Abstract

Pontianak is the capital city of West Kalimantan, representing Indonesia with a mention Emerald Equator. The process of implementing the equatorial park development program in 2020 can’t be continued in accordance with the objectives of the development program, so that there are no more workers working on development projects. The condition of the abandoned and poorly maintained equatorial park area, such as; water does not flow in the toilet and the ablution place in the musolla. The goal to be achieved is to find out and solve problems on the factors that cause the implementation of the equatorial park development program in the equatorial monument tourist area in 2020 can’t be continued in accordance with the program's objectives, and the causes of the equatorial park area to be neglected and not maintained. This study uses a descriptive type of research with a qualitative approach. Using observation techniques, interviews, and documentation studies. The author analyzes this research using the theory of Van Meter and Van Horn in (Winarno, 2012: 158) that policy performance is influenced by six interrelated variables, namely: basic measures of policy objectives, resources, communication between organizations, characteristics of implementing organizations, economic conditions social and political, as well as the disposition of the implementor. The results of this study are the Equator Park development program is a collaboration between the Pontianak City Government and PT Mitra Bangun Kota. The two parties entered into a cooperation agreement. Technically, PT Mitra Bangun Kota is responsible for the construction of the equator park. However, in the progress of implementing the policy, there was a dispute over land ownership of the equatorial monument between the Pontianak city government and the Indonesian army. Then, it is waiting for the results of the central government's decision to swap land between the Pontianak government land and the Indonesian army. Suggestions from the results of the study are to control and pay attention to the maintenance of tourist facilities, and to empower more quality resources. Improve good communication between implementers and parties related to the implementation of further policies. Increase promotion through mass media or social media such as local TV, Facebook, Instagram, Twitter, and by using official and special accounts. This is so that information about the equator monument is conveyed to the wider community. Increasing the scope of the creative economy in the tourist area of the equatorial monument, especially the community around the potential equatorial monument tourist sites. Monitoring the implementation process of the next equatorial park revision design program so that it is more focused and in accordance with the goals and objectives of the policy.Keyword : Program Implementation, Land Ownership Disputes, Equatorial Park Development.

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimana pengaruh penggunaan aplikasi SISKEUDES dapat menghasilkan akuntabilitas pada kegiatan pengelolaan keuangan desa di Kecamatan Kapuas. Penelitian ini dilakukan di pemerintah desa di wilayah Kecamatan Kapuas, Kabupaten Sanggau dengan menggunakan metode penelitian kualitatif deskriptif. Penentuan informan dilakukan dengan teknik purpose sampling, untuk menganalisis data dilakukan melalui reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian memaparkan bahwa akuntabilitas pengelolaan keuangan desa di pemerintah Kecamata Kapuas mengalami peningkatan karena dapat menghasilkan laporan pertanggunjawaban yang lebih berkualitas sejak menggunakan aplikasi SISKEUDES, faktor yang mendukung penggunaan aplikasi tersebut yaitu fasilitas sarana prasarana, adanya kerjasama yang baik antar perangat desa, dan faktor yang menghambat penerapannya yaitu SDM masih terbatas, kemampuan perangkat sarana yang digunakan, masih sering errornya sistem dan belum berbasis online.

Abstract

The purpose of this study is to describe and analyze the Implementation Process of the Family Hope Program in Education in Sungai Malaya Village, Sungai Ambawang District, Kubu Raya Regency. This type of research is descriptive using a qualitative approach. In this study, researchers used the concept of the theory of Erwan Agus Purwanto and Dyah Ratih Sulistyastuti related to the implementation of policies that cover 3 (three) basics namely; Dissemination, Delivery Activities and Utilization of Policy Output as a knife for analysis. The Hope Family Implementation Program (PKH) in Education in Sungai Malaya Village, Ambawang River District, Kubu Raya Regency has not been running optimally in accordance with PKH objectives, there are still recipients who do not match the benefits of PKH. The cause of the socialization aspect is the perceived constraints based on the region of residence. Deficiencies in infrastructure create obstacles in their implementation. Aspects of Delivery Activities Program Family Expectations for some people are right on target. But there are still people who are entitled to this program don't get it. Regarding PKH beneficiaries, the Regency government did not take part in it, all based on data submitted and determined by the central party. Aspects of Utilizing Policy Output are still being found students clothes that are not appropriate to wear and attendance attendance that is not optimal. The Family Hope Program Companion suggestion is expected to work well so that the Family Hope Program that has been determined can run well, such as socialization, initial data collection, validation and reporting every month.

