Abstract

This study seeks to observe the importance of democracy in the digital era in realizing the Golden Indonesia 2045. The rapid development of technology and information has caused the world to enter the digital era so that all activities of human life begin to transition to the digital realm. Indonesia as one of the countries with large internet users has also transitioned into the digital era. All sectors of Indonesian people's lives have collaborated with digital media, although in some sectors, such as the political sector, especially in the democratic contestation, collaboration still needs to be improved. As a democratic country, the Indonesian people, especially the younger generation, need a wider space to be able to participate directly, but the space that should be created through digital media is still lacking to accommodate public participation, especially the younger generation in democracy. By using descriptive qualitative research methods and supported by primary and secondary data from questionnaires, books, journals, as well as various valid data from the internet, this study shows the need for digital applications to accommodate the community, especially the younger generation in democracy. Even though social media already exists, social media is still less effective and exclusive for carrying out democratic activities so that the participation of the younger generation and the contestation of democracy in the digital era is threatened to decline. Therefore, through the E-Constituent digital application, these problems can be overcome in order to realize Indonesia Gold 2045.

Abstract

This study aims to determine the role of the Education and Culture Office of Serang Regency in the implementation of the Training for Candidates for Principals of Elementary Schools (SD) and Junior High Schools (SMP) using the Hybrid Learning method or a combination of in-network (online) and off-network (Offline) in year 2020-2021.This research uses descriptive qualitative method. In answering the research problem, a role theory approach is used (Anis Rachma Utary, 2014) which is related to the title. Observations were made by conducting interviews with 6 key informants and additional informants. From the results of observations made then analyzed and interpreted to obtain the expected research results. The results of the analysis and interpretation show that the role carried out by the Education and Culture Office of Serang Regency in the implementation of Training for Candidate Principals for Elementary Schools - Middle Schools in a combination between online (Online) and off-Network (Offline) or Hybrid Learning in 2020-2021 is appropriate and optimal. . These results indicate that for the future the Education and Culture Office of Serang Regency must make new breakthroughs in carrying out similar activities to further increase its role, especially if the Covid 19 pandemic continues for the next few years.

Abstract

AbstractLand and Building tax in Garut Regency faces some barriers suc as a lack of taxpayers awareness and innovation. To overcome these problems, the United Nations payment innovation was carried out to improve the quality of service. This study aims to find out about how PBB payment innovations through payment points in Garut Regency and what factors influence the success of the innovations carried out. The concept used in this study is Mulgan and Albury's theory which states that successful innovations can be seen from service product innovation, service process innovation, service method innovation, policy innovation, and system innovation. The method used in this research is descriptive research method with a qualitative approach. The location of this research is the Regional Revenue Agency (BAPENDA) of Garut Regency. Data obtained by using literature studies and field studies in the form of observation, interviews and documentation studies. The results of this study indicate that the innovations carried out successfully were seen from service product innovations, process service method, policy, and system carried out by adding PPOB in the payment system, but need further development and socialization to perfect this innovation. Factors that influence this success are the existence of regulations, budget support, good human resources and the presence of digital technology. This innovation needs to be developed to increase taxpayer awareness and service quality

Abstract

This article aims to find out how the Effectiveness of Outsourced Employee Performance at PT PLN (Persero) UPK Nagan Raya, This study uses qualitative research methods. Data is collected through primary data and secondary data, researchers use performance theory from MitchellOutsourcing employee performance effectiveness, the opinion expressed by Mitchel himself in Sedarmayanti (2009: 51), that there are five aspects which include performance:, 1) quality of work, 2) punctuality in completing work, 3) initiative in completing work 4 ) capablecomplete work, 5) able to build cooperation with other parties (communication) Mitchell in Sedarmayanti (2009: 51), suggests that performance includes five aspects: 1) quality of work, 2) punctuality in completing work (promptness) , 3) inner initiativecomplete the work (initiative), 4) the ability to complete the work (capability), and 5) the ability to foster cooperation with other parties (communication). however, the effectiveness of the Outsourced Employee's performance at PT PLN (Persero) UPK Nagan Raya is still not optimal. research results that there isseveral obstacles in the field of quality of work, such as tasks given to employees that cannot be completed by employees within the allotted time, in the field of punctuality in completing work (promptness) there are still delays due to behaviorthe task is not in accordance with the intended purpose in the field.and there are still employees who do other work outside of their duties, in the area of ability to complete work (capability). Employee performance at PT PLN (Persero) UPK Nagan Raya is still In order to meet the standards, management is expected to be more consistent in returning results to employees who arecome late and go home inappropriately.Keywords: Effectiveness; Outsourced

Abstract

Bureaucratic reform has the meaning of major changes in Indonesian governance to create good government agencies in providing services to the community. Various government agencies are competing to commit to bureaucratic reform, one of which is regional hospitals which are bureaucratic institutions engaged in health services. Hospitals that work in the medical or health sector bear a double burden because they have to guarantee the quality of health services and also organize their bureaucracy. Therefore, efforts to reform the public service bureaucracy in hospitals are interesting to be studied further. Through qualitative research, this article analyzes the process of reforming the public service bureaucracy at RSUD Dr. Moewardi in improving the quality of health services. Data were obtained from interviews, observations, and document analysis on the direction of changes in bureaucratic reform to improve the quality of public services which were then analyzed using the PDCA cycle (plan, do, check, act). Through this analysis, it can describe the efforts of RSUD Dr. Moewardi in controlling the commitment to bureaucratic reform to improve the quality of public services.

