Abstract

The purpose of this study was to describe and analyze Public Services at the Blitar Immigration office as well as factors that support and inhibit public services at the Blitar Immigration Office. To answer the research objectives in measuring through the Quality of Service Outcomes, Accuracy in Service, Timeliness in Service, Courtesy and Employee Friendliness in Service and Justice in Service This research is a qualitative descriptive type, with the location of the study at the Blitar Immigration Office. Primary data came from interviews with five selected informants and also from direct observations at the study site. While secondary data comes from information or data owned by agencies. Withdrawal of conclusions based on data processed using interactive model analysis. From the results of the study, it can be concluded that public services at the Blitar Immigration Office are good but not optimal. The quality of the effects of public services has been carried out in accordance with procedures and full of accuracy so that there are minimal errors; Timeliness of the completion of public services in accordance with the regulation, which is a maximum of 4 working days; Service by officers is carried out politely and full of hospitality Justice in service is carried out through queuing methods so that it does not cause conflict between the applicant and gives more certainty; Justice in Service has been carried out using the queue method so that it does not create conflict between applicants. The factors that support public services at the Blitar Immigration office are the availability of adequate facilities and infrastructure, while the inhibiting factors are the lack of staff and network problems.

Abstract

Water is a basic need for mankind, but the fact remains that not everyone has access to clean water and healthy adequately, in accordance with its needs. The issue of water and poor sanitation in Indonesia spawn Program Pamsimas. The goal of the Program is to improve the access of Pamsimas drinking water and sanitation for the poor in rural areas and suburbs, as well as enhancing the values and behaviors of healthy living by building/infrastructure and means of providing drinking water and sanitation sustainable community-based and can be adopted by people to achieve the MDGs targets. Based on the results of the study and discussion of the two issues that the formulation is specified, then the obtained results, among other Policy Implementation Program Pamsimas in Trenggalek already running in accordance with the technical guidelines which in practice already refers to the components of the program i.e., community empowerment, the Ministry of sanitation, drinking water supply, and support the management of the commissioning programme. Factors that support the success of the Program Pamsimas in the presence of, among others, Trenggalek Regency method involving the existence of community empowerment, providing innovation and creativity inspires the citizens through group work, compromise bottom up and top down and commitment at all levels. Factors that impede the success of Trenggalek Regency Pamsimas, among others, lack of cooperation, natural condition, as well as the quality of the water resources untapped.

Abstract

AbstractRegional autonomy theoretically makes public service close to the public. This paper argues that In Indonesia context, more centralization adjustment happens in line with the fundamental public service disparity. Such problems lead to the wicked problems of governing public service. It finds that there is a current trend in public service disparity, for example, the amount of medical doctor and teacher which has unequal distribution comparing to the rural and urban area. The paradigm of the welfare state should be transformed welfare region as well. All problems are in regional; the state should accommodate and facilitate region to handle such disparity not only move with centralization policy agenda.Keywords: Public Service; Disparity; Regional Autonomy Abstrak Otonomi daerah secara teoritis membuat layanan publik dekat dengan publik. Makalah ini berpendapat bahwa dalam konteks Indonesia, penyesuaian sentralisasi lebih banyak terjadi sejalan dengan kesenjangan layanan publik yang mendasar. Masalah seperti itu mengarah pada masalah jahat dalam mengatur pelayanan publik. Ini menemukan bahwa ada tren saat ini dalam kesenjangan layanan publik, misalnya, jumlah dokter dan guru medis yang memiliki distribusi yang tidak setara dibandingkan dengan daerah pedesaan dan perkotaan. Paradigma negara kesejahteraan juga harus ditransformasikan menjadi wilayah kesejahteraan. Semua masalah ada di wilayah; negara harus mengakomodasi dan memfasilitasi daerah untuk menangani kesenjangan tersebut tidak hanya bergerak dengan agenda kebijakan sentralisasi.Kata Kunci: Layanan Publik; Disparitas; Otonomi Daerah

Abstract

This study aims to determine the performance of the apparatus, the strategy of improving public services in Kandangan Subdistrict, Kediri Regency, as well as obstacles faced to strengthen public service capacity in the Kandangan District Office, Kediri Regency. This research is a descriptive study using a qualitative approach. Data collection techniques are carried out with observation, interview, and documentation techniques. Data analysis techniques used are interactive models. The validity of the data is done by triangulating the source and method. Utilizing the information from the informants, this study produced findings: 1). The public service strategy in the Kandangan District Office is seen from various indicators, namely the provision of physical facilities and equipment, reliability, simplification of processes, pure responsiveness of the apparatus, providing waiting rooms and places. Secure parking/assurance (Assurance), and empathy (empathy) apparatus in Kandangan Subdistrict, the average community considers it to be relatively good. 2). Sensitivity to the community, enhancing the professionalism of apartments and supplementing infrastructure - the strategy of the government of Kediri Regency in Improving the Quality of the Implementation of Public Services in Kandangan sub-district.

