Abstract

ABSTRAKSekolah sebagai lembaga pendidikan formal merupakan komponen yang sangat penting dalam mengembangkan sikap disiplin siswa. Karena disekolah siswa dibelajarkan tentang tata tertib dan kedisiplinan, aturan atau tata tertib sekolah berfungsi supaya siswa menjadi disiplin. Secara sederhana disiplin dapat diartikan sebagai sikap patuh, tata dan tertib terhadap peraturan yang berlaku disekolah. Penelitian ini menggunakan pendekatandeskriptif kualitatif yang membahas tentang peranan Guru PKn dalam membina kedisiplinan siswa. Peran disiplin memang sangat penting bagi setiap individu, apalagi bagi peserta didik. Karena sikap disiplin yang muncul dari kesadaran diri seorang anak akan mengantarkan kepada kesuksesan belajar dan tentunya sikap disiplin itu didukung oleh kesadaran mentaati aturan, norma-norma dan tata tertib yang berlaku agar siswa menjadi individu yang tertib, teratur dan disiplin dalam berbagai hal. Tujuan penelitian ini adalah: (1) Mendeskripsikan peranan Guru PKn dalam membina kedisiplinan siswa, (2) Mendeskripsikan kendala yang dihadapi oleh Guru PKn dalam membina kedisiplinan siswa, (3) Mendeskripsikan solusi yang dilakukan oleh Guru PKn dalam mengatasi pelanggaran kedisiplinan siswa. Dari penelitian ini diperoleh kesimpulan yaitu: (1) Guru PKn MAN Malang 1 telah membina kedisiplinan siswa dengan baik, (2) Kendala dari pelaksanaan disiplin sekolah kurang disadari oleh siswa dan cenderung melakukan pelanggaran tata tertib sekolah dan kurang adanya komunikasi antara pihak sekolahdanguru-guru dengan orang tua siswa terhadap masalah kedisiplinan siswa tetapi hanya sebagian dari guru-guru saja. (3) Solusi yang dilakukan dalam mengatasi kedisiplinan siswa, Guru PKn tetap melakukan pengawasan dan selalu mencaritahu permasalahan yang ada pada diri peserta didik dan tentunya pihak sekolah jugaserta guru-guru dan karyawan yang ada di MAN Malang 1 berupaya agar saling kerjasama dalam membina kedisiplinan siswa.Oleh karena itu, tidak hanya petugas tatib saja yang membina kedisiplinan siswa tetapi semua civitas akademik yang ada di MAN Malang 1 harus menyadarinya serta ikut bertanggung jawab yang berkaitan dengan kedisiplinan siswa. Maka dari itu pihak sekolah harus lebih mengefektifkan peraturan tata tertib lebih baik lagi dengan memberikan sanksi kepada siswa yang melakukan pelanggaran agar siswa tidak melanggar peraturan tata-tertib sekolah.Kata kunci : Guru, Siswa, Kedisiplinan.ABSTRACTSchool is formal education institution which is a very important component in developing the students discipline. Since in school the students are taught about the order and discipline, rules or school rules which still work in order to make the students being discipline. Simply discipline can be interpreted as a submissive attitude, order and discipline of the school regulations.This study used a qualitative descriptive approach which discusses about the role of Citizenship teachers in building students discipline. The role of discipline is very important for each individual, especially for the learners. Because of the discipline which appear from a child?s self-awareness will lead to the success of learning and actually discipline was supported by awareness obey the rules, norms and rules that applied in order to make the students become individuals who orderly, organized and discipline in various ways. The purpose of this study were:(1) Describing the role of Citizenship teachers in building the students discipline, (2) Describing the constraints faced by Citizenship teachers in building the students discipline, (3) Describing the solution that applied by Citizenship teachers in addressing violations of the student discipline.From this study we can concluded that: (1) Citizenship teachers at MAN Malang 1 has been built the students with good discipline, (2) The problems in the implementation of school discipline neglected by students and tend to commit violations of school rules and lack of communication among the school and teachers the teacher with students parents on disciplinary problems but only several teachers. (3) The solution was done in addressing student discipline; Citizenship teachers remain to observe and always seek out the existing problems in self-learners and actually also the school and the teachers and employees in MAN Malang 1 should do mutual cooperation in student discipline. Therefore, not only the Rule officer who build the students discipline but all the academic community in Malang MAN 1 should be aware of and take responsibility related to students discipline. Thus the school should streamline further about the disciplinary rules by giving sanction to the student who commits an offense so the students do not violate the rules of school discipline.Keywords : Teacher, Students, Discipline.

