Abstract

This study analyzes the discourse of "Muslim friendly tourism" in the perspective of Islamic economic politics. The research method used in this study is a qualitative method using a critical discourse analysis approach. In addition, this study also uses the concept of 3 (three) paradigms in the perspective of Islamic economic politics as a knife of analysis, including; integralistic paradigm, secularistic paradigm, and symbiotic paradigm. This study concludes that the discourse of "Muslim Friendly Tourism" has led to conflicts in several regions in Indonesia. One of them is in North Sumatra. Basically, this happens, because the government as the policy maker and implementer cannot take a persuasive approach to the community. In addition, the discourse of "Muslim Friendly Tourism" is also more directed to the Symbiotic paradigm, because it emphasizes substance rather than a legal and formal state form. Due to its substantial nature (by emphasizing the values ​​of justice, equality, deliberation, and participation, which do not conflict with Islamic principles), this tendency has the potential to act as an approach that can connect Islam with the modern political and economic system, in where the state (nation state) is one of the main elements.

Abstract

The Pekanbaru City Government through the Environmental and Hygiene Service has prepared an Action Plan for the Pekanbaru City Waste Clean Area in 2017 which contains plans, strategies, policies, programs and activities to be carried out in waste management. The plan was made according to an evaluation study by looking at the current state of waste on the results of the development of Pekanbaru City. The purpose of this study is to describe the analysis of the Pekanbaru City waste clean action plan which is intended to formulate a concept of Pekanbaru City government policy on waste management. This study uses a qualitative method, this method is very suitable to be used in this study to analyze policy analysis in an effort to clean up waste in Pekanbaru City. The findings in this study are the first by way of the rationale for the need for an action plan for a clean waste area by making regional regulations that specifically regulate waste management in Pekanbaru. . Second, involvement in the clean-waste action plan policy by looking at how far the integration has been between the local cultural and social context, natural conditions, structures and institutions, available economic and technological conditions and skills.

Abstract

This article discusses the deliberative process to make the result in the form of an agreement that is used as a policy or the basis for a management plan of a government entity. The focus of the research includes four things, first, Deliberation Process in Development Planning of Nagari Kunangan Parit Rantang, second, Groups Involved in Musrenbang Nagari Kunangan Parit Rantang, third, Indicators of Successful Implementation of Musrenbang, and fourth, Differences in Implementation of Musrenbang in Nagari Kunangan Parit Rantang during the period Before the Pandemic and During the Pandemic. The purpose of this study was to find out how the community participated in the discussion on infrastructure development in Nagari Kunangan Parit Rantang, Kecamatan Kamang Baru during the COVID-19 pandemic. The COVID-19 pandemic has affected the scale of infrastructure development in Nagari Kunangan Parit Rantang, Kecamatan Kamang Baru. This research method uses a qualitative method which was developed through a phenomenon and is supported by the opinions of experts using previously obtained data. The conclusion obtained in this study is the understanding of deliberative democracy in infrastructure development in Nagari Kunangan Parit Rantang, Kecamatan Kamang Baru.

Abstract

Bangka Island is known as a tin-producing area, especially in Bangka Regency. Tin, which is known as black diamond, if exploited continuously, leaves environmental damage and changes in the landscape. Not only tin resources, other potentials are found in the beauty of ecotourism. The Bangka Regency Government supported by PT. Sungailiat East Coast (private sector) compiles a planning strategy for the development of Tourism SEZs on the Sungailiat East Coast which is contained in one of the regional development missions to change the direction of community income from mining to tourism actors. This research method is carried out qualitatively through in-depth interviews and documentation of local regulations. The results of this study indicate that the tourism SEZ planning strategy on the Sungailiat East Coast is in the planning stage. However, such planning can be described as “half-hearted” planning. This condition is caused by the local government and PT. Sungailiat East Coast did not examine in depth the Mining Business Permits (IUP) located in sea and land waters which are close to the SEZ planning location. In addition, unconventional tin (TI) “flooded” the Sungailiat East Sea. As a result, coastal areas are affected by abrasion due to the actions of tin miners. Then the point of the planning location is next to critical land, and there is no community intervention in the planning activities of the Sungailiat SEZ which is carried out in the ecotourism corridor.

Abstract

This study wants to describe the dynamics of the Siak Regency Government's Policy in Overcoming the Transfer of Agricultural Land for Sustainable Food in Bungaraya District and the Factors influencing the Transfer of Sustainable Food Agricultural Land in Bungaraya District. The method used in this research is qualitative method. The theory that is used as the basis for the analysis is the theory of government policy, which includes the process of government functioning to control, serve, empower and regulate society. The results showed that the implementation of control carried out by the Siak Regency Government was to issue Regional Regulation No. 02 of 2014 concerning Protection of Agricultural Land to support sustainable food agriculture programs in Bungaraya District. The factors that influence the land use change policy in Bungaraya District include entrepreneur resistance, community economic factors and the political dynamics of government policies.
