Abstract

This paper analyzes the U.S.-Russia cooperation of space security as two superpowers in the form of the ISS program. Most of the previous articles on this topic only explained the background of the ISS project and the process of Russia joining this project. U.S and Rusia have a “high intention” relationship during the Cold War. Even today the United States and Russia are still at odds with many things. This article uses theory of international cooperation that can explain the reasons behind Russia joint the ISS project carried out by the United States. This article shows that the reasons behind Russia's joining the ISS program are more practical than idealistic considering that Russia has interests that must be fulfilled since the country is the successor to the Soviet space project.

Abstract

This paper will discuss about problems surrounding discourse on the role of local government or ‘city’ in global environmental governance. Many scholars, such as Acuto (2013), Betsill & Bulkeley (2010) and Fraser (2014) have argued that city might be the missing actor that global environmental governance needs to make it work. However, this paper believes that the argument is riddled with fallacy, most notably with the way they did not take into account the existence of growth-based development ideology that can prevent local government from truly preserving the environment. This paper argues that city is not the panacea that will solve all environmental problems since it favors utilitarianism approach over deep ecology. However, this paper acknowledges that city could be the new norm entrepreneur that can strengthen international norm on environmental preservation.Keyword: City, Environment, Norm, Utilitarianism

Abstract

Kata Kunci: Krisis Doklam, kepentingan nasional, pertahanan dan keamnan, ekonomi, India ABSTRACTThe Doklam crisis that occurred in 2017 increased the tension in the relationship between China and India. This started when China built infrastructure in the form of a highway on its border with Bhutan which was blocked by Indian soldiers who came on behalf of Bhutan and forced China to stop its activities. The tensions that lasted for 73 days between India and China are interesting to study. India, which is actually not directly adjacent to China in the Doklam region, is willing to deploy its troops in this conflict between China and Bhutan. The purpose of this paper is not only to explain the crisis that occurred, but also to find out why India was directly involved in this conflict. By using a descriptive qualitative method, this paper will analyze secondary sources from books, journal articles, or other literature in the mass media. The concept used in this paper is the concept of national interest. From this paper, it is known that the reason behind India's actions to be directly involved in the conflict in Doklam and even to deploy its troops was because of India's defense and security interests and economic interests that must be protected. Keywords: Doklam crisis, national interest, defence and security interests, economic interests, India

Abstract

As a form of government in which the people who are sovereign and in power to determine their lives, democracy not only provides a breath of fresh openness and freedom but also promises a million hopes for a prosperous people's life. However, in line with the history of mankind, the government system that is predicted to be the best model of government from the worst, are also not free from problems, criticisms and crises that occur in it. The sovereignty of the people which has become the spirit of democracy has been eroded by the problem of the crisis of representation and direct involvement of the people in policy making. Democracy as a model of government reaps a crisis of public confidence which starts to regard this government system as an illusion of prosperity and justice. Interestingly, in the midst of the storm of problems that have plagued the democratic governance system in the present era, a breath of a new fresh air has emerged for the continuity of the sovereignty-based government system. In the city of Porto Alegre, Brazil, which is one of the main countries in the Latin American region, alternatives for strengthening participatory democracy have emerged through a model of governance based on Participatory Budgeting. "The implementation of this Participatory Budgeting has turned out to be able to restore the vital role of the people in policy making while at the same time improving the model of modern democratic governance which is increasingly hit by a crisis of trust and legitimacy from the people of today." Keywords: Democracy, crisis of representation, alternative democracy, participatory budgeting