Abstract

To build Indonesia should be grounded on the values of the existing nationality. But at present, these values began to fade. The next generation is losing confidence in their nation. So need an effort to make national values can flourish and inspired by all the people to build the nation?s character. Brawijaya Museum is one of the institutions that can strengthen the character of nationalism youth through collections owned. This is a descriptive study using qualitative methods. Its collection techniques are observation, interviews, and documentation. The method are data analysis, data reduction, data presentation, and conclusions. The results showed that: a) Museum Brawijaya as a form of role in the values of nationality is to tell museum collections to visitors and participate or actively in exhibitions organized by relevant institutions, b) Management of the museum include ways attract the attention of visitors, human resources, funding, technical management of the collection and management of the library, c) Visitors response after visiting the museum is satisfied that a lot of national values that they can get that put the interests of the nation above personal interests, capable and willing to sacrifice for the nation and country, love homeland and nation, proud nation and state of Indonesia, uphold the unity of the nation and the state.

Abstract

AbstrakPemerintah desa wajib mengelola keuangan desa secara transparan, bertanggung jawab, partisipatif, dan dilakukan secara tertib dan disiplin. Pelaksanaan APBDes memiliki peran penting dalam mensukseskan pembangunan daerah. Keikutsertaan masyarakat dalam penyusunan APBDes akan meningkatkan kualitas keputusan yang dibuat karena didasarkan dengan kebutuhan riil yang ada di masyarakat. Partisipasi masyarakat pada setiap program pembangunan menjadi kunci utama suksesnya pembangunan.Penelitian ini bertujuan untuk mendeskripsikan: (1) partisipasi masyarakat dalam penyusunan APBDes, dan (2) faktor pendukung dan penghambat partisipasi masyarakat dalam penyusunan APBDes. Penelitian ini menggunakan penelitian kualitatif dengan metode studi kasus. Sumber data yang digunakan adalah masyarakat Desa Rejotangan dengan kriteria usia diatas 20 tahun. Pengumpulan data dikumpulkan dengan teknik wawancara, dokumentasi dan kuisioner. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan kesimpulan.Hasil penelitian menunjukkan (1) proses partisipasi masyarakat Desa Rejotangan dalam penyusunan APBDes hanya terwakili oleh orang tertentu yang diundang saat musyawarah perencanaan pembangunan desa; (2) faktor pendukung partisipasi masyarakat dalam penyusunan APBDes yaitu adanya kesempatan yang diberikan pemerintah desa kepada masyarakat untuk menyalurkan aspirasinya terkait dengan pembangunan di desa. Kurangnya informasi yang diberikan pemerintah desa terkait penyusunan APBDes menjadi faktor penghambat dalam penelitian ini.Kata Kunci : Partisipasi Masyarakat dan APBDes AbstractThe village government is obliged to manage village finances transparently, accountably, participatively and conducted in an orderly and disciplined manner. Implementation of APBDes has an important role in the success of regional development. Community participation in the preparation of APBDes will improve the quality of the decisions made because it is based on real needs in the community. Community participation in every development program is the key to successful development.This study aims to describe: (1) community participation in the preparation of APBDes, and (2) supporting and inhibiting factors of community participation in the preparation of APBDes. The research method used is case study with qualitative approach. The data source used is Rejotangan Village people with age criteria above 20 years. Data collection was collected by interview technique, documentation and questionnaire. Data analysis techniques used are data collection, data reduction, data presentation and conclusion.The results of the research show that (1) the community participation process of Rejotangan Village in the preparation of APBDes is only represented by certain people invited during village development planning consultation; (2) supporting factors of community participation in the preparation of APBDes is the opportunity given by the village government to the community to channel their aspirations related to the development in the village. The lack of information provided by the village government related to the preparation of APBDes becomes an obstacle factor in this researchKeywords:Community Participation and APBDes

