Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Abstract

Public policies are implemented in various fields, including human rights-friendly zoning policies. The policy is written in the Regulations of East Lampung Regent Number 48 of 2016 concerning Friendly District Human Rights. Where the policy is an effort to fulfill human rights to the community. East Lampung regency through understanding of the District / City bearing the first Human Rights Friendly Area in Lampung Province, in addition because it has a stigma of social conflict. This research is a descriptive study with a qualitative approach that focuses on the Practices of the Implementation of Human Rights Friendly Areas in East Lampung.. Based on the analytical framework, this study uses data analysis with the process of reducing, presenting, and verifying data, obtained from interviews, observation and documentation. Regarding the Implementation of the Policy for Human Rights-Friendly Areas in East Lampung, overall the implementation of policies has been carried out well. it's just that the implementation of funding resources has not been maximally fulfilled, thus reducing the effectiveness of implementation and implementation has added value from the communication variable.

Abstract

This study aims to determine and analyze how the role of civil society as a non-State actor and publik sphere in environmental governance in Bandarlampung. This research is motivated by the amount of environmental pollution and the inportance of the role of a civil society. This study focuses on 4 main issues concerning the role of civil society thich are of concern to researchers namely the collection and dissemination of information about the environment, assessment and monitoring of the environment; advocacy for environmental justice and the community has full rights to every public activity. The result of this study are the implementation of the role of civil society going well but there are several indicators that are not optimal in carryng out their role to cooperate with the community in maintaining environmental conditions. The researcher’s suggestion for the role of civil society as a non-State actor and public sphere in environmental governance is that it is often best to conduct socialization and discussion related to environmental issues with the community and increase public access through community empowerment so that the community will be more active and aware of their environmental potential.

Abstract

Pisang Island is a tourist destination object that is a mainstay in the coastal region, is West Coastal District. There is an exotic and natural tourist destination. However, the facilities found in the Pisang Island area have not been able to support the superiority of tourism in it. This is caused by the absence of electricity to Pisang Island. Therefore, the Pesisir Barat District Government enthusiastically built the electricity network installation on Pisang Island. This research aims to find out how the impact of the construction of an underwater electricity network on Pisang Island. This type of research is descriptive research with a qualitative approach. To predict the impact that will occur from the construction of an undersea power grid on Pisang Island, considering that the development has not been fully realized by seeing the positive and negative impacts that will be caused, seen from three aspects is: (1) Social and cultural aspects, predicted to support development and introducing culture in Pisang Island, improving the quality of education, and predicted a negative impact, is the existence of socio-cultural changes to the community (2) Economic Aspects, predicted to increase economic income, increase tourism population and facilitate development to be carried out on Pisang Island, the negative impact is power shortages in other regions (3) Environmental aspects, the possibility is that there will be no damage to the marine ecosystem if the construction is in accordance with what has been determined. For this reason, it is necessary to do a number of things, is: 1. Conduct a more in-depth socialization policy with the community, 2. Make improvements/ developments related to the crossing mechanism to Pisang Island.

Abstract

The police is a goverment organization whose function is to protect and serve the people of Indonesia. To carry out these duties and functions properly, the Police seeks to create police personnel who have considered capable enough in carrying out tasks with high responsibility. In that way, it is expected that positions filled by these personnel can bring profits to the Lampung Regional Police agency to construct the image and excellent service for the community. This research is a qualitative research, using a descriptive approach through interviews and observation. The conclusion of this research are 5 principles reflected in the Police's efforts to create competitive human resources through assessment center based on merit system, and that are (1) objective principle, Assessment Centerhave consideration material in determining assessment results, (2) accountable principle, namely the implementation and results of the assessment center can be accounted for, (3) nesesitas principle, that is the implementation of the assessment center itself is carried out according to the needs of the National Police organization both in the headquarters and in the regional police, (4) transparency principle, the result of assessmentmonitored by the Career Advisory Board (DPK) in order to the assessment center process always runs well and according to procedures, and the last (5) independent principle, where the process and results of the assessment center are not affected by other parties.

