Abstract

Another name of life is existential struggle; so long man struggles either against adverse conditions or against their own selves for livelihood and common amenities to live on, so long they will survive. Continuous struggles—class struggle or struggle against nature or against social, religious, economic institutions-- bring radical changes in human life and usher in a revolutionary way of sustaining life. Dalit, working-people’s life is full of struggle and their ghetto is nasty, unhygienic, and under pressure of bourgeoisie and brahmanic dominance. In short, they are circumcised in respect of economic, social and religious perspectives and their hard-some struggle against all these, provide sustenance and life force to sustain their life in impervious backdrop. Marxism analyses the relationship of oppressed and oppressor from materialistic approach and tries to find out the real cause of suffering of the oppressed, proletariat people. Taking Marxism as tool of analysis, this research article tries to probe into deep the cause suffering of Dalit people and their struggle against oppressive institutions and mechanisms. At the same time, it delves into the very incipient point of being stigmatized as dalit, untouchable, low born, proletariat and speculates over the way of emancipation.

Abstract

The AIDS Commission (KPA) is an institution formed in 2013 that has the function of leading, managing and coordinating efforts to prevent and control the Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Deficiency Syndrome (AIDS) which is chaired directly by the Mayor of Pekanbaru. This paper aims to understand, examine in-depth and explain how the Mayor's leadership is in the prevention and control of HIV/AIDS in Pekanbaru, including Regional Apparatus Organizations, Health Organizations and Non-Governmental Organizations. This study uses a qualitative method with informant withdrawal techniques through Stratified Sampling, converted to the Snow Ball technique. This study showed that the mayor leadership in preventing and overcoming AIDS was autocratic due to the policies were made in the form of mayor regulations. The decisions were made only from the Mayor, causing weaknesses including unclear policy objectives, budgeting, and ambiguity regarding oversight by the legislative institution (DPRD) of Pekanbaru. It has an impact on communication, resources, disposition and bureaucratic structures.

Abstract

This article aims to produce regional laws that are responsive in supporting the implementation of regional autonomy so that the implementation of regional autonomy does not create new problems that can hinder or damage economic development and growth in a region. In this study, several legal approaches used include the main approach of Law number 32 of 2004 concerning regional autonomy and Law number 12 of 2011 concerning the law on the establishment of legislation. Another approach approached in one case is a historical approach, a comparative approach, and a conceptual approach. Results illuminate how the drafting of Perda constitutes based on certain principals (i.e. clarity of objectives, appropriate institutional or organ formation, compatibility between types and material content) can accommodate local wisdom for the community and avoid potentially problematic regulations in the regions.

Abstract

This research examines the problems of regional head elections (pilkada) as a government system that places the people as the sole voters. Pilkada is defined as the General Election to elect pairs of candidates for Regional Head proposed by a Political Party (Parpol) or a combination of political parties and individuals. But the problem is that the implementation of the pilkada in the COVID-19 pandemic has threatened the health of the people and has an impact on the weakening of various sectors, with this situation several agendas in the process of the pilkada stages were violated by candidate pairs such as not implementing health protocols at every stage of registration so that in the 2020 election feels threatened.

Abstract

The neutrality of ASN has always been a hot topic in various circles. Concern over the alignment of ASN to one of the candidate pairs is the main reason there are three types of politicization of the bureaucracy in Indonesia: First, openly politicization. Second, semi-open politicization, third, closed politicization. By utilizing the votes of civil servants, it is obvious for incumbent candidates with the promise of being given a position or to support their superiors and the mobilization of civil servants during general and regional elections. The politicization of the bureaucracy in Indonesia is still exist, currently politicization can appear from the legislature or from the executive with the aim of perpetuating power. From symptoms ranging from users of state facilities, mobilization of civil servants, compensation for positions, commercialization of positions, recruitment of new civil servants, to removal (depromotion) of regional secretaries. The involvement of the State Civil Apparatus (ASN) in practical politics is obvious because ASN is considered as the easiest way to influence society. The position of ASN is quite strategic and seen in the community, of course, will make it easier for candidates to gain support and have big hopes in the pilkada. The non-neutrality of ASN is certainly in the spotlight amidst the hopes of the community that ASN is able to become a pillar of an example of an honest and fair course of democratization.

Abstract

This study aims to determine the relationship between local wisdom and indigenous peoples and the dependence of local wisdom on its creators at the level of application. It was found that local wisdom is partly produced by indigenous peoples and partly produced by non-indigenous people. Local wisdom is also not carried out in its application with its creator, because local wisdom and universal values ​​can be transformed or inherited or learned by anyone, so that it can be applied by anyone.

