Abstract

Tujuan dilakukannya penelitian ini adalah untuk mengetaui Implementasi Kebijakan Ketertiban, Kebersihan, Keindahan (K-3) di Kecamatan Subang Kabupaten Subang, dengan mengindikatori Implementasi Kebijakan yang mencakup standard an sasaran kebijakan, sumber daya, komunikasi antar badan pelaksana, karakteristik badan pelaksana, lingkungan sosial, ekonomi, dan politik, dan yang terakhir sikap pelaksana. Berdasarkan hasil penelitian, dapat digambarkan bahwa Implementasi Kebijakan Ketertiban, Kebersihan, Keindahan (K-3) di Kecamatan Subang Kabupaten Subang belum berjalan optimal, hal ini dapat dilihat sumber daya yang dimiliki diantaranya masih rendahnya anggaran untuk Program Ketertiban, Kebersihan, Keindahan (K-3) dan masih rendahnya komunikasi aparatur Kecamatan Subang dengan UPTD-UPTD lainnya. The purpose of this scripture research is to know the Implementation of Order Policy, Cleanliness, Beauty (K-3) in Subang Sub-District, Subang Regency, by indicating the Policy Implementation which includes standards and policy objectives, resources, communication between implementing agencies, implementing agency characteristics, and finally the attitude of the implementer. Based on the results of the study, it can be illustrated that the Implementation of Order Policy, Cleanliness, Beauty (K-3) Program and still the lack of communication between the Subang Sub-District apparatus and other UPTDs.

Abstract

Dalam rangka mewujudkan pemenuhan kebutuhan akan pangan bagi seluruh masyarakat di suatu wilayah,maka ketersediaan pangan menjadi sasaran utama dalam kebijakan pangan bagi pemerintahan suatu negara.Oleh karena itu untuk memperoleh cadangan yang cukup, maka pemerintah membuat satu gerakan untuk meningkatkan keragaman dan kualitas konsumsi pangan masyarakat agar lebih beragam,bergizi seimbang dan aman yaitu melalui Program Percepatan Penganekaragaman Konsumsi Pangan (P2KP) Peraturan Presiden Nomor 22 tahun 2009. Sebagai bentuk keberlanjutan Program Percepatan Penganekaragaman Konsumsi Pangan (P2KP) berbasis Sumber Daya lokal program tersebut di implementasikan atau diwujudkan melalui kegiatan Program Kawasan Rumah Pangan Lestari (KRPL) yang di lakukan melalui upaya pemberdayaan wanita. Hasil penelitian menunjukan bahwa Implementasi Program Kawasan Rumah Pangan Lestari di Desa Cinta Mekar Kecamatan Serangpanjang belum maksimal dalam pelaksanaannya,terutama dalam hal karakteristik dan kemampuan agen pelaksana dan kondisi lingkungan yang belum maksimal serta provider (Desa) yang belum mendukung. In order to realize the fulfillment of the need for food for all people in an area, the availability of food becomes the main target in food policy for the government of a country. Therefore, in order to obtain sufficient reserves, the government has made a move to increase the diversity and quality of community food consumption to be more diverse and balanced nutrition safely through the Acceleration of Diversity Program for Food Consumption (P2KP) Presidential Regulation No. 22 of 2009. As a form of sustainability, the Local Resource-based Food Consumption Diversification (P2KP) Acceleration Program is implemented or realized through the activities of the Sustainable Food Home Area Program (KRPL) which is carried out through efforts to empower women. The results showed that the implementation of the Sustainable Food Houses Area Program in Cinta Mekar Village, Serang panjang District had not been maximized in its implementation, especially in terms of the characteristics and capabilities of the implementing agents and the environmental conditions that were not optimal and the providers (villages) that were less supportive.

