Abstract

ABSTRACTThe Attorney General's Office of the Republic of Indonesia is a government institution that exercises state power in the field of prosecution and other powers based on law. Attorney General who is the leader and highest person in charge of the prosecutor's office who leads, controls the implementation of the duties and authorities of the prosecutor's office. As a law enforcement agency under the executive power and the position of Attorney General who is appointed, dismissed, and accountable to the President, this state institution is not independent in exercising its authority. This research uses normative legal research. The source of the data used in this thesis is collection through literature research, namely by examining secondary data in the form of books, laws and regulations, papers related to this writing. The results of this study conclude that the public prosecutor's office is in the executive realm to make this institution easy for executive power to intervene. Based on this research, the Attorney General's Office exercises authority related to judicial power, but this institution enters the executive realm and filling the position of Attorney General is the President's prerogative. Therefore, the authors recommend changes to the position of the Attorney General's Office and filling the position of Attorney General with changes to the constitution or changes to the prosecutor's law. This is to create an independent prosecutor's office in exercising its authority free from influence and interference from any power. Keywords: Position and Position, Attorney General's Office and Attorney General, Independent. ABSTRAKKejaksaan Agung Republik Indonesia adalah lembaga pemerintah yang menyelenggarakan kekuasaan negara di bidang penuntutan dan kewenangan lain berdasarkan undang-undang. Jaksa Agung yang merupakan pimpinan dan penagung jawab tertinggi kejaksaan yang memimpin, mengendalikan pelaksanaan tugas dan wewenang kejaksaan. Sebagai lembaga penegak hukum yang berada di bawah kekuasaan eksekutif dan jabatan Jaksa Agung yang diangkat, diberhentikan, dan bertanggung jawab kepada Presiden, lembaga negara ini tidak independen dalam menjalankan kewenangannya. Penelitian ini menggunakan jenis penelitian hukum normatif. Sumber data yang digunakan dalam jurnal ini adalah pengumpulan melalui penelitian kepustakaan yaitu dengan menelaah data sekunder berupa buku-buku, peraturan perundang-undangan, makalah yang berkaitan dengan penulisan ini. Hasil penelitian ini menyimpulkan bahwa kejaksaan berada pada ranah eksekutif sehingga memudahkan lembaga eksekutif untuk mengintervensi. Berdasarkan hasil penelitian ini, Kejaksaan Agung menjalankan kewenangan terkait kekuasaan kehakiman, namun lembaga ini masuk ke ranah eksekutif dan pengisian Jaksa Agung merupakan hak prerogatif Presiden. Oleh karena itu, penulis merekomendasikan perubahan kedudukan Kejaksaan Agung dan pengisian jabatan Jaksa Agung dengan perubahan konstitusi atau perubahan hukum kejaksaan. Kata Kunci: Kedudukan dan Pengisian Jabatan, Kejaksaan dan Jaksa Agung, Independen.