Abstract

ABSTRAKPemerintah dalam upaya pembangunan nasional terutama dalam aspek sumber daya manusia, pemerintah menerbitkan UU nomor 40 tahun 2004 tentang sistem jaminan sosial nasional (SJSN) dan UU nomor 24 tahun 2011 tentang badan penyelenggara jaminan sosial (UU BPJS). Sehingga pemerintah membentuk BPJS kesehatan, diharapkan agar seluruh warga negara Indonesia mendapat jaminan sosial kesehatan. Akan tetapi didalam masyarakattimbul persepsi-persepsi dalam program yang digalang oleh pemerintah ini, yang mana persepsi tersebut dapat mempengaruhi minat masyarakat untuk mendaftar menjadi peserta BPJS. Berdasarkan hal tersebut peneliti mengulas dengan melakukan penelitian mengenai ?Partisipasi Masyarakat dalam Implementasi Kebijakan Publik tetang BPJS Kesehatan di Kelurahan Purwosari Kecamatan Purwosari Kabupaten Pasuruan?. Berdasarkan hal tersebuttujuan penelitian ini adalah untuk mengetahui seberapa besar partisipasi masyarakat dalam implementasi kebijakan mengenai BPJS kesehatan ini beserta apa hambatan dan solusinya.Adapun lokasi penelitian ini adalah di kantor cabang BPJS kesehatan kabupaten Pasuruan dan di kelurahan Purwosari kabupaten Pasuruan. Dengan sample penelitiannya adalah 3 (tiga) orang dari pihak BPJS kesehatan cabang Pasuruan dan 5 (lima) orang dari masyarakat kelurahan Purwosari. Alat pengumpul data yang di gunakan adalah berupa data primer dan data sekunder. Teknik analisa data yang digunakan adalah kualitatif. Hasil penelitiannya yaitu: (1) Partisipasi masyarakat dalam implementasi kebijakan publik mengenai BPJS Kesehatan di wilayah Kelurahan Purwosari sangat baik hingga mencapai angka 40% dari keseluruhan penduduk Kelurahan Purwosari. Hal tersebut sejalan dengan pendapat Tilaar (2009:287) partisipasi adalah sebagai wujud dari keinginan untuk mengembangkan demokrasi melalui proses desentralisasi dimana diupayakan antara lain perlunya perencanaan dari bawah (button-up) dengan mengikut sertakan masyarakat dalam proses perencanaandan pembangunan masyarakatnya. (2) hambatan-hambatan yang di dapat yaitu kurangnya komunikasi antara pemerintah dan juga masyarakat. Serta kurangnya sosialisasi yang dilakukan oleh pihak BPJS kesehatan. (3) untuk memperbaiki komunikasi masyarakat dan juga pemerintah agar setiap kebijakan yang dikeluarkan pemerintah dapat diterima dalam masyarakat dan juga agar masyarakat mempunyai kesadaran bahwa program BPJS kesehatan ini memang benar-benar dilakukan untuk kesejahteraan masyarakat.Kata Kunci : Partisipasi, Implementasi, Kebijakan Publik, BPJS KesehatanABSTRACTGovernment in national development efforts , especially in the aspect of humanresources , the government issued Law No. 40 of 2004 on national social security system (Navigation) and Law No. 24 of 2011 concerning the social security agency (BPJS) . So the government formed BPJS healthy , it is expected that all Indonesian citizens receive social security health . But in public perceptions arise in a program at the girder by this government , which can affect the perception of public interest to register as a participant BPJS . Based on that review by researchers to conduct research on ?Public Participation in the Implementation of Public Policies on BPJS of Healhty at Purwosari Village Pasuruan Regency?. Based on the purpose of this study was to determine how much public participation in the implementation of policies on health and its BPJS obstacles and solusinya.Adapun location of this research is in the district health BPJS branch office and in the village Purwosari Pasuruan Pasuruan . With the research sample is three members of the health BPJS Pasuruan branches and five members of the village community Purwosari . Data collection tool that is in use is a form of primary data and secondary data. Data analysis technique used was qualitative. The results of the research are: (1) Public participation in the implementation of public policies on BPJS in the Village Purwosari very well until reaching 40% of the total population of the Village Purwosari. This is consistent with the opinion of Tilaar (2009:287) participation is a manifestation of the desire to developdemocracy through the decentralization process which sought, among others, the need for planning from below (button-up) by including the public in the process of planning and community development. (2) obstacles in the can that is the lack of communication between the government and communities. And lack of socialization conducted by the health BPJS. Abstract