Abstract

Implementasi Kebijakan Pajak Reklame di BAPENDA (Badan Pendapatan Daerah) Kabupaten Subang merupakan kebijakan pemerintah Subang yang pada dasarnya adalah untuk peningkatan Pendapatan Asli Daerah (PAD) Kabupaten Subang. Tujuan penelitian ini dalah untuk mengetahui Mengapa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang Belum Optimal. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang dengan menggunakan teori dari Van Metter and Van Horn yaitu Standae dan Sasaran Kebijakan, Sumber Daya, Hubungan Antar Organisasi, Karakteristik Agen Pelaksana, Kondisi social politik dan ekonomi, serta Disposisi Implementor. Pendekatan yang digunakan pada penelitian ini adalah menggunakan pendekatan kualitatif. Pendekatan ini bersifat deskriptip, karena penelitian ini bertujuan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah melalui observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Berdasarkan hasil penelitian menunjukan bahwa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Darah (BAPENDA) Kabupaten Subang belum optimal sehingga tujuan dari kebijakan tersebut bekum tercapai. Policy Implementation of Tax Policy in BAPENDA (Regional Revenue Agency) of Subang Regency is a Subang government policy which basically is to increase Subang Regency's Original Local Revenue (PAD). The purpose of this research is to find out why the implementation of advertisement tax policy in Subang Regional Revenue Agency (BAPENDA) has not been optimal. This research and writing discusses matters relating to the Implementation of Advertisement Tax Policy in Subang Regency's Regional Revenue Agency (BAPENDA) using theories from Van Metter and Van Horn namely Standae and Policy Targets, Resources, Inter-Organizational Relations, Implementing Agency Characteristics, Socio-political and economic conditions, and Implementation Disposition. The approach used in this research is to use a qualitative approach. This approach is descriptive, because this study aims to reveal problems in the work life of government organizations through observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of regulations and data processing. Based on the results of the study showed that the Implementation of Advertisement Tax Policy in the Subang Regency's Blood Revenue Agency (BAPENDA) was not optimal so that the objectives of the policy were not yet achieved.

Abstract

Hasil penelitiannya menunjukan Implementasi PKH di Kelurahan Cigadung Kecamatan Subang belum optimal. Hal ini berarti masih banyak yang harus diperhatikan dan ditingkatkan dalam mekanisme maupun prosedur yang ada, dilihat dari proses kegiatan perrtemuan awal, validasi, pembentukan kelompok, pemuhtahiran data, verifikasi komitmen peserta dan penyaluran bantuan sesuai dengan ketentuan. Kemudian beberapa faktor pendukung dalam implementasi program PKH dukungan kelembagaan PKH yang telah berjalan efektif, semangat dan atusias KPM dalam menjalani Program, PKH memiliki kejelasan isi yang memudahkan pendamping dan KPM dalam menjalankan program, Lembaga bayar menyalurkan dana bantuan tepat jumlah dan tepat waktu. Faktor penghambat implementasi PKH di Kelurahan Cigadung meliputi kendala sumber data yang kurang akurat, sering kali terjadi kecemburuan sosial antara KPM dan masyarakat setempat, rendahnya daya tangkap dari KPM berlatar belakang pendidikan (SD/SMP kurang memahami PKH dan dalam penggunaan dana PKH oleh KPM kerap digunakan diluar ketentuan. Untuk jangka panjang belum bisa merubah pola pikir dan perilaku RTSM secara siginifikan. This research used theory of implementation approach of policy of Daniel Mazmanin and Paul Sabtier. This theory sees the variable in controlling the problem. Variable of ability of policy in structuring the implementation process accurately and variable from outside of policy that influence the implementation process. This research used descriptive methodology with qualitative approach. The data collecting was done by monitoring and interview thoroughly. The result of this research showed that the implementation of family of expectancy program in Cigadung District Subang Regency had many obstructions and had not been done well yet. The socialization had not thoroughly, so that it could not get supports from the stakeholder. There were still many poor families had not got the assistance of this program. The guidance had not done well yet. The use of financial support of this program was out of its function. For long-range, it could not change mindset and attitude of poor family significantly.

Abstract

Penelitian ini membahas mengenai Pembinaan dan Perlindungan ketenagakerjaan di Kabupaten Subang. Bidang Pembinaan dan Perlindungan Tenaga kerja pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang memiliki tanggung jawab dalam pembinaan kerja para serikat kerja melalui peningkatkan komunikasi maupun mediasi dengan Perusahaan. Maraknya permasalahan upah tenaga kerja yang tidak sesuai dan perlakuan perusahaan terhadap para pegawai yang tidak sesuai membuat Dinas Ketenagakerjaan khusunya Bidang Pembinaan dan Perlindungan Tenaga kerja mengambil alih peranan sebagai katalisator komunikasi Antara perusahaan dan para pegawai yang menyampaikan aspirasi dan keluhan mengenai permaslahan ketenagakerjaan. Hasil Penelitian yang didapat bahwa Kinerja Bidang Pembinaan dan Perlindungan Tenaga kerja pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang dinilai belum optimal dikarenakan dimensi akuntanbilitas dan dimensi responsivitas belum optimal dalam pelaksanaan tugas dan tanggungjawabnya, namun dalam dimensi kualitas pelayanan peran para pegawai sudah optimal dalam pemberian layanan, selanjutnya dalam dimensi produktivitas telah optimal hal ini terlihat dari sikap pegawai, kemampuan pegawai dan semangat pegawai yang tinggi serta dalam dimensi responsibilitas dapat dilihat dari pelaksanaan kegiatan organisasi sudah sesuai dengan prosedur dan mekanisme yang ditetapkan. Employment Development and Protection has many dimensions and links. The Division of Manpower Development and Protection at the Subang Regency Manpower and Transmigration Office carries out the work of the trade unions through enhanced communication and mediation. The rise of labor wage problems that are not appropriate and the company's treatment of inappropriate employees makes the Department of Labor especially in the Field of Manpower Development and Protection take over the role as a catalyst for communication between companies and employees who submit aspirations and complaints about labor problems. Based on the research, it is known that the Performance of the Field of Guidance and Workforce Protection at the Subang District Manpower and Transmigration Office is optimal, this is because only the accountability and responsiveness dimensions have not been optimal in carrying out their duties and responsibilities, but in the service quality dimension the role of the employees is optimal in service delivery, then in the optimal productivity dimension it can be seen from employee attitudes, employee capability and high employee morale and in the dimension of responsibility can be seen from the implementation of organizational activities in accordance with established procedures and mechanisms.