Abstract

ABSTRACTTrade is the main root of national development and regional development, which aims to create an advanced and independent society and physically and mentally prosperous. The goal of traders is to get high income to meet their needs. Several factors that affect the level of income include capital, location and working hours. The purpose of this study was to determine the effect of capital, location and working hours on the income level of traders. A questionnaire in the form of a questionnaire was used to collect data. The total population of the study was all traders in Selatbaru Beach, which consisted of 40 people, all of whom were used as research samples. In analyzing data; Researchers used multiple linear regression quantitative analysis. Hypothesis testing using the t test shows that "the three independent variables studied were proven to have a significant partial effect on the dependent variable traders' income". Then through the F test it can be seen that "the three independent variables studied simultaneously affect the dependent variable, namely the income of traders". The Adjusted Square R2 figure of 0.767 shows that 76.7% of traders' income variables can be explained by the three independent variables in the regression equation. While the remaining 23.3% is explained by other variables outside the three variables used in this study.Key words: Capital; working hours; location; income; multiple regression analysis ABSTRAKPerdagangan merupakan akar pokok pembangunan nasional dan pembangunan daerah, yang bertujuan untuk mewujudkan masyarakat yang maju dan mandiri serta sejahtera lahir dan batin. Yang menjadi tujuan pedagang adalah memperoleh pendapatan yang tinggi untuk memenuhi kebutuhan mereka. Beberapa faktor yang mempengaruhi tingkat pendapatan diantaranya yaitu modal, lokasi dan jam kerja. Tujuan penelitian ini adalah untuk mengetahui pengaruh modal, lokasi dan jam kerja terhadap tingkat pendapatan pedagang. Kuesioner berupa angket digunakan untuk mengumpulkan data. Jumlah populasi penelitian adalah seluruh pedagang yang ada di Pantai Selatbaru yaitu terdiri dari 40 orang yang kemudian seluruhnya dijadikan sampel penelitian. Dalam menganalisis data, peneliti menggunakan analisis kuantitatif regresi linear berganda. Pengujian Hipotesis menggunakan uji t menunjukan bahwa “ketiga variabel independen yang diteliti terbukti secara signifikan berpengaruh secara parsial terhadap variabel dependen pendapatan pedagang”. Kemudian melalui Uji F dapat diketahui bahwa “ketiga variable independen yang diteliti secara simultan berpengaruh terhadap variabel dependen yaitu pendapatan pedagang”. Angka Adjusted Square R2 sebesar 0,767 menunjukan bahwa 76,7% variabel pendapatan pedagang dapat dijelaskan oleh ketiga variabel  independen dalam persamaan regresi. Sedangkan sisanya sebesar 23,3% di jelaskan oleh variabel lain diluar ketiga variabel yang digunakan dalam penelitian ini.Kata kunci: Modal; jam kerja; lokasi; pendapatan; analisis regresi berganda

Abstract

ABSTRACTPKH " Program Keluarga Harapan " or the family hope program is such a program that provides cash assistances particularly for poor families in order to improve the quality of their human resources which include education, health and social welfare. Originally The PKH program is a program created by the Indonesian Ministry of Social Affairs which is based on the Decree of the Coordinating Minister for Poverty. And This research is aimed at regarding the implementation of the Minister of Social Affairs Regulation No.1 of 2018 concerning the Family Hope Program in Providing assistance to the Poor society Particularly in Berancah Village, Bantan District. And this study also to determine the obstacles of this program in providing all the  assistances. The type of this research is a descriptive qualitative research which used a sociological approach. Additionally, the Data sources of this study were obtained from primary data and secondary data. Moreover, In data collection techniques, researchers used interview and documentation methods. Then the technical data analysis which used in this research is data reduction, data presentation and conclusions. The results of this study indicate that:  firstly, the implementation of the Minister of Social Affairs Regulation No.1 of 2018 concerning the Family Hope Program in Providing assistance to the Poor society Particularly in Berancah Village, Bantan District is running pretty well, it is proven that recipients of PKH education components for elementary, junior and high school categories can buy their children's school supplies. On the other hand, for the health component, namely the category of pregnant women and toddlers, they can have their nutrition fulfilled. Otherwise, for the social welfare component for the elderly and disabled categories, they can be helped to seek treatment and able to make ends meet. Secondly, the obstacles of this program in providing all the assistances are included internal and external factors. Keywords: PKH, Family Hope Program, Poor Community. ABSTRAKPKH adalah suatu program yang memberi bantuan tunai kepada keluarga miskin, jika mereka memenuhi persyaratan yang terkait dengan upaya peningkatan kualitas sumber daya manusia, yaitu Pendidikan, Kesehatan dan Kesejahteraan Sosial. Program PKH ini merupakan program yang dibuat oleh Kementerian Sosial RI yang berlandaskan kepada Keputusan Menteri Koordinator Kemiskinan. Penelitian ii bertujuan untuk mengenai Implementasi Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan dalam Pemberian bantuan kepada Masyarakat Miskin di Desa Berancah Kecamatan Bantan, dan untuk mengenai faktor-faktor yang menjadi penghambat dalam pemberian bantuan kepada masyaakat miskin di Desa Berancah Kecamatan Bantan. Jenis penelitian ini adalah Penelitan Kualitatif Deskriptif, pendekatan penelitian yang dilakukan adalah pendekatan sosiologis. Sumber data diperoleh dari data primer dan data sekunder. Dalam teknik pengumpulan data, peneliti menggunakan metode wawancara, dan dokumentasi. adapun teknik analisis data yang digunakan dalam penelitan ini adalah reduksi data, penyajian data dan pengambilan kesimpulan. hasil penelitian ini adalah: pertama bahwa Implementasi Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan dalam Pemberian bantuan kepada Masyarakat Miskin di Desa Berancah Kecamatan Bantan berjalan cukup baik, hal ini terbukti penerima bantuan PKH komponen pendidikan kategori SD, SMP, dan SMA dapat membeli perlengkapan sekolah anaknya, Komponen kesehatan yakni kategori ibu hamil dan balita bisa tercukupi gizinya, Komponen kesejahteraan sosial kategori lansia dan disabilitas bisa terbantu untuk berobat dan bisa untuk memenuhi kebutuhan hidupnya. kedua, kendala dalam program ini meliputi faktor internal fan faktor eksternal. Kata Kunci: PKH, Program Keluarga Harapan, Masyarakat Miskin

