Abstract

The purpose of this research is to evaluate implementation of SME development program using CIPP model. This evaluation used qualitative approach method. The context evaluation revealed that the task of Department of Industry, Trade, Cooperative and SMEs Ponorogo Regency. The input evaluation includes: development program, budgets, manpower, conditions of participants and facilities. In the process evaluation, showed that technical training is given more than non-technical. The product evaluation, the objectives program to increase the skills have not been fully optimized, while the growth of new entrepreneur objectives cannot be measured due to lack of training evaluation.

Abstract

The objective of this research is to learn about the implementation system of ?Smart Kampung? Program at Ketapang Village and its methods of publication to all over Indonesia.This IT-based public service and human resource enhancement program, called ?Smart Kampung?, is an innovation made by the District Government of Banyuwangi. This program represents the commitment of the district government to bring public service to the most accessible level for the people of Banyuwangi. Since most of them live far from the urban area, which is the governance base or center, the District Government of Banyuwangi set village offices as the centers of public service directly integrated with the District Government. By doing so, the District Government facilitates the society and make them aware of the importance of IT. In addition to being a facility to enhance public service, Smart Kampung Program can also serve as a facility to improve the quality of human resources and the people?s economy, as the village governments are required to empower their respective village?s potentials.There are a number of ways utilized by the District Government of Banyuwangi and Smart Kampung villagesto socialize this program, such as information sharing in seminars, local leaders meeting, and social media. By doing so, they hope they can inspire regions with similar issues to implement Smart Kampung Program so that the goal to have equal welfare level in all villages in Indonesia can be achieved.

Abstract

Sumenep Government has implemented E-Government in staffing administration services, in the form of managing the staffing management information system (SIMPEG) by creating an online-based service system. SIMPEG was inaugurated since 2013 by the Human Resources and Human Resources Development Agency. The aims to make it easier to manage employee data. The problems is how the application of E-Government in the service of personnel administration in the human resources and human resource development agency of Sumenep Regency. The research objective is to determine the application of E-Government in the service of personnel administration in the human resources and human resource?development of Sumenep. Analysis method uses a descriptive qualitative approach, which is the focus of this research are: 1) E-leadership, 2) information network infrastructure, 3) network management, and 4)?community and human resources. The subjects of this study were key informants, main, and supporting informants, data collection techniques by interviewing, observing, and documenting, with data analysis?namely, data reduction, data display, and data verification. Based on the results shows that in general the application of E-Government in the form of SIMPEG has been well applied. Supported by E-Leadership, information management and information network infrastructure that has provided such as the presence of optical servers and features that function to store data and provide a data management network for personnel. However, there are obstacles that hinder the implementation of E-Government, which lies in the data management officials in each OPD who still lack understanding of information technology.?

Abstract

The Regulation of Pasaman number 2 Year 2013 set about free education in Pasaman. However, in the time after the implementation of the free education in Pasaman found several problems that do not comply with the policy direction of free education, such as the discovery of some schools are asking for charges to parents/students? for salary of contract teachers. This research was to evaluate the implementation of free education regulations? in Pasaman? and to evaluate the results of the implementation of free education regulation in Pasaman. The determination of sample is? using? purposive sampling technique . Research conducted at the Department of education and culture of Pasaman, SMAN 1 of Lubuk Sikaping, SMAN 1 Panti, SMPN of 1 Panti and SDN 09 Petok. This? Research using qualitative approach and descriptive method. The results showed that the implementation of regulation of free education in Pasaman is not good enough, it can be seen from the communication is less effective to? policy target, available resources are already quite optimal for carrying out the policy, although there are still deficiencies in budgetary resources for the development of schools and students, the tance of implementor is quite well, however, there are schools that asked for the charges, and in the bureaucratic structure is quite simple but does not have a clear SOP . the result of the implementation of? free education regulation? objectives already achieved with optimal use of funds and human resources for the implementation of the policy, the policy of free education enough to satisfy the community?s needs in education, the implementation of the free education already evenly, the community of Pasaman supports the implementation of free education regulation , the implementation of the free education is right? to implemented in Pasaman.