Tujuan penelitian ini untuk mendeskripsikan (1) nilai-nilai pendidikan antikorupsidalam membentuk good citizen pada era milenial di Universitas Muhammadiyah Malang (2) implementasi nilai-nilai pendidikan antikorupsi (3) serta kendala dan solusi untuk mengatasinya. Metode penelitian ini menggunakan jenis penelitian kualitatif dan pendekatan fenomenologi, pengumpulan data diperoleh melalui observasi, wawancara mendalam kepada tujuh belas informan, dan dokumentasi. Data dianalisis secara kualitatif terdiri dari empat alur kegiatan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikankesimpulan, serta tahapan terakhir ialah keabsahan data menggunakan triangulasi sumber. Hasil penelitian ini menunjukkan bahwa (1) Nilai-nilai pendidikan antikorupsi dalam membentuk good citizen pada era milenial di Universitas Muhammadiyah Malang khususnya pada setiap Program Studi di Lingkungan FKIP terintegrasi melalui mata kuliah PKn sesuai dengan RPS, terkecuali pada Program Studi PPKn khusus berdiri sendiri sebagai mata kuliahPendidikan Antikorupsi. Selain itu, melalui pembinaan-pembinaan pada kegiatan organisasi maupun di luar organisasi seperti pembinaan dibidang PKM dan Kewirausahaan, melalui MKU, AIK, dan nilai-nilai Islam (2) Implementasi nilai-nilai pendidikan antikorupsi dalam membentuk good citizen pada era milenial di Universitas Muhammadiyah Malang telah sesuai dengan nilai-nilai pendidikan antikorupsi, namun masih terdapat beberapa nilai yang belum terimplementasi dengan baik seperti nilai kedisiplinan. Sementara nilai-nilai yang lain telah melekat dalam diri mahasiswa dan terimplementasi dengan baik (3) Kendala serta solusi dari implementasi nilai-nilai pendidikan antikorupsi dalam membentuk good citizen pada era milenial di Universitas Muhammadiyah Malang yakni kendalanya pada mahasiswa yang memiliki karakteristik, keragaman, dan latar belakang yang berbeda-beda, untuk solusinya berupa pembinaan-pembinaan secara keberlanjutan.