Abstract

ABSTRACTThis research is done by the researcher’s concern about the income of the fishing community due  the lack of an internal installing rumpon control system  for fisherman in Bantan Sub Disrict by the Bengkalis Ministery of Maritime Affairs and Fisheries. By applaying the Rumpon intallation control system can increase fisherman income. Islam has taught the concept of leadership that  able carry out the controlling role. It is related to the income of the society. There are two formulations, 1) how is an internal rumpon installation control system can increase fishermans’ income in Bantan sub district. 2) Is an internal rumpon instalation control system in increasing has accordance with Islamic economic. This is a field research with qualitiative approach. There are 25 samples. The research finding shows the internal rumpon instalation control system that have done by the ministery of maritime affairs and fisheries is not effective. The data have showed that the income of the fisherman is not increase after the instalation, less of socialization about the system to the fishermans. The application of the internal rumpon instalation control system is not accordance of Islamic economic. Actually,  the installation of internal rumpon control system aim is to increase fishermans’ income and the welfare of the fishing community. Keywords: Interal Control, Rumpon, Income. ABSTRAKPenelitian ini dilatarbelakangi oleh keperihatinan peneliti terhadap pendapatan masyarakat nelayan akibat minimnya sistem pengendalian internal pemasangan rumpon pada nelayan di kecamatan Bantan oleh dinas Kelautan dan Perikanan kabupaten Bengkalis sehingga berhubungan dengan pendapatan nelayan. Padahal di dalam Islam diajarkan konsep kepemimpinan sehingga mampu menjalankan peran pengendalian tersebut bahkan segala yang berkaitan dengan peningkatan pendapatan masyarakat  yang merupakan salah satu indikator kesejahteraan. Rumusan masalah dalam penelitian ini ada 2 yaitu; 1) bagaimana sistem pengendalian internal pemasangan rumpon dalam meningkatkan pendapatan masyarakat di kecamatan Bantan? 2) Apakah sistem pengendalian internal pemasangan rumpon dalam meningkatkan pendapatan masyarakat di kecamatan Bantan sudah sesuai dengan prinsip ekonomi Islam? Jenis penelitian ini adalah penelitian lapangan (field research) dengan pendekatan deskriptif kualitatif. Sampel penelitian ini disebut sampel jenuh/seluruh populasi dijadikan sebagai sampel. Jumlah sampel sebanyak 25 orang. Hasil penelitian membuktikan bahwa Sistem pengendalian internal yang dilakukan oleh Dinas Kelautan dan Perikanan Kabupaten Bengkalis masih belum maksimal, pendapatan masyarakat nelayan belum meningkat setelah dilakukan pemasangan rumpon, sosialisasi dari dinas terkait dan pemahaman nelayan terhadap rumpon masih minim. Sistem pengendalian internal yang dilakukan tidak sesuai dengan prinsip ekonomi Islam. Padahal filosofi pemasangan rumpon ini sesungguhnya bertujuan meningkatkan pendapatan dan mensejahterakan masayarakat nelayan. Kata Kunci: Pengendalian internal, Rumpon, Pendapatan