Abstract

Lahirnya konsep smart city tumbuh seiring semakin majunya perkembangan teknologi informasi yang merambah hampir seluruh kalangan, tua muda, kaya miskin, desa kota. Masyarakat semakin mudah dan cepat melakukan komunikasi, mendapatkan informasi yang dibutuhkan, serta melakukan pekerjaan lain dengan lebih mudah, cepat, dan ringkas. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data yang dipergunakan antara lain adalah Informan, Peristiwa, dan Teknik Pengumpulan Data menggunakan wawancara, observasi dan dokumentasi. Instrumen Penelitian dalam penelitian ini menggunakan peneliti sendiri, pedoman wawancara dan perangkat penunjang seperti buku catatan, alat perekam, dan kamera. Model analisis data yang digunakan peneliti adalah model interaktif Miles, Huberman, dan Saldana (2014: 12-14) meliputi Kondensasi data (data condensation), Penyajian Data (data display) dan Penarikan Kesimpulan (Conclusions drawing). Hasil penelitian ini adalah Pemerintah Kota Malang melakukan beberapa strategi dalam meningkatan kualitas pelayanan publik berbasis konsep smart city antara lain dengan beberapa strategi. Yaitu: Strategi membangun (political environment) yang mendukung terselenggaranya tata kelola pemerintah kota Malang yang lebih melayani. Membangun lingkungan politik, Strategi membangun teknologi yang mendukung terselenggaranya proses pelayanan publik yang berebasis pada perkembangan ilmu pengetahuan dan teknologi yang kini mengalami perkembangan yang sangat pesat. Strategi menyiapakan dukungan anggaran untuk terselenggaranya program tersebut. Strategi partisipasi seluruh stakeholders dalam mendukung terlaksananya program tersebut. Stakeholders di sini bisa berasal dari masyarakat, maupun dunia usaha (private sector), tanpa partisipasi dari seluruh stakeholders tersebut kebijakan yang bagus sekalipun akan terasa kurang berdampak pada perubahan positif yang merupakan dampak (outcome) dari sebuah kebijakan yang dihasilkan oleh (policy maker). Saran dari riset ini adalah pemerintah perlu menyiapkan strategi dalam upaya memastikan program ini terus bisa berjalan dengan baik (sustainable).

Abstract

Penelitian ini bertujuan menganalisis kegagalan bisnis pemerintah desa dalam pengelolaan Badan Usaha Milik Desa (BUMDes). Bisnis pemerintah desa salah satunya dapat dilihat dari pengelolaan BUMDes. Mengelola BUMDes berarti pemerintah desa menjalankan sebuah bisnis publik karena memanfaatkan dana desa sebagai modal utama BUMDes. Prinsip bisnis pemerintah yang paling penting adalah adanya relasi yang baik antara pemerintah dan pelaku bisnis. Oleh sebab itu penelitian ini berfokus menjawab pertanyaan bagaimanakah relasi yang dibangun antara pemerintah desa dan pelaku bisnis yang ditunjuk dalam pengelolaan BUMDes di Kabupaten Banyumas. Relasi yang dimaksud dalam hal ini adalah hubungan bisnis antara pemerintah desa dan pengelola BUMDes. Metode penelitian yang digunakan adalah deskriptif kualitatif. Informen penelitian ini meliputi unsur pemerintah desa, pengelola BUMDes dan juga masyarakat desa yang pernah berhubungan dengan BUMDes. Hasil penelitian menunjukkan bahwa relasi yang dibangun antara pemerintah desa dan pengelola BUMDes di Kabupaten Banyumas belum mengarah pada relasi bisnis yang saling menguntungkan. Penyebabnya adalah ketidakmampuan pengelola dalam memberikan nilai lebih kepada pemerintah desa. Pengelola masih menempatkan dirinya subordinat pemerintah desa, sehingga tidak memiliki kewenangan untuk melakukan berbagai inovasi. Pemerintah desa masih cenderung mendominasi peran mereka dalam pengelolaan BUMDes. Relasi bisnis yang mestinya dilandasi semangat entrepreneurship, etika bisnis dan kejelasan peran masing-masing pihak belum muncul dalam relasi antara pemerintah desa dan pengelola BUMDes.

