Abstract

Aksi-aksi terorisme terkait Negara Islam Irak dan Suriah (ISIS) membangunkan kewaspadaan banyak negara di dunia. Seperti juga negara lain, Indonesia menghadapi tantangan dalam menangani kelompok teroris yang tergabung dalam jaringan ISIS. Tujuan dari tulisan ini adalah untuk mengetahui perkembangan terorisme ISIS dalam mengancam keamanan nasional Indonesia. Tulisan ini sampai pada kesimpulan bahwa perkembangan ISIS sudah mengancam Indonesia. Karenanya, diperlukan strategi yang efektif untuk menanggulangi ancaman terorisme di Indonesia. Secara khusus, pemerintah harus segera meningkatkan kemampuan unit anti-terornya.

Abstract

Social conflicts in Sampang, Madura, have often occurred between two different groups of Muslim, namely the Sunni and Shiite, who lives in the same region. This essay discusses the background of the social conflict and attempts to propose alternative conflict resolution. The writer argues the need to adopt a combination of sociology and communication approaches which tries to examine deeply the interaction between the two different Islam sects. Through such combination of approach, it is hoped therefore that the cases of the horizontal conflicts can be clearly explained and properly handled.

Abstract

Indonesia’s foreign policy in the Susilo Bambang Yudhoyono’s (SBY) and Joko Widodo’s era have their own strengths and weaknesses. SBY's foreign policy tended to be outward-looking, which was marked by promotion of soft power, high politics, and leveraging Indonesia influence in global stage. Meanwhile, Joko Widodo's foreign policy is more inward-looking in that it focuses more on domestic sectors. Problems will arise if a country carries out its foreign policy in an unbalanced manner. Development in the global and regional strategic environment requires a collective response achieved in multilateral forums. This makes cooperation and active participation of a country in international forums become important. This paper aims to analyze Indonesia's foreign policy under SBY and Joko Widodo to find out the strengths and weaknesses of both foreign policies. The author has also provided a foreign policy recommendation that combines both inward and outward-looking perspectives in its performance. They are made in the form of reclaiming Indonesia's leadership in ASEAN to make the region a zone of peace, freedom, and neutrality (ZOPFAN), preventing foreign powers infiltration, maintaining ASEAN countries sovereignty, and curbing pragmatic and unilateralist actions in response to strategic environmental dynamics. These are important to ensure the achievement of Indonesia’s national interests. In simple terms, outward-looking policies are adopted as a tool to achieve national interests that benefit the Indonesian people (inward-looking).AbstrakKebijakan luar negeri Indonesia di era Susilo Bambang Yudhoyono (SBY) dan Joko Widodo memiliki kelebihan dan kekurangan masing-masing. Kebijakan luar negeri SBY cenderung outward looking dengan mengedepankan soft power dan bercorak high politics serta mencoba meningkatkan pengaruh Indonesia di forum global. Sedangkan kebijakan luar negeri Joko Widodo lebih bersifat inward looking yang berfokus pada penguatan sektor domestik. Permasalahan akan muncul jika suatu negara tidak berimbang dalam menjalankan kebijakan luar negerinya. Perkembangan lingkungan strategis global dan regional membutuhkan respon kolektif yang dicapai dalam forum-foum multilateral. Hal ini membuat kerjasama dan keaktifan suatu negara dalam forum internasional menjadi penting. Tulisan ini bertujuan untuk menganalisis kebijakan luar negeri Indonesia di era SBY dan Joko Widodo guna mengetahui kelebihan dan kekurangan masing-masing. Kemudian, penulis juga memberikan suatu rekomendasi kebijakan luar negeri yang menggabungkan corak inward dan outward looking dalam menjalankan kebijakan luar negeri. Hal tersebut berupa mengembalikan kepemimpinan Indonesia di ASEAN guna membuat ASEAN sebagai zone of peace, freedom, and neutrality (ZOPFAN), mencegah masuknya kekuatan asing, menajaga kedaulatan negara-negara ASEAN, serta mengurangi sikap pragmatis dan unilateralis dalam merespon perubahan lingkungan strategis. Hal tersebut penting dilakukan guna menjamin tercapainya kepentingan nasional Indoensia. Secara sederhana, kebijakan outward looking digunakan sebagai alat untuk mencapai kepentingan nasional yang memberi keuntungan pada rakyat Indonesia (inward looking).

