic include law enforcers who are often not firm in enforcing the rules, lack of facilities that support law enforcement such as the lack of traffic signs, the lack of police traffic vehicles in conducting patrols, and legal awareness that is less than adequate. There People must be able to understand traffic rules well. Regular socialization of traffic rules, firm action against traffic violators, addition of facilities and infrastructure for traffic signs can reduce traffic violations.Keywords: Authority, Police, Confiscation, Evidence, Traffic Offenders.

Abstract

Initially, Prona was implemented based on the Decree of the Minister of Home Affairs No. 189 of 1981 concerning the National Agrarian Operations Project. The project is tasked with processing land certificates en masse as an embodiment of the Catur Orderly program in the land sector whose implementation is carried out in an integrated manner and is aimed at all levels of society, especially for the economically weak, as well as resolving completely strategic land disputes. From the above provisions, it is known that the Government's efforts to implement land order can be said to be maximal, we can see from the various legal products issued, the existence of the National Agrarian Program, an institution that specifically handles the land sector (National Land Agency), as well as competent legal institutions to resolve disputes. landKeywords: Registration, Land, Prona.

Abstract

Pandemi of Covid19 changed human activities. The change can be analyzed in campus life, from offline study to online study. The campus is used to be a central of activities and financial support for people around turned become the low mobility area. Covid-19 get the big impact to the Small Medium Enterprise (SME) located around campus.  This resecarh aims to analyzed the impact of covid-19 to the operational management of SME located araund UNP (Padang State University) and used qualititive method by in depth inetrview. The result of the research, only 30% of SME’s operated during pandemi . the significant impact is the reducing of operational schedule and caused the reducing of human resource/labour/staff. Abstract

Penelitian ini bertujuan untuk mendeskripsikan pemahaman membaca siswa dan kesulitan siswa dalam memahami teks eksposisi analitis di kelas XI IPA 5 SMA Adabiah 2 Padang. Kelas XI IPA 5 dipilih sebagai sampel. Pengumpulan data dilakukan dengan menggunakan tes pemahaman bacaan dan wawancara. Data diuji untuk melihat validitas dan reliabilitas nomor item dan dianalisis secara kuantitatif dan kualitatif. Hasil penelitian menunjukkan bahwa kemampuan pemahaman membaca siswa berada pada taraf sedang. Siswa masih mengalami kesulitan dalam memahami teks eksposisi analitis berdasarkan delapan aspek. Peneliti menemukan lebih banyak masalah dari lima aspek yaitu mengidentifikasi ide utama, makna kosakata dalam konteks, mengidentifikasi referensi, inferensi, tujuan komunikatif yang didukung oleh temuan dari wawancara. Hal ini tersirat bahwa kemampuan siswa dalam memahami teks eksposisi analitis perlu ditingkatkan.Kata kunci: pemahaman bacaan, teks eksposisi analitis.

Abstract

Law No. 2 of 2002 concerning POLRI is regulated in full and strict regarding the duties and authorities of POLRI, but there are irregularities committed by the POLRI in carrying out its duties. Irregularities committed by POLRI is a violation of the code of ethics that is rarely heard but occurs a lot in POLRI members who are in certain cities that have a dense population. Efforts to enforce the Polri Professional Code of Ethics are needed for the realization of the implementation of the duties charged to the professionalism of POLRI. Unprocompany will greatly impact law enforcement or disclosure of crimes that occur in the community. In the framework of eradicating narcotics syndicates that have so widespread to the Unitary State of the Republic of Indonesia (NKRI), police officers have a very large role and responsibility to maintain the security and stability of the Republic of Indonesia, but facts and reality speak another that it turns out that the police themselves are the perpetrators of criminal acts of the syndicate. There has been a case that happened that the suspect is a police officer.  Therefore, it is not surprising that the perpetrators of narcotics abuse crimes are increasing even among the general public but also law enforcement officials, especially the police.Keywords:  Role, Police, Countermeasures, Narcotics Crimes

Abstract

Notaries are public officials authorized to make authentic deeds and other authorities. Meanwhile, agreements made in writing before a notary or government official have perfect evidentiary power. Implementation of Authentic Deed Making by a Notary in Fifty Cities District the parties/appearers come to consult with the notary's office of consultation and convey what they want, the notary explains everything to the parties/appearers if everything has been completed by the parties/appearers, the deed will be signed by the parties (minuta/deed) and a copy will be issued by a notary, so based on the research the author did on the implementation of making an authentic deed by a notary in the District of Fifty Cities, it was in accordance with the Standard Operating Procedure (SOP), but was not maximized due to several obstacles. namely: the parties/appearers who came to the notary's office did not understand the notary deed and thought that the cost of making a notary deed was high and because the management system was on line, both CV, PT and Foundation, when the network had problems, the timing did not match the initial predictions of the parties. The solutions are as follows: increasing the understanding of the parties/appearers about the authentic deed, providing explanations to the parties/appearers about the procedure for making a notarial deed, explaining to the parties/appearers who come to the notary's office and changing the mindset and assumptions of the parties/appearers regarding the cost of making a notarial deed is high as well as providing explanations and understanding to the parties/appearers because the management system is online, when the network is in trouble, the time is not in accordance with the initial predictions of the parties/appearances. The suggestions are as follows: that the notary must be more careful in examining and making the deed, it is hoped that it will be a comprehensive renewal and reorganization in a law that regulates the position of a notary so that legal knowledge is created that applies to all residents throughout the territory of the State of Indonesia.Keywords: Implementation, Making, Authentic Deed, Notary.
