Abstract

This study examines the existence of local budget utilization behaviour by incumbents who have politically interested policies, since they have motive to attract prospective voters. This study focuses on 254 provincial and districts/cities in Indonesia which held simultaneous regional head election in 2015. It analyses targeted expenditures that have highly visible to please voters, and allegedly affect vote-share results, such as budget deficits, total spending, investment spending, discretionary funds include its sub components: grants, social aids, and financial aids. According to the results obtained, there is no indication of politically driven fiscal policy by incumbent candidates in almost all spending categories. However, there is a positive and significant relationship between the regions that have incumbents and grant expenditure subcategory behaviour. This finding indicates that this category expenditure is still popular among incumbents to stimulate citizens and gain sufficient vote-share later on.

Abstract

The limited source of development funding forced the local government to find an innovative alternative. One of them is Corporate Social Responsibility (CSR). Although the prospect of CSR Funds as a source of local revenue is relatively big, mismanaging it could lead to a fraud which causes an underachieving the purpose of CSR itself. This paper specifically discussed an alternative budgeting process for local government’s activities that CSR was its source of fund. The purpose of this paper is to provide applicable suggestions for local government in optimizing CSR Funds as a source of local development funding that minimizing the potential fraud. To achieve this objective, this paper used a qualitative approach through analysis of relevant regulations and previous studies. This paper argued that receiving CSR Funds in the form of goods or services could help local government to reduce the risk of fraud, both from a local financial management perspective and from the CSR point of view. In addition to assisting local government with an alternative optimization source of development funding, this paper also contributed to providing input for the preparation of the National Medium-Term Development Plan (RPJMN) 2020-2024 that is intertwined with the Sustainable Development Goals (SDGs). The proposed strategies were divided into short-term, medium-term, and long-term policies such that it can be implemented with clear and measurable targets.

Abstract

To develop tourism sustainably in an emerging tourism destination especially Raja Ampat, there is a need to manage regional identity and develop governance arrangements that bond tourism development and community together. The government as a key initiator of community empowerment, needs to ensure its governance arrangements are efficient. This paper develops a framework to measure the effectiveness of regional governance for sustainable tourism development based on two main elements: sustainable development plus and tourism governance. Sustainable development plus consists of two core named internal and external layers. The tourism governance is then measured by data triangulation, and analysis. The result of the analysis is articulated into tourism governance index and management strategy based on Boston Consulting Group Matrix. This framework which later transformed into governance matrix can be used to set up governance index to help the government improve the governance performance. The android based app open access is also developed to bring policy making process closer to the community and global sphere.

Abstract

Digitalization offers a new direction in creating opportunities for business to support national economic growth. Indonesia, as the rising star in Southeast Asia emerging market, shows a promising employment prospect along with the increasing growth of digital savvy Small-Medium Enterprises (SMEs). There is a growing need for SMEs to understand Talent Management (TM) better and optimize the digital economy potential in Indonesia. Nonetheless, TM in SMEs is still under research in Indonesia since most of the Human Resource Management studies were conducted in well-established large enterprises. Accordingly, this study aims to explore TM, especially in digitalsavvy SMEs that using internet platforms in their business. By using cluster analysis, this study presents the pattern of TM issues: attract, select, develop and retain key talented employees. This exploratory study involved CEOs and managers of digital-savvy SMEs in Jakarta, Bandung, and Yogyakarta. This study also aims to map the awareness of SMEs in harnessing the demographic growth of the young population in Indonesia. In addition, early identification of TM challenges - related to digital-savvy concern - will contribute not only to the SMEs in scaling up their business, but also newly stage entrepreneurs who are commencing their start-ups and attracting new talents. As part of the discussion, this study proposed a perspective that the digital economy will produce the “New Working Life” employment in the nearly future which entails the more flexible time, place, work tasks and social interaction which might answer the geographical challenges of the archipelago in Indonesia.