Abstract

Cities in Indonesia are developing rapidly, as happened in West Kalimantan Province, where the population growth is getting faster every year, with the increasing population in West Kalimantan Province, the need for transportation will also increase. This study aims to determine and analyze the factors that cause the quality of transportation services at Perum Damri in West Kalimantan to be less than optimal. This research uses a qualitative approach, data collection is done by interviewing, observation and documentation techniques. The results of this study indicate that there are several factors that cause the quality of service at Perum Damri in West Kalimantan to be less than optimal, of the six factors, namely awareness, rules, organization, income, abilities and skills, and service facilities, there are three factors that cause service quality. Perum Damri's transportation in West Kalimantan is less than optimal, namely: awareness factors, regulatory factors, facilities and infrastructure factors., while organizational factors, abilities and skills and income are running optimally at PERUM DAMRI West Kalimantan. In this study, new things were also found, namely the guarantee of time certainty in which the community as service users was still a little disappointed with the delay in the arrival schedule of the Damri bus because there was still a delay in travel time even though the intensity was very low. It is hoped that Damri will pay more attention to bus arrival times by making various predictions and anticipations so that the guarantee of service time can be maintained.

Abstract

This research entitled "Implementation of One Stop Services Policy at the Regional Office of the Ministry of Religious Affairs, West Kalimantan Province". This research aims to examine and analyze the implementation process of the policy of One Stop Services (PTSP) at the Regional Office of the Ministry of Religious Affairs, West Kalimantan Province. PTSP Regional Office of the Ministry of Religion of West Kalimantan Province is an implementation from the Regulation of the Minister of Religious Affairs Number 65 of 2016 concerning Integrated Services at the Ministry of Religious Affairs. PTSP Regional Office of the Ministry of Religious Affairs of West Kalimantan Province have a purpose to improve the quality and public services to the society. However, in reality the PTSP in the Regional Office of the Ministry of Religious Affairs of West Kalimantan Province is not accordance with Regulation of the Minister of Religious Affairs Number 65 of 2016, so the author tries to analyze the implementation process of PTSP using the theory from Charles O. Jones. According to Jones, the implementation process consists of three stages, consisting of organization, interpretation, and application. The author examined PTSP Regional Office of the Ministry of Religious Affairs of West Kalimantan Province using descriptive research with a qualitative approach. The recommendation from  this research is that the Regional Office of the Ministry of Religious Affairs of West Kalimantan Province must follow the technical guidelines for integrated services that have been established by Ministry of Religious Affairs. Key words: (PTSP), implementation, service, organizing, interpretation, and application.

Abstract

Abstrak: Tujuan Penelitian ini yaitu 1) Mengetahui seberapa besar pengaruh mahasiswa migrasi luar kota terhadap  perubahan sosial ekonomi masyarakat, di Kecamatan Dau Kabupaten Malang, 2) Mengetahui Apakah ada pengaruh mahasiswa migrasi terhadap perubahan sosial ekonomi masyarakat, di Kecamatan Dau Kabupaten Malang. Penelitian yang dilakukan merupakan penelitian kuantitatif. Penentuan sampel penelitian menggunakan Slovin. Teknik pengumpulan data yang digunakan peneliti adalah kuesioner. Metode analisis data yang digunakan adalah Regresi Linier sederhana dengan menggunakan program SPSS. Berdasarkan hasil analisis dapat diketahui  persamaan regresi linear mahasiswa migrasi (x) berpengaruh positif terhadap perubahan sosial ekonomi masyarakat (Y) dengan nilai 0,451. Hasil penelitian membuktikan mahasiswa migrasi berpengaruh signifikan terhadap perubahan sosial ekonomi masyarakat di Kecamatan Dau Kabupaten Malang, sebesar 73,1%. Abstract

This research aimed to describe and analyze the process in the policy implementation of the Community Consultations on Development Planning (musrenbang) for the 2021 North Kayong Regency Regional Government Work Plan (RKPD). Based on the research results, the objectives and the mechanism for implementing the 2021 North Kayong Regency Musrenbang RKPD were not in accordance with the objectives and mechanisms as stipulated in the Minister of Home Affairs Regulation Number 86 of 2017. The quality and quantity of the employees in the Regional Development Planning Agency, Research and Development (Bappedalitbang) as Musrenbang implementers were still low and the policy for  accommodating 1 (one) proposal for Musrenbang per village was only an internal policy of Bappedalitbang.        Based on the foregoing, the writer recommended that the implementation of the Musrenbang RKPD should run more optimally, such as the North Kayong Regency Bappedalitbang that needs to immediately prepare Standard Operating Procedures (SOPs) related to the implementation of the RKPD Musrenbang, encourage improvement in the quality and quantity of human resources at Bappedalitbang, especially the availability of functional  Planners and further enhance effective communication between the legislature and the executive on policies to accommodate community proposals through Musrenbang.
