Abstract

Badan Pemusyawaratan Desa (BPD) are an institutionalism was held the governance in village that mustbe function as a legislation in village and so BPD gives some authority to discuss about the rules ofvillage with head of village. BPD in Buluh Cina on 2010 doesnt have capacity for make a rules of village tokeep the norm of society or rules of village to take some money to increase income a village in orderBuluh Cina Village are a tourisme village with a natural potentionand his culture. This research describesa factors that cause the weakness of BPD Buluh Cina to make a rules a village. Kualitative descriptivemethods with sampling puprossive technic are used with gets data from depth interview with informanuntill researcher get the valid information. This research show that model’s of recruitment BPD wasdomination from elite of village. Societies choice the candidate dont have a popularities and so manycandidates dont know and dont have a science to be a BPD. Supra government in a village also never doa workshop for BPD and minim of salary also be a reason for BPD in Buluh Cina Village to do evectivelly.Keywords: Recruitmen, Capacity of candidate, workshop, salary and institutionalism capacity.

Abstract

This research aims to describe of process or mechanism and formulation model of RencanaPembangunan Jangka Menengah Desa (RPJMDes) Buluh Cina 2011-2015. This research is descriptivetype with used qualitative method. The data on this research obtained are depth interview with informanand documentation study. From this research obtained result that on formulation Rencana PembangunanDesa (RPJMDes) Buluh Cina 2011-2015 pass through Musrenbangdes. Musrenbangdes involved allcomponent participation from institutional and the people. Thus, in formulation RPJMDes used democraticmodel.Keywords: formulation, democratic model, RPJMDes

Abstract

This research focuses on the the development of the Buluh Cina Village potency in the Siak HuluDistrict. The strategy for optimalization of the village potency is conducted by considering severalaspects such as housing and environment, natural disarter, education, health, socio-culture, economy,sport and amusement, transpotation, communication and information, land and its use and security. Thedata obtained in this reseach are collected using both direct questions to informant and from ducumentavailable in the village office and other sources. The data are then analyzed based on the research goals,presented by frequeny table and finally elaborated and explained. The results show that the Buluh Cinavillage contains substantial potency due to the availibility of fertile soils, river and its tributaries, swamparea and vast low land. The whole potency has not been used correctly, thus in ihe future could bedeveloped fully as village asset to increase its income. The results also indicate that fishery and touristmare the most potensial asset in Buluh Cina village.Keywords:development, potency

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). This reality bear term which is on a period of ORBA referredas ' state in state' and reform era referred as with ' state in local gorvernment'.Keywords: Otorita Batam, local autonomy and reformation

Abstract

The inventory on Buluh Cina potency is conducted in the effors to make community developmentprogram. Data obtained from the inventory are highly important in making planning, thus the villageauthorities are able to carry out analysis and prediction on the future tendency. The data are also veryuseful for decision making to achieve prosperious society as mentioned by the nation goal. The maingoal of this research is to gather information on the used and un-explored village potency. The informationand data were obtained directly from village secretary, key persons and other souces in the village usingboth direct questions to key informant and from the documents available in the village office. The resultsfrom research locations indicate that the Buluh Cina village contains a wide variety of potencies such asits strategic location, fertile lands for agriculture, plantation and foresty, minerals, water potency in river fortransportation, fishery and hatchery, water potency in lake and swamp area, tourisms due to its tradition (Balimau Kasai, Tobo Bajambe, Pangean Martial Arts, Bediki Dabano, Calempong) and culture. However,the un-explored potency available in Buluh Cina includes KUD revitalization and biogas.

Abstract

Village govenment institutionalism and BPD that have formed by Rules of Government nomor 72 year of2005. Buluh Cina village are tourism village that have much potention and need to get support fromvillage institutionalism to create a potentions for positively effect for society. But a conditions society inBuluh Cina village are not support and it make a institutionalism in buluh Cina village doesnt havecapability to protect the society. This research describes the profil of government of village, BadanPemusyawaratan Desa and Lembaga Permusyawaratan Desa in Buluh Cina Village that have use a rulesof government inform educational of elite in institutionalism village. This research purpose to analize theinstitutionalism in Buluh Cina village with the rules of government and also describe the educational invillage. Kualitative descriptive methods with study literatur based on documents and also interview withinforman that choice by purpossive sampling. This research show that government institutionalism inBuluh Cina Village are have done form based on rules government but educational elite 60%, under SLTPand BPD also formed by rules of government and educational of BPD are 40% are Strata 1. LembagaPemberdayaan masyarakat (LPM) in Buluh Cina are not same with the Perda Kampar Regency andperson in LPM are under SLTP.

Abstract

This research purpose to analize roles and relation form between Village Head and BadanPermusyawaratan Desa (BPD) Buluh Cina Village on making decision expecially Village regulation. Thisresearch is case sudy with qualitative method. The data in this research collected with observation, depthinterview and documentation study. Based the research show that Village head and BadanPermusyawaratan Desa (BPD) have a role in active on making Village regulation. Partnership betweenVillage head and Badan Permusyawaratan Desa (BPD) on making Village regulation indicatedharmonisasi village government institutionalism.

Abstract

This study describes that how women legislative candidates were recruited by political parties atPekanbaru City in General Election 2009. The Democratic Party, The Indonesian Democratic Party –Struggle and The Prosperous Justice Party become cases study. Firstly, The Democratic Party usedinternal mechanism by local patronage type. On other hand, The Indonesia Democratic Party – Struggleused internal mechanism by central patronage type. However, both are an ascriptive style recruitment. Inaddition, The Prosperous Justice Party used internal mechanism by local bureaucratic. But, this style isan achievement oriented recruitment. Finally, in according to Kingsley that political party can consider 7points for recruitment. Namely, social background, political socialization, initial political activity,apprenticenship, occupational variables, motivation dan selection.