Abstract

ABSTRACTThe purpose of this study was to examine the financial performance of the district Bengkalis by  the area financial independence ratio in the 2014-2018 budget period and the area financial effectiveness ratio in the 2014-2018 budget period. This research is a descriptive study and the data is secondary data obtained from Bengkalis. The data analysis technique used is the ratio analysis technique to measure the financial performance of goverment. The study show that 1) The area financial independency ratio on average  at 6.36%-9.64% with a very low category 2).The effectiveness ratio on average at 59.31%-90.02%, overall with a tendency not effective. Implications for institution life are policy makers need to continue and increase the Locally Generated Revenue with maximizing the potential of the area. Keywords: Financial Performance, Independence Tatio, The Ratio of Effectiveness ABSTRAKTujuan dari penelitian ini adalah untuk mengetahui tingkat kemandirian dan efektivitas keuangan daerah Kabupaten Bengkalis dengan menggunakan rasio kemandirian dan efektivitas keuangan daerah. Penelitian ini merupakan penelitian deskriptif melalui data sekunder. Data dianalisis dengan menghitung rasio kemandirian dan keuangan daerah. Hasil penelitian menunjukkan bahwa 1). Tingkat kemandirian keuangan daerah kabupaten Bengkalis berkisar 6.36%-9,64% termasuk kategori sangat rendah. 2). Rasio efektivitas berkisar antara 59.31%-90.02%, secara umum tergolong tidak efektif. Implikasi penelitian ini terhadap institusi (Pemerintah Kabupaten Bengkalis) sebagai pembuat kebijakan diharapkan untuk meningkatkan Pendapatan Asli Daerah (PAD) dengan memaksimal potensi yang ada di daerah. Kata Kunci: Kinerja Keuangan, Rasio Kemandirian Keuangan Daerah, Rasio Efektivitas Keuangan Daerah

Abstract

ABSTRACTThe purpose of this study was to determine whether the role of Small and Medium Enterprises (UKM) is able to prosper the community, the inhibiting factors of Small and Medium Enterprises (UKM) in Wonosari Village, Bengkalis District in developing their business. The research method is descriptive quantitative which aims to systematically and accurately describe the facts of the population. The population in this study amounted to 28 business actors. Data collection techniques using a questionnaire (questionnaire) and documentation. The data analysis technique uses quantitative data analysis techniques using the SPSS application. The results of the study to determine whether the role of Small and Medium Enterprises (UKM) is able to prosper the community, seen from the determination coefficient test of 0.656% = 65.6%. 34.4% (100% -65.6%) influenced by other variables outside this study. The regression coefficient value of the Role of Business Actors is 0.596.This means that the role of business actors is fixed and has an increase, then the Welfare of the Community in Wonosari Village will increase by 0.596. Keywords: Small and Medium Enterprises, UKM. ABSTRAKTujuan penelitian ini adalah untuk mengetahui apakah peranan Usaha Kecil dan Menengah (UKM) mampu untuk mensejahterakan masyarakat, faktor penghambat Usaha kecil dan Menengah (UKM) Di Desa Wonosari Kecamatan Bengkalis dalam mengembangkan bisnisnya. Hasil penelitian untuk mengetahui apakah peranan Usaha Kecil dan Menengah (UKM) mampu untuk mensejahterakan masyarakat, dilihat dari Uji Koefisien Determinasi sebesar 0,656 % = 65,6 % Dimana pengaruh peran pelaku usaha terhadap kesejahteraan masyarakat di Desa Wonosari adalah 65,6%, sedangkan sisanya 34,4% (100%-65,6%) di pengaruhi oleh variabel lain diluar penelitian ini. Nilai koefisien regresi variabel Peran Pelaku Usaha sebesar 0,596 Artinya peran pelaku usaha nilainya tetap dan mengalami penambahan, maka Kesejahteraan Masyarakat Desa Wonosari akan mengalami peningkatan sebesar 0,596 Koefisien bernilai positif, artinya terjadi hubungan positif antara Peran Pelaku Usaha terhadap Kesejahteraan Masyarakat Desa Wonosari Kata Kunci: Pelaku Usaha, UKM, Kesejahteraan Masyarakat.

