Abstract

Selfie has evolved into a global phenomenon. The popularity of selfie has brought some great concerns about identity, privacy, security and control. The habit that accompanies when uploading selfies is to give too much information. This study explores privacy in selfies culture with communication privacy management (CPM) theory. This research uses qualitative research method of phenomenology. The experience that became phenomenon in this research is about swafoto. Phenomenological research is done by collecting data from people who have experienced the phenomenon, and developed a description of the essence of experience for all individuals. This description consists of “what” they experience and “how” they experience it. The results of the analysis show that there is a consideration of privacy by respondents in uploading selfie. Respondents who have received the condition of private informacy turbulence try to consider the situation by the needs of them selves and the opinions around them. Based on the results of the study can be known early adolescent age group 12 s.d. 17 years old actually has a higher level of privacy when doing swafoto and upload it in social media when compared with other age groups. Need further research on selfie among others research that ask about their motivation who likes to do selfie, research related to public perception related to selfie by public official . Selfie atau swafoto telah berkembang menjadi fenomena global. Kepopuleran swafoto ikut membawa sejumlah kekhawatiran besar tentang identitas, privasi, keamanan, dan pengawasan. Kebiasaan yang menyertai saat mengunggah swafoto adalah memberikan informasi yang terlalu banyak. Artikel ini berusaha mengkaji budaya swafoto terkait dengan privasi menggunakan teori manajemen privasi komunikasi atau communication privacy management (CPM). Penelitian ini mengunakan metode penelitian kualitatif fenomenologi. Pengalaman yang menjadi fenomena dalam penelitian ini adalah swafoto. Penelitian fenomenologi dilakukan dengan cara mengumpulkan data dari orang-orang yang telah mengalami fenomena tersebut, dan mengembangkan deskripsi dari esensi pengalaman untuk semua individu. Deskripsi ini terdiri dari “apa” yang mereka alami dan “bagaimana” mereka mengalaminya. Hasil analisis menunjukkan sudah adanya pertimbangan privasi oleh responden dalam mengunggah swafoto. Responden yang pernah mendapatkan kondisi private informacy turbulence berusaha untuk menimbang tuntutan-tuntutan situasi dengan kebutuhan dirinya dan pendapat orang lain yang ada disekitarnya. Berdasarkan hasil penelitian dapat diketahui bahwa kelompok usia remaja awal 12 s.d. 17 tahun justru memiliki tingkat privasi yang lebih tinggi saat melakukan swafoto dan mengunggahnya di media sosial bila dibanding dengan kelompok usia lainnya. Perlu penelitian lanjutan tentang selfie antara lain penelitian yang bertanya tentang motivasi mereka yang gemar melakukan selfie, penelitian terkait dengan persepsi publik berkaitan dengan selfie oleh pejabat publik

Abstract

Implementation of Corporate Social Responsibility (CSR) in Indonesia should adapt to local situation and characteristics of the human being. This paper aimsat elaborating the implementation and benefits of CSR in Indonesia. The writing process was conducted by consulting a number of sources to draw conclusions. The results show that the realization of CSR to its surrounding community can be done through a variety of community development programs. It is a new way to frame sustainable benefits of CSR to society maximizing building potential.

