Abstract

The cultural approach to implementing public infrastructure policies is new. The approaches commonly used in implementing policies are structural approaches (organizational roles), procedural and management approaches (network planning and control; program evaluation and review techniques), behavioral approaches: communication, complete information at each stage and a political approach (interdepartemental aspects of politics). This shows that, the cultural approach is an innovation of policy implementation to establish a model of policy implementation innovation with a cultural approach, researchers investigate in a case study of a simultaneous village building program (GSM) in the Tulang Bawang regency of Lampung Province. This study uses a qualitative approach that describes and explains the symptoms and trends in phenomena that appear at the research location.The results obtained, the implementation of the GSMK program is based on the value of mutual cooperation which in local terms Lampung is called sakai sambayan. Sakai Sambayan, covering a broad understanding, such as mutual cooperation, help to help, tolerance to others and to others both morally and materially at times of pleasure and distress.This value provides a spirit in the implementation of the GSMK program in Tulang Bawang Regency. The GSMK program is a movement carried out by, from, and for the people of Tulang Bawang Regency to do good together in an effort to accelerate infrastructure development in 147 villages simultaneously throughout the Tulang Bawang Regency with a budget sourced from non-government organizations, private parties from each village and Community Direct Assistance (BLM) of the APBD of Tulang Bawang Regency. This program is considered quite successful by many people, the innovation of cultural approaches in the implementation of policies makes it an alternative so that policies can be successful and goals can be achieved.

Abstract

The music therapy is the use of music intervention together with its elements by professionals in a therapeutic relation to obtain a particular objective. Why the music therapy is chosen as a rehabilitation media for drug addicts? Of course, because music is a fun activity which is relatively safe and good and this is one of social rehabilitation concepts by helping to recognize and accept different emotion types, to develop expressive abilities and self-awareness, to improve self-confidence, and facilitate relaxation to reduce stress. Based on the research conducted by the authors by using music therapy model for social rehabilitation, the authors conclude that music therapy for recovery of drug addicts can be done in two ways; passive and active music therapies. During the research in Way Huwi Department of Corrections for drug abusers, in Lampung province, by using passive music therapy, the research objects only reached a stage of having calm feeling, but did not yet reach the change of mindset stage significantly to leave old habits and to change into new habits, while activities in active music therapy such as singing, writing songs, improvisation, and doing performances which have therapy elementstend to provide more maximum roles than just listening music.

Abstract

This study aims to analyze the Incentives for the Work Spirit of PT. Indomarco Prismatama Lampung Branch. The analytical method used: simple regression. From the results of the t test, the value of  thitung = 11,479.  lebih dari ttabel 2,66 hypothesis states that there is an influence between the Incentive variable (X) on the Work Spirit (Y) of employees at PT. Indararco Prismatama Lampung Branch.The coefficient of determination was obtained R2 = 0.8682 = 0.754 = 0.754 x 100 = 75.4%. means that the Incentive variable explains variations in changes to the variable Work Spirit on employees of PT.Indomarco Prismatama Lampung Branch by 75.4%, while the remaining 24.6% is influenced by other factors not explained in this study. The regression equation between the Incentive variables to Work Spirit is Y = 11,158 + 0,729X which means that every increase of one point than the Incentive variable will be followed by an increase in the Work Spirit variable of PT. Domarco Prismatama Branch Lampung Lampung employees by 0,729 points.

Abstract

Social capital is an investment to get new resources in society. Weak social capital will dim the spirit of mutual cooperation, exacerbate poverty, increase unemployment, crime, and hinder any effort in improving the welfare of the population including farmers. Utilizing the potential of social capital had been able to contribute to improving income of farmers in the rural area. So that, it is important to analyze the significance of influence in social capital and farmers’ income of maize production in Jeneponto, South Sulawesi. Data were collected by structured interview through probability proportional to 120 of maize farmers as samples which were analyzed by descriptive analysis. Final resulted showed that Social capital through the dimensions of trust, social network and norms had a positive effect on farmers' income, but the effect was not significant.  The dimensions of social capital owned by new farmers formed a positive attitude that supported and had not directly influenced the increase in farmers' income, especially the increase in production as the highest dimension of income generation.

Abstract

Development of human resources is very basic. The relationship between performance at the organizational level and the national level, as well as investment in human resource development is tangible and persuasive. Thus, developing thoughts about the prospects and role of communication in human resource development becomes an important part. The methodology used to comply with this paper is through literature study from various literatures.Communication is a prerequisite for information transfer. Economic underdevelopment is often correlated with limited access to information and learning facilities. The ability to communicate and transfer information and capacity is vital to building a knowledge economy that ensures survival in a global setting. Thus, the availability and development of human resources is important in the context of the socio-economic conditions of the country and the communication of information technology is an important asset for global competitiveness.Besides, information and communication technology is utilized to maintain the environment by managing and monitoring the energy. Therefore, qualified and competent human resource who could create proper application to facilitate society can maintain environmental welfare such as save energy, reduce emission gas, and so on.Effective and quality communication is the core of all HR development. Understanding of communication is important to improve human resources as social capital. The development of human resources in information and communication technology is important for the ability of the people of a nation to promote global competitiveness and become one of the factors of progress of a nation in international arena.
