Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Abstract

Lembaga swadaya masyarakat sebagai salah satu stakeholder dalam penyelenggaraan pelayanan publik dapat dijadikan mitra oleh pemerintah dalam upaya pembangunan manusia. Kemitraan antara pemerintah dan lembaga swadaya masyarakat dalam penyelenggaraan pelayanan publik diterapkan oleh Dinas Sosial Provinsi Lampung dan Lembaga Kesejahteraan Sosial Amanah Bunda dalam mengatasi permasalahan kesejahteraan sosial penyandang disabilitas melalui Program Rehabilitasi Sosial. Penelitian ini bertujuan untuk mengidentifikasi dan mengetahui proses dan pola kemitraan Dinas Sosial Provinsi Lampung dan Lembaga Kesejahteraan Sosial Amanah Bunda. Metode yang digunakan pada penelitian ini adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan menggunakan teknik observasi, wawancara dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa proses kemitraan berjalan dengan cukup baik. Kemitraan yang ada telah menerapkan prinsip kemitraan yaitu kesetaraan, keterbukaan, dan saling menguntungan. Proses kemitraan ini menerapkan tahapan kemitraan secara urut dan terstruktur. Selanjutnya, pola kemitraan yang digunakan di dalam kemitraan ini adalah pola kemitraan linear collaborative of partnership. Pola kemitraan ini tidak membedakan besaran atau volume, legalitas, atau kekuatan para pihak yang bermitra, serta tujuan dan visi-misi kedua institusi lebih ditekankan di dalam menjalani kemitraan. Hal ini sesuai dengan yang terjadi antara kemitraan ini, dimana terdapat perbedaan peran namun tidak adanya dominasi kekuasaan.

Abstract

After the release of the Taspen Authentication application PT. Taspen (Persero) KCU Bandar Lampung system in serving the management of retirement is still not optimal from the stage of entering the pension file to the stage of recording Authentication such as facial recording, voice recording, fingerprint recording still have obstacles in its implementation. The purpose of this study was to determine the pension services carried out by PT. Taspen (Persero) KCU Bandar Lampung City after the digital Taspen Authentication and to find out the obstacles faced by PT Taspen and retired participants in using the Taspen Authentication application digitally. This type of research is a type of qualitative descriptive research. Hasil penelitian menunjukkan jasa pensiun yang dilakukan oleh PT. Taspen (Persero) KCU Kota Bandar Lampung setelah adanya taspenambahan digital belum maksimal, banyak informasi kepada masyarakat sehingga masih banyak yang belum mengetahui tentang penghematan, efisiensi dan responsivitas pembayaran PNS di PT. Taspen (Persero). The obstacles faced by PT Taspen and retired participants in using the Taspen application digitally authentication is the application system is not yet perfect (error system), not all people understand digital technology, the maximum socialization of Taspen authentication.

Abstract

Penelitian ini bertujuan untuk mengetahui Model Pengawasan Ombudsman Republik Indonesia Perwakilan Lampung terhadap Penerimaan Peserta Didik Baru (PPDB) tingkat Sekolah Menengah Atas (SMA) di Provinsi Lampung tahun 2019 serta untuk mengetahui apakah yang menjadi faktor penghambat bagi Ombudsman RI Perwakilan Lampung dalam melaksanakan pengawasan tersebut. Metode penelitian yang digunakan adalah kualitatif kemudian disajikan secara deskriptif, yaitu dengan mengurai, menjelaskan, dan menggambarkan sesuai dengan permasalahan yang erat dengan penilitian ini. Penelitian ini dilaksanakan di Kantor Ombudsman Republik Indonesia Perwakilan Provinsi Lampung dan SMA Negeri 01 Bandar Lampung. Hasil penelitian menunjukkan bahwa Model pengawasan Ombudsman RI Perwakilan Lampung terhadap PPDB tingkat SMA di Provinsi Lampung tahun 2019 menggunakan model pengawasan menurut cara pelaksanaannya yaitu pengawasan langsung yang dilakukan melalui kegiatan inspeksi yaitu pengawasan yang dilakukan dengan datang langsung ke lapangan dan juga pengawasan tidak langsung yang dilakukan melalui penerimaan dan penanganan laporan.