Abstract

ABSTRACTThe purpose of this research is to determine the effect of capital, working hours andlocation on the income of marketeer in Terubuk market, Bengkalis Regency eitherpartially or simultaneously. The results of this study indicate that capital has a significanteffect on the income of market marketeers with tcount = 2.310> 1.998 = ttable, and sig =0.024 <0.05. Working hours have a significant effect on the income of marketmarketeers with tcount = 2.261> 1.998 = ttable, and sig = 0.027 <0.05. Location has asignificant effect on market marketeer's income with tcount = 3.391> 1.998 = ttable, and sig= 0.000 <0.05. And simultaneously capital, working hours and location have a positiveand significant effect on the income of market marketeers with a value of F = 68.842>2.76 (F0.025 (3:67) = 2.76) and sig = 0.000 <0.05. Dan Secara simultan modal, jam kerja dan lokasi berpengaruh positif dansignifikan terhadap pendapatan pedagang pasar dengan nilai F = 68.842 > 2.76 (nilaiFtabel F0.025 (3:67) = 2.76) dan sig = 0,000 < 0.05. Simpulan dari hasil penelitian inimenunjukan bahwa modal, jam kerja dan lokasi secara parsial dan simultanberpengaruh positif dan signifikan terhadap pendapatan pedagang pasar TerubukKabupaten Bengkalis.Kata Kunci: Modal, Jam Kerja, Lokasi, Pendapatan dan Pasar Terubuk.

Abstract

The purpose of this research is to determine the effect of capital, working hours and location on the income of marketeer in Terubuk market, Bengkalis Regency either partially or simultaneously. The results of this study indicate that capital has a significant effect on the income of market marketeers with tcount = 2.310> 1.998 = ttable, and sig = 0.024 <0.05. Working hours have a significant effect on the income of market marketeers with tcount = 2.261> 1.998 = ttable, and sig = 0.027 <0.05. Location has a significant effect on market marketeer's income with tcount = 3.391> 1.998 = ttable, and sig = 0.000 <0.05. And simultaneously capital, working hours and location have a positive and significant effect on the income of market marketeers with a value of F = 68.842> 2.76 (F0.025 (3:67) = 2.76) and sig = 0.000 <0.05. The conclusions from the results of this study indicate that capital, working hours and location partially and simultaneously have a positive and significant  market marketeer in Terubuk, Bengkalis Regency. Keywords: Capital, Working Hours, Location, Income and Terubuk Market.

Abstract

The Attorney General's Office of the Republic of Indonesia is a government institution that exercises state power in the field of prosecution and other powers based on law. Attorney General who is the leader and highest person in charge of the prosecutor's office who leads, controls the implementation of the duties and authorities of the prosecutor's office. As a law enforcement agency under the executive power and the position of Attorney General who is appointed, dismissed, and accountable to the President, this state institution is not independent in exercising its authority. This research uses normative legal research. The source of the data used in this thesis is collection through literature research, namely by examining secondary data in the form of books, laws and regulations, papers related to this writing. The results of this study conclude that the public prosecutor's office is in the executive realm to make this institution easy for executive power to intervene. Based on this research, the Attorney General's Office exercises authority related to judicial power, but this institution enters the executive realm and filling the position of Attorney General is the President's prerogative. Therefore, the authors recommend changes to the position of the Attorney General's Office and filling the position of Attorney General with changes to the constitution or changes to the prosecutor's law. This is to create an independent prosecutor's office in exercising its authority free from influence and interference from any power. Keywords: Position and Position, Attorney General's Office and Attorney General, Independent.