Abstract

Character education is an educational process aimed at learners to develop the values, attitudes, and behaviours that emit noble character or noble character. Research with the aim of, (1) To describe the implementation of character education to students at SMPN 5 Malang; (2) To describe the form of school activities in the implementation of character education to students at SMPN 5 Malang; (3) To explain the constraints faced in the implementation ofcharacter education to students at SMPN 5 Malang; (4) To explain a solution that is made to overcome the obstacles to implementation of character education to students at SMPN 5 Malang. This study uses qualitative research techniques. Researchers directly involved in collecting information related to their topic. The collection of data obtained by observation techniques, interviewing techniques, and technical documentation. The informant information that needs to be explored is the principal SMPN5 Malang, Student representatives, IslamicTeachers, PPKn Teachers, and class 7, 8, and 9. Then the data were analyzed by descriptive qualitative. The results showed that the implementation of character education to students in Junior High School 5 Malang to implement school culture that prays together, implement 5S, flag ceremonies and manners of incorporating the materials into every subject. Form of school activities in the field of religion is Imtaq, Khotmil Qur?an, and commemorating religious holidays. Field of self-development and winning personality to hold extracurricular,flag ceremony, student council activities and comply with regulations. And social fields which carry out social service. Constraints on the internal factors that character education lessons were removed, and students are still unstable, external factors are the impact of globalization, parents and children often indulge milieu wrong. The solution is to provide guidance that provide insight, training and supervision, teachers set a good example, providing facilitiessupporting character education and establish good communication between parents and the school. The conclusion that the implementation of character education to students at SMPN 5 Malang to implement and incorporate the material culture of the school moral and character are integrated into each subject. School events that shape the field of religion, self-development field and superior personality, and social areas. The obstacles are internal factors and external factors. And solutions to overcome these obstacles is to provide guidance, teachers give good example, providing character education support facilities and establish excellent communication between parents and the school.

Abstract

Penelitian ini bertujuan untuk (1) mendeskripsikan Kinerja Badan Permusyawaratan Desa (BPD) dalam menyalurkan aspirasi masyarakat di Desa Bantaran (2) penghambat Kinerja Badan Permuswaratan Desa dalam menyalurkan aspirasi masyarakat di Desa Bantaran (3) solusi mengatasi hambatan BPD dalam penyaluran aspirasi masyarakat di Desa Bantaran. Metode penelitian menggunakan deskriktif kualitatif yang di lakukan di Kantor Desa dan Masyarakat Bantaran pada bulan Januari 2019 sampai Mei 2019. Subjek penelitian antara lain ketua BPD, kepala desa, dan tokoh masyarakat. Pengumpulan data dilakukan melalui observasi, dokumentasi kegiatan serta melakukan wawancara. Data dianalisis melakui tahab pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Tahap ahir adalah menguji keabsahan data dengan prosedur Trianggulasi sumber. Hasil dalam penelitian ini menunjukkan (1) Kinerja Badan Permusyawaratan Desa (BPD) dalam menyalurkan aspurasi masyarakat di Desa Bantaran kurang sesuai dengan Undang-Undang  No 6 Pasal 55 Tahun 2014. (2) penghambat Kinerja Badan Permuswaratan Desa (BPD) dalam menyalurkan aspirasi masyarakat di Desa Bantaran adalah tidak adanya surat keterangan (SK) untuk kepengurusan BPD, tidak mengetahui tugas pokok dan fungsinya, lebih mementingkan pekerjaan sehari-hari dibandingkan di BPD. (3) solusi mengatasi hambatan BPD dalam penyaluran aspirasi masyarakat motivasi anggota BPD, sarana dan prasarana, dan sumber daya manusia.