Abstract

Penelitian yang dilaksanakan di kabupaten Kampar, Provinsi Riau, dimana fokus penelitian mengkaji tentang penguatan kelembagaan desa dalam mempersiapkan pelaksanaan musrenbang desa yang berdaya guna dan berhasil guna. Hasil dari kegiatan musrenbang adalah penetapan prioritas pembangunan desa yang harus sesuai dengan Rencana Pembangunan Desa (RPJMDes 6 tahun dan RKP 1 tahun), sebagai kerangka strategi pembangunan desa yang di inginkan. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan mendeskriptifkan dan menafsirkan proses perencanaan desa yang dilaksanakan oleh Pemerintah Desa dan unsur–unsur yang terlibat dalam kegiatan pembangunan Desa. Musrenbang Desa adalah forum tahunan yang dilaksanakan mulai dari Desa, kecamatan dan berakhir di kabupaten/kota. Untuk itu desa harus siap dalam menyusun rencana pembangunan desa yang baik. Perencanaan desa tersusun dan tersistematis membutuhkan organisasi dan kelembagaan yang kuat yaitu mampu menjalankan tugas pokok dan fungsinya. Tugas dan fungsinya merumuskan perencanaan desa, melaksanakan pembangunan desa, mengawasi pembangunan dan mengevaluasi hasil pembangunan desa. Penguatan kelembagaan desa dalam penyusunan perencanaan desa harus memilki data dan informasi yang lengkap dan akurat yang dapat mempermudah petugas perencana dalam menyusun dan menyiapkan rencana pembangunan desa secara efektif. Data dan informasi yang dimaksud dalam mendukung penyusunan perencanaan pembangunan desa meliputi: (1). Penyelenggaraan pemerintahan desa, (2). Organisasi dan tatalaksana pemerintahan desa, (3). Keuangan desa, (4). Profil desa dan (5). Informasi lain terkait dengan penyelenggaraan pemerintahan desa dan pemberdayaan masyarakat. Hasil penelitian yang diperoleh bahwa organisasi dan kelembagaan desa yaitu Pemerintah Desa, Permusyawaratan Desa kurang memiliki pengetahuan dan pemahaman dalam menjalankan tugas, pokok serta fungsi organisasi secara baik dan benar. Dan hal ini yang menyebabkan tujuan dan sasaran pembangunan tidak diperkuat dengan pemahaman aparatur dalam berorganisasi.

Abstract

Indigenous model of strengthening traditional institutions of the Sakai tribe in Bengkalis Regency. This research aims to formulate a model that is suitable for strengthening and developing the institutions of the Sakai tribe. The research method uses a qualitative approach, namely describing the role of indigenous peoples in strengthening the social institutions of the Sakai tribe in Bengkalis Regency. The results of the research achieved formulate a policy model for strengthening customary institutions based on regulations, normative and culture that can provide input on the formulation, implementation and evaluation of the role of indigenous peoples in strengthening traditional institutions of the Sakai tribe as a symbol of the Bengkalis district culture.

Abstract

This research discusses the evaluation of the Pekanbaru City Regional Regulation Number 9 of 2014. Every people's market must meet the requirements starting from the supporting facilities and facilities that must exist in the people's market according to those already in the policy, while at Sail Market there are supporting facilities and facilities which are not available or many are not functioning due to lack of maintenance from the manager. The theory used is Riant Nugroho's evaluation theory which suggests an evaluation of policy performance. The place of this research is the Department of Trade and Industry of Pekanbaru City and Sail Market . The purpose of this study is to evaluate the Regional Regulation Number 9 of 2014 on the physical planning of Sail market. This research uses a descriptive qualitative method, this method is used to describe how the Pekanbaru City government manages and supervises the people's market, especially the Sail Market. The results of this study conclude that the Pekanbaru City government in dealing with people's markets managed by third parties to create a decent, safe and healthy people's market according to the provisions of Regional Regulation No. 9 of 2014 has not been effective. The Department of Trade and Industry has not been able to carry out its duties and functions as the agency responsible for managing the people's market. This is because the current condition of Sail market is that there are many supporting facilities and facilities that do not exist.

Abstract

The priority for using the Village Fund in 2020 has changed along with the existence of financial policies for handling the dissemination of COVID-19 in the village. Based on this, the Village Fund (DD) is prioritized used for handling the COVID-19, one of the priorities is for Direct Cash Assistance (BLT). In its implementation, the Direct Cash Assistance of the Village Fund (BLT-DD) policy has caused many polemics. Based on these problems, the purpose of this paper is to explore the factors that influence the implementation performance of BLT DD distribution. The method used in this research is qualitative exploratory. Data collection was conducted by means of observation, interviews, and literature study. The results displayed that the factors affecting the implementation performance were caused by; first, the factor of clarity of policy content, village volunteers found it difficult to collect data on BLT-DD Beneficiary Families (KPM) due to the criteria set fluctuated and the number of KPM was limited based on the percentage of The Village Funds received by the village. The second, the Regulatory Inconsistency Factor. The changing regulations made it difficult for the village government to implement the BLT-DD distribution. Third, technical factors. The process of disbursing the BLT-DD was long enough to prevent The Village Government from delivering BLT-DD on time.