Abstract

This study aims to determine the driving and inhibiting determinants of the development of local religions Kaharingan on Dayak ethnic in the province of Central Kalimantan-Indonesia. This research employed a qualitative research method with a grounded approach. Based on the research result, it concludes: Firstly, the supporting factor of Kaharingan local religion existence are: 1) existence of reality that Kaharingan trust very strongly influencing social character and social order of civilization of Dayak Ngaju people, 2) Kaharingan local religion becomes the center of a touch of other faith, and 3) the existence of kademangan which is believed to be a social institution as well as a religious institution. Second, at least three factors are inhibiting the development of local religions Kaharingan on Dayak ethnic, namely 1) cultural change, 2) government intervention against customary institutions, and 3) fading mentality "betang".

Abstract

 ABSTRAK Kinerja polisi yang profesional, modern, bermoral dan patuh hukum merupakan aspek yang dapat ditingkatkan melalui faktor-faktor pengembangan kepemimpinan yakni, pembinaan, pelatihan dan pengembangan,pemberdayaan dan partisipasi. Untuk itu POLRI harus dapat menerapkanfaktor-faktor pengembangan kepemimpinan diatas dalam rangka meningkatkan kinerja polisi yang profesional, modern, bermoral dan patuh hukum.Tujuan dari penelitian ini adalah: untuk mengetahui dan menganalisis pengaruh pembinaan dan pemberdayaan pimpinan terhadap kinerja bawahan di Satuan Sabhara Polres Batu.Tipe penelitian ini merupakan penelitian deskriptif dengan pendekatan penelitian kualitatif. Informan yang akan peneliti wawancarai adalah pihak-pihak yang terlibat dalam pembinaan, pemberdayaan pimpinan dan kinerja bawahan di Satuan Sabhara Polres Batu.Hasil penelitian menunjukkan bahwa Pembinaan dan pemberdayaan pimpinan sangat berpengaruh terhadap kinerjabawahan di satuan Sabhara Polres Batu hal ini terlihat Pelaksanaan tugas Satuan Sabhara Polresta Batu sebagian besar telah terlaksana dengan baik, dan telah berupaya meningkatkan pelaksanaan tugas fungsi Sabhara yang berwibawa di tengah-tengah masyarakat untuk menciptakan situasi kamtibmas yang mantap dan terkendali dikarenakan adanya program pembinaan dan pemberdayaan pimpinan dilaksanakan secara baik, rutin dan terus menerus. Kata Kunci : Pembinaan, Pemberdayaan, Kinerja

Abstract

Public services organized by public organizations are one manifestation of functions of the state government apparatus as civil servants. Public services are intended to prosper the community. The condition of people who experience dynamic development, the better level of community life, resulting in people becoming more aware of what their rights and obligations are as citizens in living in the community, proposing their demands, desires, and aspirations to the government. The purpose of this study are as follows: 1) To determine the service quality of KIR test at the Department of Transportation (Dishub) of Kediri City? 2) To find out the satisfaction of KIR service users in the Department of Transportation (Dishub) of Kediri City?, 3) To analyze the influence Kir test service quality to the satisfaction of KIR service users in the Kediri City Transportation Agency (Dishub)? This study uses quantitative research designs. This study consists of two variables, namely the independent variable of this study is the quality of service while the dependent variable of the study is the satisfaction of the users of mobile vehicle testing services, data collection by distributing questionnaires to respondents. Based on the results of the research. The following conclusions can be drawn: 1) Based on the results of the investigation it has been proven that the quality of service of the KIR test at the Kediri City Transportation Agency (Dishub) is good, service employees, facilities and tools the support used in the test is complete and modern. 2) Based on the results of the analysis it has been proven that the level of satisfaction of KIR service users in the Kediri City Transportation Agency (Dishub) is quite high. 3) There is a significant effect of service quality variables on community satisfaction of test service users in the city of Kediri, service quality variables have an impact of 78.6% on the achievement of the service user community.

