Abstract

The paper aims to understand policies regarding national examination and those of IPOLESOSBUD, and examines them in explanatory-based discussion. The paper was written in May 2014 covering information obtained from focussed group discussion (FGD) followed by students of doctoral program in education who are school administrators from several provinces in Indonesia. Data and information collection was performed by class discussion, questionnaire, interview, and FGD. Then, the data was analyzed qualitatively. FGD results concluded that the national policy is problematic. National examination, basically, is against the essence, the function, and the goals of national education. In fact, national examination did not seem to have impact on advancing the quality of national education and creating the form of education that is able to actively encourage students to develop independently

Abstract

This study aims to determine the direct or indirect influence of complaints management and workload on work stress and its impact toward the employees’ performance in the Transportation Department of West Aceh Regency. The population is all employees who work at TransportationDepartment of West Aceh Regency with a total of 110 people. Because the size of the population is sufficient and affordable then the research sample is the entire population of employees. Data collection is performed by distributing an open questionnaire. Primary data were analyzed using SEM (Structural Equation Modeling) analysis technique. The result of the research shows that complaint management has negative and insignificant effect on work stress at Transportation Department of West Aceh Regency. Workload has positive and insignificant effect to work stress. Complaint management and workload have a positive and significant effect on employees’ performance. Work stress has a negative and significant effect on the employees’ performance at Transportation Department of West Aceh Regency. Work stress plays a role in increasing the positive influence between complaints management and employees’ performance. Work stress plays a role in increasing the negative influence between workload on employee performance at the Transportation Department of West Aceh Regency.

Abstract

Dalam catatan sejarah, masyarakat Aceh sudah mengenal syari’at Islam jauh sebelum Indonesia lahir dan bahkan mempunyai legalitas tertinggi dalam aturan kehidupan bermasyarakat dan bernegara. Karena pergolakan yang berujung kepada peperangan dan konflik, nilai-nilai ajaran Islam dalam kehidupan mulai terkikis namun tidak berarti menghilangkan pemahaman masyarakat Aceh tentang keislaman. Di keluarkannya UU No. 44 Tahun 1999 dan UU No. 18 tahun 2001 menjadi modal bagi masyarakat Aceh untuk kembali menerapkan syari’at Islam dan juga menjadikan Aceh sebagai model bagi daerah lain dalam pelaksanaan otonomi daerah. Pelaksanaan syari’at Islam di Aceh banyak mendapat berbagai tanggapan baik dari kalangan internal masyarakat Aceh sendiri maupun luar Aceh. Ada yang menilai positif dan tidak banyak pula yang melihatnya sebagai negatif dengan berbagai macam alasan kemanusiaan.Tulisan ini ingin menyampaikan dan menggambarkan kepada masyarakat luas terhadap pelaksanaan syari’at Islam dalam kontek keberagaman masyarakat yang ada di Aceh dengan data yang di himpun oleh penulis berdasarkan observasi, wawancara dengan para pemuka Agama dan masyarakat beragama di Aceh dan Banda Aceh khususnya. Berdasarkan dari hasil yang penulis temukan di lapangan, kemajemukan masyarakat Aceh yang beragam baik dari suku, bahasa dan agama sangat sedikit terjadi konflik ummat beragama, sosial kemasyarakatan ummat beragama yang di bangun dengan semangat kebersamaan saling membantu dan menghargai hak-hak sesama serta membangun komunikasi yang baik dapat meminimalisir terjadinya konflik ummat beragama, halini juga di dorong dengan adanya regulasi dari pemerintah yang mengatur hak-hak dan kewajiban ummat beragama dengan tidak mendiskriminasi ummat minoritas dan menjunjung tinggi nilai kearifan lokal.

Abstract

This paper will specifically discusses the concept of wujud in the al-hikmah al-muta'aliyah of Mulla Sadra. Mulla Sadra's thought has been widely studied among intellectuals, traditional madrassahs and modern universities. This shows that the intellectual tradition in Islam is in fact always evolving and is alive up to these days. It did not cease in Ibn Rushd's era, as it was understood by many partieslearned in the West.The study aims to find, discover and show the excellence of al-hikmah al-muta'aliyahof Mulla Sadra among the earlier Islamic thinkers, and then analyzes its important implications for the history of Islamic thought in general, and for Islamic philosophy in particular. The result shows that al-hikmah al-muta'aliyah is one of genres in the history of Islamic thought which has a unique characteristic that is trying to integrate two previous genres, the peripatetic and illumination genres. Mulla Sadra's formulation of the philosophy of wujud is based on three fundamental principles, namely ashalatul wujud, Tasykik wujud and causality.

Abstract

Ayat Aḥkam can be interpreted as the verses relating to the deeds of mukallaf, either in the form of demands, preferences, or decrees. The details and classification of the verses of the law revealed by the scholars are diverse, but it shows a large number as well as evidences by the works of classical and modern scholars. Ibnu Qayyim al-Jauziyyah was known as one of the reformers in Islamic law, had a scrupulous conclusion ability, and produced over a hundred works. Nevertheless, he did not write any book related to tafsir (Intrepretation). His interpretations were spreading in his various works when he explained a matter, whether in the field of tasawwuf or fiqh. This paper analyzes the interpretations of Ibn Qoyyim from the aspects of fiqh on the issue of sale and purchase contained in his several books, but not discussed in detail as the discussion of fiqh. Furthermore, these interpretations are compared to the interpretations of other scholars to see the tendency or the postulates that he used. Ibnu Qoyyim had more comprehensive thought in understanding the verse of muamalah. Occasionally, based on the textuality of Quran and hadith, with the approach of fiqh terms to reinforce his opinion, harmony with the language aspect.