Abstract

Competitive strategy is required by every business unit to win the competition in the uncertain and turbulent business environment especially in manufacturing industry. Development and distribution new industrial estates located in Java and outside Java by the Indonesian government in an effort to win the global competition in the manufacturing industry. This study empirically investigates the role of human capital, infrastructure, supply chain, science and technology on competitive strategy in business units at industrial estates and its impact on strengthening the competitiveness of manufacturing industries. The author conducted a survey on the best-performing industrial estate to test hypothesis and analyze the survey results using structural equation modeling. The results concluded that human capital, infrastructure, supply chain, science, and technology have a positive influence on competitive strategy and have a positive impact on the competitiveness of manufacturing industries especially located in industrial estates. In addition, the importance of choosing the right competitive strategy will greatly determine how big this business has superior competitiveness compared to its business competitors. This research is expected to be the reference for business units and manufacturing industries to be used as one of the considerations in the development of industrial estate that is being built and developed by the current government in order to get the best competitiveness.

Abstract

With current geographical disparities, Indonesia’s ratio of general practitioners (GPs) to population is still lower than the WHO-recommended figure. The Center for Indonesia’s Strategic Initiatives (CISDI) initiated Pencerah Nusantara (PN), a team-based young health workers deployment program to rural areas to improve the distribution of human resources for health including GPs, nurses, midwives, public health specialists, and health advocates. Entering PN’s sixth year of implementation, aimed to attract more application from young health workers, particularly of GPs, CISDI employed strategic digital campaign involving strategic content development, strategic content channeling and strategic content promotion; as an intervention to improve the recruitment process of PN Batch 6. This paper investigates whether the intervention manages to improve the recruitment process of PN and mainly using secondary data such as “Relative Volume Search” measuring Google search popularity, social media insights measuring social media engagement and Google Analytics of PN weblog measuring weblog visits and online recruitment data measuring PN daily application rate from 2016 and 2017. Following the intervention, Google search popularity was doubled, social media engagement showed improvement range from 153 percent to 1,813 percent and PN daily application rate increased 148 percent of health workers and 192 percent of GP, compared to 32 percent and 44 percent of 2016 accordingly. A specifically targeted digital campaign implemented substantially improved recruitment promotion indicated by the significant growth of PN daily application rate.

Abstract

This study aims to examine the existence of the counterproductive effects of Rice For Poor (Raskin) program on labor supply. The impact evaluation is done by a combination of Difference-in-Difference and Propensity Score Matching methods. The estimation results have shown that Raskin has a significant impact on decreasing of households head working hours, especially on male. Based on these findings, it can be concluded that Raskin has a counterproductive effect on labor supply, but there is no evidence to say Raskin makes people lazy.

The study analyzes the implementation of the democratic model and the government system in Indonesia. Checks and Balances among democracy pillars is the main focus of the analysis. The important finding of the study is that democracy in Indonesia does not have consistency in term of the system.

Abstract

This study highlights Indonesia’s sustainable agricultural land protection policy, especially the issue of conservation within the urban environment. This study aims to assess the Surakarta Local Government policy for the protection of urban agricultural land and to explore the perceptions of urban farmers and agricultural landowners in responding to the policy. This research is expected to bridge the gap between the policy and the interests of farmers and agricultural landowners. This research is based on a case study. Data and information were gathered through field observations, interviews with various stakeholders and secondary data collection. This study found that the policy is not well understood by farmers and landowners, who are the directly affected party. Moreover, the local government actually views urban agricultural land from an economic standpoint and tends to be less supportive of this conservation effort. Instead, farmers and agricultural landowners are the ones who believe that this policy is essential. Nevertheless, they reject the policy because they must relinquish some rights to their land after it has been designated as sustainable urban agricultural land. Another shortcoming is that the promised incentives are not economically sufficient to compensate them for their efforts in protecting the agricultural land. The study recommends progressive policies to reduce the gap between the policy’s intentions and the interests of farmers and agricultural landowners, as well as to respond to the obstacles that may arise in the implementation of the policy. It is intended that the purpose of conservation and food security be achieved, without harming the farmers’ or agricultural landowners’ rights.