Abstract

Pendidikan merupakan hal wajib yang harus diperoleh bagi setiap anak. Namun tidak semua anak mampu mendapatkan pendidikan dikarenakan beberapa faktor, salah satunya karena ketidakmampuan ekonomi keluarga yang mengakibatkan mereka harus putus sekolah. Pembinaan bagi remaja putus sekolah terlantar merupakan suatu tindakan yang dilakukan untuk mengatasi salah satu masalah sosial yaitu remaja yang mengalami putus sekolah terlantar dengan tujuan untuk mengarahkan kepribadian, kemampuan dan keterampilan melalui pendidikan nonformal. Penelitian ini dilakukan di UPTD PSBR Raden Intan Lampung. Tujuan dari penelitian ini ialah untuk mendeskripsikan dan menganalisis bagaimana model dan program pembinaan yang dilakukan untuk mengatasi remaja putus sekolah terlantar. Metode yang digunakan dalam penelitian ini ialah deskriptif dengan pendekatan kualitatif dengan penggunaan teknik pengumpulan data yaitu: wawancara terstruktur, dokumentasi dan observasi. Teknik analisis data yang digunakan pada penelitian ini adalah reduksi data, penyajian data dan menarik kesimpulan, serta untuk teknik keabsahan data yaitu perpanjangan pengamatan dan triangulasi. Berdasarkan hasil penelitian menunjukkan bahwa model yang menjadi acuan dalam penyelenggaraan kegiatan pembinaan untuk remaja putus sekolah terlantar ialah Model Youth Development Program (YDP) yang memiliki 3 pendekatan, yaitu: Institusional Based, Family Based dan Community. Kesimpulan penelitian ini berdasarkan analisis yaitu Model Youth Development Program (YDP) yang menjadi acuan diterapkan melalui 4 program oleh UPTD PSBR Raden Intan Lampung, yaitu: Program Rehabilitasi Sosial, Program Jaminan Sosial, Program Pemberdayaan Sosial dan yang terakhir Program Perlindungan Sosial dengan harapan upaya ini dapat mengatasi masalah remaja putus sekolah terlantar khususnya di Provinsi Lampung.

Abstract

Lampung is one of the provinces that has a considerable tourism potential in which each region has tourism potential with its own unique attraction in South Lampung regency. However, the Tsunami disaster that struck the coastal areas of Banten and South Lampung on 22 Desemeber 2018, impacted the decline in the number of tourists visiting the archipelago and abroad to tourist destinations by the end of year 2018. Based on the problems raised above, the purpose of this research is to describe and analyze the strategy conducted by the Tourism and culture Office of South Lampung Regency in the effort to develop tourism sector in South Lampung district after Tsunami disaster. This type of research is qualitative research with a descriptive approach. The research informant is determined purpossive. Data collection techniques are conducted with observations, interviews and documentation. Data analysis techniques are carried out with data reduction, data presentation, drawing conclusions and data triangulation. Data is presented and in a descriptive analysis. Based on the results of the research is known that the Tourism and culture Department of South Lampung district has a strategy to develop tourism potential in South Lampung regency. In determining a strategy for tourism development in South Lampung District after the Tsunami disaster pay attention to four basic factors. These four factors are strengths, weaknesses, opportunities and threats with some sectors involved in the tourism development process. The conclusion of this research is based on the SWOT anilisis which produces four strategies i.e. SO strategy, WO Strategy, Strategy ST, and WT strategy

Abstract

Implementation of Child Protection in South Lampung Regency under the Ministry of Women's Empowerment and Child Protection (PPPA) which promotes the Child Friendly Village program. In this study, Natar Village is one of the villages in the Natar District that implements the Child-Friendly Village program and Kali Sari Village as the object comparison village in this study. Evaluation is a form of supervision to determine a program, especially the Child Friendly Village program, whether a village can be categorized as a village worthy of children or not. This can later be used as a recommendation for other villages that do not yet have regulations regarding the properness of children to participate in achieving common goals. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the Evaluation of the Child-Friendly Village Program in South Lampung Regency shows that the Child-Friendly Village Program has been implemented well, this can be seen from the results of the research which states that the evaluation of the program service process has been carried out as planned, the planned target has been served. The evaluation that has been carried out states that this program has shown good performance and benefits for the community and especially for children.

