Good governance is a new spirit delivered for government bureaucracy. Various efforts have been made in order to create good governance so that it can lead to professional, productive, and innovative bureaucracy system. Government institutional becomes the main ditch to achieve respectable governance. Innovation will be convenient if government institutions give adequate spaces toward the roles of other stakeholders and community. The government, another stakeholder, and community are supposed to work together to carry and implement innovation programs in all sectors. Green village is one residential innovation form that should be supported by various actor roles. In addition, in order to establish the relationship between parties, conducive to bureaucracy atmosphere is needed. This paper discusses the implementation of the roles of good governance in facilitating green village innovation program in Daerah Istimewa Yogyakarta. Investigation result toward secondary data shows that the government role of good governance is in regulation, planning, implementation, and assistance. However, the role is only formal not yet intensive. Good governance role of society is in the form of participation, which has worked well in three green villages. However, society participation is not wide spread yet. Meanwhile, the private role is still limited to the mutual interest which is profitable. Recommendation to optimize good governance by performing authentic green bureaucracy, private green action, and social engineering green community.

This study aims to analyze the design changes of public service organizations by taking cases on licensing service organizations in Banyumas Regency. The results show that merging and pruning organizational structure becomes the only way in organizational design changes. This has led to public service organizations stuck on simplifying organizational structures and neglecting business processes. Therefore, through this research obtained an explanation of the importance of redesigning public service organizations by prioritizing the simplification of key business processes within the organization. The integrated organizational design becomes the best choice to realize more responsive and accountable public services. To integrate the process of integration between units within the organization, technology plays a very important role. Any organization that wants to go forward needs to develop a digital-based organization design rather than using a hierarchical mechanism for control and coordination. Such designs require strategic alignment and the culture of digital technology within the organization. The "actors-oriented" principle is central to the design of a digital-based integrated organization. If this is implemented correctly, then the workplace where the members of the organization are located can become more productive

Village government isn't delivering basic public services: education, health, and social economy. It is just levy tax land, legitimate of letters, and building infrastructure with mutual cooperation as heritage colonial policy, heerendiensten. Base on this problem, the qualitative research conduct in Loireng Village, Sayung Under District, Demak Regency/District, Central Jawa Province. The objective of this research is to analyze why the village government does not deliver basic public services. Data were collected by observation, document study, and interview. Data analyzed with qualitative descriptive. The new public service theory Denhardt and Denhardt used to analyze it. This research found that village government isn’t formal government but state corporatism which not formed to deliver citizen public services.

Along with decentralization, poverty alleviation efforts are not only the responsibility of the central government but also the local government by presenting various policies. One policy that is considered to empower the community is the policy of poverty alleviation through home surgery program conducted by North Halmahera District Government precisely in North Loloda District. The purpose of this research is to analyze the implementation of poverty alleviation policy through home surgery program. The results of this study show the implementation of the home surgery program is not in accordance with the program objectives and expectations of the program itself, this is seen from: First, the lack of communication or socialization directly to the community about the home surgery program. Secondly, the manpower who used to make the house is a Civil Servant who certainly has no expertise in working and making homes and budgets that are not available in the North Halmahera District Budget in 2011 and part of the budget is collected of the contributions of certain parties. Thirdly, local governments do not have a commitment in terms of honesty and democratic, wherein the implementation of programs in the field there are still jobs that are not on the target program and there is injustice in determining target families. Fourth, the implementation of the program is not in accordance with the mechanism as expected because the project of home surgery program is not planned and planned in the Regional Budget in 2011, also some of the funds collected from non-governmental organizations and Civil Servants and labor in use work is a civil servant.

The background of this research is to examine the importance of research on the Maternity Guarantee policy in Kabupaten Konawe Utara in relation to the Government's efforts to assist the poor. The objective of the study was to describe how JAMPERSAL policy was viewed from the aspect of targetedness in helping poor / disadvantaged communities. The problem faced so far is that many poor people do not have BPJS, geographical conditions are still remote, and public confidence in the shaman baby. Type of descriptive research with a qualitative approach. Data collection by interview, observation, and FGD. Techniques of determining informants Purposive. From the research results can be seen that viewed from 3 (Three) indicators are the accuracy of target recipients, the accuracy of the target in the condition ready intervened and the accuracy of target intervention in the implementation of policies that are updating the previous policy implementation. The recommendation is to increase the socialization of Jampersal policy to the community directly. The findings of this field are many of the views of the pros and cons that arise due to the rigidity of the rules used in the technical guidelines that apply. This is what makes the implementation in the field is not achieved properly.