Abstract

Tujuan penulis mengadakan penelitian ini adalah untuk mengetahui efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang. Hasil penelitian yang berdasarkan kepada hasil wawancara dan observasi langsung, dengan demikian hipotesis yang penulis ajukan yaitu “Efektivitas Program Pelatihan Berbasis Kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang” ditentukan oleh faktor-faktor Produktivitas, Kualitas, Ketepatan Waktu, Putaran Waktu, Penggunaan Sumber Daya dan biaya diperoleh kesimpulan bahwa efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang belum efektif, karena ada beberapa hal yang perlu ditingkatkan yaitu peningkatan sarana dan prasarana pelatihan serta penambahan sumber daya fungsional instruktur. The purpose of the authors conducted this study was to examine the effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency. The research result of“ Effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency” district is determined by the factors of productivity, quality, timeliness, cycle time, use od resources and costs is concluded that the effectiveness of competency based training programs in UPTD BLK Subang district has not been effective, because there are some things that need to be improved, namely improvement of training facilities and the addition.

Abstract

Penelitian ini berjudul Efektivitas Program Peningkatan Kapasitas Aparatur Pemerintah Desa oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Subang, karena diduga masih rendahnya kemampuan aparatur pemerintah desa dalam pengelolan penyusunan kebijakan desa dan manajemen pelayanan desa. Metode penelitian yang digunakan metode deskriptif dengan pendekatan kualitatif. Whitney dalam Nazir (2003: 63) mengatakan bahwa metode deskriptif ini merupakan pencarian fakta dengan interpretasi yang tepat. Hasil penelitian menunjukan bahwa Efektivitas Program Peningkatan Kapasitas Aparatur Pemerintah Desa oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Subang belum sepenuhnya efektif, belum sesuai dengan dimensi yang ada atau yang ditentukan. Program Peningkatan Kapasitas Aparatur Pemerintah Desa belum berjalan seperti yang diharapkan. Terutama pada dimensi produksi dan efisiensi. This study is entitled The Effectiveness of the Village Government Apparatus Capacity Building Program by the Subang District Community and Village Empowerment Office, due to the alleged low ability of village government officials in managing village policy formulation and village service management. The research method used is descriptive method with a qualitative approach. Whitney in Nazir (2003: 63) says that this descriptive method is a fact finding with the right interpretation.In this study the analysis used is data reduction, data presentation and conclusion. The results showed that the effectiveness of the Village Government Apparatus Capacity Building Program by the Subang District Community Empowerment and Village Agency was not yet fully effective, not in accordance with the existing or determined dimensions. The Village Government Apparatus Capacity Building Program has not gone as expected. Especially on the dimensions of production and efficiency.