Abstract

Fiscal decentralization is a fiscal policy taken by government to balance inequality fiscal capacity between local-central governments, as well as amongst local government. By concept or formula, it is fairly accepted as a good model of fiscal policy. This research applies a qualitative method that aims to analyse its implementation, particularly problems faced by local budgets, namely its low capacity to cover the increase of local development needs. Relevant secondary data is used to analyse the implementation of fiscal decentralization as a fiscal policy in general. This research concludes that as a concept, fiscal decentralization is a good policy of decentralization, in term of politics. However, due to local budget constraints faced by regional governments, its implementation still meets problems, such as less of local revenue capacity that causes deep dependency on national budget transfer. Also, local tax policy cannot significantly help to solve local budget problems until now.

Abstract

The Raja Ampat archipelago, a new municipality in West Papua Province, is one of Indonesia’s outer islands, which is vulnerable from any from of securitythreats, especially social and environmental security because of its natural resources potensials --in particular its coral reefs-- and important position from the aspects of geopolitics and geostrategy. A study from both security point of views is currently needed in time of the rising threats to the archipelago coming from the intensifying presence of foreign investors and visitors. This study is completed with field researches, interviews, and FGD with various parties conducted in 2011.

Abstract

Indonesia has succeeded to achieve several target in the Millennium Development Goals (MDGs). There are other targets that need more effort to be achieved by the government. Because of this reason, the writer argues the country needs assistance. This paper says that the assistance can be done by increasing international cooperation not only with developed but also with developing countries.

Abstract

Four times amendments of the 1945 Constitution has resulted in an MPR which is longer as the highest state institution, but as a common high state institution equal with others. This change has been made based on the argument that power sovereignty is upheld by the people and shall be performed in accordance with the amended 1945 State Constitution. This political situation a process of transition of power sovereignty since MPR members are not again appointed representatives but elected representatives, who are chosen in general elections. This transition causes the changes of MPR tasks, duties, and authorities as a high state institution.

Abstract

After the defeat of the Islamic State of Iraq and Syria (ISIS) by the attack of the United States coalition forces in Baghouz, the Foreign FighterS who joined ISIS surrendered and were captured by the Syrian Democratic Force (SDF). It resulted in a wave of returnees of Foreign Fighters, of which among the destinations was Indonesia. The return of Indonesian foreign fighters from Syria will bring potential asymmetric threats to Indonesia, which include the acts of terrorism. The main problem in this regard is the nature of the potential threat posed by these foreign fighter returnees in Indonesia, which the study seeks to analyze using a qualitative method with a phenomenological approach. The data collection was carried out through interviews and document studies, which were then analyzed with Miles, Huberman, and Saldana’s analysis technique in 2014. The study employs the concept of foreign fighters and asymmetrical threats, and results of the research indicate that the potential threat of foreign fighter returnees in Indonesia comes in the ability of military returnees, an increase in international networks, movement of war zones (Darul Harb), lone wolf attack tactics and indoctrination of violent extremism.AbstrakPasca kekalahan Islamic State of Iraq and Syria (ISIS) oleh gempuran pasukan koalisi Amerika Serikat di Baghouz, Foreign Fighter yang tergabung ke dalam ISIS menyerah dan tertangkap oleh pasukan Syria Democratic Force (SDF). Dampaknya ialah muncul gelombang kembalinya (returnees) Foreign Fighter, salah satu tujuannya ialah ke Indonesia. Kembalinya foreign fighter Indonesia dari Suriah akan membawa potensi ancaman asimetris bagi Indonesia seperti aksi teror. Hal tersebut memunculkan pertanyaan bagaimana potensi ancaman yang ditimbulkan dari foreign fighter returnees di Indonesia. Tujuan penelitian ini adalah untuk menganalisis bentuk potensi ancaman pada foreign fighter returnees di Indonesia dengan menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi. Pengumpulan data dilakukan melalui wawancara dan studi dokumen, selanjutnya dianalisa dengan teknik analisis Miles, Huberman dan Saldana tahun 2014. Penelitian ini menggunakan konsep foreign fighter dan ancaman asimetris yang hasil penelitiannya menunjukkan bahwa potensi ancaman foreign fighter returnees di Indonesia ialah kemampuan militer returnees, kekuatan jaringan internasional, perpindahan wilayah perang (darul harb), taktik serangan lone wolf dan indoktrinasi ekstremisme kekerasan.

Abstract

Food is an important commodity since it has a direct impact on human life. This paper argues that cheap food rezime has disappeared due to uncontrolled population growth while at the same time there is a decreasing production caused by the lessening land farming and global warming. Food crisis can affect instability of national security, which in turn implicates world peace. It also argues that a nation with a good food security policy has a better position in the international politics. Indonesia as a developing country has to stand on its own feet, if the country does not want to fall into the food trap of developed country on today’s free trade era.