Abstract

In recent years, Russia has developed a hybrid warfare strategy as a tactic to carry out war operations to achieve their national interests. Estonia is considered the most vulnerable country in the face of the threat of a Russian hybrid warfare strategy. In this case, Estonia has historical, geopolitical and political value for Russia. Estonia has received signs of the Russian threat manifested through their aggressive actions in Estonia with hybrid projections that have been projected in a real way. Thus, the Russian hybrid warfare strategy can influence the perception of the Estonian threat which was finally responded through a policy to stem the threat of hybrid itself. Underlying the analysis of the Threat Perception theory proposed by Raymond Cohen, this paper will explain how the Estonian threat is perceived by the Russian hybrid warfare strategy by looking at the threatening cue and responses to the  threats. This paper has the argument that the hybrid warfare strategy is a threat to Estonia. The historical factor of Russian-Estonian relations and past experience of threats is a sign of a threat that influences the perception of Estonian threats. Estimation of the threat was then manifested by Estonia in the form of anticipatory actions through increased cooperation with NATO, an increase in Estonia's military capabilities, and other non-military approaches in counter Russian warfare hybrid strategy. Keywords: Hybrid Warfare, Russia, Estonia, threat perception, threatening cue, asymmetric threat, cyber security, disinformation, NATO

Abstract

The increase in the average temperature of the earth is experiencing global warming. Of the many impacts, sea level rise is one of the most important impacts because it can eliminate the existence of certain state entities. An island state with distinctive features and issued consisting of small islands is the party most threatened. This threat is slow but surely continues to haunt residents living in these island-states, for example the Pacific islands. The impact of this challenge is not only on the environment, but also on the social life of residents living in this area. If one day the area they now live in is completely submerged, then they must find a new place to live (climate change refugees). Therefore, the Pacific islands, specifically those who are members of the Melanesian Spearhead Group (MSG) and the Pacific Islands Forum (PIF), make various efforts in overcoming this problem. This paper uses the help of the green political paradigm (Green Politic) as a reference in seeing the phenomena associated with MSG and PIF in the Pacific countries.

Abstract

PT. Freeport Indonesia began operating in the Mimika district in Papua Province at the Gresberg mining. Their cooperation with Indonesia was marked with a contract of work I (Kontrak Karya / KK), with contract period of 30 years. The contract was made after the legalization of the investment LAW on 7 April 1967. This cooperation had been going long when KK II was established. However, in 2017 there was a change of regulation of natural resources management of Indonesia namely IUPK (Izin Usaha Pertambangan Khusus). This regulation initiated debate between Freeport and Indonesia government to reach a consensus. The method used to collect data in this study is qualitative method. Abstract

This research aims to further explore the civil war that is taking place in Syria. This paper questions fundamentally, why did the civil war in Syria become a prolonged armed conflict? Or are there other factors that strengthen the strength of their resistance? This research offers a novelty of research on the situation of this conflict, is that the prolonged civil war in Syria is not only caused by internal conditions, but also the involvement of external actors. As with the approach of David E. Cunningham (2010) that the involvement of external actors in civil war produces two possibilities, namely; become a negotiating facilitator and help one party win. This research reveals that the involvement of external actors interventions - regional, international and transnational – actually prolongs the conflict. This is because the involvement of external actors causes the addition of combatants in the conflict, so the preference in the conflict increases.  Keywords: Civil War, Assad Regime, Regional Actor, International Actor, and Transnational Actor.

Abstract

The Arab Spring is a term for the revolutions of countries in the Middle East. The Arab Spring has a purpose to overthrow a dictatorial government. The series of Arab Spring began with protest in Tunisia on December 18, 2010. This protest started with Mohamed Bouazizi, a Tunisian street vendor, who set himself on fire as a protest against corruption. The success of the protest in Tunisia gave a domino effect to the surrounding countries. The impact of the Arab Spring also occurred in Libya in 2011. Libyan leader, Muhammar al-Gaddafi who has been in power for 42 years, refused to resign. This triggered protest from the Libyan people. Civil war happened in Libya between the pro-Gaddafi group and the opposition. NATO conducted humanitarian intervention in Libya under the official UN mandate. This article provides a humanitarian intervention analysis conducted by NATO using just war theory, especially the principle of jus in bello. The purpose of this article is to find out whether the intervention was in accordance with the jus in bello principle or not. This article used the literature study method by collecting data related to NATO intervention in Libya. This article shows that there are crimes against humanity committed by NATO in Libya. But, NATO intervention in Libya can reach the goal if viewed with proportionality principle in jus in bello. Keywords: Libyan conflict, humanitarian intervention, jus in bello.