Abstract

The need for reproductive health education has become an issue that needs to be addressed at the national level. Reproductive health education will help adolescents to have positive values ​​in reproductive aspects as well as skills to protect themselves from various risks of reproductive and sexual diseases including the ability to fight for the rights of adolescents to live healthy lives. To continue to improve the reproductive health education of adolescents in Bandar Lampung, Perkumpulan Keluarga Berencana Indonesia (PKBI) of Lampung Province takes an important role in improving adolescent reproductive health education by implementing the Dance Four Life program (Dance4life). The purpose of this study was to obtain an analysis of the effectiveness of the Dance Four Life program (Dance4life) in improving adolescent reproductive health education in Bandar Lampung. This type of research is descriptive research with a qualitative approach. Thelocationof this research was conducted at PerkumpulanKeluargaBerencana Indonesia (PKBI) in Lampung Province.The results of this study indicate that the effectiveness of the Dance Four Life (Dance4life) program in improving adolescent reproductive health education in Bandar Lampung can be assessed based on Duncan's indicators of effectiveness in Steers (1985: 53), namely the achievement of goals and timeframes in the Dance Four Life program. (Dance4life); integration in the form of a socialization process carried out and procedures in the effectiveness of the Dance Four Life program (Dance4life); adaptation in the form of increasing capabilities and facilities and infrastructure that support the running of the program. Based on these indicators, the effectiveness of the Dance Four Life (Dance4life) program in improving adolescent reproductive health education in Bandar Lampung has been carried out effectively, although there are still obstacles, namely the indicators of timeframes that have not been efficient where the time provided by the school is not scheduled regularly.

Abstract

Masalah sengketa tanah yang masih banyak terjadi di masyarakat adalah pengakuan tanah oleh masyarakat secara historis akibat masih kurangnya pemahaman masyarakat tentang pentingnya sertipikat tanah dan kurangnya kepastian hukum yang sah mengenai hak-hak atas kepemilikan tanah bagi masyarakat. Karena itu, pemerintah melalui kementerian ATR/ BPN meluncurkan kebijakan tentang percepatan pendaftaran tanah sistematis lengkap yang tertuang dalam peraturan Menteri ATR/ BPN No. 6 Tahun 2018 dengan tujuan percepatan sertipikasi seluruh bidang tanah di Indonesia yang belum memiliki sertipikat dan mencegah sengketa serta konflik pertanahan. Penelitian ini dilakukan untuk mendapatkan gambaran tentang pencapaian efektivitas BPN kabupaten Lampung Tengah dalam upaya mengurangi, mencegah konflik pertanahan dalam mewujudkan good governance melalui program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kecamatan Bangun Rejo. Penelitian ini ditinjau dengan menggunakan pendekatan gabungan menurut S. B. Hari Lubis dan Martani Huseini untuk mendapatkan gambaran tentang pencapaian pelaksanaan dan target sertipikasi, pencapaian sumber serta proses dan koordinasi pelaksana program PTSL. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif dan menggunakan metode pengumpulan data melalui observasi, wawancara dan dokumentasi serta menggunakan keabsahan data yang diperiksa dengan menggunakan metode triangulasi dan kecukupan referensial. Secara menyeluruh pelaksanaan program PTSL di Kecamatan Bangun Rejo oleh BPN Kabupaten Lampung Tengah terlaksana dengan baik melihat pencapaian penerbitan sertipikat pada program PTSL 2018 di Kecamatan Bangun Rejo, pemanfaatan SDM dan Non SDM yang sangat baik serta proses dan koordinasi pelaksana sesuai alur koordinasi dalam pelaksanaan program PTSL 2018 di Kecamatan Bangun Rejo

Abstract

Healthy Indonesia program with the approach of the family (PIS-PK) is intended to increase the degree of public health through health and community empowerment efforts are supported with financial protection and equitable health services. Implementation of PIS-PK is in fact outside the building health care Clinics. Through family visits, Team Clinics at once can provide early intervention against health problems that exist in every Member of the family. An expected data referable in conducting evaluations and interventions.Sub Gadingrejo Regency Pringsewu is one area which did not escape from the target program national PK PIS. During the implementation of the programme of the PIS-PK in Gadingrejo yet little-known by the public, so that the less response occurred at the beginning of the implementation of home visits. This research focuses on the problems of implementation of the programme of the PIS-PK as a health development efforts in Pringsewu Regency Gadingrejo. In order to reveal these problems, researchers using public policy implementation theory belongs to Van Meter and Van Horn, the kind of this research is descriptive research with qualitative approach. In this study it was found that the implementation of the programme of the PIS-PK are in the category of either Category either because it already has standards and a clear policy objectives and is scalable to support the success of the program in accordance with the expected goal, communication and coordination went smoothly, the characteristics of the implementing agency is in compliance with the objectives of the program, an attitude or disposition of implementing good environmental factors, social, economic and political support against the implementation of PIS-PK at Sub Gadingrejo.