Abstract

This research was conducted from February to April 2018 with qualitative descriptive methods. The data sources consist of: primary data sources and secondary data sources, primary data sources obtained from observations, and interviews. Interview with informants (purposive sampling) based on the interview guides as instruments, and the researchers as research instruments. While secondary data is obtained from documentation. Data analysis used the Miles and Huberman models of Sugiyono, 2017 whose activities include: data reduction, data display and conclution drawing / verification. The results of this study, the implementation of the Keluarga Harapan Program (PKH) effort to alleviate poverty in the Social Service Office of Batu City has been going well. Communication is established well with PKH Facilitators, and PKH Participants. The Social Service involves the Facilitators in meetings coordination, as provisions for improving professionals seminars and matrices in to help the Facilitators to assist PKH Participants in providing counseling to tell the terms and conditions that must be fulfilled by the Participants. The Government's Social Service of Batu City has exercised its authority both from aspects: communication, resources, disposition, and bureaucratic structure with PKH Assistants in the implementation to alleviate the PKH Participants' poverty. Therefore the implementation is being well because of the determined terms and conditions in education terms (permanent school participants) and in the health terms (long term health insurance), so that social assistance through PKH cash can be received by the Participants through the BNI account of each PKM Participant. Furthermore, the PKH Assistants help the Participants to counseling provide to PKH Participants in skills possessed develop by the each Participant. Therefore, for the long term PKH implementation in poverty alleviation efforts will be able to be realized by the Government's Social Service of Batu City.

Abstract

With all the limitations of the current government budgeting system, not all government affairs and development to realize the welfare for the people can not may be all financed by APBD. East Java provincial government is currently pushing the Regional Technical Implementation Unit (UPTD) in SKPD environment began to use financial management system Regional Public Service Agency (BLUD). The policy is clearly stated in East Java Fiscal Policy Innovation Roadmap 2014-2019. The purpose of this study is to (1). To identify the condition of UPT-UPT in East Java Provincial Government (2). Identify the problems and challenges faced in developing the UPTD into BLUD and (3). To formulate development strategy that can be done by East Java Provincial Government in developing UPTD become BLUD. The research method used is mixed method that combines qualitative data analysis with quantitative data using SWOT matrix, then to determine the strategic position and direction of development is done through analysis of General Electrics (GE) matrix. Population in this research is all Technical Implementation Unit (UPT) in East Java Provincial Government, while the sampling is done pursuant to purposive sampling. The results showed (1). UPT such as UPT P2SKP Mayangan, UPT P2SKP Pondokdadap, UPT P2SKP Muncar, and UPT PSMB-LT ready if improved status becomes BLUD see the factor of financial ability, completeness of facilities and infrastructure and its potentials (2). Some UPTs such as UPT PB Palawija, UPT PB Holtikultura, and UPTIK Timber can be upgraded to BLUD, but need to be prepared in advance, especially supporting infrastructure, especially technology aspects of technology and supporting human resources, as well as capital and promotion to develop into wider market. (3). While the Training Unit (BLKI) of Singosari and Jember, due to the specific service characteristic and the special service segment so that the dependence on the APBD/APBN is still very high, it is still difficult in terms of its existence to be upgraded to PPK BLU/BLUD.

Abstract

Health is considered an investment for the development of Indonesian people resources. Health is one of?the important aspects of a country. Health becomes one of the welfare benchmarks in a country. Health is an obligation of every person to participate in realizing, maintaining and improving public health status as high as possible. The public is entitled to obtain optimal health services in accordance with the needs of the Government and health facilities is an obligation to be able to control and improve the health services available to the community. But now the public service in the field of health has not been said to be good. Until now the government is still improving to provide public services in the field of optimal health. There needs to be a link between government, business sector and society in creating an optimal service based on e-goverment. Abstract

Sidoarjo is a SMEs city that has a number of industrial quite a lot, one of which is a small industry of batik artisans that located in Kampung Batik Jetis and Intako Cooperative Craftsmen in Tanggulangin, Sidoarjo. How is the empowerment program that supports the development of batik craftsmen and intako craftsmen in Sidoarjo? And what are the factors inhibiting and supporting batik craftsmen and intako craftsmen?; Empowerment to those carried out by the Department of Cooperatives, SMEs, Industry, Trade, and Energy and Mineral Resources Sidoarjo conducted with various efforts, namely (1) facilitation of capital, (2) support the ease of obtaining raw materials and support facilities in the production process, (3) education and training to improve managerial capability and production, and other types of education and training that can support the empowerment of Micro, Small and Medium Enterprises, (4) involvement in trade fairs to expand market access, (5) facilitation of IPR. Four of five attempts have been made and the results still needs to be improved. The existence of barriers and support needs to be a concern for local governments to increase the empowerment of MSME