Abstract

ABSTRAKPenelitian ini bertujuan untuk memperoleh data tentang pelaksanaan, kendala, solusi, serta peran kegiatan pramuka dalam pengembangan sikap nasionalisme siswa MAN 1 Banyuwangi, Kecamatan Banyuwangi, Kabupaten Banyuwangi. Penelitian ini menggunakan pendekatan kualitatif dengan data yang dijabarkan berupa data deskriptif. Lokasi penelitian adalah MAN 1 Banyuwangi. Sumber data dalam penelitian ini dibagi menjadi dua yaitu sumber data primer dan sumber data sekunder. Teknik pengumpulan data pada penelitian ini menggunakan wawancara, obervasi dan studi dokumen. Teknik analisis data tersebut berupa reduksi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan peran kegiatan pramuka dalam pengembangan sikap nasionalisme siswa MAN 1 Banyuwangi, pada tahap pelaksanaan kegiatan pramuka MAN 1 Banyuwangi menggunakan metode kepramukaan yang berpedoman pada buku satuan kecakapan umum pramuka. Pada penelitian ini terdapat faktor penghambat yaitu kurangnya minat siswa, serta jumlah pembina yang tidak seimbang. Solusi untuk kendala yang dihadapi yaitu dengan pemberian sanksi yang tegas, mengadakan latihan dengan cara berpindah-pindah agar siswa lebih antusias, serta melakukan pelatihan kepada pihak guru dan BK untuk meningkatkan SDM tentang kepramukaan. Kemudian peran kegiatan ini dalam pengembangan sikap nasionalisme siswa di MAN 1 Banyuwangi yaitu tidak hanya sebagai pembentuk moral, penanaman nilai nasionalisme dan juga sebagai motivator yang mengajarkan jiwa nasionalisme, disiplin, jujur dan mengajarkan siswa lebih dekat kepada negaranya, peran kegiatan pramuka juga sebagai kegiatan yang menstimulus dan menjaga agar rasa nasionalisme siswa tetap terjaga.Kata Kunci : Pramuka, Sikap Nasionalisme.ABSTRACTThis study aims to obtain data on the implementation, constraints, solutions, and the role of scout activities in the development of student nationalism attitude MAN 1 Banyuwangi, District Banyuwangi, Banyuwangi. This study uses a qualitative approach with data that is described in the form of descriptive data. The location of the research is MAN 1 Banyuwangi. Sources of data in this study is divided into two primary data sources and secondary data sources. This research procedure uses interviews, observations and document studies. Data analysis techniques such as data reduction, data presentation, and data verification. The results showed the role of scout activities in the development of student nationalism attitude MAN 1 Banyuwangi, in the implementation stage of the scout MAN 1 Banyuwangi using scouting method based on the general scout skills unit book. In this study there are inhibiting factors that are the lack of student interest, the amount of coach is not balanced. The solution to the obstacles faced is by giving strict sanctions, conducting the exercises by moving around to make the students more enthusiastic, as well as training the teachers and BK to improve the human resourcesof scouting. Then the role of this activity in the development of students? nationalism attitude in MAN 1 Banyuwangi is not only as a moral builder, the cultivation of the value of nationalism and also as a motivator who teach the soul of nationalism, discipline, honest and teach students closer to his country, the role of scout activities as well as activities stimulate and maintain the sense of student nationalism is maintained.Keywords: scouting movement, nationalism