Abstract

The purpose of this research is to describe how the management of official vehicles at Financial and Asset Management Agency of Bogor Regency is based on Permendagri Number 19 of 2016. The research method used is descriptive method with a qualitative approach. Data collection techniques through observation, interviews and documentation. The results showed that the management of official vehicles BPKAD of Bogor Regency had been carried out in accordance with Permendagri Number 19 of 2016. This was done for the sake of creating an orderly administration in the management of regional assets. Asset inventory is carried out every five years by inputting official vehicle data in The Application of Information Technology of Local Goods Cycle (ATISISBADA) so that they no longer use the Goods Inventory Card (KIB). However, there are still obstacles, namely the problem of incomplete and inaccurate asset inventory data. The legal audit has been carried out properly, as can be seen from the clear status of control of official vehicles. The assessment is carried out by KJPP. Optimization of official vehicles has been carried out well. Supervision is carried out periodically then control is carried out by following up if there are errors in the management of official vehicles. The activities of managing official vehicles are made easier by the existence of ATISISBADA.

Abstract

Good governance is something related to actions or behavior that are directing, controlling or influencing public affairs to realize these values in everyday life. The purpose of this study is to determine the process of distributing Non-Cash Food Assistance (BPNT) in Gembor Village, To determine the effectiveness of the distribution of Non-Cash Food Assistance (BPNT) in Gembor Village, To determine the inhibiting factors and factors driving the success of the Non-Cash Food Assistance (BPNT) program. To find out how to overcome the inhibiting factors in the Non-Cash Food Assistance (BPNT) program. This study used descriptive qualitative methods and involved informants from the Gembor Village apparatus, BPNT officers and BPNT recipient communities. In this study using the Van Doeveren theory with its five principles, namely (1) Accountability, (2) Effectiveness and efficiency, (3) Openness and Transparency, (4) Participation, (5) rule of law. The results of this study with the five principles of Van Doeveren that have been implemented properly only the principles of Accountability and the principles of Effectiveness and efficiency, while the principles of Openness and Transparency, Participation, the Rule of Law have not been implemented properly.Keywords: governance, non-cash food assistance (BPNT).

Abstract

The establishment of disaster preparedness in the community is a very important thing to be done by the government. This is because Indonesia is located in the ring of fire belt areas which causes a variety of potential disasters. In dealing with this, Bandung city government through the Bandung City Fire and Disaster Management Office established a program in order to improve preparedness. Therefore, the government needs to optimize the available budget in order to achieve this goal.  The research objective to be achieved in this paper is to analyze how the optimization of funds for the Fire and Disaster Preparedness and Prevention Program from the perspective of disaster risk management in the Bandung City Fire and Disaster Management Office. This research is a descriptive research utilizing qualitive method. Data collection was conducted using structured interviews, literature reviews, and unstructured observations in research locations. The result of this research is the formation of disaster preparedness in the community has not been fully optimized. This is due to the non-fulfillment of existing parameters in disaster risk management such as knowledge about disasters, emergency planning, and warning systems. Keyword: Disaster Preparedness, Disaster Risk Management, Fund Optimazation

Abstract

In March 2020, there are various countries in the world were appaled by the Covid-19 virus, including Indonesia. At ten months intervals, in January 2021 the Indonesian government finally started a vaccine program, to speed it up, vaccine centers were created in each area. In the city of Bandung itself, the local government accentuate collaboration in efforts to cope the pandemic. Therefore, the Bandung City Health Service, YPM Salman ITB, and the society work together in a collaboration to set up the ITB Mosque Vaccine Center which also indirectly applies the Collaborative Governance model in its implementation. Collaborative Governance is a strategy model which the government involves stakeholders from the outside of government itself in solving public problems. However, the application of the Collaborative Governance model in this vaccine program still needs to be researched further, therefore the researchers are interested in taking this topic to find out how the Collaborative Governance model is applied in the vaccine program that took place at the Salman Mosque Vaccination Center, ITB. This research uses a qualitative descriptive method with data collection techniques through interviews and literature studies. The theory used in this research refers to the opinion of Ansell & Gash which propose that there are four variables that need to be considered in the practice of collaborative governance, specifically: 1) Starting Conditions; 2) Institutional Design; 3) Facilitative Leadership; and 4) The Collaborative Process. In that implementation, the collaboration that was carried out went smoothly smoothly and could be said to be optimal based on the Ansell & Gash criteria. This is also because each stakeholder has adequate capacity and resources, along with understands their respective tasks and roles so that the Salman Mosque Vaccine Center ITB can be managed properly.Keywords: Collaborative Governance, Collaboration, Program, Vaccine Center, Covid-19

Abstract

Regional Financial Management is managed in an orderly, effective, efficient, economical, transparent and accountable manner. Financial management that has not been optimal has an effect on the low accountability of the program targets implemented. The Bandung City Social and Poverty Alleviation Service has problems in managing regional finances that are not optimal, which then affects the accountability of the implementation of program targets from 2018-2020. The purpose to measure how much influence regional financial management has on public accountability in the Bandung City Social and Poverty Alleviation Service in 2018-2020. The method used quantitative approach with a associative method. The collection of information and data through questionnaires distributed to employees at the Social Service of Bandung City. The population is all employees at the Bandung City Social Service. The sample used simple random technique. The analysis used Spearman rank correlation analysis, simple regression analysis, coefficient of determination, t test and data testing in this study using SPSS Version 25 software. The result are there is a significant effect positive and significant relationship between regional financial management and public accountability. The magnitude of the influence of regional financial management on public accountability at the Bandung City Social Service is 61% while the remaining 39% is influenced by other factors not examined by the author.