Abstract

Surabaya is one of the cities with the highest waste generation. Managing waste effectively needs to be started from the source by waste sorting. This qualitative research used a study case approach to figure out trash sorting behavior in Surabaya. Data are gathered from an interview with Surabaya’s Department of Cleanliness and Green Open Space, Non-Government Agency related to waste, and Surabaya’s Main Waste Bank. Observation is conducted in Pusat Daur Ulang Jambangan, city parks and boulevards to see how people sort the waste in public areas. Even though Surabaya has a world-recognized hygiene program, it doesn't necessarily make its people care about cleanliness and sorting waste. The knowledge doesn’t always lead to behavior.  Waste sorting behavior is still related to the physical and social conditions of the community (external factors). Thus, to develop the sorting behavior requires three strategies: (1) strengthening policy; (2) providing ergonomic facilities; and (3) community involvement in changing behavior.AbtrakSurabaya merupakan salah satu kota dengan timbulan sampah terbesar. Agar dapat mengelola sampah dengan efektif, maka harus dimulai dari sumber dengan pemilahan sampah. Penelitian kualitatif ini bercorak studi kasus bertujuan mengetahui perilaku pemilahan sampah di Kota Surabaya. Data diperoleh melalui wawancara dengan Dinas Kebersihan dan Ruang Terbuka Hijau Kota Surabaya, LSM Pemerhati Sampah, Bank Sampah Induk Surabaya. Pengamatan dilakukan di Pusat Daur Ulang Jambangan, taman kota dan jalan-jalan untuk mengetahui bagaimana masyarakat memilah sampah di tempat umum. Meskipun Surabaya memiliki program kebersihan yang diakui dunia, tidak serta merta menjadikan masyarakatnya peduli kebersihan dan melakukan pemilahan sampah. Pengetahuan tidak selalu menghasilkan perilaku pemilahan sampah. Perilaku pemilahan sampah masih berkaitan dengan kondisi lingkungan fisik dan sosial masyarakat (faktor eksternal individu). Oleh karena itu, perilaku pemilahan sampah perlu dibentuk dengan 3 strategi: (1) penguatan kebijakan; (2) penyediaan sarana yang ergonomis; dan (3) pelibatan masyarakat dalam mengubah perilaku.

Abstract

Peatland restoration policy was launched by the government to reduce negative impacts of forest and land fires on peatlands. Riau Province and South Sumatera Province are two provinces in the list of priority locations of the implementation of peatland restoration policy in 2016. What raises as a problem is the nature of preparedness of the two provinces in implementing the policy. Through qualitative research conducted in 2016, the research showed that South Sumatera Province is better prepared in implementing policy, as seen from the implemented program, prepared resources, and commitment of regional head in the implementation of the policy. However, policy implementation is constrained by the absence of regulations to support policy implementation in the province. In the future, there are some needs for (1) coordination between central and regional governments in each activity plan; (2) regulation to support the use of donor funds for implementation of the policy at regional levels; (3) social mapping and economic mapping of KHG mapping; (4) evaluation on moratorium on permits and licenses for peatlands; and (5) improvement on law enforcement.  Kebijakan restorasi gambut diluncurkan pemerintah untuk mengurangi dampak negatif kebakaran hutan dan lahan di lahan gambut. Provinsi Riau dan Sumatera Selatan adalah dua provinsi yang menjadi prioritas lokasi pelaksanaan kebijakan restorasi gambut di tahun 2016. Permasalahannya adalah bagaimana kesiapan kedua provinsi tersebut dalam pelaksanaan kebijakan tersebut? Melalui penelitian kualitatif yang dilakukan pada tahun 2016, hasil penelitian menunjukkan bahwa pemerintah daerah Provinsi Sumatera Selatan lebih siap melaksanakan kebijakan restorasi gambut, terlihat dari program yang dilaksanakan, sumber daya yang disiapkan, dan komitmen kepala daerah dalam pelaksanaan kebijakan. Namun pelaksanaan kebijakan terkendala oleh tidak adanya regulasi untuk mendukung pelaksanaan kebijakan di daerah. Untuk itu, ke depan perlu ada: (1) koordinasi antara pemerintah pusat dengan daerah dalam setiap rencana kegiatan; (2) regulasi yang mendukung pemanfaatan dana donor untuk pelaksanaan restorasi gambut di daerah; (3) pemetaan sosial dan pemetaan ekonomi dalam pemetaan KHG; (4) evaluasi moratorium izin di lahan gambut; dan (5) peningkatan penegakan hukum.

