Abstract

The purpose of this study is to find out how the Labuhan Batu Regency KPU's strategy is in increasing voter participation in the Regional Head election. The method used in this study is a qualitative method with in-depth interviews. The subject of this research is the Commissioner of Socialization Division of Community Participation and HR. The data collection technique used in this study can be of two parts, namely primary data sources and secondary data sources, primary data, namely data from interviews, while secondary data is data obtained from documents related to this research and the analysis technique used is qualitative analysis. descriptive in nature. The results of the study show that the strategy carried out by the General Election Commission of Labuhan Batu Regency in increasing voter participation in the 2020 Regional Head election can be seen from the form of socialization, namely by using social media and electronic media. The inhibiting factor in voter participation occurs because there are still people who do not care or are indifferent to existing politics. Through the strategy of the General Election Commission for Labuhan Batu Regency, there was an increase in voter participation in the 2020 Regional Head Election of Labuhan Batu Regency, namely reaching 75% in 2020 compared to the previous participation in 2015 of 64.14%.

Abstract

This study aims to analyze the process and results of the formation of the electoral district of the DPRD of Deli Serdang Regency in order to find out and ascertain how far the principles of forming electoral districts are applied. This research use desciptive qualitative approach. Data collection techniques in this study consisted of interviews, observations as primary data and collection of scientific references, government documents, general references and statistical data as secondary data. The results of the study found that the process of compiling, arranging and determining the electoral districts for the Members of the Deli Serdang Regency DPRD had been fully regulated through KPU Regulations and DecreesThe principle of arrangement of electoral districts that is regulated in regulations and also that is implemented empirically is not fully in line with the meaning of the principle of arrangement of electoral districts which is known theoretically. The existence of restrictions on the maximum and minimum number in determining seats in representative institutions results in inequality in the value of votes nationally or at the provincial level between districts/cities in their territories.

Abstract

This article aims to determine the effectiveness of the job training program at the Mojokerto Job Training Center (BLK). The problem focused on the effectiveness of the job training program at BLK Mojokerto in tackling unemployment. To approach this problem, a theoretical reference from Budiani (2007) on the theory of program effectiveness is used which measures effectiveness using four indicators, namely program accuracy, program socialization, program objectives and program monitoring. The data were collected through qualitative descriptive research methods, where the data collection techniques used observation, interview and documentation techniques. The data sources used are primary and secondary data and analyzed qualitatively. This study concluded that based on the results of research conducted by the author on the effectiveness of the job training program at BLK Mojokerto analyzed based on four indicators, including: accuracy of program targets, program socialization, program objectives and program monitoring showed that BLK Mojokerto had met these four indicators, so that the training program held could be said to be effective and could help participants to improve skills and the expertise he has.

Abstract

Terrorism is a transnational crime that endangers state ideology, state security, human values, and various aspects of social life. The fight against terrorism and the punishment of terrorist group members are carried out with special handling, including the handling of former terrorism convicts who have finished serving their prison sentences but may re-join terrorist organizations. Research on former terrorism convicts so far tends to be related to deradicalization efforts and patterns, therefore this qualitative research through in-depth interviews aims to describe the perspectives of former terrorism convicts in Bandar Lampung City regarding post-free dynamics and return to society. The research results were analyzed using Citizenship Theory and the dimensions of citizenship by Stokke (2017). As a result, former terrorism convicts have to experience cultural exclusion (membership dimension) and are faced with political recognition efforts (citizenship as members) and, at the end, they have to institutionalize their group in the form of an organization or foundation as a tool to gain cultural recognition from the community.

Abstract

Currently, the government is faced with high demands to provide information disclosure to the public. In addition, the community's need for public services is also increasing. This condition is a fact for city or regency governments in Indonesia, including Bantul Regency. Through this research, researchers intend to analyze the bantulkab.go.id website media from the perspective of service effectiveness and usage. This research uses descriptive qualitative methods with data obtained from primary and secondary sources. The result of the research is that the effectiveness of services between the government and the community has not run optimally, especially due to communication. This is evidenced by the uncertainty of the District Government in responding to public complaints that enter through the website. Furthermore, from the aspect of website usage, over time the number of users has decreased. The implication of this research is that the Bantul Regency Government needs to increase responsiveness and responsibility for reports from the community. In addition, the government needs to improve the quality of the website and the features/facilities on the website.