Abstract

Penelitian Efektivitas Pelaksanaan Program Keluarga Harapan (PKH) bertujuan untuk mengetahui bagaimana efektivitas pelaksanaan Program Keluarga Harapan (PKH) di Kecamatan Cisalak Kabupaten Subang. Lokasi yang dijadikan objek penelitian yaitu ProgramKeluarga Harapan di Kecamatan Cisalak Kabupaten Subang. Penelitian ini membahas tentang hal-hal yang berkaitan dengan efektivitas Program Keluarga Harapan (PKH) dalam menjalankan program untuk meningkatkan kesejahtraan keluarga penerima bantuan Program Keluarga Harapan (PKH). Dalam penelitian ini penulis menggunakan metode penelitian deskriftif kualitatif melalui observasi dan wawancara, studi kepustakaan dan dokumentasi. Metode pengumpulan data diperoleh langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan, sedangkan pengolahan data dengan menganalisis hasil wawancara dan observasi. Hasil penelitian menunjukan bahwa efektivitas pelaksanaan Program Keluarga Harapan (PKH) di Kecamatan Cisalak Kabupaten subang belum efektif sesuai dengan teori pengukuran efektivitas program menurut Sutrisno. Hal ini dibuktikan dengan masih terdapat Keluarga Penerima Manfaat (KPM) yang tidak memahami hak dan kewajibannya serta belum semua masyarakat miskin mendapatkan bantuan Program Keluarga Harapan (PKH) dan sosialisasi yang dilakukan Pendamping kepada Keluarga Penerima Manfaat belum maksimal. The implementation of the family of hope program (PKH) aims to find out how effective the implementation of the family of hope program (PKH) in cisalak sub-district, subang district. The location that was used as the object of research was the hope family program (PKH) in Cisalak sub-district, Subang Regency. The study didcusses maters relating to the implementation of the family of hope program (PKH) in running programs to improve family welfare. In this study the authors used a qualitative descriptive research methods trought observationsand interviews, literature studies and documentation. Data collection methods are obtained directly from the informant throught interviews directly and documents obtain in the form of rqeulations, while the processing of data by analyzing the results of interviews and observations. The result showed that the effectiveness of the family hope program (PKH) in the district of Cisalak Subang district was not yet effective according to the theory of program effectiveness measurement according to Sutrisno. This is proven by the fact that there are still families of beneficiaries (KPM) who do not all pooor people have received assistance from the hope family program and the socialization provided by the companion to the beneficiary families is not maximal.

Hasil penelitian menunjukan bahwa Efektivitas Pelayanan Pengujian Kendaraan Bermotor Berkala di Dinas Perhubungan Kabupaten Subang dinilai belum efektif dikarenakan : 1) kondisi petugas pengujian kendaraan bermotor belum efektif hal ini dilihat dari belum adanya teknisi atau petugas yang bisa memperbaiki alat/mesin uji kendaraan. 2) partisipasi petugas pengujian kendaraan bermotor belum efektif hal ini dapat dilihat dari belum adanya rapat terbuka yang mengundang masyarakat dan seluruh stakeholder untuk menyampaikan aspirasinya. 3) kesamaan hak yang di berikan petugas pengujian kendaraan bermotor belum efektif hal ini dapat dilihat dari perbedaan hak yang didapat berdasarkan status sosial dan kedekatan pihak dalam. The results showed that the effectiveness of the Periodic Motorized Vehicle Testing Service in the Subang District Transportation Office is considered not effective because : 1) The condition of the motor vehicle testing officer has not been effective as seen from the absence of a technician or an officer who can repair vehicle testing equipment / machines. 2) The participation of the motor vehicle testing officer is not yet effective, it can be seen from the absence of an open meeting that invites the public and all stakeholders to express their aspirations. 3) The equality of rights granted by motorized vehicle testing officers has not been effective yet, this can be seen from the difference in rights obtained based on social status and proximity of an insider.

Hasil penelitian menunjukan bahwa sasaran kebijakan dalam pelaksanaannya belum tepat sasaran dalam pemilihan pemilik E-Warong, Seluruh pemilik E-Warong di Kecamatan Subang bukan berasal dari penerima manfaat Bantuan Sosial melainkan berasal dari agenbrilink yang sudah ada. Sumber daya diketahui bahwa kelengkapan sarana dan prasarana masih belum memadai dan menghambat pada pengimplementasian kebijakan Bantuan Pangan Non Tunai melalui E-Warong. Masih perlu adanya penambahan E-Warong sebagai sarana dan prasarana dalam kebijakan ini, agar tidak terjadi penumpukan KPM di 10 E-Warong yang ada di Kecamatan Subang. Komunikasi antara Kecamatan Subang dengan Dinas Sosial dalam menentukan persyaratan dan kriteria E-Warong belum berjalan optimal. The results showed that the policy target in its implementation was not yet right in the selection of E-Warong owners. All E-Warong owners in Subang District did not come from the Social Assistance beneficiaries but instead came from existingbrilink agents. Resources are known that the completeness of facilities and infrastructure is still inadequate and hinders the implementation of the Non-Cash Food Assistance policy through E-Warong. There is still a need to add E-Warong as a means and infrastructure in this policy, so there is no accumulation of KPM in 10 E-Warong in Subang District. Communication between Subang District and the Social Service in determining the requirements and criteria for E-Warong has not been optimal. Kata Kunci : Implementasi Kebijakan