Abstract

This research is motivated by the emergence of various conflicts in various cities in Indonesia which is triggered by the activation of ethnicity and religious stereotypes, either individually or in groups in their social interaction. Surabaya is one of the big cities inhabited by various ethnic and religious and those are potential to cause conflict. This study attempts to highlight how the picture of the interaction and the level of trust among ethnic and religious in the city of Surabaya. This study is expected to provide an overview of vertices that have the potential to create conflicts in the future so that it can be anticipated by the Government. Using qualitative method and symbolic interactionism approach, which assumes that the social reality is a series of events that occur in some individuals in the society and lasted consciously and it is related to gestures, vocal, voice, and body expression, it is concluded that the city is a melting pot where people of various ethnic groups and religions merge into one. The conflict occurred because of the characteristics of the groups in conflict distinguishable in the clarity of boundaries between groups in conflict; and the degree of organization of each group are closely related to patterns of interaction and communication that was developed from two sides.

Abstract

Becoming street children is not a desirable option to everyone, especially for security issues. Street children often seen as a problem, and there are no regulations yet to overcome this phenomenon. This paper uses the study of literature, to explore the causes, way of life, and the vulnerabilities faced by street childrencaused them tend to behave deviantly.Results of the study indicates that the presence of street children mostly caused by poverty, personality disorder, and external factors of the child. They have their own way of life and are oftenly regarded as the dregs of society. Unfavorable streetlife conditions and the lack of supervision from the family makes street children are particularly vulnerable to various forms of violence.To solve the problems of street children, a comprehensive change is needed so that they will not live and workin the street again.

Abstract

Islamic Religious Education in Public Schools aims at providing an understanding  of religion to students and at the same time instilling the noble values of religion and mold them  into a person who believes and fear Allah, as well as noble, critical, independent, innovative, tolerant, and responsible. However, the instructional practices of Islamic religious education in schools are likely more important for the mastery of the teachings of Islam and ignore the cultivation of cognitive values and habituation of students to run the Islam religion. The practice is often judged by the observer of education as a form of fundamental weakness of Islamic religious education in schools, because of Islamic religious education instructional practices for students only produce a “good faith” rather than learners who “righteous and noble.” To overcome theweakness of such Islamic religious education instructional practices, the city of Yogyakarta  apply affection-based Islamic religious learning in elementary school, junior high schools, and high school. Affection-Based Islamic Religious Education aims at forming students who believe and fear Allah, as well as with morality in school life, family, community, and the State.

Abstract

The Community-Based Participatory Development Program (P3BK) is the Bekasi City Government Program for the implementation of development through community participation and self-help. This paper wants to describe the implementation of the P3BK policy in Pondok Melati District, Bekasi City. This research is qualitative in nature where data is collected through interviews with self-managed P3BK implementers, then the data is analyzed by Miles and Huberman Models. Overall the program went well, which was based on several factors, namely: (1) communication, which included the distribution of effective communication, sufficient clarity on the P3BK policy by the implementers of the activities, as well as consistency in providing good direction; (2) resources, including competent and capable enough human resources; (3) the disposition/attitude of P3BK implementers: sufficient capacity and capability and high dedication of P3BK implementers; (4) organizational structure/bureaucracy, including the availability of Standard Operating Procedure (SOP) for P3BK implementation and each program implementer has understood and implemented the SOP, as well as effective bureaucratic fragmentation.AbtrakProgram Pembangunan Partisipatif Berbasis Komunitas (P3BK) merupakan Program Pemerintah Kota Bekasi untuk pelaksanaan pembangunan lewat partisipasi dan swadaya masyarakat. Tulisan ini ingin mendeskripsikan implementasi kebijakan P3BK di Kecamatan Pondok Melati Kota Bekasi. Penelitian ini bersifat kualitatif di mana data dikumpulkan melalui wawancara pada pelaksana swakelola P3BK, kemudian data dianalisis dengan Model Miles dan Huberman. Secara keseluruhan program berjalan baik, yang didorong beberapa faktor yaitu: (1) komunikasi yang meliputi penyaluran komunikasi yang cukup efektif, kejelasan yang cukup baik atas kebijakan P3BK oleh para pelaksana kegiatan, serta konsistensi dalam memberikan arahan yang cukup baik; (2) sumber daya yang meliputi SDM pelaksana program yang dinilai cukup kompeten dan kapabel; (3) disposisi/sikap pelaksana P3BK yang meliputi kapasitas dan kapabilitas pelaksana P3BK yang cukup memadai, dedikasi yang tinggi. (4) struktur organisasi/birokrasi yang meliputi telah tersedianya Standar Operasional Prosedur (SOP) pelaksanaan P3BK dan masing-masing pelaksana program telah memahami dan melaksanakan SOP tersebut, serta fragmentasi birokrasi yang telah berjalan efektif.