Abstract

ABSTRAKFenomena KKN timbul dan merabah disegala bidang karena sistem pemerintahannya yang tidak dikelola dengan baik. Salah satu cara agar sistem pemerintahan berjalan dengan baik maka harus ada pengimplementasian konsep good governance dari suatu lembaga pemerintahan.Penelitian ini bertujuan untuk : (1) Mendeskripsikan bagaimana implementasi konsep good governance di Desa Landungsari, (2) Menganalisis faktor pendukung dan penghambat, (3) menjelaskan solusi dalam mengatasi masalah yang dihadapi. Penelitian ini menggunakan teknik penelitian deskriftif kualitatif. Dimana peneliti berusaha memberikan gambaran secara sistematis dan cermat fakta-fakta aktual dan sifat-sifat populasi tertentu. Bertujuan untuk memecahkan masalah-masalah aktual dan mengumpulkan data. Pengumpulan data diperoleh dengan teknik wawancara observasi dan dokumentasi. Adapun informan yang digali informasinya yakni kepala desa, sekretaris desa, tokoh desa, dan warga desa Landungsari kabupaten Malang.Berdasarkan penelitian diperoleh hasil sebagai berikut: (1) konsep good governance telah diimplementasikan oleh pemerintah desa Landungsari (2) Faktor pendukung yaitu kemampuan dan kompetensi pegawai, sedangkan faktor penghambatnya adalah kedisiplinan dari pegawai desa tersebut. (3) solusi dengan membina pegawai dengan baik dan disiplin dan konsistensi.Berdasarkanhasilpenelitian diperoleh kesimpulan sebagai berikut: (1) Implementasi konsep good governanace telah diimplementasikan di desa Landungsari kabupaten Malang, (2) Faktor pendukung yaitu kemmapuan dan kompetensi pegawai Desa. Sedangkan faktor panghambatnya adalahindisipliner dari pegawai desa tersebut, (3) solusi melalui pembinaan pegawai dengan baik dan disiplin dan konsistensi.Kata Kunci : Implementasi, Good Governance, Kesejahteraan Sosial. ABSTRACTThe phenomenon of corruption arise and spread in all fields because of the system of government that is not managed properly. One way that the governance system goes well then there should be the implementation of the concept of good governance of a government agency. This research aims to : (1) Describe how the implementation of the concept of good governance in the village Landungsari, (2) Analyzing the supporting factors and obstacles, (3) explain the solution in addressing the problems faced. This research usesdescriptive qualitative research techniques. Where researchers tried to give an idea systematically and meticulously actual facts and the properties of certain populations. Aiming to solve the actual problems and collect data. The data collection was obtained by interview observation and documentation. The information unearthed information that the village head, village secretary, village leaders and villagers Landungsari Malang regency.Based on the research results as follows: (1) the concept of good governance has been implemented by the village government Landungsari, (2) Factors supporting the ability and competence of the employees, while inhibiting factor is the discipline of the employees of the village. (3) solutions to foster employee well and discipline and consistency.Based on the research results obtained the following  conclusions: (1) Implementation of the concept of good governance has been implemented in the village of Malang regency Landungsari, (2) Factors supporting the ability and competence of the employees of the village, While inhibiting factor is the indiscipline of the village employees, (3) solutions through employee coaching well and discipline andconsistency.Keywords : Good Governance, social welfare

Abstract

The imbalance of early goal of the education has made students increased their negative behaviors that lead to moral degradation in the world of education. The circumstances that encourage SMAN 4 Malang to instill good character education through formal and nonformal education. One of the non-formal education programs are through school activities, namely Character Camp (PCC). The purpose of this study to determine: (1) the background and objectives of the program Character Camp (PCC) at SMAN 4 Malang; (2) the backgroundand objectives of the program Character Camp (PCC) at SMAN 4 Malang; (3) e?ort to plant character values and the values of any character instilled in students through a program called Character Camp (PCC) at SMAN 4 Malang; (4) the e?ectiveness of the program Character Camp (PCC) in instilling character values in SMAN 4 Malang.This research was conducted at SMAN 4 Malang. The method in this study was using a qualitative approach with descriptiveresearch and ex-post facto research. Where it can facilitate researchers in collecting data and searching for information that is descriptive with interviews about events that have occurred and collection of the existing documentation. The collection of data obtained are through interview techniques and the technique of documentation. Data validity technique is by using credibility, transferability, dependability and confrmability.The results show that thebackground and objectives of the program called Character Camp (PCC) is the concern by the school SMAN 4 Malang see the development of more advanced age, but many have a negative impact for students. so as to develop a positive character for the students of SMAN 4 Malang undertaking the training of character formation program that is realized in the form Character Camp (PCC). Many positive activities of the student during the execution of Character Camp (PCC) such as: outbound, mental strengthening, hypnotherapy and socialassistance (BAKSOS). Implementation of this program is made to be interesting, fun but still contains the values of the characters in it. The values of the characters in such activities as: environmental care, social care, religious, hardworking, independent, discipline and communicative. E?ectiveness of the program Character Camp (PCC) in instilling character values to students only 80%, but it goes through the school rules and regulations the charactervalues will be maintained and even developed.