Abstract

Pedophilia merupakan salah suatu bentuk penyimpangan seksual dimana orang dewasa mendapatkan kepuasan seksual melalui kontak fisik dengan anak-anak pra pubertas (menjelang masa remaja). Pada dasarnya, pedophilia juga menyangkut pilihan akan kondisi kejiwaan seseorang, oleh karena itu pedophilia tidak dapat dengan mudah dipatok sebagai sebuah kelainan, melainkan kejahatan sosial yang berujung pada tindak pidana. Pelaku seksual terhadap anak dibawah umur umumnya paling suka pada wanita umur 8-10 tahun, sedangkan pada laki-laki umur 11-13 tahun. Jadi pedofil itu mayoritas atau aktifitasnya lebih ke arah molestation (penganiayaan). Pedofil itu 70% tidak sendiri, dia akan gabung dengan gangguan penyimpangan seksual yang lain, yang paling sering berbarengan dengan sadistic sexual. Adapun yang menjadi rumusan masalah dalam penelitian ini bagaimana penanggulangan kejahatan pedophilia dalam hukum positif dan hukum Islam/fikih jinayah dan bagaimana upaya pencegahan kejahatan pedophilia. Jenis penelitian ini adalah Library Research, dengan sifat penelitian analitik-komparatif yaitu sebuah metode dengan menganalisis menggunakan kerangka teori terhadap data dengan tujuan mengolah data menjadi informasi, menjelaskan, memaparkan dan menganalisis serta membandingkan secara sistematis terkait suatu permasalahan dari sudut pandang hukum positif dan hukum Islam. Pendekatan yang digunakan adalah pendekatan yuridis-normatif yaitu dengan melihat perundang-undangan dan norma serta konsep yang relevan terhadap batasan subjek hukum. Hasil analisis konsep tersebut lantas dibandingkan dengan norma yang ada dalam hukum Islam/fikih jinayah. Dari hasil penelitian disimpulkan bahwa kejahatan pedophilia ini tidak cukup hanya dilihat sebagai perilaku abnormal/penyimpangan seksual semata, akan tetapi ini adalah suatu kejahatan yang sudah termasuk kejahatan extraordinary crime dan secepatnya harus ditanggulangi dan dalam hukum Islam/fikih jinayah ini termasuk ke dalam jarimah zina. Dalam upaya penanggulangan dan pencegahan kejahatan pedophilia diharapkan ke depannya tidak hanya cukup usaha yang bersifat penal/pidana, melainkan juga usaha bersifat antisipasi dari semua stakeholder, terutama di tingkat keluarga, diharapkan orang tua harus mengontrol setiap kegiatan anak mereka sehingga tidak terjerumus ke arah perbuatan yang salah (bertentangan dengan hukum).

Abstract

Teachers are people who play important roles in planning learning strategies to ensure the effectiveness of the learning process which is be dependent on the methods and the ability of the teachers to teach. This is until a point where teachers have to gain and develop absolute teaching competency. Teachers’ competency is the ability of a teacher that involves various aspects such as knowledge, appearance, thinking process, self adaptation, attitude and religiousvalues in executing the teaching profession. There are several types of competencies that a teacher must possess namely pedagogical competency, personality competency, social competency and professional competency. Besides, teachers’ competency is very significant in structuring the curriculum–curriculum needsto be constructed in a way that it takes into consideration the competency of the teachers as well as the relationship of activities and outcomes of the students. Teachers’competency is very important that competent teachers will have the authority and skill in controlling the classroom until students are at optimal condition.

SWOC analysis is one of step that can be taken in making an education strategical plan. This analysis is done to see deeply situation internal and external organization. The internal situation seen is a power (strengths) and organization for education (weaknesses). The situation of external (opportunities) and (challenges). To better strategical plan can be done by analyzing any strength, weakness, opportunities and challenges. Available this analysis will be deliver combination strength-opportunities strategy, power, weakness, opportunities and weakness, and challenges.

Abstract

This paper seeks to reveal a brief overview of the thought of Ibn Juzay through his interpretation of the Qur’an. The goal is to determine the pattern and characterisiques of the schools as part of the study of Islamic civilization in the western part of Islam (Andalusia and North Africa). In his case al-Tas-hil Li ‘Ulum al-Tanzil, he was able to interpret the Qur’an in just four volumes with all its characteristics and advantages. Through a literature review and with a content analysisapproach, the study found the fact that the doctrine of al-Ash’ariyah was in the style and interpretation of Ibn Juzayy al-Kalbi. However, he was able to rule out his ego by advancing the data evidence displayed in the book of his Tafseer.

Abstract

The term management comes from the word "administratie". In a sense, the administration refers to the paperwork in the office. It is in this sense that cause theonset of examples of complaints management that has been alluded to slow, because management is limited in scope as the paperwork. Other uses of "management" comes from english "administration" as "the management of executive affairs". With the limitations of this kind, understanding, then the management at synonym by "management" an understanding of the wider in scope. Management functions in accordance with the performance profile of education in General is carrying out the functions of planning, organizing, staffing, coordinating, leading (facilitating, motivating, innovating), reporting, controlling. In the world of education, directing the term more precise term wear leading to facilitating expansion, motivating, innovating. Furthermore the supervisory function was implemented as part of a managerial execution. On the level of the school, the more supervisors act as "quality assurance"with the task of supervision as an attempt towards a coaching staff to improve and enhance the quality of education that exists now
