IJAL (Indonesian Journal of Academic Librarianship) is the official journal of APPTIS JATIM (Asosiasi Perpustakaan Perguruan Tinggi Islam Jawa Timur). This is a peer review open access journal dedicated to publish high quality research articles in academic librarianship. IJAL publishes articles that focus on the information profession. IJAL serves as a vehicle for authors to present analytical essays (conceptual paper) and research findings (research paper) on their concerns in an information profession facing many challenges. Abstract

This study aims to determine the form of collaboration between the library and the community while measuring the level of utilization and participation of the community in the development of libraries. The community in this study can be Government Agencies, Corporations / Companies and Non-Governmental Organizations. There are five interrelated elements in the library management concept that can be used as objects of cooperation in improving services, namely collections, Human Resources, users, services, and infrastructure. During this time the main constraints of the library are operational costs in the procurement and development of both collections, human resources, and infrastructure. In library science, procuring collections can be done by buying, gifts, donations, and exchanges. Perhaps this is the gap that can be used by librarians in procuring and developing collections in the library. Librarians can collaborate with the community in an effort to increase collections, HR and services without having to be constrained by the lack of available funds. This is also the implementation of RI Law No. 25 of 2009 concerning Public Services Chapter VI Article 39 paragraph 2 which states that "the participation of the community as referred to in paragraph (1) is realized in the form of cooperation, fulfillment of the rights and obligations of the community, and an active role in preparing public service policies". This research was conducted by taking a sample of four PTKIN libraries in East Java Province namely UIN Sunan Ampel Surabaya, UIN Maulana Malik Ibrahim Malang, IAIN Kediri, and IAIN Ponorogo. The method of data collection is done by the method of observation, interview, and questionnaire.

Abstract

The application of information literacy at Sunan Ampel Surabaya UIN has been carried out since 2001 until now. In the course of implementing Information Literacy, it was deemed important by researchers to conduct research on mastery of literacy skills using an empowering eight model. The results of the study show that not all components of literacy skills mastery using the Empowering Eight model are controlled by millennial generation users. The eight empowering component that has not been mastered by the user is the identification of topics, namely in mastering skills in the search strategy by using Boolean operator tracking strategies, trunscuation and deduction. While the Empowering Eight component that is most controlled by the user is a component of exploration of information sources, organizing, creating information, presentations, evaluating outputs and applying inputs can be categorized as good. In activating the Information Literacy program the Library of UIN Sunan Ampel Surabaya also optimizes literacy activities with audiovisual media, collaborates with various parties and provides facilities and infrastructure that support information literacy activities, such as information literacy programs, and various promotions.

Abstract

A library is an important feature of education system. It also plays significant roles in helping students’ improving their knowledge and skills. Most libraries are recently developing their organizations and programs in order to adopt the change in the field and attract more visitors. There have been several unique programs offered, such as mobile libraries, digital libraries, etc. All of those recent developments have the same objective that is to empower the library. These new programmes were designated according to the current trends of the library and information science.

Abstract

Gray literature is a collection published by universities in both printed and electronic formats, but not published for commercial purposes. Gray literature is currently mostly stored in printed form so it is vulnerable to damage. Therefore, in this study, we will discuss how to manage to serve this collection of gray literature. One way to deposit scientific work is by building institutional repositories. The aim of the institutional repository is to provide open access to scientific work produced by universities. In addition, institutional repositories can be used as indicators of college academic quality. With the increasing number of scientific works produced and published, the higher education institutions can be indicated as quality universities. The stages in building repository institutions include facility and infrastructure planning, system analysis and design, testing and repository implementation. The repository software that will be used is eprints with the main consideration is the number of users of this software in Indonesia. So that it is expected that when experiencing difficulties in its implementation, it can share with software users eprints. The advanced stage in building institutional repositories is the determination of upload regulations for scientific works and also the preparation of human resources that will manage repositories at IAIN Kediri.

Abstract

The research aims to (1) Evaluate librarians' competencies, especially within PTKIN. (2) Formulate a librarian competency development program at PTKIN. Research is evaluation research. The research used kuisioner as instrument to measure self-evaluating librarian competencies. Based on the literature review, librarian self-evaluation indicators are self-concept, work motivation and librarian performance. Self-concept is measured through 17 questions, work motivation is measured through 7 questions and librarian's performance is measured through 47 questions. The Research is done at Sunan Ampel Surabaya UIN, Malang Sunan Malik Ibrahim UIN, Kediri IAIN, Tulungagung IAIN and Ponorogo IAIN. The results of the librarian's self-evaluation showed that the librarians with very positive self-concept were 41% and the positive self-concept was 59%. Librarians who have very high motivation are 41%, high motivation is 41%, low motivation is 15% and motivation is very low 2%. Librarians who have low performance are 2.2%, moderate performers are 32.6%, high performers are 37%, and very high performers are 28.3%. The performance of librarians who are still weak is information technology literacy, conducting library research and writing scientific papers and publishing them in scientific journals / forums.