Abstract

Abstract Currently the forest area continues to decrease. Likewise, the area of agricultural land also continues to decrease and change with the growth of settlements and various buildings and various facilities. This requires a variety of jobs to meet human needs. Therefore, the existence of protected forests and production forests adjacent to human settlements has encountered many problems and has resulted in conflicts. The research approach used is a descriptive approach with purposive techniques. The data that has been collected is tested for data validity and research analysis using interactive analysis techniques. The result of his research was that the people living around the forest felt empowered by involving the community in forest management, namely by providing agricultural arable land. Perhutani also gave permission to the people who are members of the LMDH to develop and utilize a small part of the forest area to be empowered according to the capacity of the population. Through reflections, thoughts, ideas and ideas as well as the development of skills of some people who can become businesses, so that various tourist objects emerge. Likewise with the existence of traditional markets and local culinary so that the growth and income of the people's welfare increases. Economic growth continues to develop both in the field of quality improvement and social networks.Keywords: Creative economy; Protected forest; Production forest Abstrak Saat ini, luas hutan terus berkurang. Begitu juga dengan luas lahan pertanian juga terus berkurang dan berganti dengan tumbuhnya permukiman dan berbagai bangunan serta berbagai fasilitas. Hal demikian memerlukan berbagai lapangan kerja guna memenuhi kebutuhan manusia. Oleh karena itu keberadaan hutan lindung maupun hutan produksi yang berdekatan dengan permukiman penduduk banyak mengalami masalah dan berujung pada konflik. Pendekatan penelitian yang digunakan adalah pendekatan deskriptif dengan teknik purposive. Adapun data yang telah terkumpul dilakukan uji keabsahan data dan analisis penelitian menggunakan teknik analisis interaktif. Hasil penelitiannya adalah Masyarakat sekitar hutan merasa diberdayakan dengan cara melibatkan masyarakat dalam pengelolaan hutan yaitu dengan memberikan lahan garapan pertanian. Pihak Perhutani juga memberikan ijin kepada masyarakat yang tergabung dalam LMDH untuk mengembangkan dan memanfaatkan sebagian kecil kawasan hutan untuk diberdayakan sesuai kemampuan penduduk. Melalui renungan, pemikiran, ide dan gagasan serta pengembangan keterampilan sebagian masyarakat yang dapat menjadi bisnis, sehingga bermunculan berbagai objek wisata. Demikian juga dengan keberadaan pasar tradisional dan kuliner lokal sehingga pertumbuhan dan pendapatan kesejahteraan masyarakat mejadi meningkat. Pertumbuhan ekonomi terus berkembang baik itu dalam bidang peningkatan kualitas dan jaringan sosial.Kata Kunci: Ekonomi Kreatif; Hutan Lindung; Hutan Produksi

Abstract

Keberhasilan kerja Pegawai SatuanPolisi PamongPraja yang berada di Sub Bagian Tata Usaha Satuan Polisi Pamong Praja Kabupaten Trenggalek yang dalam penelitian ini nantinya disingkat dengan di Sub Bagian Satpol PP Kabupaten Trenggalek dapatmemberikan pelayanan kepada masyarakat dengan baik, maka para pegawai tersebut harus mempunyai semangat kerja yang tinggi, selain itu sebagai Pegawai Negeri Sipil dan sebagai abdi Negara. maka mereka harus dapat melaksanakan tugas kedinasan sebaik-baiknya dengan penuh kesadaran dan tanggungjawab. Pengawasan kepada para pegawai dalam suatu instansi atau organisasi Satuan Polisi Pamong Praja yang biasa disingkat dengan Satpol PP, perlu dilakukan sebagai usaha untuk dapat mencegah kemungkinan adanya penyimpangan dari pada rencana-rencana, instruksi instruksi, saran-saran dan, sebagainya yang telah ditetapkan, sehingga sangat diperlukan adanya pengawasan dari pimpinan. Pengawasan dilakukan karena merupakan tindakan yang biasa dilakukan oleh seorang pimpinan untuk mengetahui apakahjalannya, pekerjaan dan hasilnya sesuai dengan rencana atau tidak. Permasalahannya apakah pengawasan Kepala Satuan Polisi Pamong Praja berpengaruh positif terhadap Prestasi Kerja Pegawai Di Sub Bagian Tata Usaha Satuan Polisi Pamong Praja Kabupaten Trenggalek. Agar bisa menjawab permasalahan, maka digunakan pendekatan penelitian kuantitatif, untuk penentuan sampel menggunakan teknik purposive sampling. Teknik pengumulan data dengan wawancara, observasi, dokumentasi, dan teknik analisisnya adalah korelasi product moment, dengan hasil penelitian terdapat pengaruh Pengawasan Kepala Satuan Terhadap Prestasi Keria Pegawai Satuan, Polisi Pamong Praja Di Sub Bagian Tata Usaha Satuan Polisi Pamong Praja Kabupaten Trenggalek.

Abstract

The PUMP-P2HP Program is a community-based poverty reduction program through the facilitation of business development assistance for processors and marketers of fishery products within the Processing Group and Marketers (POKLAHSAR). The purposes of this study were to describe and to analyze the Implementation of PUMP-P2HP Program 2014 in Trenggalek Regency and factors that support or inhibit  PUMP-P2HP Program. This research uses qualitative descriptive method, while collecting primary data through interview and observation, while collecting secondary data from literatures. The results of the research showed that : 1) the Implementation of PUMP-P2HP Program in 2014 in Trenggalek Regency has been referring to 6 elements of empowerment that is mentoring, community participation, group organizing, transparency, monitoring system and gender perspective; 2) Supporting success factors of the Implementation of PUMP-P2HP Program 2014 in Trenggalek Regency including good communication and coordination between the implementors, qualified human resources and adequate budget, 3) The inhibiting success factors of the PUMP-P2HP Program 2014 in Trenggalek Regency including the identification and verification of new groups for substitution of aspiration groups, causing the proposing stage up to the withdrawal.