Abstract

Kualitas pelayanan prima merupakan standar pelayanan Negara pro rakyat. Layanan berkualitas menjadi tolak ukur keberhasilan organisasi yang bergerak dalam bidang pelayanan. Membangun kepercayaan masyarakat atas pelayanan public perlu dilakukan untuk memenuhi standar harapan serta tuntutan masyarakat terkait kualitas pelayanan. Mengingat hal tersebut, Bandar Udara Radin Inten II Lampung melakukan perubahan tata kelola menjadi Badan Layanan Umum. Aspek yang akan menjadi tujuan dari perubahan tersebut yaitu, keselamatan , keamanan, pelayanan, dan kepatuhan. Penelitian ini bertujuan untuk mendapatkan deskripsi kualitas pelayanan publik pasca transformasi yang dilakukan oleh Bandar Udara Radin Inten II dibawah pengelolaan Badan Layanan Umum. Tipe penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, kuesioner, dan dokumentasi. Hasil penelitian kualitas pelayanan Bandar Udara Radin Inten II Lampung cukup baik. Sejak dibawah pengelolaan Badan Layanan Umum, peningkatan sarana prasarana dan fasilitas terus dilakukan. Hal tersebut berdampak pada perubahan status bandara menjadi internasional. Meskipun demikian, masih terdapat beberapa kendala fasilitas yang belum tersedia, salah satunya yaitu akses jalur bagi pejalan kaki. Selanjutnya terkait tingkat kemampuan petugas pelayanan dalam aspek kehandalan, ketanggapan, jaminan, dan kepedulian terhadap pengguna jasa memperoleh respon yang cukup baik. Hal tersebut berdasarkan hasil wawancara dan observasi selama proses penelitian.

Abstract

The emergence of superior schools and suburban schools in Indonesia is caused by the selection of the quality of prospective students in New Student Admissions. One of the government's efforts to improve and equalize quality education is implementing a zoning system at New Student Admissions. Through the zoning system, students who live close to the school are more likely to be accepted into the education unit. The zoning system policy has been regulated in Permendikbud Number 14 of 2018.This study aims to analyze the implementation and the obstacles encountered in the Admission Policy for New Student Zoning Systems in Bandar Lampung City Public High School, especially SMAN 9 Bandar Lampung and SMAN 14 Bandar Lampung. The type of this research is descriptive with a qualitative approach.The techniques of data collections used interviews, documentation and observation.Based on the results of this study showed that the implementation of the zoning system in PPDB SMA in Bandar Lampung City, especially SMAN 9 Bandar Lampung and SMAN 14 Bandar Lampung had gone quite well.This can be seen from the research results of researchers who are associated with 6 variables belonging to Van Meter and Van Horn, including variable size and policy objectives, resource variables, characteristics of executing agents, attitudinal / disposition variables, communication variables between implementing agents and economic, social and political environment variables.However, there were several obstacles in implementation namely the application provided is disrupted, the network is inadequate, the quota outside the zoning system affects the non-fulfillment of capacity at Bandar Lampung Public High School, and the community's mindset of the quality of superior schools has not changed.

Abstract

Gender issues have now become regional commitment, nationally, and internationally. Presidential Instruction No. 9 of 2000 on gender mainstreaming, pressed the importance of mainstreaming gender in order to realize a good governance.Employees are an important asset at any Tax Services Office, due to the growing development of the agencies depend on the performance of its officers. Directorate General of Taxes as one of the organizations under the auspices of the Ministry of Finance also participate in this support PUG, namely by applying the concept of Gender Responsive. This concept is also applied throughout the organization under the auspices of the Directorate General of taxation including Tax Services Office Pratama Tanjung Karang. In this study the researchers wanted to know what are the programs, how the implementation and what are the factors supporting and restricting in Mainstreaming Gender in the KPP Pratama Tanjung Karang. The theory used in this study is gender theory and the theory of Justice. This research is a descriptive research with qualitative approach by taking data from 22 informant through interviews, observation and the documentation. From this research it is achieved that mainstreaming gender in KPP Pratama Tanjung Karang already can be seen from the aspects of political support, policy, institutional, information systems and human resources. But there are some things that should be fixed, namely toilet for taxpayers as well as a smoking area and a woman parking should be eliminated.