Pekanbaru City as a metropolitan city that continues to increase the population of the population, thus causing an increase in the amount of waste generated every day. This certainly requires the City Government of Pekanbaru especially Tampan district which has a very large area and a very large population in order to be able to manage the existing waste in this area. But in reality, this has not been done optimally. Sudjana (2004: 17) defines that management or management is the ability and special skills to do something good activities with others or through others in achieving organizational goals. This research aims to know and analyze the management of integrated waste processing, the inhibiting factor, and the integrated waste management in improving the right people economy in Kecamatan Tampan Pekanbaru City. The method of analysis used in this study is qualitative and quantitative. The result of this research is that integrated garbage management in improving people's economy in Kecamatan Tampan Pekanbaru has not been implemented maximally. This is due to factors of sources and types of waste, behavioral factors of society (social and cultural), institutional factors and facilities and infrastructure. So it is a very necessary application of integrated waste processing management in improving the society's economy in Tampan district of Pekanbaru city through the application of Community-based Processing.

This research aims at doing analysis and evaluation forward the governments Policy Concerning “ Online Transportation”. The Policy Nomenclature is in the regulation of transportation ministry No. 26 in 2017 on the implementation of public transportation which is not operating on a certain route online transportation operation has become phenomenal because of causing a social conflict. This has been going on for 2 years and it has not been settled up to now. Public transportation in the field of public administration is called public goods. The Availability and Implementation become the government's obligation. This research aims to do an evaluation on the government policy which has caused a social conflict. The Method of research used is a qualitative-descriptive research. The population in this research is transportation operators such as online taxi drivers, conventional taxi driver, vehicle owners and online taxi users. The sample taking technic done is based on random sampling, to completed the analysis forward the online transportation policy was done an in-depth interview and as “ key informants”, namely” Policymakers” -Online transportation operators. The research of the research thas found that the formulation process of the policy has not been done comprehensively and integrally. There are different perception and definition of the government’s intention and public transportation and definition between the government’s intention and public policy found that the support of an organization, human implementation of the budget suggests that the government improve the formulation and implementation through the strengthening of the support of the reliable and organization and management so that social conflicts won’t take place.

This study aims to describe and analyze how the implementation and process of earthquake disaster mitigation at Universitas Andalas. This research was motivated by the high risk of earthquake disasters at Universitas Andalas and the still low education and understanding of students and academic aspirations of disaster mitigation. So it is necessary to optimize mitigation activities in the Universitas Andalas campus area. This is in accordance with Law Number 24 of 2007 concerning Disaster Management and the Tridarma of Higher Education which has a strategic role in disaster management, especially in relation to learning, research and community service. The method used in this research is descriptive qualitative, data collection techniques using interviews and documentation. To test the authenticity of the data obtained in the field, researchers used source triangulation techniques. The selection of informants was done by purposive sampling. As for the results of this study, in general, disaster mitigation activities in increasing awareness of the threat of an earthquake in Universitas Andalas have not run optimally. This is evidenced by the implementation of several activities that failed to achieve the target in the form of increased disaster alertness and increased understanding of students and academics on disaster mitigation, the absence of regulations containing the implementation of disaster mitigation activities at Universitas Andalas. Lack of involvement of external organizations in implementing disaster mitigation activities, as well as limited human resources and budget in implementing disaster mitigation activities. The results showed that the alternative policy was chosen based on the criteria for selecting the alternative policy: 1) Technical feasibility, it was found that the purpose of establishing KEK was as a forum for ecraf’s actors. 2) Economic and financial, KEK doesn’t receive any special funds and no goals have been achieved. 3) Political viability, this policy doesn’t contradicting with the applicable regulations. 4) Administrative Operability policy is realistic, but the support from the nine offices has not been maximal. 5) The criteria chosen are based on the success of the other regions and then it is adopted. It is the main criteria in the process of selecting and determining KEK as an alternative policy for the development of creative economy potentian in Banyumas Regency

Penelitian ini bertujuan untuk mendeskripsikan Efektivitas Dinas Pertanian Kota Padang dalam pelaksanaan program jajar legowo di Kota Padang. Sehingga tujuan dari program jajar legowo dapat terwujud dengan baik. Dimana yang menjadi sasaran dari program adalah kelompok tani selain itu program ini diklaim dapat menambah jumlah populasi tanaman padi sekitar 30 persen. Akan tetapi keadaan di lapangan mengatakan bahwa masih banyaknya petani yang tidak menerapkan program jajar legowo pada sistem penanaman padi sawah mereka. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi. Informan berasal dari pihak Dinas Pertanian Kota Padang dan kelompok tani yang menjadi sasaran program. Adapun hasil dari penelitian ini menunjukkan bahwa belum tercapainya sasaran dari kegiatan program jajar legowo. Selain itu masih kurangnya sumber daya manusia dan sumber daya modal yang dimiliki oleh Dinas Pertanian Kota Padang dalam melaksanakan program jajar legowo. Hal lain yang didapatkan di lapangan yaitu komitmen Dinas Pertanian dalam pelaksanaan program jajar legowo belum terlaksana sepenuhnya, dimana dalam pelaksanaan program jajar legowo tidak seluruh petani yang menjadi sasaran program merasakan komitmen dari Dinas Pertanian.