Abstract

The village head carries out the tasks assigned by the central government to regulate and carry out these policies made in the framework of joint development with the community towards a prosperous society. Through Mr. Gunawan's leadership, Gading Rejo Village carried out development using the Village Fund in accordance with development priorities which were jointly developed with the community. Development carried out using village funds is the construction of roads, construction of water culverts, water irrigation channels, monuments, and community activity units. Village community development is a development movement based on community self-help and mutual cooperation. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the leadership of the village head Gadingrejo to increase community participation in the management of village funds focuses more on the democratic leadership style, the leadership style of the Gadingrejo Village Head obtains high direction of support from the community, in guiding the community, the village head gives instructions to the community such as mechanisms in the field and what is needed in development, so that the duties and functions of the village head can be carried out properly.

Abstract

School dropouts have been a problem in the world of education for a long time caused by various factors, one of which is economic factors. The Education and Culture Office of Lampung Province as one of the Regional Apparatus Organizations (OPD) has the authority and responsibility in solving the problems of school dropouts, by issuing the best strategies so that these problems get the right treatment. The purpose of this study is to find out the Strategy of the Lampung Province Education and Culture Office in Handling High School Dropouts in 2021 in Lampung Province. Data collection techniques were carried out through interviews, observations and documentation by looking at four indicators of the types of strategies, namely Organizational Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. Based on the results of the study, it was found that the Covid-19 pandemic affected the rate of dropouts in Lampung Province. And the conclusion of the research shows that: 1). The Organization's strategy is based on the vision and mission with the output in the form of a program for improving and equalizing the quality of high school education, with derivative programs in the form of BOSDA and PIP, 2). Program Strategy with the implementation of the BOSDA and PIP Programs has a positive impact on students in continuing their education, 3). Resource Support Strategy by providing a budget for education costs, 4). Institutional Strategy carries out responsibilities and authorities in accordance with SOPs or applicable rules. There are 3 inhibiting factors, namely the refocusing of the budget, the lack of integration of the Population Identification Number (NIK) with the Basic Education Data (Dapodik), the low contribution of the business world and industry in supporting education development.

Abstract

This study aims to find out how the development of the E-Monev system for the Regional Development Planning Agency of South Sumatra Province in 2021 and what are the main factors that influence the development process carried out, based on the successful indicators of E-Government development from the United Nations Online Network in Public Administration and Finance that adjusts the conditions at the Regional Development Planning Agency of South Sumatra Province. The results of the study show that the development of the E-Monev system for the Regional Development Planning Agency of South Sumatra Province in 2021 has been considered successful, where by carrying out this development, it can improve the government management system and development management governance system in the province of South Sumatra, especially the increase in the performance system. more accountability and transparency, as well as the creation of a more effective and efficient development management system. The success of the development of the E-Monev system itself is influenced by various factors, such as the allocation of various resources (human, budget, information, energy, time), the construction of supporting infrastructure and superstructure that supports the performance of the South Sumatra provincial apparatus and the element of political will. the desire of politicians) from the leaders of the South Sumatra Province to make this system a superior system in supporting the process of governance management and development management in South Sumatra Province.

Abstract

Population data collection is one of the rights that must be fulfilled by a country. Realizing this, the Indonesian government also conducted data collection by requiring people over the age of 17 to produce an e-KTP, while for people under 17 the Ministry of Home Affairs has issued Permendagri No. 2 of 2016 concerning Identity Cards. as a fulfillment of children's rights to obtain a legal identity and has integrated the population administration information system (SIAK) and requires children throughout Indonesia to make an identity card in the form of MCH which is carried out by the Disdukcapil of Bandar Lampung City as one of the implementers of the policy. This study aims to describe how the implementation of the policy of making child identity cards in Bandar Lampung City. This study uses theory to measure the level of success of implementation according to Charles O. Jones, namely by looking at how it is organized, interpreted and applied. This type of research is descriptive research with a qualitative approach using data collection techniques with interviews, documentation and observation and using data analysis techniques with data presentation, data reduction, and drawing conclusions. The results of this study indicate that the implementation of the policy of making child identity cards in Bandar Lampung City which has been carried out by the Department of Population and Civil Registry of Bandar Lampung City has been going well but there are still factors that hinder implementation such as lack of socialization and several other problems.