Abstract

In the current era, the government implements e-Government as one of the steps taken to deal with the changes that occur in implementing public services to the community. As it is known that rapid technological developments have had an impact on the field of IP. DJKI is an institution entrusted with the authority to regulate and manage the IP system within the framework of government tasks. This research aims to: To analyze and describe the implementation of the implementation of intellectual property rights services by DJKI in realizing The World Class Intellectual Property Office. To construct the strategy model undertaken by DJKI in realizing The World Class Intellectual Property Office. The research method used is a descriptive qualitative method approach. The results of the study are: The implementation of intellectual property rights services by the Directorate General of Intellectual Property of the Ministry of Law and Human Rights in realizing The World Class Intellectual Office is described as getting better, this can be seen from the digital transformation carried out by the Directorate General of Intellectual Property of the Ministry of Law and Human Rights; The strategy model construction carried out by the Directorate General of Intellectual Property of the Ministry of Law and Human Rights in realizing The World Class Intellectual Property Office is the NOFLI model (Needs, Opportunity, Future, Leadership and Intelligence).

Abstract

The culture of reading is something that Indonesia has been striving for until now because it is not only a big achievement for future generations but also has an impact on the Human Development Index, which has so far been lagging behind other countries. This research was conducted using the Systematic Literature Review (SLR) method with a database that the researchers had previously determined. As for the formulation of the problem in this study is how the culture of reading in building the human development index: analysis in Serdang Bedagai District. The results of the study show that 2 points can be an option for a reading culture in Serdang Bedagai Regency, namely the use of pedagogic methods and also the encouragement of students' motivation towards a reading culture.

Abstract

The explosion of digital media has seen the expansion of social media platforms into the lives of many technologically privileged and networked people to new communication environments. When campaign organizations and political parties start to turn their attention to social networking sites. This study aims to analyze the role of social media as a political space in the digital era. This research is descriptive analytic using library research as a source of data and information, which comes from books, academic texts, scientific journal articles, or other literary sources. We conclude by highlighting open questions about how the Internet and social media shape politics in democracies and autocracies. The literature has concluded that in places where the main public complaints are related to corruption, subversion of power, and control of traditional media by autocrats, free internet and social media do increase accountability by informing the public and facilitating the organization of protests. This is why autocrats are increasingly censoring the Internet, banning social media they cannot monitor and flooding with misinformation on social media networks they cannot ban.

Abstract

Victor Turner's rite of passage theory stands as a seminal achievement in 20th-century ritual research. Grounded in structuralism, the theory posits that ritual functions as a dynamic mechanism to resolve social crises. This paper critically examines Turner's theory and its application to the October Harvest ritual in Southern Tujia society, with the aim of exploring the broader functions of ritual beyond crisis resolution. Ethnographic fieldwork was conducted in a village under the jurisdiction of Xiangxi Autonomous Prefecture as the principal method of data collection, supplemented by literature research. The findings indicate that the structural tensions within Southern Tujia society are relatively weak. In addition, the October Harvest ritual does not exhibit characteristics of 'communitas' and 'anti-structure', challenging Turner's model. This research underscores the need for a more nuanced understanding of rituals, including their roles in enculturating, enhancing faith, and facilitating psychological adjustment. By expanding upon Turner's theory to comprehend the intricate relationship between rituals and social dynamics, we gain insights into the diverse functions they may serve in various contexts. While acknowledging Turner's theory as a valuable contribution to ritual studies, this research emphasizes the significance of further exploration and analysis of the multifaceted nature of rituals across different societies and contexts.

Abstract

This research raises the issue of sexual violence in several countries by looking at how the government responds to it. This research also collects recommendations for the government and what approaches are appropriate to the problems that occur. The research method in this paper uses a systematic literature review originating from the Scopus database without extracting documents in all countries. As a result, there are 11 journal articles related to the government's response to cases of sexual violence in several countries, including New Zealand, Australia, Nigeria, South Africa, Greece, Korea and several other countries around the world. This article aims to look at the trend of research publication related to cases of sexual violence around the world. In cases of sexual violence, there are different background problems in each country, such as those resulting from cases of slavery, terrorism, the Covid-19 pandemic to migration. There are very few articles that raise the issue of the government's response to cases of sexual violence, so more research is needed in the future.