Abstract

Tourism has been the backbone of Indonesia’s economy in the last three years.Contribution of tourism to national GDP is expected to increase to 15% by 2019. Those target is encouraging the development of tourism in many tourist potential areas, such as Karimunjawa. Karimunjawa is an area of 27 small islands including 22 protected islands within the area (Karimunjawa National Park). The Government has made policies in the development of tourism on small islands. The problem is on the implementation of those policy in Karimunjawa from the point of view of policy maker, policy implementer, and target group (Karimunjawa community). The result of a qualitative research conducted in 2018 on tourism development in Karimunjawa showed that tourism development in Karimunjawa has not been sustainable. Even though it has opened up new jobs and added income to the community, there has been changes of community’s values and environmental damage on some spot areas. There is a need for an integrated plan that involves many sectors and stakeholders. The plan includes spatial planning, calculation of its carrying capacity (ecological, physical, and social), analysis or study on environmental impact, utilization of natural resources in an environmentally friendly manner, and roles and responsibilities of each stakeholder involved in tourism development. There is also a need for visitor quota based on the calculation of carrying capacity as well as additional attractions to increase the length of tourist visits. AbstrakPariwisata telah menjadi backbone perekonomian Indonesia dalam tiga tahun terakhir. Pemerintah menargetkan kontribusi sektor pariwisata terhadap PDB nasional meningkat menjadi 15% pada tahun 2019. Target tersebut mendorong dikembangkannya pariwisata di daerah-daerah yang memiliki potensi pariwisata, seperti Karimunjawa. Karimunjawa merupakan daerah kepulauan dengan 27 pulau kecil di dalamnya dengan 22 pulau di antaranya berada dalam kawasan konservasi (Taman Nasional Karimunjawa). Pemerintah telah menyusun kebijakan untuk pengembangan pariwisata di pulau-pulau kecil agar berkelanjutan. Permasalahannya adalah bagaimana implementasi kebijakan tersebut dalam pengembangan pariwisata di Karimunjawa dilihat dari sudut pandang penyusun kebijakan, pelaksana kebijakan, dan target group (masyarakat Karimunjawa). Penelitian kualitatif yang dilakukan pada tahun 2018 terhadap pengembangan pariwisata di Karimunjawa memperlihatkan bahwa pengembangan pariwisata di Karimunjawa belum berkelanjutan. Karena meskipun secara ekonomi telah membuka lapangan kerja baru dan menambah penghasilan di masyarakat, namun secara sosial telah terjadi perubahan nilai dalam masyarakat dan secara ekologis telah terjadi kerusakan lingkungan. Perlu ada satu perencanaan yang terintegrasi yang melibatkan berbagai sektor dan stakeholders. Perencanaan tersebut memuat penataan ruangnya, perhitungan daya dukungnya (daya dukung ekologis, daya dukung fisik, dan daya dukung sosial), studi AMDAL atau UKL/UPL nya, pemanfaatan sumber daya alam secara ramah lingkungan, serta peran dan tanggung jawab dari setiap stakeholders yang terlibat dalam pengembangan pariwisata. Selain itu, perlu ada penetapan kuota pengunjung didasarkan perhitungan daya dukung dan menambah atraksi untuk meningkatkan lama kunjungan wisata.

Abstract

The increasing number of People With Mental Health Disorder (PWMHD) shows fragile protection to people. Medical Human Resource can hardly handle this condition; therefore we need preventive approach to avoid new PWMHD. This protection should be focus more to those who’s at risk in order to maintain their mental health quality. This study classifies 4 groups risked to mental health disorder: according to age; psychosocial condition; under threat condition, and physical condition. The Indonesia’s People House of Representative needs to make laws based on mental health’s perspective to ensure protection against mental disorder’s risk.
